conspiratorial theories to cover the dramatic

and tragic episodes of history, particularly the

assassinations of heads of state. So it is not likely that there ever will be total acceptance of theWarren Commission's findings on the murder of

PresidentJohn F. Kennedy.But while there is no way to prevent individu

als from giving free rein to their fantasies, nor

,any reason to do so, government officials ought

to be cautious about giving speculations concerning the Kennedy case more substance thanthey deserve. The Rockefeller Commission's report on the Central Intelligence Agencyprovides substantial argument against moves toreopen the assassination inquiry.

Although a full review of the Warren report on

the assassination was not within the scope of the

Rockefeller Commission's assignment, thecommission did get into some of the major aile-

gations made by critics, one of which is that the

CIA was involved in the assassination.Underlying the allegations of CIA involvement

are suppositions that E. Howard Hunt and

Frank Sturgis, two men who figured in theWatergate break-in, were working for the CIAand were in Dallas at the time of the assassination. Although Hunt was a CIA employe at thetime, the Rockefeller Commission said Sturgiswas not then or ever an employe or agent of the

CIA. Experts in photo identification told thecommission that there is no basis for claims thatHunt and Sturgis ·appeared in photographs ofseveral derelicts rounded up near the sceneof the assassination. The commission also. saidthere was no evidence that either Hunt orSturgis was in Dallas that day, but rather there

was testimony that they were in Washington andMiami, respectively.

The Rockefeller Commission debunked claims

that assassin Lee Harvey Oswald and the manwho killed Oswald, Jack Ruby, were connectedwith the CIA. The commission said there is noevidence that either was an employe of the

agency or ever acted for it in any capacity, directly or indirectly.The Rockefeller panel also concluded that the

human figures (allegedly representing assas-

sins) that some people claim to see in the areaof a grassy knoll in front of the presidentiallimousine in photographs taken at the time ofthe assasination were nothing but images pro·

duced by sunlight, shadows and leaves.The commiss\on bad a group of experts re

view autopsy reports and the movements ofKennedy's body (as shown in films of the assas-

sination) and they concluded that there was nomedical evidence to support claims that the

Prt sident was hit by a bullet coming from thefront as well as those from Oswald's rifle to therear.

Taken together, the Rockefeller Commfssion'sreport reinforces the Warren Commission's find·ing that Oswald acted alone in the assassination. In the absence of any credible evidence tothe contrary, there is no reason to reopen the inquiry and relive those gnastly days, especiallywhen the country has enough on its bands deal•ingwith the troubling problems of 1975

Rockefeller Commission said Tuesday it found ''no credible evidence"to support rumors pointing to Central Intelligence Agency involvement in the a ~ ~ a s s i n a u o n of President John F. Kennedy in Dallas on.l"iOV. 22, 1963.

As part of its i n v e ~ t i g a t i o n thecommission disclosed, it assembleda new panel of fi\'e experts to restudy mot1on p:ctures taken as Kennedy was shot. Separately andun;mimously, the experts concludedthat Kennedy was struck by onlytwo bullets, both fired from therear, and that no medical evidencepoints to any olher shots.

In an 18-page chapter of its report to Prestdent Ford on its inves

tigation into allegations about 1 le·gal activities by the CIA, the commission d ~ c u s s e d - and dismissedas unsupported by the evidence -two theories:

e That E. }loward Hunt andFrank Sturgis, both convicted ofburglarizing DemocratiC headquarters in the Watergate complex In1972, participated in the assassination. Hunt is a former CIA employewho handled political aspects of theBay of Pigs operation in 1960 and1961; Sturgis was active in antiCastro groups in Miami.

The first of the theories involves

charges that Hunt and Sturgis wereCIA employes or agents at the timeof the assassination. It is further alleged that they were together inDallas on the day of the assassina·tion and that shortly after the assassination they were found in arailroad boxcar situated behind the"grassy knoll," an area located tothe right tront of the presidentialcar at the time of the assassination.
