Introduction
This document details the grouping in modules and units of the learning
outcomes obtained from the context of the O1-A3 activity found on the EKKE
Learning Outcomes Report. The development of the first stage of the project
consisting on the intellectual product 2 (O2-A1) as well as this report are led by
the University of Almeria and supported by the agreements of the ReCULM
partnership.
The document structure is as follows:
The first point summarise the proposal carried out by the ReCULM
partnership about the modules that will be part of the cultural mediation for
refugees course.
In the second point we have design a table introducing the learning
outcomes derived from the data collected by all of the ReCULM countries about
the training needs of the current cultural mediators’ work. The table also
includes the learning outcomes that the UAL incorporated after the review of the
Learning Outcomes Report (O1-A3) and after the approval of all the members
of the UAL group. These outcomes are distributed in different modules.
The third point describes the contents of the different modules that will be
part of the course.
The fourth point is a discussion about why the new contents were
included. Here, we can see the specific reasons of why the UAL decided to
incorporate additional contents derived from the data collected in the first stage.
And finally in the last point we find the number of credits and hours
recommended for each part of the cultural mediation course.

1. Grouping of the learning outcomes of the modules
The units that derived from the learning outcomes gathering provided by
the ReCULM group are the following:

3. Content presentation of the modules
Thanks to the final distribution of the learning outcomes proposed in the
O1-A3 report, the UAL has set six different theoretical and practical modules in
which the next contents are organised.
We present below the module structure of the learning units and their
contents:
MODULE 1. The basics about human migration, refugees and legal
framework
• Topic 1. Analysis of the recent migratory flows (XXI century)
• Topic 2. Concepts and terminology.
Concepts such as immigrant, foreigner, refugee, asylum seeker,
resettlement, relocation, international protection, non-refoulement, repatriated,
residence and work permits, Dublin regulation.
• Topic 3. Refugees: Contexts of origin, internal conflicts, social and
cultural characteristics.
• Topic 4. Legal and political framework: national and European.
National and European framework, administrative procedures of the

4. Discussion of the content
The presentation of the previous contents includes the learning outcomes
derived from the review of the O1-A3 report as well as the later observations
made by the University of Almeria. It is noticeable that according to the
information provided by the University of Almeria in early stages of the project

(O1-A2), consisting on documentary research and field experts and cultural
mediators’ interviews, there were some aspects that seemed important for the
course but that were not contemplated in the O1. That is the reason why we
suggested some complementary contents in order to have them evaluated by
the group and, if accepted, added to the final proposal. The evaluation of the
ReCULM members was positive and the contents were included in the report as
well as in the course.
Next, we will discuss the relevance of the content of each module.
Module 1. The basics about human migration, refugees and legal framework
The first module is structured in 5 topics in which we attempt to make an
approximation of the current situation of the refugees in Europe. In these topics
we include an analysis of the current world migrations (XXI century), focusing
on forced movements that took place in these past years due to armed conflicts
and human rights’ violations; all of which has caused the so called “refugees
crisis”. We seek the contextualisation of the motives and conditions that forced
these people to leave their countries of origin.
Later, we make an introduction to the basic terminology that future
mediators will need in order to function in their work environment and to
understand better legislations and regulations related to those target groups.
There is an agreement of all the countries involved in the Project about
the urgent need to offer a training that includes an approach to the people you
are mediating with, that is: acknowledgement about issues in the country of
origin that determine migration (internal wars, poverty situations, etc.); personal,
linguistic, religious and cultural characteristics; entry ways to Europe; or
difficulties in their journeys. We consider essential to contemplate this content in
order to facilitate interaction between the professional and the refugee, creating
trusting points and accelerating the cultural mediation process.

Next, we introduce a section related to: legal issues related to the figure
of the refugee and the asylum seeker in a national and European level; pre-
action protocols and administrative procedures that take place in the group
countries; human rights; UN resolutions; and resources and institutions that
work in these matters.
Lastly, we will present the protocols and regulations related to specially
vulnerable cases (victims of human trade and torture, unaccompanied minors,
children, etc.) in order to be able to detect these situations and provide the
necessary resources directly or indirectly (complaints, report to the relevant
institutions).
Module 2. Cultural diversity and interethnic relations
The second module answers the need of making approach from an
anthropology view to the culture concept and to see how interethnic
relationships work on the same territory. It is essential to the cultural mediator to
understand the actual meaning of culture, its elements or characteristics and
also how to recognise cultural patterns of the societies they are going to be
working in; although, a list of all the characteristics is not enough for the perfect
practice of the cultural mediation.
The acquisition of cultural competences implies the understanding and
acceptance of their own culture and others, whilst developing skills and abilities
that will make the cultural encounter easier.
In the same way, in this module we will try to explain that culture is not
the only differentiating element when describing inter and intra group diversity.
Other attributes such as sex, age and the economic situation are differentiating
elements too.
This module includes theories of the social psychology area such as the
social cognition theory or the social representations one. These theories will
help to explain how the feeling of threat of the cultural expressions of our social

group (cultural identity) leads to the stereotypes from which prejudices and
discrimination feed.
Seeing how the acculturation process affects the refugees’ life, we will be
able to use tools to help the person to integrate in the host society, whilst
preserving its cultural identity and making sure that the needs of the new
context don’t exceed the refugees’ abilities. Hence, protecting them from the so-
called acculturation stress and avoiding negative consequences in their health
and psychological well-being.
Promoting a self-criticism towards the mediator’s speech and how the
intervene with the target population as well as a lack of prejudices and
authority’s criteria.
Module 3. Conflict management: definition, prevention and resolution. Interethnic conflict
This third module is thematically connected to the last one. We continue
reflecting on individuals in the intercultural space. We hand in models and
strategies related to the search of a pacific harmony that favours the refugees’
social inclusion and promoting means to increase awareness and mind opening
in the host society. That is, a social intervention from a community perspective;
planning direct actions for the entire society.
On other note, an introduction to the conflict (definition, causes, types of
conflicts, socio-cultural and psychological aspects of the interethnic conflict) is
presented. Cultural mediators will possess tools to analyse situations where the
conflict may occur, to detect latent and evident conflicts and to be able to
manage them from a cultural mediation point.
This module is intended to be mainly practical in order to acquire tools to
use the theory learnt so far.

Module 4. Principles on socio-emotional health in refugee cases. Strategies for the mediator to support the target group and their own self-care
Economic, cultural, social and psychological issues are common
consequences for the people who migrate. In cases, such as the refugees’ one,
where the cause of migration is “the fear of being chased for reasons of race,
religion, nationality, belonging to a certain social group or political opinions”, the
impact on their health is especially serious.
The main aim of this section is for cultural mediators to have the
psychological notions that will help them to: empathise with the target group,
detect symptoms and common health problems and know pre-action protocols
when working with these people, recognize signs of discomfort and emotional
overload.
During the professional training process, recommendations about
psychological competences are given as well as tools for the mediator self care
and the refugees’ assistance. One of the most recurring needs in the results’
report was to train future mediators with emotional protection strategies in an
individual and collective way.
We all agree on the importance this module has. Currently, cultural
mediators are mostly translators and interpreters that share the culture of origin
with the refugees. So in most cases they don’t have skills and knowledge about
psychological assistance, a drawback in tackling the situations they face. The
positive or negative result of the cultural mediation depends highly on the
emotional management abilities of the mediator.
Module 5. Communication and interpreting in contexts of cultural mediation
The fifth module introduces the communication and interpreting subjects
in intercultural contexts. Having the Learning Outcomes Report (O1-A3) as a
base, we noticed that all the countries involved in the Reculm Project

considered the role of the cultural mediator to be more than just the translation
of a message but also a link that facilitates the understanding between two
cultures. That is why the knowledge and development of the communication
strategies is needed in order to be helpful in situations where there is no
common language between the two parts. Only in the Greek’s case, the
interpreting role remains vital, assumingly, as a result of the country’s current
situation. However, it is in Greece where professionals are noticing the
employment of bilinguals instead of professional interpreters.
Therefore, we believe important to approach these two disciplines along
the training.
Furthermore, ReCULM collected other voices that defended the
employment of profiles with experience and training in cultural contexts, which
means, professionals that were able to work without having knowledge of the
target population language.
So we don’t think that creating an exclusive interpreting module is
necessary, instead we have given more importance to communication tools that
would better cultural mediation in terms of improving the professional’s
adaptation to communication contexts and the individual’s autonomy and social
inclusion.
Knowing every characteristic of each culture is not possible, so we want
to develop ways of detecting and observing certain cultural variables through
communication. The aim is to create a conceptual and intellectual structure that
helps the professional to analyse and understand the cultures they will be
working with.
Here we also discuss the importance of communicating with other social
agents involved in this context (authorities; health, educational, law and labour
professionals; multidisciplinary team; and society in general) whilst coordinating
the interactions with each part. Individual and group work must be carried out in
a respectful manner and supported by the knowledge of the professional ethics.

Module 6. The practice of intercultural mediation in the reality of refugees
In this last module, we will discuss the theorisation and practice of the
cultural mediation; the mediator’s roles in different context (education, health,
law, labour, etc.) and in each step of the national pre-action protocols.
The mediator is the person who accompanies the refugees in each
phase of the procedure since they arrive to the host society until they feel
integrated, must know perfectly what is his/her role and his/her limitations.
Mediators must be able to notice when they need to intervene and when it is
necessary to delegate to other professionals in the multidisciplinary group or
outside of it, that is why they need to be in constant communication, have a
good teamwork ability and always know new available resources. Likewise, the
mediator will have to be flexible, polyvalent, proactive and able to cope with
changing and urgent environments, as well as in multiprofessional team group.
It is also interesting to include a reference to other good practices
experiences that are currently being carried out in Europe.
However, we believe in the need of including another section about the
needs of the target group that also contains abilities about detection of explicit,
implicit, common and singular needs in order to take care of them.
At the end of this module, there will be a presentation about the
deontology code of the cultural mediator.
5. Specifications about the modules
In this section we include specifications related to duration and value of
the modules that we have created.
Our MOOC course about cultural mediation with refugees will have an
EQF 3 level and 6 ECTS so the total work hours of the students will be 150.
This course is based on a modular schedule that the students will have to pass

in order to get their certifications. It is not possible to complete individual
modules.
The grouping proposed by the ReCULM partnership has 6 modules,
each of them with 5 topics. This would make modules to be equally distributed
in terms of extension and development.
We have taken into account the value of each part before deciding the
exact number of hours they will last. Like we have said before, we want the
modules to have the same value (1 ECTS, 25 hours) because, as noticed in the
previous stage of the project (O1), every module is equally important and
essential for the cultural mediator’s training.
