Nellie was a faithful servant to the Weirs and had the singular honor of being given 12 1/2 acres of land from the Weir family “for the love and affection they have for their faithful servant”. 7 This honor was given to Nellie immediately after the Civil war during which the Liberia house was left under the protection of servants. 8 It is quite possible that the Naylors were responsible for the protection of the Liberia house. Samuel Naylor was born a slave about 1798,1 in PrinceWilliam County,2 Virginia. He was able to purchase his freedomfrom his master 3and also saved $500, enough money to purchaseover 50 acres of land in present day Manassas Park, Virginia. Theland purchased in November of 1865 was part of the "Liberia"tract owned by William J Weir.4

NellieNaylor the wife ofSamuel was bornabout 17995 andwas a servant of theWeir family:6 mostof her children wereborn on the Liberiafarm. Nellie was afaithful servant tothe Weirs and had the singular honor of being given 12 1/2acres of land from the Weir family “for the love andaffection they have for their faithful servant”.7 This honorwas given to Nellie immediately after the Civil war duringwhich the Liberia house was left under the protection ofservants.8 It is quite possible that the Naylors wereresponsible for the protection of the Liberia house.

Samuel and Nellie raised seven children: 1) Henry, 2) Cornelius, 3) Jane, 4) Sarah, 5) Philip, 6)Maria and 7) Samuel.9 Samuel farmed his own land until he died of rheumatism on Christmas eve in1872.10After his death Samuel’s farm was divided among his children with each receiving nine acres.11

Nellie continued living in her house with her family nearby until her death on February 27, 1896.12

According to her death record she was 103 years old, but its more likely that she was a few years shy of acentury.13 In her will Nellie bequeathed her possessions to her children and grandchildren, among whichwas a silver tea pot (see the will of Nellie Naylor, attached).

died before May of 1882.22 His land was subsequently sold to Charles L. Hynson for $65.23 Henry’s sonJerod Naylor continued to live near Manassas where he raised a large family. For nearly fifty years heworked for the Portner family,24 a wealthy familythat had purchased the “Liberia” farm (see JerodNaylor obituary on page 77).

2) Cornelius or "Neil" Naylor, the second son ofSamuel and Nellie, was an accomplished miller forthe Weir family. He was the miller for the MilfordMill in Prince William County and was inattendance there when the Union army came throughand removed some belongings of the Willcoxonfamily. Neil "remained at the mill until after theUnion army came to Manassas."25 Cornelius’ job asa miller ended when the Milford Mill was sold in 1866.26 On Dec. 31, 1867 Cornelius, a widower,married Anna Robertson;27 he had three children from his previous marriage, Adeline,28 Mary andMartha.29 Adeline would later marry a school teacher30 by the name of Charles Jarman31 [or German].Their son Charles German Jr. would later be instrumental in putting out the great Manassas fire of 190532

(see page 77 for article, “Manassas Swept by Fire”). In 1870 Neil was living in Centreville, Virginia33

where he worked as a farm laborer and mechanic. Upon his father’s death on Christmas eve 1872, Neilinherited lot 6 of the family farm. It is not known exactly when Cornelius died but in her will dated 1881,his mother requested that “he shall during his lifetime have a home in the house now occupied by me, andthat he shall occupy the room adjoining the kitchen.”34 The 1880 census for Concordia County, Louisianapg. 124, has Nahl Nailor a black male age 60 born in Virginia; perhaps Neil Naylor moved to a warmerclimate.

3) Jane Naylor was probably born about 1825. She married Beverly Robinson35 and gave birth toseven known children.36 The oldest was Arthur Robinson born about 184537 followed by Beverly R. bornabout 1847,38 Almer, Harriet born about 1853, Eliza or “Lizzie” born Apr. 1, 1854,39 Nellie born Aug. 31,1856,40 and Nathaniel born Sep. 25, 1858.41 No record has been found of Jane’s death but four of herchildren were being raised by their grandparents Samuel and Nellie in 1870.42 Harriet Robinson age 16, isliving in the household of Walter Weir along with Tasker Robinson age 65.43 During the Civil War Jane’s

son Arthur was loaned out to theConfederate Army. From August 1t

to 22 of 1862, Walter Weir (the sonof William J Weir), hired out his“negro boy Authur as a teamster” forthe Confederate Army. Walter waspaid $18.33 for Authur’s services.44

Arthur Robinson went on to becomea well respected carpenter.45 In 1903,the land that Jane’s heirs inherited,lot 4, was sold to John Randolph topay for back taxes.46

4) Sarah Naylor or “Sallie”as she was called, was born about183647 on the Liberia farm. Shegave birth to a son Charlie Nayloron Feb. 23 , 1857;48 at the time shewas owned by Robert C Weir theson of William J Weir. She

married Landon Conway at some point and a second son John Randolph Conway49 was born in 1859, hewould later become a Baptist minister.50 Late in 1862 William J. Weir moved to Fluvanna County,Virginia taking 22 of his slaves with him; Sallie was one of them. While there Sallie gave birth to a son,Landon named after his father.51 Sallie’s husband died sometime during the war and Sallie returned toPrince William County where she married John Randolph on February 1, 1866.52 Sallie and John had sixchildren: Emma Jane born on Dec. 9, 1866,53 followed by Maria E, Nelly, Betty born June 16, 1876,54 andtwins William and Samuel.55 John Randolph was an industrious man who gradually enlarged the landSallie inherited, lot 5, until it reached 49 acres. Sallie inherited her mother’s house in 1896 and in 1920,Sallie Randolph then age 83, was still to be found living in her home on Centreville Road.56

5) Philip Naylor was probably born in 1837. On Dec. 21, 1866, Philip Naylor age 29, marriedAmanda Smith from Fairfax, Virginia.57 The couple lived on the family farm while Philip worked as acarpenter. John Naylor age 12 was living with the couple in 1870.58 It is not known how John and Philipare related. On January 3, 1870 the following news item appeared in the paper: “Phillip Naylor, acolored man, residing in this vicinity, was about starting out last Thursday for a hunt, when his gun wasdischarged, severely wounding himself in the arm.”59 Desiring to work his own farm, Philip purchased 9acres of land from his father for $50. The land was situated on the edge of Centreville Road nearYorkshire.60 On June 7, 1890 Philip’s wife Amanda died due to “dropsy”, she was 44.61 The followingyear Philip married Grace.62 It is not known if Philip had any children; he died intestate by March 16,1903. His brother-in-law John Randolph administered the estate. 63

6) Maria E. Naylor married Julius A. Clark and the two of them moved to Washington, DC.64

Julius was a master house builder and Maria worked as a seamstress. In 1870 Maria and Julius sharedtheir house with William Naylor, his wife Sarah and daughter Anna.65 Also in the household was AdelineNaylor, Maria’s niece and Cornelius’ daughter. By 1880 Julius was working as a caterer instead of abuilder;66 he died shortly thereafter. By 1889 Maria was remarried to Cornelius Adams. In 1889 Mariesold 5 acres of the land she inherited from her father ( lot no. 1) to her brother Philip.67 In 1920 Maria age71, was still living on Sheridan Road in Washington DC; her occupation is listed as a dressmaker.68

7) Not much is known about Samuel Naylor. He moved to Memphis, Tennessee some timebefore 1875 and died there on the 15th October 1878. He inherited lot number 2 from his father’s estatewhich his widow Sarah sold to John Randolph in November of 1878.69 Samuel died without issue.

THE LAST WILL AND TESTAMENT OF NELLIE NAYLOR

In the name of God amen. I Nellie Naylor of Prince William County, do make this my last will & Testament asfollows. 1st. To my son Henry I bequeath my short bedstead, sofa & my split bottom chair.2nd To my son Cornelius I bequeth my wardrobe and the shaving table which formerly belonged to his father,and it is my earnest desire that he shall during his lifetime have a home in the house now occupied by me, andthat he shall occupy the room adjoining the kitchen.3rd I give and bequeath to my son Phillip my toilet table, the decanter (the flowered one) and the arm chair.4th I gave and bequeath to my daughter Maria, my clock and the silver tea pot.5th I give and bequeath to my grandson Arthur Robinson my castors.6th I bequeath to my grandson Beverly Robinson his Uncle’s portrait & also that of his uncle’s wife.7th I give and bequeath to my granddaughter Jane Randolph my brass andirons.8th I devise to my grandchildren, Lizzie, Nellie and Nathaniel Robinson three acres of land to be equallydivided between them, said land adjoins Arthur Robinson and Sallie Randolph’s tract, and is at present coveredalmost entirely with wood.9th I give and bequeath to my daughter Sallie my bureau, looking glass, the dinning table & cover, the brasspreserving kettle, & the high bedstead. HOMESTEAD EXEMPTIONS IN PRINCE WILLIAM COUNTY, 1870-1887

In 1870, the Virginia General Assembly approved an act permitting a householder or head of afamily to set apart and hold a homestead and personal property, for the benefit of himself and his family,exempt from sale or debt. [Acts 1869-70, chapter 157, paragraph 198; amended chapter 276, paragraph425.] This act replaced debt and bankruptcy protection laws passed in 1866 and 1867.

The supreme court of appeals of Virginia ruled afterwards that "The provision of the stateconstitution, and the act of the general assembly passed in pursuance thereof, known as the 'homesteadexemption law,' so far as athey apply to contracts entered into, or debts contracted before their adoption,are in violation of the constitution of the United States, and therefor void." [Code of Virginia, 1873, p. 98,note]

The law as enacted, protected the householder's real and personal property, up to $2000, fromseizure because of any debt "heretofore or hereafter acquired or contracted." The supreme court's rulingstruck down the "heretofore" provision, but protected the homestead from new debts. The householderwas to select which of his property should be protected by the homestead exemption, and the report to berecorded among the county's deeds.

The following persons are shown as filing homestead exemptions in Prince William County, astranscribed from the deeds index covering the period 1799-1887. The earliest recorded deed was forNewton Woodyard, dated 2 Aug. 1870. The latest in this list is Randolph Brady, dated 28 Oct. 1887.(Check later deeds indexes at the court house for additional filings.)

If a person appears on this list, they may also have filed in a federal court, under U.S. bankruptcystatutes passed in 1867. U.S. District Court records for the Eastern District of Virginia, includingbankruptcy records 1868-1947 (Alexandria Division), are now housed at the National Archives Branch inPhiladelphia. BRICK WALLS

When I began my genealogy journey in January 2001, I was initially interested only in "blood" kin.ut early on, for reasons I cannot explain, I became engrossed in finding out more about my father's firstife, who died several years before my father married my mother. I grew up knowing my half-sister,yrtle, by my father's first marriage. Myrtle was 25 years my senior and she had children a little older

han me. I only knew that I was their aunt and we more or less grew up together. I will preface the rest ofhis by saying that I am one of those genealogy researchers who will always and forever regret that I didot give in to my passion for family knowledge many years earlier.

The family Bible that belonged to my father's Aunt Linda Cole had always been in our home; fromime to time it became a fascination of mine to read the center pages with their information on familyistory. In the Bible, the recorded family information is done by many hands. These pages were what Itarted my research from -- at least the research on my father's family. I have since found that thenformation in the Bible has been, for the most part, accurate and invaluable. The only reference to myather's first wife was entered in a hand unknown to me and reads thus: "Mrs. Nellie Estell Keys Departedhis Life August 4, 1926, age 41 years, 11 months, 3 weeks & 5 days." Hence, what little research I hadone on Nellie was hampered by the fact that I didn't have her maiden name. Myrtle's daughter, June,

old me that her mother had always said that Nellie's maiden name was Cole -- so my research centeredn finding a Nellie Estell(e) Cole. The only one I found for that area of Virginia was much older than "my"ellie would have been. Of course, knowing her age at death allowed me to know her year of birth. Theearch was on! But the only information I found on her was from the 1910 and 1920 Federal Census forrince William County, Virginia, in which she was listed with my father and Myrtle, and living with Auntinda at the Independent Hill farm.

I was at this impasse in August of 2001 when I was able to pay my first visit to RELIC. One of myany priorities on this visit was to see if I could find any more information on Nellie. I was able to spend

ust the one day at RELIC and there I met Beverly Veness. She was a tremendous help with the variousearches I was working on and I found most of the information on my "want" list, with the exception ofnything on Nellie. I finally left RELIC to catch a bit of dinner, returning in time for a planned meeting with newfound cousin, Carolyn Lynn. I had given up on my search for Nellie, assuming it was a lost causeor now. The evening was getting on and I still had to drive back to Maryland. I knew that I would not beble to get back to RELIC until the summer of 2002.

Then, literally just ten minutes before I left RELIC, Beverly came up to Carolyn and I as we werehatting. She seemed excited and said, "I think I've found her, I think I've found her!" Now, those of youeading this know the thrill of this kind of find! And yes... .Beverly had indeed found "my" Nellie! It turnsut I had been laboring under a bit of misinformation and that proved to be the biggest stumbling block.ure enough, there she was. Beverly had found her in the Bureau of Vital Statistics Virginia Deathertificates for 1912-1939 [microfilm]. Her true name was Nellie Elizabeth, not Estelle, although the

eason for that was deduced later, and she was listed under KEY, not KEYS. That also was explainedater. The other information was correct and it was indeed Nellie, my father's first wife.

Upon returning home to Arizona a few days later, I sent to Virginia for a copy of Nellie's deathertificate. The reason she was listed under the surname “KEY” was explained when looking at her deathertificate; the "s" was so faint as to be almost indiscernible and so was left out when someone recordeder death in the record. I also learned that Nellie was born the daughter of Benjamin F. and MaryHorton) Gallahan. I had thought her father's name was Berryman due to some erroneous information Iubsequently found on the internet. I have since found through census information that his name wasenjamin Franklin Gallahan. This has given me a new direction for research, and although I have notad much luck with the Gallahans, and even less with the Hortons, they have definitely been added to my

ist of "wants." I have since also assumed that Nellie was listed in the family Bible with the middle namef Estell because whoever put the information in only knew her middle initial was E, and assumed it wasstell because my father and Nellie had named their daughter Myrtle Estelle.

Copies of the 1940's poll tax lists for Prince William County are kept in the manuscript holdingsat RELIC. A photocopy of the lists has been made and bound. The bound copy (VA 975.5273 Pri) iscurrently on the “New Books” shelf in RELIC. The listings give the person's name with a record ofwhich years of the previous three that taxes were paid; thus the list in 1944 includes the fees paid for1941-1944. The lists for the years 1944-1949 have been combined and provide a "census" of those whohad paid their poll tax 1941-1949.

Reported districts in the Poll Tax Lists for Prince William County are Brentsville (Prince WilliamReliquary, vol. 1, No. 2), Coles (Prince William Reliquary, vol. 1, No. 3), Dumfries including QuanticoTown (this issue), Gainesville, Manassas District & Town and Occoquan District & Town. Theremaining districts will be transcribed in upcoming issues of Prince William Reliquary.

Up until 1946, the poll tax list for Dumfries District included the town of Quantico. After 1947,the town of Quantico was reported separately. If the person resided in Quantico, a bold "Q" is indicatedwith what years they were registered in the town. The splitting of the district must have been confusingbecause some names were registered in both the Dumfries District as well as town of Quantico. You maysee a person's name registered in both. Also some names appear in both the White's list and Colored'slist. Names and districts have been recorded as they appeared. If you see two middle initials indicated byan "or", it means one year one initial was given and on another year a different initial. It is unknownwhich one is a typo so I have left both in. LOOKING BACK – PRINCE WILLIAM NEWS

Funding of public highways in Northern Virginia was a topic of great public interest seventyyears ago, just as it is today.

Manassas Journal - 17 December 1931

WILL ATTEND ROAD MEETING. Representative Citizens to Be at Hearing of State Commission.

The meeting at which apportionment of road funds available under the state gas tax will take placeMonday forenoon at Culpeper, the headquarters of the road district. Commonwealth’s AttorneyLion, Chairman Lindey Dawson and other members of the Board of Supervisors, Dr. E. H.Marsteller, Town Manager Cocke, and a number of others will be on hand. The sentiment issomewhat divided among Prince William citizens, some arguing that any fund at all will beacceptable which will bring improvement to some of the present roadways by virtue of encouragingtravel over the roadways so treated. Others feel that the State commission should be left to work outthe salvation of the county in its own good way, by surveys and the ultimate permanent improvementof roads so considered. The fact is that Prince William has received little money as compared withmany other Virginia counties. Resentment of this fact will not mend things specially. Mr. Shirleyhas tried in the main to treat things comprehensively, but the Commission will heed a combined andconcerted effort along any one line which a county may pursue. These assignments are purelytentative, but they represent considerable study, and the Commission will not upset or change themunless the arguments are sound.

BUCKLAND: THE MAN AND THE STAIRS

A Ghost Story by Mark Joyner and Karen Walton

I moved in on Halloween night, October 31,1999. The house is wonderful! It is a two-storyhome with three chimneys. The lower portion ofthe home is a log cabin with a large stonechimney built around the 1790’s by Richard Gillwho first bought the property and had one yearto erect a permanent home. The house sits in asmall village known as Buckland Mills in PrinceWilliam County. The town was founded in 1798but its history goes back further than that. As faras is known, it began with the ManahanockinIndians (1100 to 1500 c.e.). Revolutionarysoldiers worked and lived in the area ofBuckland and Civil War battles have beenfought there. (The Battle of Buckland Raceswas fought on October 19, 1863.) There are alsoplantations of great fame, taverns and blacksmith

shops, mills and school houses, cemeteries and springhouses. The whole town is not only rich in history, butthere is a spectacular archaeological record of the objects that have been left behind in Buckland.

When I signed the house agreement, by law the realtor had to tell me if the place had been rumored,documented or by first hand experience been said to be haunted. On moving night, we completed theunloading of the moving van and sat around and had a glass of water. Among the young men that helped mewas a 17 year old boy who thought he was the “baddest” thing on the earth. When it was his turn to take boxesand furniture into the house, he said there was no way he was going inside. He would only go as far as thefront porch because I had shared with the guys who helped me move the story that the realtor told me.

According to the realtor, there were noises – the bumps, creaks and settling of the old house -- but thatwas only the rational explanation. The real truth of it is that thehouse has been noted as being haunted. Apparently one of theprevious owners had come home one night quite inebriated, madeit as far as the front yard and passed out. Some of the neighborsfound the man lying there, picked him up and carried him into thehouse. They took him upstairs and laid him in bed. When theycame back later to check on him, they found he had passed awaysometime during the night. It is also said that the top story of thehouse is where a Confederate sharp shooter was standing pickingoff the Yankees as they crossed the bridge.

I asked my best friend, who had helped me move, if hewould spend the night in the house with me since it wasHalloween and he still had a three hour drive back home. Hesaid, “You have to be out of your mind! There is no way I amgoing to spend Halloween night in a haunted house!” So I had tospend the night alone with only my sleeping bag, a bunch ofboxes and stacked furniture. I started unpacking all the glassframed pictures and leaned them up along the wall in the diningroom by the stairs. I had to stay up until midnight just to see what would, if anything, happen in this house. Ididn’t have to wait long! Right around 10:30 pm I heard a terrific shattering of glass come from the diningroom. It sounded like one of the frames had fallen over and smashed the glass. I got up and poked my headinto the room to take a quick peek. To my surprise, there was nothing out of place -- nothing broken, noshattered glass. I yelled out, “Just tell me which picture you don’t want me to hang and I won’t!” With that, I

sat back down in the living room. Around midnight I wasexpecting something weird to happen, but midnight cameand went without further incident.

I figured, “This is cool. The realtor must have beenmistaken.” If nothing happened at midnight on All Hallow’sEve then the stories had to be just that – stories. Little did Iknow what the house had in store for a friend’s guest andme.

My second experience happened a few nights laterwhile I was lying in bed. It was around 10:28 pm and aneerie sense came over me as I fell fast asleep. It couldn’thave been more then a few minutes later when I heard thefootsteps of someone coming up the stairs. I laid in bed,gripped with fear, but I knew I had to do something, so Ijumped up and ran to the top of the stairs. I was expecting tosee someone on the stairs but there was no sign of anybodyor anything. Still quite shaken, I laid back down in bed totry and get some sleep. The next morning I woke and triedto tell myself it was all just imagination, but I didn’t reallybelieve it.

I have been in the house for three years now and Inever go to bed before 10:30 pm, because the “mysteryman” walks the stairs every night at exactly that time. I havehad some of my friends come over to witness the sounds.Some have even ventured to sit on the stairs at 10:30 and,sure enough, the stairs bump, thump and creak regardless.Perhaps this is the man who had passed out and was carriedup to his bed and now every night he tries to make it to hisbed by walking up the stairs on his own. Of course, manyspirits are rumored to inhabit the Buckland Mills area, so itcould be someone else. Here is another accounting from one of the manythat have spent considerable time in the house. This storycomes from a very close and trusted friend as she related itto me.

“One evening, this past winter in the beginning ofthe year 2002, I witnessed an image of which today I stillcannot fully explain. It was between the hours of 10:00 pmand 11:00 pm, if I remember correctly, and I was watching amovie. I was seated on the sofa in the living room of thismost quaint and simple historic Buckland home, a quietevening watching television. There are always stories andrumors in small towns of things that have happened, soundsthat have been heard and visions that have been seen. Someare widely known and some are not. Having recentlylearned a great deal of the history of the relatively small butrichly historic Buckland Mills area, I knew that what Iwitnessed - and to this very moment will still swear tohaving witnessed - was not entirely out of place. It was avision, an image perhaps, of a soldier standing in a doorway.

“He was there for but a moment - a second, maybetwo, but no longer. In the blink of an eye he was there andthen he was gone. Somehow I can still see him exactly as hewas in my mind’s eye. He was wearing a gray uniform, on

his head a gray flat-topped soldier’s hat. He was blond and blue-eyed and looked fairly young; I’d say 18 to22 years old. He was not looking at me but beyond me, as one does when in deep thought. I was not afraidwhen I saw him. I was rather startled; my heart did seem to skip a beat. My blood pressure rose as I couldfaintly detect the pulsing in my ears. Somehow deep inside I knew that what I had seen was no random visionof the imagination. In the way it appeared real, it was equally unreal. I did tell of that which I saw, and wasvery careful as to how I went about it, so as not to offend or be embarrassed by my admission.

“There have been numerous other times when I have experienced the unusual sounds that have beenheard in this particular house in Buckland, such as the creaking and popping sounds of the stairs that rise fromthe dining room to one of the upstairs bedrooms, usually occurring between 10:00pm and 11:00pm. I’ve heardthis happen many times now, yet every time it happens I am again amazed. Each time I hear it I wonder,‘What does that and why?’”

To this day I, myself, have heard many a strange sound and witnessed some bizarre sights. Thecurtains in the lower part of the house open on their own in the middle of the afternoon. I would come homefrom work to find all of them drawn open. I would close them and go off to work the next morning only toreturn in the afternoon and find them open again. At first I thought someone was entering the house andopening them. I had to start pinning them closed for a while just so they wouldn’t be torn from the rods. Amonth had passed, so I started removing the pins that held them shut. I have had no further problems with thecurtains since. I have heard horse and carriages pass by the house going down what was Elizabeth Streetduring the colonial period. It is always in the middle of the night. We have photographed the specter at thebase of the stairs as it appears. It comes in a wisp of bluish gray light, like a thin smoke swirling up andaround the stairs. Others have heard voices emanating from the dining room area. Some of the voices areadults and some are those of small children.

Even with all these happenings, it is spectacular to live in a village of such fine old Colonial andAntebellum homes, a place so thick with a history that is just now being understood.Almost every house in Buckland has a fascinating story to be told of unusual happeningsand things seen and unseen.
