The above Vision Statement was adopted at a strategicplanning weekend held in April 2001, the culmination of theSociety’s management and strategic review whichcommenced last year.

The realisation of this vision will require dedication and inputfrom all Deaf Society employees, management, paid staffand volunteers both at individual and team levels, workingin tandem with the Deaf Community.

overview of the organisation

The Deaf Society of New South Wales provides a wide rangeof support services and programs for Deaf people, includingthose who may have disabilities such as visual impairment,cerebral palsy, or developmental delay.

form of organisationThe Deaf Society of New South Wales was founded in 1913in answer to the needs of Deaf people who used signlanguage as their primary means of communication.

The Society was incorporated in 1922 under the CompaniesAct, 1899 as a Company Limited by Guarantee. Its originalname “The Adult Deaf and Dumb Society of New SouthWales” has been altered twice since that time to its currenttitle “The Deaf Society of New South Wales.”

statement of beliefsThe Deaf Society believes that Deaf people should enjoy thesame political, civil and human rights as other members ofthe community and works with the Deaf Community tosecure these rights.

accountabilityThe Deaf Society is a non-profit agency whose services forDeaf people are funded by government grants, contributionsfrom donors, income earned from investments and feescharged for services rendered.

The Deaf Society is accountable to its clients, members,donors and supporters, the State and CommonwealthGovernments and to the Australian Securities Commission.

This Annual Report, a document of accountability, providesdetailed information about the Society’s endeavours inattaining its goals as laid down in its Mission Statement.

managementThe majority of the Deaf Society’s members are Deaf peoplewho use Auslan (Australian Sign Language). The affairs ofthe Society are managed by a President and Board ofDirectors who are elected by the members at the AnnualGeneral Meeting and hold office for a period of three years.Directors can nominate for re-election at the end of eachterm. Casual vacancies may be filled by the Board ofDirectors.

The Deaf Society employs Executive Directors and otherstaff to carry out its functions.

president’s reportAs President of The DeafSociety of New South Wales,I am pleased again to reportto you, our members andsupporters, on the Society’sactivities for the past year.

Further details of the Society’sservices and programs as wellas highlights of the year areset out in this report.

strategic planFollowing an intensive reviewof the Society’s management and services, the Board ofDirectors resolved in April 2001 to confirm the appointmentof Rebecca Ladd as Executive Director, Client andCommunity Services and Sharon Everson as ExecutiveDirector, Corporate Services.

The culmination of the restructuring process, whichcommenced in 1999, saw the drafting and adoption of athree year Strategic Plan in April 2001. The Plan includes theconsolidation of the Society’s core programs with a strongframework for innovative services so that we can bettermeet the needs of the Deaf Community.

I would like to place on record my thanks to all members ofthe Society and our staff for their support during the reviewprocess and their invaluable contributions to the final Plan.

board of directorsNew Directors elected to the Society’s Board at the 87thAnnual General Meeting held on 25 November 2000 wereStephen Matchett, Cathy Clark and Sue Rae who havebrought to the Board a wide range of skills and experiencefrom such fields as education, public relations, marketingand experience in providing deaf-related services.

Directors re-elected at the meeting for another three yearterm were George Barbouttis, Alexandra Hynes and AnthonyGorringe with Tony Houen being re-elected for a furthertwelve months. Anthony Gorringe was re-appointed DeputyChair at the December Board meeting.

At the Annual General Meeting, special mention was alsomade of two long serving supporters and past directors,Jack Christie and Lionel Goff, both of whom passed awayduring 2000.

During the year, the Board continued to meet bi-monthly todeal with the many issues which affect an organisationproviding services to both the Deaf and generalcommunities. Directors also gave of their time, expertise andsupport to participate in the strategic and managementreview which culminated in the 2001-2004 Strategic Plan.

As President, I would like to take this opportunity toacknowledge the contributions made by my fellow Directorsand extend my appreciation for the professional andconscientious manner in which they undertook their duties.

financialDuring the year the Society again achieved our dualcommitments of providing important services to membersof the Deaf Community while remaining a strong, financiallyviable organisation.

The financial reports on pages f1 to f16 show a surplus of$277,939, a 50% increase on the result for 1999/2000, partlydue to an increase in returns on our investment portfolios,which have been professionally managed by Common-wealth Investment Management and the AM Corporationsince last year.

The Board of Directors would like to congratulate theExecutive Directors and the staff of the Society forfacilitating such a positive result for 2000/2001 year.

future directionsThe next three years will be an exciting and challenging timefor the Society, with Directors and staff working together toaddress the priorities as identified in the Strategic Plan.

Major areas include research and development, which willsee the Deaf Society contributing to research on areasrelating to Deaf people and service provision and increasingthe awareness of the Society’s programs and services, tothe Deaf Community, government and non-governmentagencies and the wider community.

There are many people who contribute to the ongoingsuccess of the Society.

Our donors contribute financially to help ensure the Societyis able to continue our work.

Volunteers contribute their time, enthusiasm and hard workto the success of the Society.

Our professional advisers also make a significantcontribution to the efficient running of the Deaf Society. Iwould like to express my thanks to Patterson, Houen andCommins, the Society’s honorary solicitors, and Mr GerardAbrams of Benbow and Pike for his assistance on financialand accounting matters.

As anorganisationwhich isaccountable toits consumers,we arecognisant ofthe need tomonitor ourservices on anongoing basisto ensure they remain relevant to our consumers. To thisend, three community consultations were held during thepast twelve months in both Sydney and Newcastle.

In closing this report, we would like to make a number ofacknowledgements. Funding assistance was received fromboth the Commonwealth and NSW State Governmentswhich assisted in providing our services. A grant from theEpstein Deafness Foundation of $244,753 also helped defrayprogram costs.

Appreciation is also extended to Peter Brownlee, President,for his unfailing assistance and good humour during thepast year and to Directors for their commitment to theSociety. We would also like to thank members of the DeafCommunity for their support.

We extend our gratitude to staff members of the Society fortheir commitment to the Society’s mission and for theirsupport and encouragement during the past twelve months,particularly during the review period.

It is with a sense of anticipation that we look forward to theforthcoming year as we continue to work together toimplement initiatives in line with the Strategic Plan.

The past year has been both exciting and challenging.The preparation of the 2001-2004 Strategic Plan providedthe opportunity to reflect on past successes as well as planfor innovative services for the members of the DeafCommunity and their families.

Some of the major achievements during the past five yearsarising from goals set in the 1996 Plan include

• Publication of “Hands Up NSW”, which provided acomprehensive profile of the Deaf Community in NewSouth Wales;

• Development of relationships with local service providersand the Deaf Communities in regional and rural areas;

• Streamlining and expanding the operation of theInterpreting Service;

• Publication of the Deaf Seniors Study;

• Piloting of a number of comprehensive family serviceprojects including a parents group for hearing parents ofDeaf children; “Deaf Youth Talk Time” and the “Step byStep” program;

• Assistance with the establishment of an Usher Type 1social/support group;

• Documentation of policies and procedures, includingplain English policies for consumers;

• Enhanced access to independent living skills training forDeaf people with disabilities;

• Participation in the Case Based Funding Trial, whichprovided supplementary funding for the employmentservice;

• Production of public relations material and Web sitedevelopment; and

• Enhanced relationships andsupport of consumer and Deafrelated organisations.

We would like to take thisopportunity to place on record ourthanks and appreciation to bothpast and present Deaf Society staffat all levels who participated inthese achievements.

We would also like to recognisethe contributions made by PeterBonser, who left the Society thisyear after 21 years service. In thelatter part of his employment, Peter was instrumental in theproduction of Hands Up NSW and the Deaf Seniors Study,as well as travelling to many regional areas as part of ourOutreach Program. We wish Peter every success in his newposition at the Queensland Deaf Society.

During the year, the Society continued to provide services tomembers of the Deaf Community whilst operating in afinancially responsible manner. We are pleased to report

2001 – 2004 strategic planDirectors, management and staff took part in thedevelopment of the 2001 – 2004 Strategic Plan in April, 2001.In setting the Plan’s goals, the social, economic and politicalforces which have affected and are likely to impact on theSociety’s future operations were taken into consideration.

Participants agreed that there was a need to be proactive inenhancing the Deaf Society’s profile within both the Deafand wider communities and that it was important to developpartnerships with external organisations.

During the drafting process, both Directors and staff agreedthat the priorities identified in the Strategic Plan wereadditional to the everyday work of the Society, and theimpact on human resources would have to be considered indetermining timelines.

The finalised Plan, which encompasses six major areas asset out below; was adopted by the Board of Directors at itsmeeting in June 2001.

• Capacity building and income management – ensuring thecontinuing viability of the Deaf Society through soundfinancial management

• Profile of the Organisation – increasing the awareness ofthe Deaf Society’s programs and services

• Key Services and Programs – ensuring the ongoing viabilityof the Deaf Society’s key programs and services

- Education – facilitating the development ofimproved education for Deaf students;

- Technology – remaining at the forefront oftechnological developments which haveapplication/relevance to Deaf people;

- Interpreting – continuing to provide a qualityinterpreting service which is financially viable;

- Early intervention and support services – providingholistic information and support to both hearingparents with Deaf children and Deaf parents;

Communication access via computer – technologywill increasingly play a more important role in thelives of Deaf people.

- Employment – assisting Deaf people to obtain andmaintain employment; and

- Rural and remote services – facilitating access toservices by Deaf Communities and Deafindividuals in rural and regional areas

• Partnerships with other organisations – developingpartnerships with external service agencies to expandservices offered to the NSW Deaf Community

• Research and Development – contributing to research andthe body of knowledge relating to Deaf people and serviceprovision

• Staff Support and Professional Development – ensuringthat all staff are proficient in their knowledge of the DeafSociety, its equipment, policies, procedures and services.

While the Strategic Plan establishes the direction for theDeaf Society over the next three years, shorter term goalswere determined in an annual plan for each department.

A major goal for this year’s plan is to develop improvedresource information, especially for parents of newlydiagnosed Deaf children. This work will be facilitated by theemployment of a part time Research and DevelopmentOfficer, who will also be responsible for the publication of“Frequently Asked Questions” fact sheets and overseeingthe development of a more accessible Website for theSociety.

Much of the work involved in achieving goals during thenext twelve months, and of course, over the next four years,will require work at both an inter-and intra-team level. Weare certain that staff members will once again rise to themany challenges involved in improving services with limitedresources and will demonstrate their flexibility and creativity.

We look forward to bringing you future updates on servicedevelopments in line with the 2001 – 2004 Strategic Plan.

groups within the Deaf Community, such as Deafblind andUshers Type 1 Group and Deaf senior citizens. Communitydevelopment activities are undertaken in conjunction withthe Deaf Community and aim to improve access andequity for the members of the particular group.

• Special Projects – These activities are planned, one off,time limited projects which address a particular need orissue affecting the Deaf Community.

During the year the team continued to update and extend arange of information sheets responding to a wide range offrequently asked deafness related questions, as well asservices and assistance available for Deaf and hearingimpaired people.

One of the major areas identified last year was the need forimproved services and access in the area of support forchildren and families. This year saw the completion of theStep by Step National Mental Health Project for Deaf andHearing Impaired Youth and the development of a Deafspecific children’s respite project, involving a network ofmainstream children’s services, has begun.

Other activities which have continued from last year includefacilitating social activities for the Usher1 Group (a supportgroup for people who are Deaf and progressively losingvision). A seminar conducted in conjunction with the RoyalBlind Society and Guide Dogs NSW/ACT on Living withUshers also proved very popular. Members of the CAIS teamare also providing assistance with the planning for the 2002National Deafblind Conference, as a member of theConference Steering Committee.

Our connection with the NSW (Sydney) Deaf Seniors groupcontinued during the year with a community worker offeringmonthly Outreach at Seniors as well as assistance with theorganisation of informationseminars specifically for theSeniors group. Similarly, inNewcastle the WednesdaySocial group and the Deaf

Society enjoy a strong and productive working relationship.The firm connection developed with the Mayflower AgedCare Centre, which operates Mullauna Village, has continuedto grow. Mullauna Village is the only aged accommodationservice catering to the culturally Deaf Community of NSWand the CAIS team complements Mullauna’s activities

services and programsDeaf people deserve the same opportunities as othermembers of the community and should have the samerights to access all available services and activities.

The above statement provides the foundation for ourservice provision teams. In order to work successfully withDeaf people to enable them to take their place in the widercommunity, our staff not only require formal qualifications ina range of areas, including welfare, interpreting and adulteducation, but must also develop an intimate knowledge ofthe Deaf Community.

Team participation in the drafting of the 2001-2004 StrategicPlan provided the opportunity for all staff to reflect on andevaluate past achievements as well as examining thechallenges involved in meeting additional service needs withlimited resources.

The reports below highlight how our service delivery teamshave achieved their goals during the past year.

community access andinformation serviceThe major goal of the Society’s Community Access andInformation Service (CAIS) is to ensure equality of access forDeaf people. Regular services offered to Deaf people andtheir families at both the Parramatta and Newcastle officesinclude:

• Drop In – One of the most frequently used services by theDeaf Community, Drop In is an excellent way to make firstcontact or get information and assistance from acommunity worker. As the name suggests accessing theDrop In service does not require an appointment. Acommunity worker can help with information, simple taskfocused assistance or a referral may be made for moreextensive assistance. This service operates three times perweek in Parramatta and twice weekly in Newcastle.

• Casework – This service offers ongoing assistance for ashort to medium term period. Deaf individuals or familiesare assisted with gaining access to the service theyrequire. Often casework activities are achievedcollaboratively with specialist generic agencies.

• Community Development – This service allows the CAISteam to conduct ongoing support work with various sub-

through the provision of fortnightly support to the Deafresidents as well as representing the Society on Mayflower’sBoard of Directors.

In Newcastle, the Deaf Tenants Group continues to receivesupport from the Deaf Society and the Auslan Friends groupgoes from strength to strength forging social connectionsbetween the local Deaf and hearing communities as well ascreating an immersion environment for Auslan learners.

It is often the case that rural and regional communities areamongst the most resourceful and creative. The NewcastleDeaf Community is proof of this having establishedcomputer access at the Newcastle office. The computer,purchased with funds raised in the local area, is available toa variety of Deaf Community groups to further theirindependent activities and we look forward to a growth ofinformation disseminated by the local community for thelocal community.

Services to Deaf people living in rural, regional and remoteareas remains of significant concern for the Society. In aneffort to address the veryreal needs of people livingoutside the metropolitanarea, the CAIS team hasdeveloped a long term plan

to facilitate specialist support, including bi-annual visits tomajor regional centres. Funding will continue to be sought toenable improved service provision to country areas.

It is anticipated that acting as a Support Planner for theDepartment of Ageing, Disability and Home Care’s newService Access Scheme will also assist eligible Deaf peopleto receive appropriate assessment and planning to meetneeds that cannot be fulfilled by existing services. WhileSupport Planning will be an important development forcountry communities it is not confined to these areas and isavailable across New South Wales.

Funding from the Department of Ageing, Disability andHome Care totalling $169,918 was received towards theoperation of the CAIS service in the metropolitan, Hunterand Illawarra regions with a further $69,925 being receivedfrom the NSW Department of Community Services to offsetexpenses incurred by the children and family worker. Thecombined deficit for both these programs was $124,527.

All of these activities were achieved through the solidteamwork of the Community Access and InformationService, which was well supported by skilled volunteers andstudents. We are always very fortunate and grateful for thismost valuable support and this year we have beenparticularly favoured by the contributions of two exceptionalpeople in Mandy Smith and Claire Tarling.

We look forward to 2002 and the continued work,collaboration and exciting new projects in store.

independent living skills programThis year proved to be both a busy and successful one forthe Independent Living Skills Program (ILSP). A number of

clients, who are profoundly deaf and have additionaldisabilities of a mild to severe nature, were supported toreach new goals and achieve major accomplishments in anumber of areas. One client was supported to gain his trucklicence and two clients were placed into private rentalaccommodation and are now living independently.

The major focus of the Program continued to be thedevelopment of clients’ independent living skills in the areasof household management, travel training, self-care andpersonal health and social and communication skills.

In assisting service users, individual program plans weredeveloped and then implemented which involveddocumenting the goals, objectives and strategies with eachclient then undertaking regular reviews. In facilitatingachievements for service users, a number of internal andexternal professionals were involved including socialeducators, community workers, co-ordinators andinterpreters.

During the year under review, a joint program wasestablished with two external agencies to assist in theprovision of appropriate services, thus increasing positiveoutcomes for service users.

ILSP staff also represented the Society at relevantcommunity meetings and attended training workshops.Staffing throughout the year has been stable with anadditional part time person recently joining the team.

The program received a grant of $252,556 from theDepartment of Ageing, Disability and Home Care to offsetthe expenses of the program, however operation of theservice resulted in a $56,965 deficit for the year. A further

selection of interpreters, employment conditions, the codeof ethics and confidentiality, quality assurance, staffappraisal and the procedures for booking an interpreters.This has proven to be an invaluable resource for DeafSociety staff, interpreters and clients alike.

The Interpreting Service has continued its efforts inenhancing its relationship with its team of casualinterpreters. This is considered of vital importance becausecasual interpreters do not work from any one location, andyet represent the Deaf Society at all interpretingassignments. Interpreter consultations have been held andare attended by interpreters wishing to receive an updateon theInterpretingService andto providefeedback onvarious

aspects of interpreting. Such consultations are useful inplanning interpreting service provision and feedback isconsistently taken into account. These have been held inSydney as well as Tamworth, Newcastle, Lismore andOrange. It is anticipated that these will be held in other partsof NSW in 2001-2002.

Professional Development is one area considered of highimportance by the Deaf Society. A highlight of the year wasthe Interpreters Professional Development Day conducted inassociation with the Faculty of Interpreting, Deaf EducationNetwork and presented by Jemina Napier. Additionally, aNAATI Para-professional accreditation preparation workshopwas held in Tamworth and it is expected that whererequired, the Deaf Society will take an active role inpreparing individuals wishing to sit the test for Para-professional accreditation.

The Deaf Society has also continued its efforts in ensuringquality service provision for individuals who are DeafBlind.A new set of guidelines “Interpreting for people who areDeafblind” was adopted by the Interpreting Service andsteps were taken in familiarising our DeafBlind interpreterswith the principles within. Appreciation is extended toSharon Barrey Gassick who kindly allowed her guidelines to

grant of $39,028 was received to specifically support aDeafblind person to live in the community and accessservices and activities.

The ILSP team is to be congratulated for continuing todemonstrate high quality service provision

advocacy and communication accessEvery time a Deaf person has to communicate with aservice provider, business office or health care professional,the need for an interpreter arises. It is the provision of thisservice which allows Deaf people access to the widercommunity.

During this team’s first full year of operation, a valuablecontribution has been made to the areas of advocacy andinterpreting service provision, thus filling a number of gapsin service provision available to the Deaf Communityof NSW.

Auslan interpreting assignments were provided in a widevariety of situations including:

• Legal – including court work

• Government Departments – including taxation, housingsocial security, etc

• Employment – job interviews, promotion interviews,training programs

• Medical – general practitioners, medical specialists,therapists, dentists

• Special Occasions – baptisms, funerals

• Meetings/Seminars/Conferences – public meetings, staffmeetings, Deaf Community workshops, consultations, etc.

• School/Educational Meetings – meetings withteachers/parents, workshops, etc.

• Personal business appointments – bank interviews,financial interviews

• Emergency situations

In recent years, the Deaf Society has relied upon a pool ofcasual interpreters in providing these services. Following areview of expenditure, it became obvious that with anincrease in fee-for-service assignments, it would be possibleto employ part-time casual interpreters to perform thiswork, along with some no-fee assignments. This has beensuch a great success, in that salaries of these part-timeinterpreters have been recouped through fee-for-servicework, that one morepart-time interpreterwill be recruited inthe coming year.

The Policies andProcedures Manualfor the Deaf Societyof NSW InterpretingService waspublished inOctober andincludes guidelineson recruitment and

be adopted. An orientation night was held in late 2000 forDeaf DeafBlind relay interpreters, and it is hoped that thistraining of these interpreters will be enhanced by theestablishment of an appropriate training course in the TAFEsector. The Co-ordinator spoke on the DeafBlind interpretingguidelines to the DeafBlind workshops at Renwick College.

Contact has continued with other government providers ofinterpreting services and meetings have been held with theManagers Forum at the Health Care Interpreting Service andwith the Community Relations Commission (formerly theEthnic Affairs Commission). At such meetings, issues ofmutual interest arediscussed, particularlyrecruitment ofinterpretersand serviceprovision.

Representationof the DeafCommunity, inconjunctionwith NSWAssociation ofthe Deaf hascontinued inthe following fora: Attorney General’s Disability AdvisoryCouncil, the Department of Education and TrainingDisabilities Communities Consultative Council, the SydneyOpera House Disability Plan among others, where issuesthat are of importance to the Deaf Community are raised fordiscussion and resolution.

The Co-ordinator has continued to maintain a presence inregional and rural areas of NSW. Community consultativeworkshops have been scheduled where possible. Thesehave been held in Tamworth, Lismore, Orange, Albury,Newcastle and Coffs Harbour. Contact with other kindredinterpreting services has been established or maintainedduring the year and these have included Deaf EducationNetwork, Queensland Deaf Society, Victorian Deaf Society,ACT Deafness Resources Centre, and the Western AustralianDeaf Society.

A significant outcome of the Deaf Society’s advocacy workwas the establishment of the Working Party on Provision ofServices to Students Who are Deaf or Hearing Impaired, as aresult of lobbying by the Deaf Society and the NSWAssociation of the Deaf. A meeting was sought with theMinister for Education and Training to discuss the closure ofFarrar School for Deaf Children, and the accreditation andemployment of interpreters in the schools system resultedin the establishment of the Working Party.

The Deaf Society is conscious of the central role played byfamilies in the lives of Deaf children and young adults. It isrecognised that families do not have adequate exposure tosign language and the Deaf Community. To this end, stepshave been taken to discuss a playgroup and support groupfor parents of Deaf children with the Royal Institute for Deafand Blind Children and a number of parents of young Deaf

children. The Co-ordinator has also been a member of agroup convened by Deaf Education Network and RenwickCollege which had as its focus ‘Auslan for Parents’.

Support for parents who are Deaf themselves hascommenced with a workshop of Deaf parents for a researchproject on access to school situations for parents with adisability. Following the workshop, facilitated by the Societyand the Disability Council of NSW, participants stronglyrecommended the establishment of a series of parentsupport workshops.

employment serviceDuring the year the Employment Service continued to meetits first priority – assisting Deaf people to accessemployment and vocational opportunities. Achieving thisgoal presented many challenges especially in terms of howto provide flexible, high quality, relevant information andadvice to employers in order to prepare them to meet theneeds of Deaf people in their workplaces.

The program has had a very successful year with 16consumers being placed into employment, exceeding thetarget of 10 as agreed with our funding body. Additionally, anumber of Deaf consumers who have registered with ushave successfully stayed in their jobs for more than oneyear.

In line with the requirements of the Department of Familyand Community Services, a service assessment , includingfeedback from service users, was completed during theyear. The outcome from this review now forms the basis ofan action plan, including meetings with Deaf consumers ongoal setting for the following year.

Following the completion of the Case Based Funding TrialOne, the Department Family and Community Servicesinvited the Society to participate in a second trial thisfinancial year. The purpose of the trial is to examine theimpact of funding of services being directly linked tooutcomes achieved for individual service users. Receipt ofthis additional funding has benefitted an additional eightemployment service clients.

A major highlight this year was working collaboratively withOptions Enterprises in conducting an “Employment Servicesin the 21st Century” forum held in November 2000. Theforum provided information sessions on variousEmployment Services and Deaf guest speakers describedtheir experiences in the workplace.

Other highlights included the publication of a plain Englishinformation brochure, updated consumer information kitsand representation on a committee organised by the DeafEducation Network which oversaw the production of twovideos designed to increase vocational awareness by Deafand hearing impaired people and their employers.Representation also continued on a joint committee withHunter region teachers of the deaf in compiling aninformation kit for Deaf school leavers.

During the year we continued to develop and enhance ourrelationships with other employment agencies, externalagencies and Centrelink.

community educationThe Community Education program targeted to Deaf andhearing impaired people aims to provide the opportunity toenhance skills in the areas of self determination, selfadvocacy and self management.

In order to ensure that the program continued to offerrelevant workshops, a community consultation was heldwith members of the Deaf Community during the year andpriorities for workshop topics were decided.

Eleven adult education workshops were conducted duringthis period on diverse issues such as Depression, UsherSyndrome, How to use an Interpreter, Domestic Violence,Family Law, Conveyancing, Cancer, Victims Compensation,and Goods and Services Tax (GST). Increased attendance atsuch workshops has proven the real need for Deaf peopleto be offered accessible information.

A number of education programs focussing on the needs ofyoung Deaf school students were also held during the yearincluding three ten week programs on self awareness andself improvement, two career awareness programs on thedevelopment of vocational skills and one workshop on howto use an Auslan interpreter.

Staff working at Mullauna Village attended a ten week signlanguage course which assisted them in better meeting theneeds with the Deaf residents.

A grant was received from the Ageing and DisabilityDepartment totalling $55,048 however operation of theprogram resulted in a deficit of $23,383.

Our appreciation is extended to speakers from externalorganisations for their time and expertise in providinginformationto the DeafCommunity.

deafness awareness trainingAs reported last year, it was not financially viable to continueto offer Deafness Awareness Training in a formal way,however the program has continued in an ad hoc manner in

kenneth w tribe fellowship fundThe Kenneth W Tribe Fellowship was established in 1982 bythe Board of Directors to provide assistance to Deaf orhearing impaired people to access tertiary studies which willlead to improved employment opportunities and / orenhance the individual’s ability to contribute to the DeafCommunity.

During the past twelve months, financial assistance wasawarded to Anna-Maree Shaw who is studying for aBachelor of Social Sciences/Psychology and Diploma ofWelfare, Bridget Nunan who is undertaking a Bachelor ofArts (majoring in computing), Jahna Rodwell who is enrolledin a Graduate Certificate of Applied Management (Tourism),Anna Kaszonyi who is undertaking a Graduate Certificate inEducational Studies/Masters in Special Education andJennifer Henry who is enrolled in a Bachelor of Nursing.

A scholarship from the fund last year facilitated Robyn RoseHerps in gaining her Masters in Special Education (HearingImpaired Strand) this year. We hope this year’s participantswill be as successful in their chosen courses of study.

enabled the continuation of the mentoring program, designed toassist with staff support and development, as well as thecommunity development and outreach program.

balance sheetThe ratio of assets to liabilities per the balance sheet as at 30 June2001 was 18:1, reflecting the positive effect of the Society’scontinuing sound financial management during the year.

Assets totalled $6,220,986, with funds under management totalling$3,843,969 and $961,877 spread over a variety of investments,including cash deposits, commercial bills, mortgages, fixed termdeposits and investment properties. Capital assets includingfurniture and fittings, office equipment, motor vehicles andaccommodation units at Mullauna Village Aged Care Hostel totalled$1,415,140.

Liabilities as at 30 June 2001 totalled $323,775, with trade andother creditors totalling $116,469; employee leave entitlements$107,306 and provision for services $100,000.

services and programsThe tables set out on pages 15 to 16 record the Society’s financialresults for the past five years. Table I gives an analysis of totaloperating income received for the year, $1,474,669, by source.Commonwealth Government funding totalled $118,363 – 8%, withthat provided by the State Government totalling $586,475 – 40%.Investments and grants from the Epstein Deafness Foundationtotalled $633,370 – 42% of income for the year. Fee for serviceincome totalled $79,956 – 6% and income from appeals and sundryitems totalled $56,505 – 4%.

Table II provides an analysis of the total operating expenditure of$1,196,731 for the year. As will be noted, 64% was spent oncommunity access and information services; 17.5% was spent oneducation, training and employment programs and 10% was spentin providing sign language interpreting services with 8.5%expended on fundraising and investments.

government subsidies and grantsThe Deaf Society relies on funding from both the Commonwealthand NSW State Governments to assist us in providing programs andservices and I would like to take this opportunity to acknowledgethe assistance received from various government departments.During the year funding was received from the NSW Department ofAgeing, Disability and Home Care for a number of our coreprograms including the community services programs, bothmetropolitan and regional; the independent living skills program,community liaison program and community education program.Funding from the Commonwealth Department of Family andCommunity Services enabled the continuation of the employmentprogram, with additional funding from this Department beingreceived via the Case Based Funding Trial. Funding for the familyworker for Deaf adolescents and their families was received fromthe NSW Department of Community Services.

the futureThe Board of Directors looks forward to meeting the futurechallenges as set out in the 2001 – 2004 Strategic Plan. In addition,it will responsibly manage funds in order to earn income tocontinue the operation of the Society’s life important services aswell as being able to fund innovative projects as set out in the Plan.

honorary treasurer’s reportoverviewOnce again it is pleasing to report that forthe financial year ended 30 June, 2001, theDeaf Society achieved an operatingsurplus. The consolidated surplus for theDeaf Society and Epstein DeafnessFoundation (NSW) was $439,061 with theoperating surplus for the Deaf Societybeing $277,939. I would like to congratulatethe Executive Directors and staff forachieving this positive result.

As has been the practice in the past, rental costs for the Society’sParramatta headquarters, as well as the costs of providingadministrative support services, have been apportioned across allservice areas.

investmentsAs reported last year, following a review of investment policies, theBoard of Directors resolved to appoint the AM Corporation andCommonwealth Investment Management to professionallymanage the investment portfolios for both the Deaf Society andEpstein Deafness Foundation.

During the year under review, investments, including interest fromcash investments and investment properties totalled $388,617which was 26% of the Society’s total operating income, an increaseof 7% on the previous year, mainly due to the higher returns oninvestments held with our Funds Managers. As an organisationwhich relies heavily on producing income from its owninvestments, this year’s increase in investment income will enableadditional funds to be spent on provision of services to Deafpeople and their families.

epstein deafness foundation (nsw)The Epstein Deafness Foundation (NSW) continued to holdinvestments on behalf of the Deaf Society under a Deed of Trust.During the year grants totalling $244,753 which was 16% ofoperating income – were transferred to the Deaf Society whichgreatly helped to offset expenses for programs for which little orno government funding is received.

fundraisingIncome from donations totalling $24,499 was received during theyear. This was a small decrease on last year’s result mainly due tothe competing demands made for financial assistance from donorsduring the Olympic year. The decrease also reflects the Board’sdecision some years ago that funds would not be expended inseeking additional fundraising income as it was more appropriateto seek effective ways of generating funds through investmentstrategies.

Principal ActivitiesThe activity of the economic entity constituted by theSociety and the entity it controls, The Epstein DeafnessFoundation (NSW), in the course of the financial yearwas the provision of services to people who are Deaf.There has been no significant change in the nature ofthis activity during the year.

Operating ResultThe net amount of the consolidated profit, beforeabnormal items for the financial year was $439,061. Thenet amount of the consolidated profit, after abnormalitems for the financial year was $875,904.

Review of OperationsDuring the year the Society continued to providecounselling and interpreting services, educationprograms for both the deaf and hearing communitiesand independent living skills training for people who aredeaf as well as those who have a psychiatric disabilityand visual impairment.

Funding for all of the above activities came fromappeals, bequests, donations, investment income, feesfor services rendered, grants and subsidies from Stateand Commonwealth Governments.

In addition, income generated from the payment ofgrants to The Epstein Deafness Foundation (NSW) istransferred from the Foundation to the Society on aregular basis for use by the Society in carrying out itsactivities.

Significant Changes in the State ofAffairsNo significant change in the state of affairs of theSociety occurred during the financial year.

Events Subsequent to Balance DateNo matters or circumstances have arisen since the endof the financial year which significantly affected or maysignificantly affect the operations of the economicentity, the results of those operations, or the state ofaffairs of the economic entity in financial yearssubsequent to the financial year ended 30 June, 2001.

Likely DevelopmentsThe Society and the Foundation will continue tomaintain current services and programs and as part oftheir proposals for activities to be undertaken in2001/2002, is planning to expand these services. Theprovision of these services will continue to rely onsubsidies from the State and CommonwealthGovernments, income from investments, fees forservices rendered and income from donations, appealsand bequests.

The Society, as part of its commitment to ensuring thatpeople who are deaf gain access to community basedsupport services, will continue to monitor the provisionof Sign Language Interpreters by the Ethnic AffairsCommission of NSW.

The Society will continue to examine the use of itsresources to ensure that it fulfils its commitment to theDeaf Community of NSW.

Environmental IssuesThe economic entity’s operations are not regulated byany significant environmental regulation under a law ofthe Commonwealth or of a State or Territory.

ScopeWe have audited the financial report of The DeafSociety of New South Wales and of the economic entityfor the financial year ended 30 June, 2001 as set out onpages f3–f15.

The financial report includes the consolidated financialstatements of the consolidated entity comprising theSociety and The Epstein Deafness Foundation (NSW).The Society’s directors are responsible for the financialreport. We have conducted an independent audit of thisfinancial report in order to express an opinion on themto the members of the Society.

Our audit has been conducted in accordance withAustralian Auditing Standards to provide reasonableassurance as to whether the financial report is free ofmaterial misstatement. Our procedures includedexamination, on a test basis, of evidence supporting theamounts and other disclosures in the financial report,and the evaluation of accounting policies andsignificant accounting estimates. These procedureshave been undertaken to form an opinion as towhether, in all material respects, the financial report ispresented fairly in accordance with AccountingStandards and other mandatory professional reportingrequirements and statutory requirements so as topresent a view of the Society and of the economicentity which is consistent with our understanding oftheir financial position and performance as representedby the results of their operations and cash flows.

1. SUMMARY OF SIGNIFICANTACCOUNTING POLICIES

Basis of AccountingThe financial report is a general purpose financial reportthat has been prepared in accordance with AccountingStandards, Urgent Issues Group Consensus Views andother authoritative pronouncements of the AustralianAccounting Standards Board. The financial report hasbeen prepared on an accruals basis and is based onhistorical costs and does not take into accountchanging money values or, except where stated,current valuations of non-current assets. Cost is basedon the fair values of the consideration given inexchange for assets.

The following is a summary of the significantaccounting policies adopted by the economic entity inthe preparation of the financial report. The accountingpolicies have been consistently applied, unlessotherwise stated.

Principles of ConsolidationThe consolidated accounts comprise the accounts ofThe Deaf Society of New South Wales and The EpsteinDeafness Foundation (NSW) a company limited byguarantee. Consolidated financial accounts have beenprepared on the basis that the Society exercises controlover the Foundation.

The effects of all transactions between the entitieshave been eliminated in full.

Property, Plant and EquipmentFreehold land and buildings are carried in the accountsat directors’ valuation determined at 30 June, 2001. It isthe policy of the economic entity to have anindependent valuation every three years, with annualappraisals being made by the directors.

No provision has been made in the accounts for thedepreciation of buildings held for investment purposes.

Furniture and fittings, office equipment and motorvehicles are carried in the accounts at cost lessaccumulated depreciation.

The carrying amount of plant and equipment isreviewed annually by directors to ensure it is not inexcess of the recoverable amount from these assets.The recoverable amount is assessed on the basis of theexpected net cash flows which will be received fromthe assets employment and subsequent disposal. Theexpected net cash flows have not been discounted totheir present values in determining recoverableamounts.

The straight line method has been used to calculatedepreciation on buildings, furniture and fittings, officeequipment and motor vehicles so as to write off theoriginal cost of the assets over their estimated usefullives.

NOTES TO THE FINANCIAL STATEMENTSFOR THE YEAR ENDED 30 JUNE 2001

The depreciation rates used for each class ofdepreciable assets are:

Capital Donations and BequestsDonations received for the specific redevelopment ofcertain properties have been treated as capital fundsand set aside for use for that purpose.

Bequests received have been treated as abnormalincome and are reported after the operating surplus forthe year.

Employee EntitlementsProvision is made for the liability for employeeentitlements arising from services rendered byemployees to balance date. Employee entitlementsexpected to be settled within one year together withentitlements arising from wages and salaries andannual leave which will be settled after one year, havebeen measured at their nominal amount. Otheremployee entitlements payable later than one yearhave been measured at the present value of theestimated future cash outflows to be made for thoseentitlements.

Contributions are made by the economic entity toemployee superannuation funds and are charged asexpenses when incurred.

Corporate StructureThe Deaf Society of New South Wales is a companylimited by guarantee. In the event of the Society beingwound up each member guarantees to contribute anamount not exceeding two dollars ($2.00) to the assetsof the Society.

Income TaxThere is no income tax payable by the Society or theFoundation as they are exempt under the currentprovisions of Australian income tax legislation.

Comparative FiguresWhere required by Accounting Standards comparativefigures have been adjusted to conform with changes inpresentation for the current financial year.

14. SUPERANNUATION COMMITMENTSThe Society participated in one superannuation plan,the Health Employees Superannuation Trust Australia(HESTA) where contributions are made on behalf ofemployees at the rate prescribed by theSuperannuation Guarantee Charge Act. Contributions tothe funds were made by both the Society andemployees at various percentages of the employees’salaries. The Society’s contribution provides at aminimum the rate prescribed by the SuperannuationGuarantee Charge Act.

HESTA provides benefits to employees of the Societyon retirement and death or disability cover for awardstaff employees and the directors believe there aresufficient funds to satisfy all benefits payable in theevent of termination of the plan and voluntary orcompulsory termination of employment of eachemployee.
