The few who attended the Marijuana Awareness night got a surprise substitution when the Washington State Police came and gave the presentation. The Trooper was booked when we first asked but in the end was able to give us an eye opening educational hour. If you weren’t there you really missed out. Don’t forget our next community education night is on April 15. The guidance counselors should have the applications for our new more needs-based 2 year college or technical school scholarship. Superintendent's Message…..from Jean Lane Richland School District Safety Update I want to thank the Richland High School PTSA for this opportunity to share the work that administrators, teachers, and community members are doing to improve safety for all of our students. Our connections with both the Richland and West Richland police departments as well as parents with expertise in safety, policy development, and preventative programs have strengthened our ability to insure quality systems for each school site. Every school site now has specific protocols for quickly accessing assistance for classroom teachers. A ‘red phone’ is located in the school office. Secretaries answering the phone have specific questions to ask the teacher who is seeking assistance in their room. Clear protocols after the call are outlined and have been practiced to make sure the response is timely. Teachers also have an emergency e-mail message that is automatically sent to specific administrators and office personnel. Each school has had one practice drill that was monitored by central office administrators and the police. A debrief follows each drill to offer suggestions and answer questions. All fifteen school sites are in the process of being ‘mapped’ through a grant from Washington State. The maps of each school include staging areas for police and fire in case of emergency as well as labeling the location of water shutoffs and electrical panels. The maps become part of the Benton County Emergency Management system and will be accessible by police and fire departments. On the preventative side of safety we have talked with student leadership groups in the secondary schools for input about safety issues in the schools. Their insight will help administrators and teachers develop or reinforce current programs to support students in reporting concerns. A group of volunteer experts, including law enforcement, lawyers, and emergency managers are reviewing RSD emergency plans, reviewing and writing policies, and developing parent and student awareness programs. They will also serve as an oversight committee to periodically review safety drills and prevention programs in the future. We are committed to continually improve our practices and procedures in every school to ensure the safety of your children. We welcome questions and suggestions.

Congratulations to Richland High School National Merit Finalists

Daniel Chiang and Sean Johnson. They will be considered for National Merit Scholarships offered in 2008. ________________________________________________________________ The Kiwanis Club of Richland will hold its annual luncheon April 30

honoring the top 31 graduating seniors from the Richland high schools. Students are selected not only for scholastic achievement, but also extra curricular activities, citizenship, and service to school and the community. Seventeen students will represent Richland High school. Foreign Exchange students are also honored at the luncheon. RHS NEWS P.E. NEWS ….from Mrs. Rulon Students were given the Presidential Physical Fitness Test at the beginning of first semester and again at the end of the semester. Each student did the curl ups, one-mile run, v sit and reach, shuttle run and or pull-ups or flexed arm hang test. If students passed all 5 tests at 50% above the National Standard, they received a National Patch. If students passed all 5 tests at 85% or higher than the standard, they received the Presidential Patch along with a certificate. We are very proud of all the students that worked hard to receive their patch. Many students are using this to put in their portfolio.

ATTENTION - CALENDAR CHANGE FOR SECONDARY STUDENTS Due to WASL testing considerations, the secondary schools Early Release day scheduled for Friday, April 18, has been changed to Friday, April 25. Middle school and high school students will now attend school for the entire day on April 18. For more information, contact your school principal. Herbicides and fertilizer applied during spring vacation The Richland School District will be applying herbicides and fertilizer to playfields during spring break, April 7 – 11. The chemicals used require adequate drying time so fields will be closed to the public during and after applications. For details on the types, amounts and dry times of the herbicides and fertilizer, contact Kevin Knodel at 967-6104. Improved Internet access Richland School District teachers are getting more efficient access to Internet video resources. Information Systems staff are transitioning the District's Wide Area Network from T1 lines to City of Richland dark fiber. The T1 has a bandwidth of 1.44 megabits while the dark fiber is 1 gigahertz. It's a significant improvement. “The T1 line is slow. Our phones have priority so online data such as video clips get bottlenecked because of the narrow bandwidth,” says Mike Leseberg, Director of Information Systems. “The new dark fiber is increasing our capacity by 600 percent. Teachers will be able to pull in video quickly and that enhances classroom instruction.” The improvements are complete at Richland High, Carmichael and Marcus Whitman. Other schools within the City of Richland will be upgraded this spring. In the meantime, the three West Richland schools and White Bluffs Elementary School have been upgraded to a bandwidth of 35 megabits using PocketiNet Wireless. “Access to the dark fiber line was not possible at these locations so this is the next best option,” added Leseberg. “It’s a definite improvement over the T1 line.” OSPI grant removes incentive to place students in special education The Richland School District has been awarded an "Improving Core Subject Instruction" grant from the State Superintendent of Public Instruction. The grant is expected to provide the District with flexibility in spending hundreds of thousands of dollars on academic help for at-risk elementary students. "The grant is quite important because it removes the incentive for the District to place students into special education, or leave them in special education, strictly for funding purposes," explains Erich Bolz, Executive Director of Special Programs. "As we transition to the Response to Intervention (RtI) model of serving students, this grant will enable the district to continue to receive state SPED funds in the form of a separate allocation if we see a drop in the number of students we serve. "If we're able to reduce our overall SPED numbers, the resources we receive over time from this grant will be freed up to focus on proactive intervention strategies. Currently, for a student to receive SPED services, there has to be a long, documented account of academic failure or non-response. This grant will enable us to use resources to assist all students of need as soon as we are able to diagnose a risk factor." District seeks substitute bus drivers The Richland School District is seeking applicants for the position of substitute bus drivers. “The District has a consistent need for substitutes so this is a great way for people to regularly supplement their household income,” said Mark Panther, Executive Director of Support Services. NOMINATE AN OUTSTANDING EDUCATOR The OUTSTANDING EDUCATOR AWARD is offered by RHS PTSA and the Washington State PTA to recognize individuals who go beyond the normal expectations of their jobs to make the learning environment fun, beneficial, and challenging. An outstanding educator could be a teacher, assistant, custodian,

bus driver, administrator or community member. The RHS PTSA will present an OUTSTANDING EDUCATOR AWARD in order to:

1.) enable our PTSA to recognize innovative and successful individuals 2.) support financial grants for students pursuing post-secondary education through a

donation in the recipient’s name from RHS PTSA to the Washington State PTA fund. The enthusiasm and diversity that an educator brings to the classroom directly influences the success of a student. If you know individuals who have provided outstanding educational opportunities for youth, please nominate them.
