v But not all thalMias been done andsaid has been sufficients entirely allaythe apprehension existing upon thisquestion as some worthy gentlemenconjured up imaginary dangers to flow
from voluntarily and expressly assumingan obligation that already existed andalways exists namely to support theConstitution and laws of the countryin which they dwell
In view of these doubts and apprc- -
p - hensions it is peculiarly fortunate notoniy to uic uovcrnment uut tojiicforeign citizens here resident that theform of oath permitted by the Consti-
tution
¬
and prescribed by the Cabinetis such as to entirely relieve the popu-
lar
¬
anxiety upon this score lly Article 80 of the Constitution the Cabinetarc empowered to make all rules andregulations for the administration ofthe oath in reference and for the hold-
ing¬
of elections pending the passageby the Legislature of appropriate laws
for that purpose We are in a positionto state that after a period of mostarduous labor on the part of the Cab ¬
inet assisted by several of our mostcompetent residents those rules andregulations are completed and are nowin type The form of oath to supportthe Constitution which has beenadopted is as follows
I aged a native ofrebiding on street in
ward No in the city and Districtof Honolulu do solemnly swear in thepresence of Almighty God that I will
support the Constitution of the Hawaiian Kingdom promulgated and proclaimed op the 7th day of July 1887and the laws of said Kingdom nothereby renouncing but expressly re-
serving
¬
all allegiance and citizenship
now owing or held by meThe forms differ slightly to suit the
different localities It will thus beseen that the only effect of the oath is
tqnssist in qualifying the person takingjt to make his voice heard in the gov-
ernment¬
oT himself and others and in
the disbursement of the taxes which he
vlttteiiu
pays and inasmuch as the renunciationof all allegiance called in law expa-
triation
¬
is a matter of fact restingupon the act and supported by theintent of the person so renouncing it
is a happy feature that the oath hereprescribed docs not leave smh intent
to implication but exprtssly declarestWnt n intent to so abjtrc allegianceexists on the part or the person takingthe oath With the Inst quoted clauseinserted no further dmrbt is possible

The Fort Street School held itsclosing exercises last Friday morningAir m Al Scott the Principal at theopening in a few remarks stated thatthe Board of Education had thounht itjudicious to leave the teachers decidewhat the examinations should be andhow held The result was a higherstanding and better work throughoutthan ever heretofore attained Hedid not award prizes as he consideredthe custom did not lead to the resultsexpected There was one rccrct hefeit at the arrival of this dav and thaiwas the ling of some of his highestscholars who had finished their studieslie should miss them but he felt as-sured that if they continued in the sameline 01 application and good conductwhen they arc out of school as they didwhile in his class happiness would cer-tainly be theirs Long as he has beenteaching lie never had met with morereliable and trustworthy pupils as thereare in the Fort Street School Thefollowing programme was then enteredinto by the opening choruses MrBcrgcr accompanying on the pianoThe next number was a compositionon Evangeline by lleisie Afong therendition being good then singing byschool declamation Old Carlo Janeand I by Marion Scott a little totwhcscselfposioision immediately madeher a favorite singing by classes de-

A View from a Float giving a vividdescription of Wa kiki and the differentvalleys as seen from a raft near thebaths by Alice Afong like all theirpredecessors very well written andrendered A Hoys Pest Friendsung by Master Willie Bcrgcr delightedthe audience by Its sweet and correctdelivery and as an encore he sungThe Whip-poor-will- s Song
Although not on the programme MrScott called on Arthur Wall for a pianosolo which was responded to with thevariations of Home Sweet HomeMr Scott remarked that he could relyupon the Wall pupils as they were al-
ways prepared to contribute somethingtowards entertainment The Hon CR Bishop addressed a lew remarksthen introduced the Rev Dr Bcckwithwho thirty six years ago started aschool close to where the Royal Schoolbuilding is He also made several re-
marks¬
The days entertainment closedby singing the National Hymn

question promising well for the parti-
cipation of the mass of foreigners in
the forthcoming elections Hut there
arc many who would probably decline
to so participate while the probable
effect upon their existing citizenship
of taking the preliminary oath remain
ed in doubt There are hundreds of
iixccllent men in Hon ilulu and the
out districts whose anxiety to particlpate in the coming election and thus
help sustain the new order of things
is second only to their desire to pre-
serve
¬
unimpaired their rights as sub- -
lecW or citirens of their home govern-

pressed upon this point was fully anti-
cipated by the framcrs of the new Con

would Intel fere with existing rights of

v But not all thalMias been done andsaid has been sufficients entirely allaythe apprehension existing upon thisquestion as some worthy gentlemenconjured up imaginary dangers to flow
from voluntarily and expressly assumingan obligation that already existed andalways exists namely to support theConstitution and laws of the countryin which they dwell

Although not on the programme MrScott called on Arthur Wall for a pianosolo which was responded to with thevariations of Home Sweet HomeMr Scott remarked that he could relyupon the Wall pupils as they were al-
