So here we are. The national conventions are over; the can-didates have been selected, and the 2016 Presidential race is on. So what have we got?

We have two candidates who have enor-mous “unfavorable” ratings-way south of 50%-which is usually a death-knell for any candidate running for office. But, this is not a normal year!

For the first time, we will have more peo-ple voting against a candidate than vot-ing for a candidate. Think about that! There are more voters that will cast their ballots for Hillary Clinton because they cannot stand to vote for Donald Trump and there will be more voters voting for Donald Trump because they cannot cast a ballot for Hillary Clinton.

This race will be won by the one candi-date that can get the support of less than 5% of the voters, because all of the other voters already have their minds made up.

This will be one of the nastiest, if not the nastiest campaigns in U.S. history. No matter who wins, they will be one of the most unpopular Presidents ever to take the oath of office in January. They will attempt to unite a deeply-divided nation that shows little regard for the opposi-tion. Depending on the congressional elections, we may see another 4 years of grid-lock with neither party making any attempt to compromise and becoming firmly entrenched in their ideological foundations.

It’s not that we didn’t see this coming. After the presidential and congressional elections of 2008, the Democrats were able to secure a veto proof majority in the U.S. Senate when our neighboring state of Minnesota elected Al Franken as it’s Senator. That gave them 60 votes in the Senate. The Democrat’s danced the “Happy Dance” and drank the “Kool-Aid” and began to ram through the Con-gress a series of measure that became increasingly unpopular with-in the coun-

try. Think “Stimulus”, think “Obamacare”. Remember, “We

won’t know what’s in it until we pass it”-Nancy Pelosi. Remember-“You can keep your doctor if you want him/her; you can keep your health care if you want it”. We saw a wave of new regulations, we saw the IRS scandal; we saw selective enforcement of federal law-depending on who you were, we saw our borders opened like a flood-gate, allowing un-documented aliens to freely enter and compete for our jobs. We saw American companies leaving the U.S. for better tax advantages, taking with them thousands of American jobs.

We saw many of the very foundations upon which America was built on, being declared political in-correct, and being changed by both legislative and judicial decisions.

And we wondered where the Tea Party came from? We wondered why Ameri-cans were so “angry”? The news media attempted to distinguish these Tea-Party supporters as “red-neck”, as lower edu-cated, as not understanding “the sys-tem”. The 2012 election came and went. And the angry became angrier!

And then we came to 2016-and it was not just the Republican party that unrest and dissatisfaction were starting to show. On the Republican side, a huge field of seemingly “high quality” candidates be-gan the pursuit of the party nomination. They were joined by Donald Trump-an “outside” candidate. Trump began to articulate so many of the feelings of the angry and his message began to reso-nate. And the angry got angrier!

On the Democratic side, from all appear-ance it was to be the Hillary coronation; except Bernie Sanders decided to rain on her parade. Bernie hit a chord with-in the Democratic ranks-he too lashed out at the “Establishment”; against the free-trade agreements that had bled Ameri-can jobs; of the “coziness” of Hillary Clin-ton to the Wall Street interests; of the

attempts to “rig” the Democratic nomi-nating process in favor of Clinton. No-body in the “Establishment” listened to Bernie, but thousands of citizens that had never shown interest in the political process felt invigorated and began to cast their vote for the “Bern”. And then the Wiki-leak of the DNC e-mails showed that exactly what Bernie had been railing about with-in the DNC was true. The process was rigged and Debbie Wasser-man-Schultz lost her job. And people got angrier!

And that brings us to this point in the 2016 Presidential election. The angry electorate-and we wonder why?

Expanded Coverages Means Support for Area Home Builders and Buyers

In conjunction with the National Asso-ciation of Home Builders (NAHB), the Wisconsin Builders Association (WBA) announces the recent territory expan-sion of two WBA local associations into Outagamie County in northeastern Wisconsin, promising local, state, and national support for area home build-ers and buyers.

The WBA is made up of 22 local associ-ations throughout the state of Wiscon-sin and represents, at the level of the state legislature, the interests of more than 4,400 members involved in the home building industry. Working to-gether, the WBA ensures that builders and homeowners save tens of thou-sands each year in improved laws and regulations, and the organization’s unique 3-in-1 structure with local, state, and national representation allows members to effect change in their local communities and beyond.

Mid-Shores Home Builders Association, founded in 1998 and serving Calumet County, will now also represent the northern bordering communities of Kaukauna, Buchanan, Freedom, Van-denbroek, Combined Locks, Harrison, Kimberly, Little Chute, and Wrightstown.

Winnebago Home Builders Associa-tion, serving Winnebago County since 1990, will now serve the rest of Out-agamie County. These new territories were finalized by NAHB at its midyear meeting last week in Miami.

Jodi Vandermolen, Executive Officer of Winnebago, stated, “I am looking for-ward to providing the home building industry in Outagamie County with all the benefits of three tier member-ship.” To this sentiment, Tena Hartwig, Executive Officer of Mid-Shores, add-ed, “I am also proud to have this op-portunity to grow businesses in the Fox Cities area through all the services and benefits we can provide.”

Such benefits at the state level not only include real dollar savings from advocacy efforts, but access to con-tracts and forms worth thousands, a complimentary legal and building code hotline, discounts on continuing edu-cation, and hassle-free member rebate programs.

primary by businessman Paul Nehlen. Neh-len is basically running a repeat of the Don-ald Trump presidential primary campaign, which is odd considering Trump was reject-ed handily by GOP voters in the 1st Congres-sional District in the spring presidential pri-mary in Wisconsin.

In the e-mail, members were urged to “Vote for Housing on August 9” and to “Reach out to your family, your friends, your business associates. Let them know you support Paul Ryan.”

This joint NAHB/WBA effort is substantial because it is the first time that NAHB has directly contacted members in any part of the country asking them to specifically sup-port a candidate who supports housing.

Look for additional efforts like this in other parts of the country as NAHB continues to expand their efforts on the political front in 2016 and beyond.

Speaker Ryan defeated Paul Nehlen 84% to 16% in the recent primary election.

Kelly Picked for Wisconsin Supreme Court Vacancy Conventional wisdom is not always correct. For months, Wisconsin capitol observers (myself included) had been predicting that former state representative and current Judge Mark Gundrum would be appointed by Governor Walker to fill the open positon on the Wisconsin Supreme Court being va-cated by the retirement of Justice David Prosser, Jr.

Governor Walker went in a different direc-tion with his appointment when he an-nounced that attorney Daniel Kelly had been appointed to fill out Prosser’s term on Wis-consin’s high court.

As a founding member of the law firm Rogahn Kelly, Daniel Kelly is recognized as a leader in Wisconsin's legal community. Prior to beginning his own private practice, he was a partner at Reinhart Boerner Van Deuren in Milwaukee, one of Wisconsin's largest and most respected firms. Kelly also served as a law clerk and staff attorney for the United States Court of Federal Claims, Office of Special Masters, and as a law clerk

August 17, 2016 Walker to Cabinet: No New Spending in State Budget As Governor Walker and his cabinet begin the process of putting together their budg-et requests for the 2017-2019 state budget, one message was recently sent out to all state agency heads: no spending requests that exceed what was requested in the 2013-2015 State Budget.

Governor Walker stated in a letter dated July 25, 2016, “Just as in the last biennial budget, I am directing most agencies to maintain their overall fiscal year 2017-2018 and 2018-19 GPR (general purpose revenue or tax dollars) budgets at the fiscal year 2016-17 adjusted base.”

Walker also provided some guidance and direction on where he would like to see state agencies focus their dollars and poli-cy goals for the upcoming state budg-et. “Agency requests should focus on providing new opportunities for our world-class workforce and continue to enhance our state’s economy. Agencies are encour-aged to take a fresh look at all programs and identify ways to realign resources in order to fund initiatives within their cur-rent base, rather than seek additional re-sources the taxpayers can’t afford. Our common goal is to deliver an efficient and accountable government for the taxpay-ers.”

By law state agencies are required to sub-mit their budget requests to Governor Walker on September 15, 2016. Typically, a state budget is introduced in February/March of odd numbered years.

NAHB and WBA Alert Members on Paul Ryan Primary Support Recently the National Association of Home Builders (NAHB) continued their effort to be more influential in the election process by working with WBA to contact members in the 1st Congressional District and urge them to vote for Speaker Paul Ryan in the primary election on Tuesday. Congress-man Ryan was being challenged in the GOP

“Home builders live and work in their com-munities. We see the effects of flood insur-ance rate increases in both our personal and professional lives,” Noel told legislators.

He thanked them for their successful efforts to roll back the unintended consequences of the Biggert-Waters Flood Insurance Reform Act, which failed to foresee how costly rate increases from the sale or transfer of homes in the flood plain could decimate local econ-omies.

Because of these fixes enacted in 2014, “NAHB has estimated that there was $755 million more in new construction and $361 million a year in additional remodeling,” a boon to these small businesses still reeling from the recession, Noel said.

The builders also spoke about the problems associated with inaccurate Flood Insurance Rate Maps (FIRMs). They can inflate home prices, hike premiums for home owners and create havoc for small businesses, particu-larly the home builders, remodelers and oth-er contractors working on residential con-struction projects in the nation’s flood-plains.

In Florida, Robles said, it’s almost a given that homes will be built in or near a flood-plain, so as FEMA continues its FIRM up-dates, precision is key.

“There have been reported cases of FEMA neglecting to factor in privately funded flood-control structures, or drawing in rivers or streams where none exist,” Robles testi-fied. “Home owners are being incorrectly mapped into floodplains and forced to pur-chase unneeded flood insurance. It typically takes years for these mistakes to be fixed, often requiring a lengthy and costly process for the community, builder and home own-er.”

The NFIP also guides future development – but this federal program must continue to allow local communities to control their own growth and development options, NAHB said in its testimony. Sen. David Vitter (R-La.), who chairs the committee, thanked the speakers, adding that new construction is the solution to NFIP solvency and paying premiums, not the problem.

The NFIP must be reauthorized by Sept. 30, 2017.

Members Stand Out at Flood Insurance Hearing From NAHB: Flood insurance rate increases hurt home owners, businesses and commu-nities and will cripple the home building in-dustry as it’s just beginning to right itself. It’s a message that Congress needs to hear as it looks at how the National Flood Insur-ance Program (NFIP) is working in the real world – and today, NAHB delivered it not just once, but twice. Recognizing the importance of this issue to home builders and NAHB’s key role in the NFIP debate, we were presented with the unprecedented opportunity to have two members testify. Randy Noel, a home builder in La Place, La., and NAHB 2nd Vice Chair, and home builder Kevin Robles, past president of the Tampa Bay Builders Association, each testified be-fore theSenate Committee on Small Busi-ness & Entrepreneurship.

NAHB has a long history of supporting the National Flood Insurance Program (NFIP), but as Congress reauthorizes the program, it must ensure that it remains predictable, universally available and fiscally viable so home builders can continue to provide safe and affordable housing to consumers, these builders said.

Rate increases have the most direct impact on low-income home owners who could be stuck paying premiums they cannot afford, while trying to sell a property that others have difficulty qualifying to purchase.
