THE COUNTY

Sacramento County has a charter form of government. It is governed by a five-member Board of Supervisors

elected on a non-partisan basis to serve staggered four-year terms. Other elected officials include the Assessor,

District Attorney, and the Sheriff. The County Executive is appointed by the Board of Supervisors and is re-

sponsible for the day-to-day business of the County.

The County is responsible, pursuant to the County Charter or ordinances, or by state or federal mandate, to

provide health and welfare, criminal justice and municipal services (including law enforcement), as well as

other services to County residents. Major services provided include the following: Airport System, Animal Care

and Regulation, Criminal Justice, Health and Welfare (the County does not own or operate a County hospital),

Property Tax System, Regional Parks, Transportation, Waste Management and Recycling, and Water Supply

and Drainage. In addition, there are some services provided by non-County government entities in which

members of the Board of Supervisors participate in their governing bodies (e.g. library, sewer treatment and

collection, and transit services).

CEO MANAGEMENT ANALYST III

THE OFFICE OF BUDGET AND DEBT MANAGEMENT

The Office of Budget and Debt Management (BDM), a division of the County Executive Office, is responsible

for preparing and administering the County’s annual $4.49 billion budget in accordance with direction pro-

vided by the County Executive, monitoring the County’s fiscal condition on an on-going basis, estimating and

projecting discretionary and semi-discretionary revenues, developing long-term fiscal forecasts, recommend-

ing fiscal policies to the Board of Supervisors, reviewing and analyzing the fiscal impact of proposals or pro-

jects, and overseeing creation of County Services Areas or other benefit assessment districts and the manage-

ment and issuance of County debt.

BDM is separate and apart from the County’s Finance Department, which is responsible for the County’s ac-

counting, auditing and investment functions.

BDM is headed by the Chief Fiscal Officer (CFO) and has a total staff of 15.0 FTE positions, including the

County Debt Officer and 10 Management Analysts who generally deal in fiscal matters. Typically, each Man-

agement Analyst is assigned a group of departments and serves as the County Executive’s liaison to those de-

partments for all fiscal issues. The County Executive Office Management Analyst III is distinguished in the

series as it is the Management level class with the responsibility for a broad range of management activities in

addition to reporting directly to higher-level executive management.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

1. Two years of full-time paid experience employed by the County of Sacramento in the class of CEO Manage-

ment Analyst II, Senior Administrative Analyst and/or Administrative Services Officer III.

OR

2a. Four years of full-time paid administrative experience performing duties in budget analysis, review and

control; analysis and development of policies and procedures; and development, analysis, or administrative

liaison activities for special projects or programs. Two years of the experience must have been administrative

analysis experience of an inter-governmental nature in the areas listed with supervision of staff engaged in

these and related duties.

AND

2b. A Bachelor’s Degree or higher from an accredited college or university in public administration, business

administration, economics, accounting, human resources, or a field directly related to the administrative,

management or fiscal duties of this class.
