WEDNESDAY, DECEMBER 17, 2014

A Committee of the Whole meeting was held on Wednesday, December 17, 2014 in the Council Chambers of the Administration Centre, Township of Essa.

1. OPENING OF MEETING BY THE MAYOR

Mayor Dowdall opened the Committee of the Whole meeting at 6:00 p.m.

2. DISCLOSURE OF PECUNIARY INTEREST

Mayor Dowdall declared a conflict with Items 8 (g) and (h) as he has familial relations with member of Staff.

a. Staff Report PD070-14 submitted by the Manager of Planning and Development, re: "Sardelis" Subdivision - Thornton.

Be it resolved that Staff Report PD071-14 be received; and That Council approve providing a donation to Pine woods Chapel in an amount of $25, 795 to help offset the Township's General Development Charges which is the same amount "given" to the last church constructed in Essa.

d. Staff Report PD073-14 submitted by the Manager of Planning and Development, re: Official Plan Amendment 18 (OPA 18) and Zoning Pinewoods Chapel, 9058 5th Li ne, Ang us.

This item was deferred until January so that outstanding issues between neighbours and the developer can be dealt with.

e. Staff Report PD074-14 submitted by the Planning Technician, re: Site Plan Submission Pinewoods Chapel, 9058 5th Line, Angus.

Be it resolved that Staff Report PD074-14 be received; and That Council approve of waiving the site plan fees of $2, 000 as requested, concerning the submission of a proposed site plan application for a new church.

g. Staff Report PD076-14 submitted by the Manager of Planning and Development, re: Essa Official Plan Update.


Be it resolved that Staff Report PD076-14 be received; and That Council approve hiring a consultant to review and make a recommendation on its commercial land supply and demand which will form a part of the on-going Official Plan review and update to comply with Provincial legislation with such cost to be funded by development charges at a rate of 90%; and That Council does authorize Staff to research and make a follow up recommendation on the consultant to be hired.

Be it resolved that Staff Report PW019-14 be received; and That the speed limit on the 8h Line between 251h Sideroad and 2d h Sideroad be reduced from BOkml h to 60kml h; and That a By-law be prepared for Council's consideration.

8. FINANCE

a. Staff Report TR037-14 submitted by the Treasurer, re: Development Charge By-law 2013-60 -Indexing of Rates.


Be it resolved that Staff Report TR037-14 be received; and That development charge rates be indexed effective January 1, 2015, in accordance with By-law No. 2013-60 with calculated rates increased by 1.5%.

b. Staff Report TR038-14 submitted by the Tax Collector, re: Request to Write OfflAdjust 2011, 2012, 2013 & 2014 Taxes.


Be it resolved that Staff Report TR038-14 be received; and That Council does authorize the Tax Col/ector to adjust taxes on the accounts listed on Schedules "A ", "B", "C" and "0 " of this report; and That the municipal write off be reduced by $2,000.00 representing the amount of Community Donation previously applied to the Municipal property taxes.

Be it resolved that Staff Report TR42· 14 be received; and That Council receive the Asset Management Plan; and That Council adopt the Asset Management Plan in principle.

Mayor Dowdall declared a possible conflict with items (9) and (h) and left the Chambers.

g. Memorandum dated December 17, 2014 submitted by the Treasurer, re: Consideration of a Wage Increase for Township Employees.

Council unanimously decided that they would not increase their salaries for 2015.


Be it resolved that the memorandum regarding consideration of a wage increase for Township employees be received; and That Council does approve an increase in the salaries and wages for all employees by the Consumer Price Index for Ontario of 2. 8% for 2015 effective the first full pay in 2015.


h. Memorandum dated December 17, 2014 submitted by the Treasurer, re : Sun Life Extended Health Benefits - Renewal Rates.


Be it resolved that Council does approve the Sun Life Extended Health Benefits Renewal Rates, effective January 1, 2015.

10. CHIEF ADMINISTRATIVE OFFICER (C.A.O)

11. OTHER BUSINESS

The Manager of Public Works explained that the diesel engine in the 1999 tandem truck needs to be repaired or replaced. He has received prices to rebuild/replace the motor for $14,000 to $20,000. He also stated that the existing nine routes could be reduced to eight using the eight tandem trucks that are available and to use a grader to do some of the routes followed by a sander. Council decided to not repair the truck and to proceed with purchasing one in 2015.

Councillor Smith stated that the International Plowing Match will be holding a meeting the week of January 16, 2015 to decide which service clubs and charities will receive funds raised through the IPM.

Councillor Smith stated that a resident from the 8th Line and 30th Side road is looking for Council's support concerning the location of the snowmobile route in the area. The CAO will have staff contact the snowmobile club about the route .

Deputy Mayor Macdonald stated that Essa Minor Hockey will be hosting the 2nd Annual Hockey Night in Angus. Essa Minor Hockey will be requesting two extra hours of free ice time to hold this event. More details will be forthcoming.
