RFP 2016-06 TABLE OF CONTENTS Instructions to Proponents The Township of Zorra is seeking proposals from qualified vendors for the Engineering Design of a realignment of a Section of Township of Zorra Road 78. Submissions for this RFP will be received until 10:00 a.m. on Monday, June 6, 2016 at the Township of Zorra office located at 274620 27th Line in the Township of Zorra. All inquiries regarding the Request for Proposal shall be submitted to Aden Corcoran at acorcoran@zorra.on.ca in the Township office. Proposals clearly marked Township of Zorra RFP 2016-06 shall be received by hard copy or electronic pdf only. Any electronic submission must have the RFP name in the subject line to be considered. All RFPs must be received and time and date recorded by township staff by the above due date and time. Sole responsibility rests with the bidder to see that their response is received on time at the stated location. Any responses received after due date and time will be returned to the bidder. Terms and Conditions

1. Each proposer shall furnish the information required in the proposal.

2. The Township of Zorra reserves the right to reject any or all RFP’s and to waive informalities and minor irregularities in responses received, and to accept any portion of or all items proposed if deemed in the best interest of the Township of Zorra to do so.

3. Each submission shall be valid for acceptance for 60 days following the closing date of this RFP.

4. The proposed price shall be exclusive of any taxes. 5. Any interpretation, correction or change of the RFP documents will be made by

Addendum. Interpretations, corrections and changes of the bid documents made in any other manner will not be binding, and bidder shall not rely upon such interpretations, corrections and changes.

Scope The services will consist of surveying; detailed road design generally consisting of overall plan preparation, drainage evaluations, geotechnical investigation and report, specification preparation. Submittal Requirements Qualified consultants interested in performing the work described in this request for proposals should submit the following information to the Township of Zorra in the order described.

1. A list of similar projects completed in the last seven years. Particular relevant are projects with federal construction funding.

2. A list of critical issues that the consultant considers to be of importance for the project.

3. A scope of work for the proposed design and management of the project. Include an approach to quality control, project management, and team communication. Upon award of selection, the scope of work will be revised with Township staff to formulate the final scope of work for the project.

4. References from at least three other projects with similar requirements that have been completed within the past seven years and that have involved the staff proposed to work on this project.

Selection Criteria The consultant providing the best value to the Township of Zorra will be selected; the lowest-cost bidder will not necessarily be selected. Evaluation criteria that will be used are as follows: Qualifications

2. Details of expertise/strengths to complete the scope of work

3. Experience on similar projects 4. Project approaches and ideas that could enhance the quality of service

APPENDIX A PROJECT DESCRIPTION AND SCOPE OF WORK

Road 78 Realignment Project 2016-06 The Township of Zorra is looking to change the alignment of Township of Zorra Road 78 between Lines 25 and 27. The goal is to improve driver sightlines, increase safety, facilitate easier road maintenance and efficiency. The Township is requesting a survey of the existing road, a new alignment, road base construction design, drainage requirements and a listing of the necessary property acquisitions. The new road alignment shall meet MTO Geometric Design and/or TAC Guidelines. PROJECT LIMITS The project area is shown on the attached map. The length of the project will be determined by the consultant as the new road alignment is determined. SCOPE OF WORK/DELIVERABLES The Scope of Work includes the following major phases of the work with specific items and conditions:

Survey of current Right-of-Way.

New Right-of-Way Design and Layout.

Area of Property Acquisition required.

Realignment design of Hydro Line

Drainage Design for new Right-of-Way. Note any water going westerly from this project will be directed to the 600 mm drain west of the realignment.

It is our expectation that the survey will be done in 2016, the design work will be completed by the end of January of 2017 and the hydro realignment and road realignment layout with one month’s notice.
