B . DELEGAT IONS :

1. Lower Fraser Valley Exhibition Association

A1 Cleaver, George Provost, Alice McKay and Don MacDonald were present to provide information on the 1987 Surrey Farm Fair and to request proclamation of the week of August 3 to 9, 1987, as "Surrey Farm Fair Week. "

Mr. MacDonald introduced Mr. Cleaver, President, Mr. Provost, Manager, and Alice McKay, Fair Coordinator. Mr. MacDonald advised the Council members that the Fair Board has developed a program that will interest a11 members of the family unit. Mr. MacDonald expressed appreciation on behalf of the Fair Board to all the volunteers working on the Surrey Farm Fair.

Mayor Ross then read the following proclamation:

NOW, THEREFORE, I, Don A. Ross, Mayor of the District of Surrey, B.C., do hereby invite the citizens of Surrey and the Lower Fraser Valley to join in the celebration by proclaiming the month of August, 1987, as

"EXHIBITION AND FARM FAIR MONTH"

in the Municipality of Surrey, B.C.

Mr. Cleaver highlighted some of the activities taking place at the Surrey Farm Fair, including a casino, midway and chuck wagon races. As well, Shannon Hall will be dedicated during the Fair.

Alice McKay, Fair Coordinator, then reviewed the 4-H involvement in the Surrey Farm Fair.

Mayor Ross then recognized Mr. Peter Zeeman, who was in attendance with Alderman Vander Wayden, from the City of Weesp in Holland. Mayor Ross noted that the City of Weesp has a population of approximately 100,000 people.

2. Citizens Concerned with Remand/Courthouse Centre

Mr. Stan Gidora was present concerning the proposed Justice Centre.

A delegation was present to submit a petition opposing the proposed Remand/Courthouse Centre. The delegation stated that it was his understanding that the decision on locating the RCMP building at the Municipal Hall can be reversed. He urged that more research and cost analysis studies be done with respect to this proposal. The delegation requested that Council not give favourable consideration to locating a Remand/Courthouse Centre at the Municipal site.

Mr. Kozminsky, Vice-president of the Panorama Community Association, advised that their Association consists of residents bounded by the area of 152 Street to the east, King George Highway to the west, Colebrook Road to the south and 60 Avenue to the north. All of these residents are opposed to the Justice Centre.

Mr. Kozminsky noted that the Police Building could be relocated to an existing building across the street in Cloverdale. Mr. Kozminsky requested that this matter be referred back to staff for more extensive study and reconsideration.

Mr. Stan Gidora commented on the impact of traffic in the area. Mr. Gidora requested that Council retain the quiet and safety of the area, especially the quiet on weekends. With this proposal, there will be a great increase in traffic in the area. No traffic study has been done. This is poor planning and inconsiderate to the residents in the area.

Mr. Gidora reviewed the results of a traffic study he had taken, pointing out that 8 a.m. to 5 p.m. is the busiest time. Between 8 and 9 a.m. on 142 Street, there are approximately 150 vehicles and approximately 222 vehicles using Highway 10. Between the hours of 4 t o 5 p.m., there were 157 vehicles using 142 Street and 256 using Highway 1 0 . The time period between 4:30 and 4:40 p.m. is the busiest time with 64 vehicles using 142 Street and 97 vehicles using Highway 10. With this proposal, the peak traffic times will double or triple. With the Remand Centre, Courthouse and RCMP Building, there will be shift work, resulting in traffic seven days a week, 24 hours a day.

Mr. Gidora requested that Council consider the safety of the children, the comfort of the residents and the quality of life of the residents. Mr. Gidora submitted a petition with over 1,000 signatures of local residents opposing the Justice Centre. Mr. Gidora indicated the residents in this area also have the support of the Guildford/Fleetwood Ratepayers' Association, Newton Ratepayers' Association, Sunnyside Ratepayers' Association, and Sullivan & Colebrook Ratepayers' Association.

Mr. Gidora read a letter from Mr. Brownbridge, pointing out that Cloverdale wants the RCMP and asking that Council investigate the cost of moving the RCMP.

Mr. Greywall spoke to the loss of real estate values in the area. Mr. Greywall noted that this proposal is not compatible to a residential area. The proposal will generate too much traffic and considerable noise, as well as downgrade the quality of life. Mr. Greywall indicated he has done an informal study, which indicates that with Okalla and the B.C. Penitentiary moved, property values in the area will increase. The Fraser Valley Real Estate Board also has some concerns. The Remand Centre has to be disclosed to potential buyers. Already a property sale has been lost and offers on homes are lower than usual. Mr. Greywall urged that Council do an impact assessment and compensate the residents in the area for any loss in property values. Mr. Greywall concluded that locating this proposal in this area will be setting a precedent for the Municipality.

A resident then addressed the economic benefits of the proposal. He noted that with respect to construction, contracts go to the lowest bidders. Surrey does not have any large contractors who could bid on this proposal. As well, staff working in the Justice Centre will not be living in Surrey.

This Justice Centre will not be only for Surrey residents, but will be for the entire Fraser Valley. Considerable costs are involved in widening the roads and in bringing in transit to the area.

It was pointed out the court in Cloverdale now employs 63 people and Okalla will be transferring approximately 90 employees. There are no services in the area for staff to patronize. Reference was made to a Letter to the Editor of "The Leader", indicating that the integrity of the Vancouver Remand Centre has been tested, but security breaches have been foiled.

In conclusion, the resident pointed out that Mr. Barr, Deputy Commissioner of the Corrections Branch, has indicated that the Remand Centre can stand alone.

Mr. Spencer, Secretary of the Panorama Community Association, indicated that the infrastructure components do not exist in the area. There is no adjacent commercial zoning or office space. The roads are not sufficient to handle traffic and hospital facilities are now overburdened. This proposal has no regard for the residents in the area and the residents are overwhelmingly against the proposal. This proposal should be located in a commercial or industrial area. It was pointed out that the Cloverdale area needs this business.

In conclusion, Mr. Spencer noted that the Chamber of Commerce is also recommending that this proposal be located at a different site.

A resident then reviewed previous reports on Correction Sites. She made reference to a 1982 report, which indicated the Municipal site was by no means the best site. She also expressed disappointment with the Provincial Government's presentation. No assurance was given to the residents with their concerns raised at the Public Information Meeting. The facility should not be located in a residential area. The Vancouver facility is in a rundown area, with no houses in the area.

In conclusion, the resident requested that this matter be tabled and be considered for a different location. She also requested that providing a Justice Centre at this location be defeated.

(1) 76 Avenue Projects 13521 - 76 Avenue Rezoning from RS to I-G To Permit Construction of a Two-Storey, Multi-Tenant Warehouse 5687-326

The applicant was requesting rezoning from Suburban Residential Zone (RS) to General Industrial Zone (I-G) of a .15-hectare (.36-acre) property located at 13521 - 76 Avenue in Newton. The applicant proposes to construct a two-storey, multi-tenant warehouse.

The Planning Committee recommended that Application 5687-326 be approved to proceed.

The applicant was requesting rezoning from RS and I-G to C-T(1) of a 1.31-hectare (4.48-acre) property located at the northwest corner of 34 Avenue and 132 Street in Newton. The purpose of this applicatior, is to permit the development of a recreational vehicle park, restaurant and a mobile home p a r k .

The Planning Committee recommended that this application not be approved.

from "Suburban Residential Zone (RS)" and "General Industrial Zone (I-G)" to "Tourist Commercial Zone One (C-T(l) 1'' be denied.

A Development Variance Permit has been applied for to permit the construction of a building at the subject property, without a connection to Municipal sanitary sewer.

The Planning Committee recommended that Application 6987-299 be approved to proceed.

to relax the sanitary sewer requirements (on the basis that the vacuum sanitary sewer installation is proposed for the area), subject to the following:

1. The applicant obtaining approval for an alternate sewage disposal system from the Boundary Health Office; and

2 . That the applicant agrees to contribute his actual share of the local improvement sanitary sewer construction cost and make the pre-payment of his share, which is currently estimated at $12,000.

(4) Bert Laakmann Automotive Ltd. 13619 - 108 Avenue To Relax the Setback Provisions for the Redevelopment and Expansion of an Existing Susiness 6987-377

The applicants were requesting a Development Variance Permit to relax the yard setback provisions of the C-R(l) Zone, to permit a zero side yard along the east property line, a zero backyard and front yard as illustrated in the attached plans. The applicant is also requesting a relaxation of the parking provision to reduce the number of parking stalls required from 11 to 7, and relaxation to permit the proposed canopy of the building to hang over the road right-of-way.

The Planning Committee recommended that Application 6987-377 be approved to proceed.

The Planning Committee recommended that Application 5687-219 be approved to proceed.

The Planning Committee recommended that Application 5687-257 be approved to proceed.

to proceed for rezoning from "Suburban Residential (RS)" to "Restricted Single Family Residential Zone (R-F(R))" under Section 963 of the Municipal Act, subject to:

1. Submission of a subdivision layout to the satisfaction of the Approving Officer; and

2. Solution of the concerns expressed by the Municipal Engineer.

3. It be suggested to the applicant that an attempt be made to acquire a portion of the property between Lot 5 and Lot 25 to eliminate the small section of half -road.

Such approval to be valid for six months from this date.

The applicant was requesting rezoning from RS to RM-2 of a two-lot site with a total of 2.73 hectares (6.75 acres) located on 72 Avenue at 121 Street, to permit the construction of an 86-unit garden apartment complex.

The Planning Committee recommended that Application 5687-360 be approved to proceed.

It was Moved by Alderman Huot Seconded by Alderman Watkins That Application 5687-360 be approved

to proceed for rezoning from "Suburban Residential Zone (RS)" to "Multiple Residential Zone One (RM-1)" under Section 963 of the Municipal Act, subject to:

1. Revision of the fencing plan to provide a 5 foot fence as per the design presented at the Planning Committee me et i ng ;

2. Submission of a landscape plan indicating an outdoor recreation area:

3. A resolution being passed by Council authorizing the Planning and Development Services Department to prepare a development variance permit to relax the front and side yards, with the landscape plan and fencing plan being incorporated into the permit:

4. Solution of the concerns expressed by the Municipal Engineer; and

5. Submission of a subdivision plan to the satisfaction of the Approving Officer.

Such approval to be valid for six months from this date.

Alderman Huot noted the Ministry recognizes the special needs of Surrey. Alderman Huot thanked the Minister of Education and Surrey's MLA's for their support of Surrey Schools.

This application was discussed at the Council-in-Committee meeting held earlier in the day and referred back to Regular Council for consideration.

The purpose of the Development Variance Permit is to relax the road right-of-way standard from 16.5 metres to 10 metres and the pavement width from 8 metres to 6 metres.

The permanent 10-metre half-road would include 6-metre pavement, 2.13-metre sidewalk on the east and 1.8-metre of landscape buffer, consisting of substantial trees on the west side.

Mayor Ross made reference to a discussion held earlier in the day on commercial zones in South Surrey. A preliminary study on the commercial requirements in South Surrey is in the process of being finalized and decisions on applications will be postponed until the full study is available.

Alderman Easton noted that a number of people in the audience were waiting to hear Council's discussion and decision on the proposed Justice Centre.

The Municipal Manager was recommending that an agreement be entered into between Surrey and the "NOW" Newspaper to provide Corporate advertising for the area north of Highway 10 for the remainder of 1987 and all of 1988, based on circulation into Panorama Ridge and Cloverdale, and all other commitments contained in their proposal.
