As I write this, the east coast is getting pounded with snow. I’m sure glad we missed that “white” bullet.
It’s pretty while coming down, anyway. As I wrote in December’s message, we have turned the snow
removal duties over to True North, the same company that does our landscaping. They are one of the
largest snow removal companies in the KC Metro area.
We have put $30,000 in this year’s budget for snow removal. A snowy winter could eat that up very
quickly on our 100 acres of streets. Some homeowners wondered why we didn’t remove the snow we had
right after Christmas. To stretch our snow removal budget, True North won’t plow unless snow
accumulation is 2” or more. True North follows weather patterns very closely. Before a storm hits, they
apply a pre-treat to prevent icing. I could see it working this week when I noticed the streets were just
wet, while snow was sticking on my driveway. We have a number of streets that drop down into
cul-de-sacs. True North will apply an anticorrosive salt to prevent refreezing so homeowners won’t have
trouble driving up out of their cul-de-sac.
While Monrovia street and 82nd Terrace are considered to be Lenexa’s responsibility to treat, True North
treated those streets after the Christmas snow so homeowners wouldn’t have problems driving out of Four
Colonies. If we start to run out of budget, we will quit treating those streets and wait for the city of Lenexa
to take care of them.
I hope this winter we will be able to enjoy the snow, but not bury or break our budget.

Manager’s Report
KC Tree Care has removed the designated Ash trees for 2016. Please be aware that we have a contract
with KC Tree Care to remove Ash trees over a six year period of time. 2016 is year #2. We will also be
planting new trees but that occurs in the fall.
It is my understanding that Google will be installing conduit to accommodate their customers this year.
That means more digging and disruption. If you have questions or concerns regarding Google,
call 1-877-454-6959 or email your question to [email protected].
The 2015 audit is scheduled for the week of February 22, 2016. Auditors will be sent all electronic files
we can provide. The process should take no longer than 3 days.
The 2016 yard waste collection schedule will be published in the February Clarion. First collection date
is March 28, 2016.

Homeowner’s Corner – February 2016
Revisited: The Homeowner’s Corner is a vehicle used to answer questions that are of interest to our
entire community. It is a way to informally communicate general interest items. The Corner does not report on Board Meeting events, the Minutes printed each month in the Clarion cover these. The Corner addresses relevant questions asked of the staff throughout the month and asked at the Homeowners’ Forum prior to Board Meetings.
Reminder: It is getting time to purchase your compostable paper bags for your spring patio/yard
cleanup. The first pickup of yard waste is March 28th. Please refer to the article on Page 4 for collection
schedule and guidelines.
Question: Does Google restore the ground after they do their digging? Homeowner
Answer: Yes, the City of Lenexa mandates that they do restoration.
Question: What is the policy on real estate signs? Homeowner
Answer: One real estate sign can be displayed from the inside of a window. In the case of Garden
Villas where windows are not visible from the street, one sign may be attached to the fence. Directional signs may only be displayed when there is an open house. Any signs that do not meet this policy are removed by staff and taken to the office. Two signs were removed in the month of January.
Question: Elections are coming up. Who is coming off the Board? Homeowner
Answer: Each year, the three-year term of three of our nine-person board members ends. The terms
of Dan Golan, John Karpinski, and Daryl Roller will expire in April. The position held by Sara Funk, who replaced Ann Arnott following her death, will also be open. Four positions will be voted on in April 2016. Eligible owners (any owner who’s voting rights and Common Facilities use rights are not suspended) interested in running for the Board are encouraged to apply. An application is printed on Page 5.
Question: There is a yard light out and I think Google construction did it. How does it get fixed? Homeowner
Answer: Call the office and report the yard light outage giving its location. As staff is not on site at night
we rely on homeowner’s help. Repairs such as mending electrical wiring are done as weather permits.

Four Colonies 2016 Yard Waste Schedule & Guidelines
Collection will be made on the following MONDAY dates:
Please have your paper bags or 18” x 36” bundles out by 7:00 am
Thank you for choosing Republic Waste & Compost Connection for your yard waste recycling needs. We appreciate your business and look forward to a great year.
All items must be packaged in paper lawn waste bags or tied into 18’ x 36” bundles.
Route Service begins at 7:00 a.m. Please make sure all items are easily accessible from the street. We only pickup natural yard waste including grass, leaves, tree limbs, flower or garden plants (without their pots), walnuts, apples, Christmas trees (6’ or less), etc. All materials collected are taken to a licensed compost facility. This recycling facility does not allow for ANY trash, landscape, or construction materials. If bags contain trash or foreign material they will have to be left at the curb. Any plastic inside your bag will be considered trash and not picked up. We do NOT collect animal waste. Please tie brush securely with rope or twine – not wire. Mark bundles of thorns for the driver’s safety. Christmas Trees are the only items that do not require bagging or bundling. We will accept Christmas trees up to 6’ in length, if larger please cut in half. Maximum item weight is 50 pounds. Do not use plastic tape on paper bags since it is not biodegradable. Small cardboard boxes may be used provided they are no larger than the size and weight limits. We suggest boxes for fruits, small brush, wood or items that would easily break a bag during removal. We ask you to not use cans for your waste.

The majority of the leaves are now behind us!!! We sucked up most of the leaves instead of just mulching them and I am proud of the way the property looked. There will be one more small leaf cleanup along Quivira and any other areas of piled leaves.
There is a learning curve in balancing service levels and budget when it comes to winter weather. We had a difficult storm that was mainly ice and sleet and came close to the 2-inch trigger point for plowing and may have exceeded that point in a few neighborhood streets. We tried not to service, however, it became apparent that the streets needed some attention and we salted several times to get the roads safe. The storm was unusual and we would not normally have to do this. Following late February, we anticipate applying Round One of soil conditioning. This will include a pre-emergent for grassy weeds; last year these weeds impacted the look of the lawns. True North looks forward to our first full year of service for Four Colonies so you can see what we are trying to accomplish.
ARCHITECTURAL CONTROL APPROVAL IS A REQUIREMENT……..
Architectural Control Approval is required before any permanent exterior change is made to your home and its surroundings. Any addition, removal, or replacement of materials needs approval by the Architectural Control Committee. This would include addition/removal/replacement of items such as fences, gates, decks, facades, windows, doors, sidewalks, driveways, trees, shrubs, landscaping construction materials, etc. Even if something is being replaced in-kind it requires approval.
Architectural control helps to ensure that changes will fit in with the aesthetics of our community. The look of your home impacts the look and value of your neighbor’s home and what your neighbor does impacts you.
The Project Review request form is available via our Four Colonies website
(www.fourcolonies.net) and at the office. The Architectural Control Committee works hard to
quickly approve homeowner’s requests.
FOUR COLONIES HOMES ASSOCIATION REGULAR BOARD MEETING MINUTES January 18, 2016

The Homeowner’s Forum started at 5:45 p.m. There were six homeowners present. The following topics were discussed: AT&T and Google digging, Management Company, voting process, accounting process and audit. President Daryl Roller called the Regular Board Meeting of January 18, 2016 to order at 6:15 p.m. A quorum was present. Ms. Pope made the motion to accept December 21, 2015, Regular Board Meeting minutes as written. Mr. Karpinski seconded and the motion passed. (Vote #1) COMMITTEE REPORTS: Architectural Review – Mr. Roller reported the Committee received 5 requests. 1 storm door, 1 shed siding repair, 1 window, 1 concrete driveway and 1 garage door replacement. All were approved. Common Facilities – Mr. Lance reported the committee is working on projects for 2016. Finance- The Board received copies of the financial reports. Mr. Karpinski reported that everything was in order. The annual audit is scheduled for February. Discussion followed. Grounds- Ms. Niedenthal reported the grounds committee met January 13,2016. They discussed concrete curb and sidewalk repair, erosion, retaining wall improvements, fall tree planting, lawn areas needing additional services, and mulch beds for Colony One. Painting – There was no report. Social – There was no report. Long Range Planning Committee - There was no report. Roofing Committee – Mr. Karpinski reported roof inspections were completed and 70 roofs will need replacing because of defective shingles in 2016. Residential Maintenance Committee - There was no report. By Law and Procedures/Committee - There was no report.

Mr. Roller made the motion to appoint Linda Khan-Lynch nominating chair. Ms. Schauperl seconded. The motion passed. (Vote #2) The Board discussed the Architectural Review process. Ms. Niedenthal made the motion to keep requests that involve landscape under the Architectural Control Committee. Ms. Funk seconded. Motion passed. (Vote #3) Unfinished Business- There was no unfinished business. Mr. Roller made the motion to adjourn, seconded by Ms. Funk.
