THE CLARION C President's Message~ All our current storm drain projects are on schedule. Project #6·A was completed September 22 with the planting of ground cover. Project #3 is complete except for the installation of a new storm drain in at 8141 Monrovia. Project #1 is scheduled to be completed this fall. Our 2010 Pride in Property survey was completed September 18. The grounds were divided into nine sections and 14 homeowners took part in assessing the condition of all our grounds. Now that the survey is completed, the Grounds Committee will compile the information gathered and provide it to the office for scheduling with our maintenance crew. Homeowners who received door hangers are asked to make improvements within four weeks. CPresident's Message~

The Homeowner's Forum started at 5:45 p.m. There were eighthomeowners present. The following topics were discussed:parking and lawn care.

President Barbara Redhair called the Regular Board Meeting ofSeptember 20, 2010 to order at 6:00 p.m. A quorum waspresent.

Mr. Shields made the motion to accept August 16, 2010,Regular Board Meeting minutes as written. Mr. Karpinskiseconded and the motion passed. (Vote #1)COMMITTEE REPORTS:

Activities/Social - There was no report.

Architectural Review - Mr. Brooks reported that theArchitectural Control Committee had received 6 new requestsand all were approved. These requests included a fence, patio,driveway, and windows.

Bylaws/Operating Procedures - Ms. Harmon reported theState of Kansas had passed a new law goveming homesassociations. She and Mr. Hayes are reviewing the law to seehow it would affect Four Colonies current goveming documents.

Common Facilities - Ms. Redhair reported the committee meton September 14, 2010 and toured the common facilitiesbuildings.

Communications- Ms. Bennett is in the process of contactingSurewest, Time Wamer and AT&T conceming Public ServiceAnnouncements. She had a meeting with Mike Hill concemingupdates for the web site.

Finance & Administration - The Board received copies of thefinancial reports. Discussion followed. Mr. Karpinski reported thecurrent loan balance is $1,307,197.56. The Board also receivedcopies of the budget for 2011. Discussion followed.

Grounds - Helen Lightle reported Project 6a is complete and thecontractor is currently working on the swale at 8170 and 8168Halsey west to the inlet. The committee with the help of 17

volunteers conducted a "Pride In Property" survey assessingthe condition of common areas and noting areas whereresidents need to spruce up their area.

Long Range Planning - There was no report.

Painting - Ms. Pope reported the paint committee met themoming of September 20, 2010 and wanted to make somechanges. Discussion followed. Ms. Pope made the motionto let homeowner's choose a trim color from the paint palettein 2011. The motion passed. (Vote #2)

Ms. Pope made the motion to remove Paint Color numbers1727 and 1777 from the paint palette in 2011. The motionpassed. (Vote #3)

Ms. Pope made the motion to give homeowners 5 days torepair wood rot after power washing in 2011. The motionpassed. (Vote #4)

Rentals - There was no report.

Roofing - There was no report.

Manager's Report - Ms. Powell read her report.Discussion followed.

Old Business - The fence and gate repair at Pool 3 wastabled.

The weeds at 8023 Monrovia were discussed. Mr. Shieldsmade the motion to invoke right of restoration at 8023Monrovia. Ms. Pope seconded. The motion passed. (Vote#5)

Ms. Redhair reported that Four Colonies received an emailfrom Owens Coming acknowledging our letter of concems.

New Business - The discussion regarding 8130 Monroviawas tabled.

The Board discussed Four Colonies' Not for Profit Status.

The owners of Four Colonies Plaza were present at themeeting. The Board discussed with them their plan with theCity of Lenexa for a storage unit under the Day Care Center.

. A privacy fence between Four Colonies property and FourColonies Plaza property was tabled.

Heating the pool for the 2011 season was discussed. TheBoard decided to heat all pools the first days of the seasonand the last two weeks of the season.

Ms. Bennett submitted a Clarion budget request to theTreasurer.

Business procedures for Right of Restoration were tabled.

Other Business - The Board discussed removal of deadtrees. Ms. Lightle made the motion to accept Davey Tree'sbid for removal of 3 trees and 2 hangers in the amount of$2040.00. Ms. Pope seconded. The motion passed. (Vote#f,)

Ms. Lightle made the motion to have Davey Tree remove of6-7 more pines trees in the amount of $2208.00. Ms. Pope

MANAGER'S REPORT

Staff has been working on grounds projects this month including the pruning of wisteria at the pergolaat Clubhouse 3.

We have also cleaned dumpster areas, painted over graffiti on the entry sign at 81 st, repaired the entrysign at 79th Street, removed several tree hangers, removed distressed crab apple trees, backfilledstumps, painted woodwork at Clubhouse 3, winterized pool bathrooms, backfilled and seeded newretaining wall behind 8222 Monrovia.

Caught in the Act of being nice

The Clarion is a great place to recognize a person who did something nice, extended a helpinghand, or went beyond their job description. Did the person collecting trash stop and assist you ingetting your recycling box to the curb? Has your neighbor put your paper at your front door whilegetting his? Does a resident, who walks her dog on your street, keep Fido out of your flower bed?Did a neighbor shovel the snow on your driveway?
