THE COMMUNITY
The City of Santa Ana is located 10 miles inland from the Pacific Ocean, 33 miles southeast of Los Angeles and
90 miles north of San Diego. The City, which is the county seat of Orange County, encompasses an area of
approximately 27 square miles and is the eleventh largest in California.
CITY GOVERNMENT
Incorporated in 1886, Santa Ana, a Charter City,
established a Council-Manager form of
government in 1952. The City Council is composed
of seven members; the Mayor and six Council
members, who appoint the City Manager, City
Attorney and Clerk of the Council. The City
Manager is ultimately responsible for the
appointment of all other employees of the City,
and personally appoints the Executive Directors of
the City’s departments. The City’s 11 departments
provide the traditional municipal services, as well
as water utility, library system, 20 acre zoo, and
512-bed City Jail. The City’s fiscal year 2015-16
budget is $476.5 million and there are 1,107
authorized full-time positions.
THE POSITION The primary role of the Deputy City Manager is to
provide highly responsible staff assistance to the
City Manager, including internal control and
coordination of existing City programs and analysis
of organization methods, budget, and
administration.
This is an executive management classification in
the City Manager’s Office. Under the general
direction of the City Manager, the Deputy City
Manager exercises considerable independent
judgment in planning, implementing, overseeing,
and reviewing major City projects. The following
duties are considered essential for this job
classification:
Assist and participate in the development and
implementation of goals, objectives, policies, and
priorities;
Manage interdepartmental teams; plan, direct
and review the operations of assigned staff;
Oversee the coordination of the City's economic
strategy to catalyze job growth, private
investment, revenue generation and talent
attraction;
Conduct studies, surveys, and collect information
on difficult operational and administrative
problems, analyze findings and prepare reports
for review by the City Manager and City Council;
Serve as acting City Manager as assigned;
Represent the City before the City Council,
community, outside agencies, and at professional
meetings as required;
Make presentations to the City Council and other
boards, commissions, and committees;
Serve as liaison for the City in governmental
relations;
Analyze, interpret, and apply policies and
procedures;
Respond to inquiries and requests for information
from the City Council, City staff, and residents;
Coordinate activities of the City Manager’s Office
with City departments and divisions and with
outside agencies;
Conduct legislative analysis to determine the
effect of proposed legislation on City operations
and finances;
Oversee the Communications Manager (PIO):
External communications strategy and
coordination
Internal communications
Participate in the annual strategic prioritization
process;

PRINCIPAL DUTIES AND
RESPONSIBILITIES OF THIS
POSITION INCLUDE:
Providing strategic and operational leadership
and assistance to City departments;
Developing City Manager direction into
tangible, measurable programs and activities;
Providing leadership on citywide initiatives in
business retention and attraction, downtown
development and cultural vital ity;
Monitoring and ensuring the progress of priority
projects and initiatives;
Serving as a valuable communication link to
provide timely and accurate information to
the City Manager and department heads;
Developing objectives and milestones to fulfill
the priorities of the City Manager and the
City’s five-year Strategic Plan;
Strategizing with department heads and other
senior managers to resolve problems and
ensure that initiatives are effectively
communicated, implemented and managed;
Analyzing, facilitating and reviewing individual
agency activities and reporting results and
recommendations to the City Manager;
Coordinating the efforts and activities of City
departments with overlapping priorities to
ensure integra ted, e f f ic ient and
comprehensive responses to operational
issues, services, and projects;
Assisting the City Manager by acting on his
behalf with operating departments,
community groups, other governmental
agencies and the public; and
Monitoring and evaluating department
budgets and expenditures and revenues.
THE IDEAL CANDIDATE
The ideal candidate will be a generalist with in-depth
knowledge of local government and impressive
experience coordinating the achievement of
operational goals and the resolution of issues and
concerns. This team-oriented professional will exhibit
a supportive management style and have a history
of leading cohesive, high-performing teams. The
ideal candidate has excellent communication,
interpersonal, analytical, and organizational skills.
This very seasoned leader possesses a demonstrated
ability to collaborate effectively within a large,
complex, service-oriented organization.
REQUIREMENTS
Seven to ten years of progressively responsible
management experience including tenure as a
department or division director and experience
working with elected officials ;in the areas described
above, specifically economic development; a
Bachelor’s degree, Master’s preferred, in
public or business administration or a related field is
required.

COMPENSATION AND BENEFITS
The City has a comprehensive management
compensation program. The specific features of the
program include:
Salary: The annual base salary range is
$156,840 - $221,652 depending on qualifications, with
an excellent benefits package
Auto Allowance: $6,000/year
Electronic Device Stipend: $75/month for business use
of personal electronic device (phone and/or tablet)
Vacation: Three weeks (120 hours) per year,
increasing to five weeks (200 hours) after 20 years of
service
Management Vacation Benefit: 100 hours per year
Holidays: Twelve days (96 hours per year), including
one floating holiday
Work Schedule: 9/80 plan
Sick Leave: Twelve days (96 hours) per year, with a
maximum accumulation of 250 days (2000 hours)
Retirement: Membership in the California Public
Employees’ Retirement System (CalPERS)
2.7% at 55 formula for Classic Employees with:
One-year final compensation period
8% Employee-Paid Membership Contributions
(EPMC) paid to CalPERS and reported as
special compensation
Employees pay 8% toward the City’s contribution as
cost-sharing
2% at 62 formula for New CalPERS Members with:
Three-year final compensation period
Employees pay 6.75% member contribution
Medical and Dental Insurance: The City offers
medical coverage (HMO and PPO) through CalPERS
and pays 100% of Kaiser premium. The City offers
dental coverage (HMO and PPO) and pays up to
$110/month. Employees receive cafeteria cash for
selecting lower cost plans or opting out of benefits
Vision: Plan available at employee’s expense
Long Term Disability Insurance: The City pays 100% of
the plan cost
Life Insurance: The City provides term coverage equal
to three (3) times the employee’s annual salary to
a maximum of $300,000. Optional additional
coverage is available for employee and dependents
Tuition Reimbursement: 100% up to $2,500.00 per year
Retirement Health Savings Plan: 1.25% of employee’s
annual salary is deposited into an account to be used
toward medical premiums in retirement
