ABOUT THE COMMUNITY OF DOVER The City of Dover, incorporated in 1829, contains 23.7 square miles and is home to approximately 39,000 residents. Dover is the state capital of Delaware, and the County seat of Kent County. Dover is a diverse City, and the community regards its diversity as a core strength. The 2019 American Community Survey showed the City population as 45.8% African-American, 44.3% White, and 7.5% Hispanic. Dover is located in central Delaware, and sits within 90 miles of Washington, D.C., Philadelphia and Baltimore. The Atlantic beaches are within an hour of Dover.

Dover is home to the Dover Air Force Base. The Base is home to the C-5 Galaxy and C-17 Globemaster III aircraft. Its Eagle Wing flies hundreds of missions throughout the world and provides 25% of the Nation’s strategic airlift capability. Dover AFB operates the largest and busiest air freight terminal in the Department of Defense, and is also home to the Air Mobility Command Museum, which welcomes thousands of visitors annually. The people at Dover AFB are actively involved in a variety of off-base activities, and a strong base-community program provides a forum and a spirit for military and civilian cooperation at all levels.

Dover is also home to Delaware State University, Delaware Technical and Community College, Wesley College, and Wilmington University. In addition, Dover is home to the Dover International Speedway, the Dover Mall, and numerous downtown specialty shops.

ABOUT THE CITY GOVERNMENT OF DOVERDover’s governing body is composed of a Mayor and nine Council Members, with one Council Member elected by Council to serve as Council President. Two members of City Council are elected from each of the four districts; the ninth Member of Council and the Mayor are elected at large. Each serves a term of four years. Dover has operated under the Council-City Manager form of government since 1929. Council appoints the City Manager, City Clerk, City Treasurer, City Solicitor, City Planner, and the Tax Assessor, all of whom report directly to Council. The Mayor appoints the Chief of Police.

Dover is a full-service City, providing police protection, street maintenance, sanitation, recreation, library, electric power generation and distribution, and water and wastewater service. The electric power generation plant is being de-commissioned over the next three years.

The City has approximately 376 full time employees, and 30 part time employees. The Fiscal Year 2020-2021 Budget totals $138,932,900. Operating budgets comprise $126,270,200 of the total, with the Capital Improvement Program accounting for $12,662,700.

ABOUT THE CANDIDATE The City of Dover seeks a proven, dedicated, responsive and experienced individual for the position of City Manager. The ideal candidate will be an experienced leader with a background in city management, local governance or public affairs. The candidate will be a strong leader, manager and administrator with excellent communication skills.

The successful candidate will possess, as a minimum, a Bachelor’s degree in public administration, finance, business management or a closely related field. Master’s degree in public administration, finance, or business management is preferred. ICMA Credentialed Manager (ICMA-CM) preferred. The candidate should have a minimum of ten years’ experience.

ABOUT THE POSITION The City Manager is appointed by and serves at the pleasure of the City Council. The Manager shall be chosen on the basis of his/her executive and administrative qualifications.

•Represent the City on regional and local boards orcommittees

•Perform longand short-rangeplanning in collaborationwith City Council, develop and implement new programs and services to support and encourage the City’s growth and development

COMPENSATIONThe City Manager for the City of Dover can expect a salary in the range of $125,000 to $145,000, depending on qualifications and experience. The successful candidate will also receive a competitive benefit package.
