city by volunteering for open positions

available. We have a great friendly

city staff who are always willing to

help with any concerns or needs you

may feel the city should or could help

you in accomplishing. Please do not

hesitate to give them a call. Resi-

dents are always welcome at the

council meetings to speak about any

concerns but a call to city hall could

get things taken care of long before

the meeting may take place. The

next council meeting will be on

Wednesday March 15th 2017.

I have had several calls and emails

over the past few months in regards

to the larger helicopter traffic experi-

enced at the Lantana Airport.

I am pleased to report that due to

efforts from our City Staff and

Council, this new operator has nego-

tiated with the airport and they have

agreed to let them out of their lease

at the end of February. So for now

this operator will not be operating out

of this airport. As I have stated in past

news-letters, there is a voluntary

noise abatement plan in place for the

area surrounding the airport, but the

word “voluntary” is the key. It is

sometimes difficult to determine the

difference between normal flight

situations and dangerous/reckless

behavior from pilots. If you experi-

ence extraordinary noise or unusual

activity such as a helicopter hovering

over your home for an excessive

period you can report the activity to

the Noise Abatement office for Lan-

tana Airport : 561-683-0472. It is al-

ways helpful to get the call letters

listed on the aircraft whenever possi-

ble.

We all try to be good consumers. Regardless of whether you are buying groceries, insurance or making improvements to your home, it pays to do your due diligence as far as price, quality, and other fac-tors to find the product or service that meets your needs.

From time to time we are made aware that some entity sends a mailing to sell insurance on the homeowner’s water and/or sewer lines. Before purchasing separate insurance for these items, check with your insurance agent to see what is already covered under your homeowner’s policy. We largely feel these separate policies are unnecessary. The homeowner is responsible for the lines on their property. Our point of connection for the water is the water meter. Everything on the house side of the meter belongs to the property owner. For the sewer service, the point of connection is the Y connection to our line. This icon-nection is underground and can be found if investigation is warranted. Yes, water and sewer line breaks happen, and yes sometimes plumbing bills can be expensive. These things happen infrequently. Before buying separate insurance assess your personal situation. It may be that you have sufficient household emergency funds to handle this type of thing, otherwise check with your insurance agent and do your due diligence.

Another area where due diligence is essential is the area of home improvements. When you are planning your project, will the result be in keeping with the aesthetics of the community? If you are making your purchase from one of the big box hardware stores, the store sells the product and assigns a contractor for you to do the installation. Some of the contractors who find their way to our building department in this manner do not know what is expected in Atlantis. Before you enter into a contract, check out the contrac-tor. Ask him for references. Make sure you know who you are working with. Make sure your contractor and all the subcontractors on the job are fully licensed and insured. If you live in a condo or villa associa-tion, the association must approve all exterior alterations before a permit is issued. Check with your asso-ciation to make sure what you want to do will be approved by them before you sign a contract. The city is also happy to do a courtesy review of your project before you sign a contract. Even with the due diligence construction projects can be a headache. A little leg work in the beginning will assist in providing a better outcome.

Community Safety through Community Awareness and Involvement:

The police department has recently received several complaints regarding

leash law violations. Per Ordinance 385 Section 3-20 states the following:

(a) No owner or keeper of any dog, cat or other animal shall permit such animal to run at large. Additionally, no owner or keeper of any dog, cat or other animal shall allow such animal to walk on a leash exceeding six feet in length. Any animal running at large is hereby declared by the city council to be a public nuisance

Complaints have centered on retractable leashes and incidents where dogs have either been on leashes longer than six feet, or managed to accidently extend the length thereby frightening other residents and creating a potential for injury. The police department recommends pet owners refrain from using retractable leashes, and not to use a leash longer than six feet.

Atlantis Literary Society

On February 15th we enjoyed a very interesting discussion of "Thomas Jefferson and the Tripoli Pirates" by Brian Kilmeade and Don Yaeger. This book tells of a war that we almost never hear about, where the new nation of the United States of America is at war with the sea-going pirates of Tripoli who were hijacking American trade ships, taking their cargos and holding their crews for ran-som or enslaving them. The book tells how America, who had few ships and a small newly estab-lished Navy successfully dealt with the situation. Joan Beach led our discussion and showed us a picture of hers which showed a castle such as the Tripoli rulers in Jefferson’s day had. She also brought with her a map of the area so we could get a better idea of the distances traveled by the small ships of that time and a sample of sand from the Sahara desert.

On March 15th meeting we will be reading "Dead Wake" by Erik Larson. This book tells the story of the sinking of the new luxury liner, the Lusitania, by the Germans during World War I. Lynn Dek-ker will be leading our discussion. Please come join in on our discussion of this book. We will also receive our ballot to vote for the books we will be discussing next season. Please join us at 9:30 in the Ladies Card Room at The Lost City Club (formerly the Atlantis Golf Club) for a continental breakfast and our discussion of "Dead Wake." The cost is $9.00. Club members can put the charge on their club account. Others are able to pay when they check in. The Local Planning Agency Meeting began

at 7:00 p.m. on February 15th.

The consideration of Ordinance 442 passed

3-0. The consideration of Ordinance 443 passed 4-

0.

The Council Meeting began immediately fol-

lowing the LPA hearing.

Ordinance 441 passed 4-0 on final reading.

This enacts a six-month moratorium on medical

marijuana dispensaries. This will give Atlantis the

opportunity to pass the proper laws to as to protect

our municipality from unscrupulous dealers.

Ordinance 442 passed 3-0. This adopts an

amendment to the Comprehensive Development

Plan pursuant to a privately initiated application.

This designates three parcels comprising 6.42 +/-

acres and informally known as the JFK Medical

Center Medical Office Buildings as “institutional.”

Passing 4-0 on first reading, Ordinance 443

will amend the Comprehensive Plan adopting the

Water Supply Plan. This plan is updated every 10

years.

Resolution 17-04 authorizes the Mayor to

sign an agreement with Zambelli Fireworks for

“Spring Fling” at a cost of $11,000.00, the same

price as last year.

Also passing 4-0, Resolution 17-05 author-

izes the Mayor to sign an agreement with the Palm

Beach County School Board for coordination plan-

ning.

At the City Manager’s request, Council voted

4-0 to support the nomination of Kenneth Schenck

to serve on the Palm Beach County League of Cit-

ies’ Infrastructure Surtax Committee. The Manager

also announced that she has scheduled ethics train-

ing for Council and all of the City’s Board Members

to take place on April 12th at the Atlantis Country

Club.

The Manager has applied for reimbursement

from FEMA for $20,000 for expenses due to the im-

pact of Hurricane Matthew. She also congratulated

Council Members Aaron Rinker and Michael La

Coursiere on their unopposed Council race victories.

Second Annual Senior Tennis Tournament

Players in the Senior League, who play Monday and Friday mornings at the Sunset Park tennis courts, will be part of Spring Fling again this year. Because we can’t ac-commodate 2 tournaments on Saturday, the Seniors will play a tournament on Friday,

April 7 at 9:00 AM.

The cost will be $15 per player (entry fee does not include admission to other Spring Fling Events), and includes refreshments and gift bags. Prizes will be awarded, and

we’ll publicize the results in May.

Our 8th annual Spring Fling is scheduled for Saturday, April 8. Selling “tickets” (wristbands) to our residents at a cost of $12 per person will cover some of the cost of food, games and entertainment, including those fabulous fireworks. But that won’t do it all. We are inviting our residents and friends to meet the “Spring Fling Challenge” by making a tax-deductible contribution so that we can have another fun-filled day. Sponsorships can be shared with several residents or a group, e.g. condo association, tennis group. 2017 at 6:00 PM, or as soon thereafter as possible in the City Council Chambers located at 260

Orange Tree Drive, Atlantis, Florida

The Board of Adjustment will consider and render a final decision on the following requests:

Ordinance No. 444 and Master Development Plan: The City has received a privately

initiated request, which seeks to rezone four (4) parcels of real property located within the

corporate limits of the City from HD-Hospital District and PO-Professional Office District to HD-

PUD—Hospital District Planned Unit Development. Said real property consists of 26.82 + acres of

land, more or less, and is located at 5301 S. Congress Avenue, 5401 S. Congress Avenue 102,

5503 S. Congress Avenue 101, and 5507 S. Congress Avenue 110. The property is informally

known as the JFK Medical Center and the Medical Office Buildings.

Related documents will be available for inspection and copying in the Council Chambers at City

am on the day of service. Curbside items may only be

placed at the curb after 5:00 pm on the day before collec-

tion. *Exception, on the first Sunday of each month items

may be placed at the curb after noon for Monday pickup.

Please use your underground containers. Liners may

be obtained at Ace Hardware. Recycle containers may be

obtained at City Hall. For repairs and replacement contact

nance company must be removed on the day of generation
