P. 1 of 17 Physical Development Half-yearly Progress Report For the Period Ended 30 th June 2018 This half-yearly report covers the progress of Capital, Alteration, Addition & Improvement (AA&I) and major spatial / interior enhancement projects delivered by Campus Development Office (CDO) from January to June 2018. The progress of several special projects with sizable areas and funding, namely the CUHK Medical Centre, six new student hostels under Government’s Hostel Development Fund, new TeachingResearch Complex in Area 39 for Faculty of Medicine, Redevelopment of Prince of Wales Hospital by the Hospital Authority and associated CUHK facilities / buildings to be funded by the Government. New Capital Projects (A) UGC Funding (about HK$2,000 mil) (a) For the new capital project of Jockey Club Postgraduate Halls 2 & 3 Superstructure of both towers was topped out in January 2018, followed by the internal partitioning, finishes and M/E works carried out in full swing. Statutory inspections by Building Authority and Fire Services Department had been commenced in 2 nd Quarter 2018. The project was targeted for completion in 4 th Quarter 2018; in parallel, some existing facilities have been deployed to accommodate student intake in August 2018. (b) With the approval by the Development Bureau on the revised Technical Feasibility Statement of the Centralized General Research Laboratory Complex (Block 2) in Area 39, detailed design was resumed for the proposed expanded scope (to build the originally phased future expansion in one go) and adjustment of the site location as per Education Bureau’s direction. Consultancy fee adjustment for expanded scope was supported by UGC in June 2018. Submission to CWRAE for B+ selection and construction funding approval would be in 2019/20 the earliest with tentative completion in 2023/24. Regular meetings with consultant were held and the Building Committee was re-activated to oversee the project design, budget and progress. (B) UGC Hostel Development Fund (HDF) (about HK$1,800 mil) Hostel Development Fund proposal was announced by the Chief Executive in 2017 Policy Address to expedite student hostel development. After close co-ordination with the UGC regarding the shortfall and entitlement of new hostel places, a Master Hostel Development Plan (MHDP) for the University was developed with the Management and stakeholders for submission. Under the MHDP, proposed hostels and sites, special site constraints and construction programme etc. were submitted to UGC in June 2018 for vetting and processing. Subsequently, the Finance Committee of the Legislative Council has endorsed the HDF paper to support the new funding arrangement for meeting the hostel shortfalls and the proposed hostel projects. Meanwhile, close liaison was also made with UGC to finalize the details of Service Agreement of the new HDF Scheme; the granting of the funding was targeted in early 2019. The six student hostel projects supported by UGC to be completed in phases in the following eight years were: (a) 300-place Student Hostel at New Asia Campus (b) 250-place Student Hostel at United Campus (c) 300-place Student Hostel at Shaw Campus (d) 300-place Student Hostel at Chung Chi Campus (e) 250-place Student Hostel at Wu Yee Sun Campus (f) 394-place Student Hostel in Area 39 (C) Government Funding - Food and Health Bureau (FHB) (about HK$7,900 mil) (a) With FHB’s support, planning for a new TeachingResearch Complex in Area 39 for Faculty of Medicine was in progress. Master planning, schematic layout, programme and preliminary budget were being studied. Physical Development – Half-yearly Progress Report

For the Period Ended 30th June 2018

This half-yearly report covers the progress of Capital, Alteration, Addition & Improvement (AA&I) and major spatial / interior

enhancement projects delivered by Campus Development Office (CDO) from January to June 2018. The progress of several

special projects with sizable areas and funding, namely the CUHK Medical Centre, six new student hostels under

Government’s Hostel Development Fund, new Teaching–Research Complex in Area 39 for Faculty of Medicine,

Redevelopment of Prince of Wales Hospital by the Hospital Authority and associated CUHK facilities / buildings to be funded

by the Government.

New Capital Projects

(A) UGC Funding (about HK$2,000 mil) (a) For the new capital project of Jockey Club Postgraduate Halls 2 & 3 – Superstructure of both towers was topped

out in January 2018, followed by the internal partitioning, finishes and M/E works carried out in full swing.

Statutory inspections by Building Authority and Fire Services Department had been commenced in 2nd Quarter

2018. The project was targeted for completion in 4th Quarter 2018; in parallel, some existing facilities have been

deployed to accommodate student intake in August 2018. (b) With the approval by the Development Bureau on the revised Technical Feasibility Statement of the Centralized

General Research Laboratory Complex (Block 2) in Area 39, detailed design was resumed for the proposed

expanded scope (to build the originally phased future expansion in one go) and adjustment of the site location as

per Education Bureau’s direction. Consultancy fee adjustment for expanded scope was supported by UGC in June

2018. Submission to CWRAE for B+ selection and construction funding approval would be in 2019/20 the

earliest with tentative completion in 2023/24. Regular meetings with consultant were held and the Building

New Capital Projects (cont’d)

(D) Private Funding (a) For the privately-funded CUHK Medical Centre (CUHKMC), good progress was registered during the report

period. After the execution of the lease modification and award of the Design and Construction Contract in late

2016, piling works for the building was completed in June 2017. The Project Management Team was working

closely with the Contractor and users for design development / approval and construction supervision.

Superstructure works was in steady progress and topping out was targeted by end 2018. Completion was

scheduled in phases starting from 1st Quarter 2020.

(b) For the privately-funded Redevelopment of Block D & G to Staff Quarters and Student Community Complex in

Chung Chi Campus, detailed design was underway. Antiquities and Monuments Office (AMO) had assessed

the Block D & G to be ‘Nil’ grading. Hoarding works was under preparation to facilitate the commencement of

demolition works in late 2018. Upon the approval of the General Building Plan by the Building Authority,

drawings and specifications for the main–superstructure contract were being prepared for tender calling in

November 2018. Project completion was scheduled in 3rd Quarter 2021.

Alteration, Addition and Improvement (AA&I) Projects and Urgent Works (about HK$277 mil)

Sizable funding has also been secured on an annual basis for the delivery of Alteration, Addition and Improvement (AA&I)

and urgent works, the progress was summarized as follows:

(A) HK$57.8 mil was secured under UGC’s Block Allocation 2016/17 in March 2016 for the following proposals to address

the University’s needs of the animal facilities for teaching and research activities and initiatives on sustainability works:

Upgrading and Improvement Works of Shanghai Fraternity Association Research Services Centre (addition of

one storey to the existing annex). Site works were in steady progress. The new roof extension work was

scheduled to be completed by end 2018 while the upgrading works for existing floors would be completed by 1st

Quarter 2019.

Various works contracts for upgrading of air-conditioning, roof greening, lifts replacement and slope safety

works were at construction stage.

(B) HK$72.0 mil was secured under UGC’s Block Allocation 2017/18 in March 2017 to address the University’s new

initiatives and users’ needs in research laboratory space and sports facilities. User committees have been set up to

monitor the project design and implementation:

Extension to Roof of Mong Man Wai Building and 1/F of William M.W. Mong Engineering Building to create

new laboratory space for teaching and research activities – Consultancy services was awarded. Detailed design

was in progress.

Extension to University Sports Centre and associated external works to create new space for sports facilities -

Consultancy services was awarded. Detailed design was in progress.

Track Improvement Works at the Sir Philip Haddon-Cave Sports Centre enhancing and upgrading of the sports

track facilities – Works commenced in April 2018. Completion date was rescheduled to 3rd Quarter 2018 due to

the inclement weather.

(C) HK$57.4 mil was secured under UGC’s Block Allocation 2018/19 in March 2018 to address the University’s needs of

upgrading the IT infrastructure facilities and users’ imminent needs in research laboratory space:

Upgrading of Information Technology Infrastructure for Next Generation Campus Network – Outline design was

completed. Detailed design work was in progress.

Provisions of New Laboratory Space –

(i) Spatial Reorganisation of 5/F Mong Man Wai Building and Lady Shaw Building – Detailed design for the

new office / workshop on 2LG of Lady Shaw Building was underway.

(ii) Extension on 2/F of Ho Sin-Hang Engineering Building - Tender for consultancy services were underway.

(D) Feasibility studies have been carried out by CDO together with the University stakeholders and management, and a new

round of proposals (of about HK$180 mil) was submitted to the UGC in May 2018 to bid for the UGC AA&I Block

Allocation 2019/20. These proposals in their order of priority included :

(1) Space Addition and Re-organization at G/F of Lady Shaw Building for office / teaching laboratory;

(2) Infrastructure and Safety Enhancement Works (a) Stabilization Works for Slope behind University Residence No. 16

& No. 17; and (b) Construction of New Dangerous Goods Stores for teaching and research activities;

(3) Accessibility Improvement Works for Barrier Free Access (i) Replacement of Lift at Chan Chun Ha Hall and

Inter-University Hall, (ii) New Lifts at Adam Schall Residence; and (iii) Improvement Works to Lift Lobby at

Elisabeth Luce Moore Library;

(D) (4) Bus Stop Shelter at Sir Run Run Shaw Hall and C.W. Chu College;

(5) Spatial Re-organization and Improvement Works at University MTR Station Piazza;

(6) Spatial Re-organization and Laboratory Conversion Works for 3/F & 4/F of Mong Man Wai Building; and

(7) Additional projects under 2018-19 Block Allocation: Spatial Re-organization and Improvement Works for

Dissecting Laboratories on LG/F of Choh-Ming Li Basic Medical Sciences Building.

UGC visited the campus in May 2018 to review the proposed items and detailed project estimates were submitted for

UGC/ArchSD’s vetting. The outcome of the proposed projects under Block Allocation under 2018/19 and 2019/20

would be known around September 2018 and March 2019 respectively.

Miscellaneous Studies and Works

During the report period, about HK$23 mil of spatial reorganization / interior fitting-out / minor works were completed by

CDO to accommodate the University’s amenities, teaching and learning initiatives; these included e.g. Alumni Corner at John

Fulton Centre, various off campus learning centres for School of Continuing and Professional Studies, laboratory renovation

works at Hong Kong Institute of Biotechnology, Lady Shaw Building & Prince of Wales Hospital, etc. About HK$118 mil of

works were also under construction on campus as well as in Prince of Wales Hospital including new Academic Conference

Centre at Cheng Yu Tung Building, spatial re-organisation works at Wu Chung Multi-media Library and Elisabeth Luce

Moore Library, I-House 1 & 2 and laboratory conversion / renovation works at various buildings on campus and PWH etc.

Feasibility studies were also conducted continuously by CDO in relation to space conversion / addition / renovation etc.; new

initiatives included e.g. laboratory renovation works for Department of Biomedical Engineering, conversion work of

Inter-University Hall to InnoHub, spatial reorganization works for Guest House facilities, interactive classrooms in various

academic buildings and possible development collaborations with The Hong Kong Science Park, etc.

UGC was preparing to revisit the formulae and standards for arriving at the space requirements of UGC-funded Universities.

Close collaborations with UGC’s consultant was commenced in March 2018 to carry out the first stage of review, including

e.g. exchange of views on the study, collection and update of space inventories, on-site space audit and utilization survey etc.

Meanwhile, room / area data and layouts were uploaded regularly to the University’s new on-line Space Inventory Updating

System to maintain an updated space inventory for management information and improving the efficiency of building

utilizations.

Technical feasibility of extending the scope for a larger lab

building with more net operational floor area and better

utilization of land resources without going into phase

development was made, and revised Project Definition

Statement (PDS) / Technical Feasibility Statement (TFS) for

the expanded scope was submitted in September 2013. The

proposed Lab Block 2 location was also adjusted in response

to UGC / Education Bureau’s comment conveyed in the

process of their project vetting. A revised TFS for the

relocated scope was submitted in December 2014.

The revised TFS was approved by the Development Bureau in

September 2017. The Government has re-selected this

project under the 2017 CWRAE to Category B- for the

expanded and relocated version. Detailed design was

application are in progress; site works are expected to commence in December 2018 and June 2019 respectively.

(6) Campus Landscape Master Plan – Tree compensatory discussion report was circulated among Campus

Landscaping Enhancement Committee (CLEC) members and finalized. The University would communicate with

District Lands Office or related government department if necessary.

(7) GIS based Slope Information System and Engineer Inspection for Maintenance – Draft reports of Engineer

Inspection and Maintenance Manual for 75 features were submitted. Comments for individual reports were given

and the final reports are expected to be completed in October 2018. Specification of the GIS software for

tendering is being prepared by the project consultant.

(8) Fitting out Works at 6/F Railway Plaza, Tsim Sha Tsui for School of Continuing and Professional Studies - detailed

design was underway and tender would be issued in August 2018.
