We meet the second Tuesday of the month at the St. Paul United Methodist Church, 750 Norland Avenue, Chambersburg. Board meetings are held first, followed by the membership meeting and program. Board Members unable to attend a Board Meeting, please contact Holly Kadel. We do not meet in July and August.

PRESIDENT’S MESSAGE Dear Chambersburg Garden Club Members, My first year as your President has certainly passed quickly! I have learned even more about this club and its operations. Attending the District IV meetings has been another avenue of knowledge about policies and procedures. I have also heard about other programs from the club presidents. Thank you for the support you gave me during my first year. I truly appreciate everyone coming together and working on the 80th Daffodil Show. Since this club adopted the daffodil as the club flower in 1931, it would be a shame not to continue recognizing the daffodil in some fashion. As we begin my final year as your President, I encourage you to look at your Yearbook and the wonderful programs your Yearbook Committee has arranged. The Yearbook Committee has put a great deal of thought into each area we must cover as a federated club. I thank those club members who came forward with ideas for programs. We have had good participation in our club activities, but I would like to see more members enjoying what our club has to offer. We have been fortunate to pick up seven new members who received an orientation prior to joining our club. Having orientation first is a good idea and I hope it will continue for each new member. This is your Garden Club and I look forward to seeing you at our meetings throughout 2017.

Please look for details in our newsletters as to time and location for each of these projects. NEW PROJECTS
µ Practice measures in our home gardens to improve habitat and biodiversity as lawns and development encroach on native and natural areas. Members need to focus on planting native plants, creating bird and insect habitats and eliminating invasive plants. Entire Garden Club participates
µ Create and maintain a Facebook page to keep members informed and share our events and projects with the public. (https://www.facebook.com/ChambersburgGardenClub) Woody Kadel, Chairman
CONTINUING PROJECTS
µ Plant more milkweed to help the Monarchs and other pollinators. Members will educate and encourage people to plant and grow milkweed and pollinator conservation seed mixes in their own yards and gardens. Diana Steckel, Chairman
µ Expand our Bird Awareness by including Wing Watching tips in newsletters and at meetings. Members will be encouraged to participate in bird count programs, learn about bird habitats and food sources, and install feeders and year round water access. Carla Smith, Chairman
µ Expand our website to include newsletters, scholarship information and forms, information about our activities, an online photo album, our club brochure and membership application. µ Plant and maintain the flower beds at the Memorial Park, McKinley Street entrance, near the swimming pool. The beds will be refreshed seasonally for the public to enjoy. Nancy Miller, Denise Lucas, Linda Harry, Chairmen
µ Maintain the landscaping at our civic gardens at the Old Jail, 175 E. King Street, Chambersburg. There are three gardens, Fragrance, Colonial, and Japanese. Diana Steckel, Chairman

µ Publish and circulate to all members The Trumpeter, our newsletter, 10 times per year. Entire club provides input for newsletter. Holly Kadel, Chairman
µ Plant and maintain the flower bed surrounding the flag pole at the Memorial Park, East McKinley and Stouffer Avenue, Chambersburg. This is ongoing throughout the year, changing the flowers with the different seasons. Diana Steckel, Chairman
µ Participate in the Mid Atlantic Garden Show in any way that we are needed: exhibiting arrangements, hosting, clerking, and setting up and/or taking down the show. Pat Lawrence, Chairman
µ Provide Horticultural Therapy to residents at area Assisted Living facilities four times a year. Holly Kadel, Chairman
µ Hold our only fundraiser, the yearly Greens Sale located at the Eugene C. Clarke Recreation Center, 235 S. Third Street. All members who are able cut the greens over 5 days then make the wreaths over a following 4 day period. All of our less active
members participate on Sale Day so truly everyone is involved. Diana Steckel, Joan Pogue, Chris Day, Chairmen
µ Provide Christmas decorations for the Coyle Free Library and the South Mountain Restoration Center, a residential facility for “Special Needs” elderly. We decorate the Old Jail as well. Pat Lawrence, Chairman
µ Contribute yearly to the Chambersburg Community Center, PA Resources Council and National Disasters International/USA. Special organizations receive donations as needed. One of our members serves on the advisory committee for the Recreation Department. Diana Steckel, Chairman
µ Stage an Annual Daffodil Show. All members participate. Open to the public, located at First Lutheran Church, 43 W. Washington Street.
µ Promote annually the sale of Vision of Beauty Calendars; proceeds benefit National Disasters International/USA. Karen Hatmaker, Bridgetta Buhan, Chairmen
µ Plant trees and shrubs at the new Habitat for Humanity homes. This is done when the summer heat is over. Pat Lawrence, Chairman

µ Hold an annual plant sale during our monthly meeting with members donating plants from their gardens. The proceeds go to National Disasters International/USA. Diana Steckel, Chairman
µ Plan our annual programs. The Program Chairman and the Yearbook Committee meet during our two non-meeting months, July and August, to brainstorm and research interesting speakers and field trips. Their diligence determines our year’s activities. Myra Rice, Chairman
µ Assist the Franklin County Fair in both the Youth and Adult Floral Exhibits which include plants, specimen flowers and floral arrangements. Several members spend the week registering and arranging all plant material plus helping with judging and ribbon placing. At the end of the Fair, they gather all entries for pickup by the participants and clean up the entry area. Holly Kadel, Chairman
µ Prepare a yearly scrapbook containing photographs, publicity, awards, certificates, etc., which functions as a repository for our yearly happenings, and is placed in our archives. The photography chairman prepares this with input from all the members. Diana Steckel, Chairman

an arrangement you can help with set-up, clean-up, publicity, hostess, clerking or helping Junior Gardeners
� Participate in the Greens Sale: Cutting greens, bunching greens, making wreaths or other items to be sold, making crafts for the Ways and Means table, baking "goodies," set-up or clean-up
� Attend monthly meetings � Serve on one or more committees � Serve as hostess for a monthly meeting � Participate in our activities and projects � Participate in the maintenance of our Civic Gardens. This
must be shared by all able-bodied members.

Program: CONSERVATION – “Invasives” Speaker: Mark Rice, Bayer
This presentation will define the difference between noxious and invasive weeds. Mark will identify Pennsylvania’s top 10 invasive weeds and discuss their history, characteristics and control.

The Importance of Home Gardens
Beyond the enhanced benefits of home food production and added worth to property values, suburban landscapes are becoming the lifelines for plants and animals that have lost their native habitat to development. As development continues wildlife is forced to depend upon our human-dominated landscapes for their continued survival.
The history of home gardens reflects a philosophy of building beautiful surroundings, a chance to express artistic talents with design and creating areas for fun and relaxation. Recent trends now focus on including native plants and design to provide refuge for wildlife.
Statistics bear out the significant increase in population and the millions of acres each year that are taken from native habitat for housing, commercial and industrial uses. Along with these numbers research shows that song birds and meadow birds are in great decline and are no longer found in areas that used to support healthy populations.
How can home landscapes support the biodiversity of plants, animals and insects?
Plant native species. Thousands of scientific studies prove that they are critical as they are the start of the larger food web by supporting insect species that have shared evolutionary history with them. Using plant species from Asia and Europe, while beautiful and ornamental, deprives our native insects of the food sources they need. Support of healthy insect populations that feed most of our birds as well as spiders, amphibians, and reptiles is crucial.
Support pollinators. Add host and nectar plants and use appropriate gardening practices. Choosing plants that support pollinators is only one half of the equation. Herbicides and insecticides must be used appropriately.
Reduce lawn areas. Convert lawn areas by adding native trees and understory plants to your landscape. This can be along the perimeter of a property or small areas throughout the property.
Support wildlife. Provide food, water and shelter throughout the year.

CIVIC DEVELOPMENT REPORT
Chambersburg Garden Club’s primary civic project is maintenance of the Fragrance, Colonial and Japanese gardens which were established in 1976 in the exercise yard of the Old Jail. This historic building was preserved from demolition by the efforts of the Kittiochtinny Historical Society. Their offices and museum are housed in the building itself. Their operating hours provide access to the gardens through a back door. A visit from our sister city Gotemba, Japan, in 2015 prompted extensive edging and mulching which has made this year’s work easier. As with most aging gardens huge growth of certain shrubs and trees need constant pruning. We seek professional help for that. The advancing age and declining abilities of our members is aided by a gentleman gardener whose fees are nominal and whose truck and trips to the dump are provided cheerfully. He works in conjunction with us at the Old Jail gardens and helps in several of our home gardens as well. Equally important and much more visible are our efforts at Chambersburg Memorial Park. Once again bright daffodils and tulips highlighted these gardens at both entrances this spring. Following edging and mulching in May, the new perennials planted last year, including some natives and pollinators, began blooming in a gradually changing array of color through the season. Every time we have worked in the gardens people have stopped to tell us how much they enjoy and appreciate the park beds and flowers – a welcome reward for the club’s civic efforts.

CONSTITUTION AND BY-LAWS The Chambersburg Garden Club
1959
ARTICLE I Name
The Name of this Club shall be the Chambersburg Garden Club.
ARTICLE II Object
The Object of this Club shall be to have a working organization which stimulates the knowledge and love of gardening, encourages the conservation of plant and bird life, and contributes to the civic development of the community.
BY-LAWS
ARTICLE I Officers
The Officers of the Club shall be: a President, three Vice-Presidents, a Recording Secretary, a Corresponding Secretary, Assistant Corresponding Secretary, Treasurer, and Assistant Treasurer who, with the Immediate Past President and the Chairmen of Standing Committees, shall constitute the Executive Board.
ARTICLE II Duties of Officers
Sec. 1. The President shall preside at all meetings and be ex-officio member of all committees and perform the usual duties pertaining to her office. Sec. 2. In the absence of the President, the Vice-Presidents in their order shall perform the duties of the President. The First Vice-President shall be responsible for the Yearbook, the Second Vice-President shall be responsible for programs, and the Third Vice-President shall be responsible for publicity. Sec. 3. The Recording Secretary shall keep all the minutes of the Club and have custody of the books and papers relative to it. Sec. 4. The Corresponding Secretary will attend to the correspondence of the Club. Sec. 5. The Treasurer, assisted by the Assistant Treasurer, shall collect and have custody of the funds and shall keep an account of the receipts and expenditures, and shall pay all bills with the approval of the Board. For purposes of reporting and auditing, the Treasurer shall close the books by December 31 each year. An auditor or a committee should do an audit at the end of the year. In January the results of the audit and a budget should be presented. Sec. 6. The Executive Board shall bring their recommendations to the General membership.
ARTICLE III Elections
Sec. 1. Election of officers shall be by ballot, except when there is but one candidate possible to elect, the ballot may be omitted and the vote taken by voice and a majority vote shall elect. The term of office shall run for two years.

Sec. 2. A nominating committee shall be appointed by the President previous to September when the nomination is presented.
ARTICLE IV Committees
The Standing Committees shall be Birds, Horticulture, Conservation, Membership, Flower Show, Civic Development and such others as are necessary to carry forward the work of the Club. These committees shall be appointed by the President.
ARTICLE V Membership
Sec. 1. Membership shall be by three classes – Active, Associate and Honorary. Sec. 2. Active members shall be those men and women who are willing to work in gardens, attend regular meetings, and to perform such duties as shall promote the objectives of the Club. Sec. 3. When active memberships are impossible, due to health or temporary non-residency, the member may take a leave of absence upon notification of the secretary and the approval of the Executive Board. A written request must be sent to the secretary for reinstatement. Sec. 4. Associate membership is provided for those Club members who are vitally interested in the objectives of the Club but who cannot accept the responsibilities of active members. Resignation from active membership shall be presented to the Recording Secretary and approved by the Executive Board. Associate members may enjoy all the privileges of the Club but shall have no vote. This membership shall be possible for those who desire it after 10 years of active service in the Club. Sec. 5. Honorary members shall consist of persons of experience and ability whose service and interest will add to the distinction and usefulness of the Club. Sec. 6. Persons desiring to sponsor new members in the Club should apply to the Chairman of the Membership Committee for an application form. This application must have the endorsement of two Active members and shall be acted upon by the Executive Board at a Board meeting. Pro-rated dues will accompany the application. New members must participate in all major projects. Sec. 7. We welcome dual memberships in garden clubs, but must limit holding dual office in the Chambersburg Club and an outside Club. Sec. 8. The membership of the Chambersburg Garden Club shall be limited to one hundred fifty (150) active members.
ARTICLE VI Dues
Sec. 1. Active members shall pay annual dues of $20.00. Should a spouse desire membership, the dues will be $25.00 a couple. Any new member joining between July-December will pay prorated dues of $10.00. Sec. 2. Associate members shall pay annual dues of $22.00

Sec. 3. Honorary members shall pay no dues. Sec. 4. All dues are payable by November 25. Sec. 5. Members whose dues are not paid by January will be given one written notice and if not paid by following April 1, will be automatically dropped.
ARTICLE VII Meetings
Sec. 1. The regular meetings of the Club shall be held on the dates to be arranged by the Program Committee. The Club year will run from January to December. The hour of the meeting shall be 1:00 PM unless the Committee plans otherwise. Sec. 2. A quorum of 12 members is required to conduct the business of all meetings.
ARTICLE VIII Vacancies in Office
If vacancies in office occur, the Club shall be empowered to fill them by election at any regular meeting, or at any special meeting called by the Executive Committee (Officers) for that purpose, with results presented to the Executive board.
ARTICLE IX Amendments
These By-Laws may be amended by majority vote of active members present at any regular meeting of the Club or at any special meeting called for that purpose.
ARTICLE X
Sec. 1. In the event of the dissolution of the Chambersburg Garden Club or the winding up of its affairs, or other liquidation of its assets, the Chambersburg Garden Club’s property, after paying or making provisions for the payment of all of its liabilities, shall be disposed of exclusively for the purposes of the Chambersburg Garden Club in such manner or to such organization or organizations organized and operated exclusively for charitable or educational purposes similar to those of the Chambersburg Garden Club, as shall at the time qualify as an exempt organization or organizations under Section 501(c) (3) of the Internal Revenue code of 1954 (or the corresponding provision of any future United States Internal Revenue Law). Sec. 2. “The GCFP is a 501C3, not for profit, educational organization and as such, does not regulate membership for any reason including gender, age, religious affiliation or ethnicity.”
ARTICLE XI
The deliberations of all meetings of the Club shall be governed by Robert’s Rules of Order.
