The Class of 2017 enjoyed an event full day

hosted by Twin Cities Hospital, they were first welcomed by

Mark Lisa, Chief Executive Officer who directed a tour of management called the Gemba Walk, Ron Yukelson, Chief Business Development Officer also presented to the class.

The afternoon was spent with a Substance Abuse & Mental Health in the Hospital Panel, Specialist with SLO County Drug & Alcohol Services, and toured ECHO Homeless Shelter in Atascadero.

To our Chamber Members:

I would like to take this opportunity to thank each of you for playing an essential role in the success of the

Atascadero Chamber of Commerce. Whether you are a paying member,

an active committee member, or a supportive citizen, each of you add to the chambers success and we could not be where we are today without your support.

For the past several months our Chairman of the Board, Dr. Ryan McGaughey has included a “Good For Business” segment at our monthly mixers. This has become a big hit among our attendees, Ryan has even been stopped in public by a member who stated “Wow” I didn’t know that we have over 600 members in our Chamber, that is “Fantastic”.

Not only do we have over 600 members our Chamber continues to celebrate our loyal support of renewing members, we are blessed with a renewal rate of 13% which goes to show how our business community believes in the Chambers mission. I am also very thankful for our hardworking, forward thinking staff who continue to consistently recruit and retain new members while providing exceptional service to our community and members.

Our commitment to you is to continue to listen, as Oprah Winfrey once said, “Every single person you will ever meet shares a common desire. They want to know: Do you hear me? Does what I say mean anything to you? The answer is Yes.

Liz Holman recently joined the Atascadero Chamber of Commerce as the new

Director of Special Events. Liz grew up in San Luis Obispo County and is a graduate of Templeton High School. She attended San Diego State University where she received

her bachelor’s degree in Hospitality and Tourism Management. Liz spent the last ten years planning and executing large conferences at multiple Hyatt properties in San Diego.

In her spare time she volunteered for various organizations such as Susan G. Komen, Ronald McDonald House Charities, Father Joe’s Villages and Elderhelp. Although she enjoyed her time in San Diego, she is excited to be back home and re-connecting with the community. She is eager to share her creativity and expertise with the Atascadero Chamber of Commerce while helping to promote everything Atascadero has to offer.

“My employees normally work Monday through Friday, 8 hours a day, and all are paid hourly for their work. There have been some issues among the employees, and I want to bring them all in for a 1-hour meeting on Saturday morning to discuss the issues. I’ve given everyone two weeks’ notice of the meeting. I’m hearing that some of the employees are expecting to get paid for 4 hours even though they’re only going to be at work for 1 hour. How much do I have to pay my employees for attending this meeting?”

It sounds like your employees are discussing a concept called “reporting time pay.”

REPORTING TIME PAYUnder the California Wage Orders, an employee is entitled to receive half of his scheduled day’s pay if he is sent home

before completing half of the scheduled shift. Moreover, under the Wage Orders, an employee is entitled to at least 2 hours of pay if he is required to report to work on an unscheduled day, or is called back to work a second time on a scheduled day of work.

In this particular circumstance, your employees will not be entitled to “reporting time pay” because you have scheduled this 1-hour “shift” on Saturday morning in advance. As a result, the employees are neither being sent home early, nor are they being asked to report on an unscheduled day, because in fact, you scheduled the meeting 2 weeks in advance. This particular issue was discussed in the fairly recent case of Aleman v. AirTouch Cellular, 209 Cal App 4th 556 (2012). In

that case, the court ruled that Saturday and/or Sunday morning meetings that were scheduled 4 days in advance met the definition of a “scheduled shift,” and therefore no reporting time pay was required.

OVERTIME PAYYou should, however, be cognizant that if you are having your employees come in to work on the weekend after having already worked 40 hours during the workweek, that 1 hour of meeting time would be considered “overtime” and would have to be paid at the premium rate of 1.5 times the employees’ regular rate of pay.

T he month of May has got to be one of the busiest months during the high school year. We are celebrating our student’s and

all their successes, as well as driving for that finish line called graduation. We are expecting to graduate approximately 300 students on June 14th. Our Top 30 ceremony will be held on May 25, and our “Evening of Scholars and Champions” will be Wednesday, June 1. Last year our students were awarded 178 scholarships totaling more than $170,000! We have our traditional senior activities during the week of June 11th, with graduation on Wednesday and Thursday being the last day for the 2016-2017 school year.

We’re always looking ahead and we are very excited about our course offerings for the 2017-2018 school year. We will have more than 15 new a-g eligible courses which will bring our total number of CSU and UC eligible courses to more than 80. Also, we will be offering 18 Advanced Placement courses next year with the addition of AP Spanish and AP Human Geography, and we will have 8 CTE pathways from which to choose.

During June and July construction and remodeling will be happening on our H-wing (social sciences) which will become known as our 2000 building. All of the classrooms will be renovated and they will be furnished with state of the art teacher/student technology interface and presentation equipment known as “Front Row”. This project is expected to be completed before we return in August.

Atascadero High School continues to offer outstanding educational opportunities for the students of our community. I am very proud of our faculty and staff and the professional manner in which they deliver excellent teaching in a safe learning environment every day.

THE Now that California voters have legalized the use of recreational marijuana, many of our residents have more questions than they have

answers. Just what are the rights and limitations under California’s new law?

Proposition 64 was passed by California voters on November 8, 2016, which legalized the use of non-medical, recreational cannabis for people 21 years of age or older and established the Bureau of Marijuana Control that will regulate and license the marijuana industry.

Certain portions of the initiative went into effect immediately:

• The ability to use non-medical marijuana for person 21 years of age or older;

• The ability to possess, process, transport, purchase, obtain, or give away 28.5 grams (g) of non-concentrated, non-medical marijuana, or 8 grams (g) of concentrated marijuana products (i.e. wax, oil, hash, dabs);

• The ability to smoke, ingest, etc. marijuana or marijuana products;

• The ability to possess, plant, cultivate, harvest, dry or process up to six (6) plants per residence for personal use.

Certain restrictions of the initiative include the following:

• No smoking or consuming marijuana products in public places;

• No smoking where smoking tobacco is prohibited;

• No smoking within 1,000 feet of a school, day care center (including large/small family care facilities), or youth center unless it is within a private residence;

• No smoking or ingestion in facilities that serve or sell alcohol, tobacco or the combination of the two;

• No open possession of marijuana or marijuana products in an automobile;

• No smoking in motor vehicles or boats (i.e. cars, bikes, and motorboats);

• Property owners have the ability to restrict personal grows on their private property through rental agreements.

The State will collect taxes including excise taxes, and sales taxes. Local municipalities may elect to also collect taxes on both medical and non-medical marijuana, in addition to the State taxes. Any new taxes proposed will need to be approved by voters residing in the City.

At this point, the ability to legally purchase non-medical marijuana does not exist, nor does the ability to legally grow non-medical marijuana commercially. Prop 64 will allow the State to issue licenses for commercial, non-medical and medical marijuana related industries beginning in January of 2018. Before the State begins issuing licenses and in order to benefit from local taxation on the industry as well as to maintain a measure of local control and regulation, the City must enact legislation before that date.

To gather public input, we held several community open house events and over 550 information gathering questionnaires were completed and submitted. The process was an excellent learning opportunity for both staff and community members. The City Council reviewed the issues and our community outreach findings on April 25th. We expect the Council and the Planning Commission to provide additional feedback this summer, and to have the appropriate modifications made to the City’s existing local marijuana ordinance finalized by no later than November, 2017.

With the rain season behind us, we can be very grateful for the abundant rainfall which helped increase water supplies Countywide. The heavy

rains of last winter did, however, cause damage to some of our roads and infrastructure. The County has been busy addressing maintenance and repairs. The Board of Supervisors (BOS) voted to prioritize road maintenance as a budget priority so funding should be available to address the needs as they’re identified.

With Proposition 64 passing last November, we now have full legalization of marijuana in California. However, local governments have the opportunity to write local laws in terms of cultivation, sales and use of marijuana. We continue to work on an ordinance that will lay the groundwork for the marijuana industry to do business in San Luis Obispo County. We welcome citizen input as we proceed through the legislative process. Tentatively, the ordinance will be heard first at the Planning Commission on June 29th, followed by a BOS hearing. The ordinance will include the retail sales of marijuana, the cultivation and the manufacturing of marijuana products.

On May 2nd, a Groundwater Sustainability Agency (GSA) was created to manage the Atascadero Basin. This GSA is one of many being formed throughout the County to manage groundwater at a sustainable level. The Atascadero Basin GSA includes the County of San Luis Obispo, Atascadero Mutual Water Company, City of Atascadero, Templeton CSD, and the City of Paso Robles. Together, these agencies

are mandated by the State to ensure that the Atascadero Groundwater Basin is not over pumped and remains sustainable. The Atascadero Basin has a history of being well managed and I’m confident in the ability of the partners to continue that trend.

As the County continues to upgrade our Regional Airport, we are happy to note that a new non-stop flight has been added. Alaska Airlines is now operating non-stop flights to Seattle out of San Luis Obispo with connecting flights all over the nation. This will make it easier for tourists to visit our beautiful county and is a welcome travel option for many businesses. I look forward to seeing further expansion in services at the airport in the coming months.

We recently recognized May as National Foster Care Month. By doing so, our county shows support for the many youth who are currently or have been in the foster care system in our county. We also appreciate the many foster parents, community members, and various agency employees in our county that support our foster youth and the families that serve them. There is a significant need for more foster parents in our community. SLO County Office of Education, SLO Partners & Creating IT Futures Team Up

to Bring Paid IT Training & Apprenticeship Program to the Central Coast Applications Accepted Until June 22

San Luis Obispo — SLO County Office of Education, SLO Partners and Creating IT Futures are embarking on a new career training and apprenticeship program to grow the tech workforce in San Luis Obispo County. On July 10, Creating IT Futures will launch two classes of its 8-week IT-Ready career program. Each class can accept up to 25 adults. No prior tech education or emphasis in math or science are needed by potential students. Applications will be accepted through June 22 at SLOPartners.org. At no cost to students, IT-Ready assesses, trains, certifies and places unemployed and under-employed adults in their first jobs in the tech field, which has a shortage of qualified workers. These two classes are underwritten by the San Luis Obispo County Office of Education, so each student will be given a stipend of $70 a day – a first for any IT-Ready program. SLO County Office of Education recently was awarded funding through the California Apprenticeship Initiative. After eight weeks of training, 60 percent of the IT-Ready students will move forward into the apprenticeship part of the program, with half learning IT networking and security and the other half learning automated software testing for six weeks. The apprentices then will begin a year of salaried, on-the-job training with local employers. The other 40 percent of IT-Ready students will be introduced to local employers for immediate job openings. Assembly Member Jordan Cunningham fully supports apprenticeships. “Apprenticeship opens doors for employment and builds a bridge between education and the workforce,” he said. Dr. James Brescia, San Luis Obispo County Superintendent of Schools, envisions this as a countywide collaborative. “Engaging both business and education in developing pathways to opportunity and a skilled local talent pipeline is a top priority for the SLO Co. Office of Education, Cuesta College and all of our school districts,” Brescia said. Russ Levanway, CEO of San Luis Obispo-based managed IT services provider TekTegrity. “The IT-Ready model is very well thought out. The intense 8-week training, combined with taking and passing relevant CompTIA certification tests, will provide students with strong baseline knowledge. This will set the students up for success as apprentices mentored by journeymen in the companies they work for during the on-the-job training phase. This program will bring quality people who need new opportunities into the IT workforce.” Potential employers, mentors, students and community partners can learn more at SLOPartners.org.
