^ In thit Ordinance, unleis the context otherwise requires—“ ^aerodrome** includes any airport or landing strip and any building

upon an airport, aerodrome or landing strip;

“ aircraft” means any machine that can derive support in the atmosphere from the reactions of the air or any wreckage of such machine;

^Director” means the Director of Civil Aviation;“Minister ” means the member of the Council of Ministers for the time

being charged with responsibility for aviation;

‘ “ Service” means the Civil Aviation Fire and Guard Service established by section 3 5 '

“ superior officer of the Service” means any officer of or above the rank of As»»tant Aerodrome Fire Officer. ■

Functions of Service.

4k The Service shall be employed at Government aerodromes and at any ■ premises for the time being under the control of the Bfrector for—r-

i(a) the prevention and exti^ishing of firp which threat^ persons or

(A) the rescue of persona and pcop^y involved in any accident or &e affecting any such a^mdrome or premises or any aircraft;

(c) the prevendortof crime, the apprehension of offenders, the pr«erva-a - tion of law and order, the protection of persons and property and the diie

‘ enforcement of all laws! and regulations with which they are directly charged within or in relation to any such aerodrome or» premises or any sitci^. -r‘ 12).

3k The Service shall consist of an Aerodrome Fire Superintendent and Constitution such aerodrome fire officew, assistant acmdrome fire officers, chief patrolmen, of Service, senior patrolmen, patrolmen and other members as the Governor-General msy appoint.

6. (1) Members of tbe Service shall be under the command, direction Command, and (lubject to any necessary delegation by the Govemor-peneral) disetp- linary control of the Director and of such superior officers of the Service as the Director may from time to time assign. service.

(2) Whenever members of the Service arc stationed at a place where there is no superior officer of the Seirricc, the Director may assign an airport- commandant, air traffic- control officer, air traffic control assistant or any Other officer of the Department of Civil Aviation to have charge of thb mem­bers of the Service for such' purposes as ffie Director shall specify with respect to distribution, duties, pay and (subject to any necessary delegation by the Governor-General) disciplinary control.

(3) Without prejudice to any other provision of this Ordmance, the Director! may by an order in writing and under armn^ements, to be made with the Inspector-*General of Police place any member or members other

23. (1) The D irector, w ith the approval of the Governor-General, may make such standing orders as he may think fit and proper for Ae good order, o^ers. discipline and welfare of the Service and such standing orders shall be binding on all member# of the Service and all officers having charge of members of the

Service', but need not be published in the Gazette.

(2) W ithout prgudice to the generality of subsection (1) order* may provide mr— - >

(3) For paM cnger ships in respect of w hich a Safefy Convention certificate exists w hich has been issued by a country w hich has an agreem ent w ith the U nited Kingdom for the reciprocal recog­nition of certificates show ing the num ^r of passengers the ship is fit to carry, such certificates as to num ber shall be accepted in respect of the num ber of passengers snedfied therein.

f4) N otw ithstanding the provisions of subsections (2) and (3) a deck passenger certificate shall be necessary in respect^Ofrany deck passengers w ho by reason of being eriiployed or engaged in any capacity on board the ship on the business of the ship, or for any other reason, w ould not be w ithin the definition of passenger for the purposes of a U nited .K ingdom passenger certificate.

Seetiom 42f), 42J§? and 42F provide for penalties, for production of the certificate and fordetention of a ship without a certificate, I .

Seetion 42G ia a provision whereby a certifi|ate issued uvnnother West African territoiy may ho accepted in lieu of « Nigerian certificate, and lerfion 42H specifies the contents of a certificate. Section 42G however also provides that in respect of passenger ships the certificates known as number certificates and issued by the United ICingdom ond reciprocally by some other Safety Convention countries arc acceptable to the extent of the pennitted number. This is not a provision which appllci in respect of “ Kroo-boya" but only in respect of true passengers,

7. (I) Notwithstanding rule 6, the Govemor-Gcncral in GsmeiJ may, by Warrant under the hand of the Minister, au&orise the issue from the ]^md of such sum as may be necesKuy for ^ependiture upon any Mrvice~

(b) which will r^ult in an excess of the sum authorised for any serviceby the House for that year,
