Our Diocesan Pledge for Accountability! As you know, my last column spoke about what we are doing here and have been doing here at St. Jude under the direction of Fr. Ezop and myself the past several years in protecting our finance accountability.

This week in our bulletin we have been asked by Bishop Boyea and the Diocesan Finance Council to insert a two page letter that attempts to clarify their commitment to be better stewards and overseers of the funds that each parish as well as the Diocese receives from all of us. I will only say that many of these embezzlements are usually years in the making but that with the new guidelines that were instituted by Bishop Boyea, should no

longer be able to go unnoticed; but with caution, all of us, especially your own parish finance council members as well as your pastor need to keep a watchful eye on financial discrepancies that appear suspicious. As always I am available along with Rob Strouse (Operations Manager) and any member of the Parish Finance Council to address your questions on our finances. If you have not done so, please read my letter about our Commitment to Fiscal Responsibility which can be found on our website or in the bulletin that was printed for the weekend of May 20 & 21.

May the healing of reconciliation be with the people of St. Joseph in Owosso and St. Martha’s in Okemos as well as with our entire Diocese who has been impacted by these embezzlement reports and criminal accusations. God have mercy on us! Summer is here Summer is upon us and so we have moved into our summer hours with the parish office whereby we close early on Fridays at 1:00PM and our Tuesday 6:00PM Mass goes on summer break as well until after the Labor Day weekend. My prayer is that you and all your loved ones have a enjoyable and safe summer vacation...but never go on vacation from our Lord with both your prayer and/or contributions. Thank you. FAITH Fest—Come Holy Spirit! A family festival of Faith—Saturday, June 24 on the grounds of the St. Francis Retreat Center in Dewitt. The first FAITH Fest was held last year and over 5000 people attended and, I must say, everyone walked away energized by the Holy Spirit at that gathering. Don’t miss out on this year’s event and remember to purchase your tickets and use the code Stjudedewitt so that our youth programs may get a chance to win $5000.00.

This is a one-day contemporary Christian music festival with a food court from a variety of restaurants and vendors, activities for families and children, highlighted with a twilight Mass with Bishop Boyea and dozens of priests, deacons and religious from around the Diocese and all ending with a fireworks display hosted by the Knights of Columbus. Our Motto As you may know we have a Parish Mission Statement which reads: We, the people of the Catholic Community of St. Jude, are followers of Christ, striving to live the Gospel and reflect the compassion and love of Jesus to all people. In the short time I have been your Pastor, I like to think we are doing a pretty good job at making our Mission statement a reality. But the word we need to focus on is “We” for it takes all of us to be the parish we are striving to be in promoting the Gospel of our Lord Jesus Christ. To do that we should adapt the motto of the Knights of Columbus, “Service to One, Service to All”.

God so loved the world that he gave his only Son. The life and teachings of Jesus reveal to us that God the Father, Son and Holy Spirit are a community of persons who live together as one in a perfect unity of life and love with one another. As such, we are called to model our lives on the Most Holy Trinity – by seeking to give God glory in all we do and by living in love and unity with God and with one another.

In today’s first reading from Exodus, 34:4b-6, 8-9, the Lord revealed himself to Moses directly as kind, merciful and slow to anger. In the second reading, 2 Corinthians 13:11-13, Saint Paul stresses to the Corinthians the importance of living in peace. The Gospel, John 3:16-18, reminds us that God so loved the world that he gave his only Son so that all who believe in him might have eternal life.

Family Faith Forma on, an alterna ve to tradi onal Faith Forma on, is a strong, parent‐lead program for children in grades 1 through 4 or children who have special development challenges through 8th grade. Families complete each unit at home using provided lesson plans and online resources before joining the large group of registered families for monthly (8) sessions. This allows for children to receive instruc on at home and s ll be in community with other Catholic families and peers. Large group ac vi es include a healthy snack, service projects, prayer services, games, special guests and unit review.

Little Lambs Story Hour

Our Story Hour Program focuses on developing pre-literacy skills and is lead by Mary Lippert, our St. Jude Faith Formation director. This program begins in September and will be offered through May. Story Hour introduces a love for the bible by using song, movement, rhythm, and rhyme. Students create a theme-related craft project each week while giving moms and dads an opportunity to socialize and make new friends. This free program meets every Tuesday from 10:00am to 11:00am for children baptism through preschool and their parent/caregiver.

Faith Fest—Servant’s Way

If you are a current member of Rooted (or will be a member next year!), you are invited to take part in an amazing service opportunity for Faith Fest.

On Friday, June 23, the Bishop is calling the Youth of the Diocese to a service based retreat wherein you will help to set up for Faith Fest! This retreat includes Mass, Adoration, Food, Service, and a Private Concert! You will also gain free admission to the main event on Saturday, June 24.

St. Jude will be selling water for the event day to earn money for our program. If you are interested in helping us sell water (which will get you into the event for free!) or the Servant’s Way, please contact Hallie Card. Anyone can help sell water in shifts of a couple hours but only teens are invited to take part in the Servant’s Way.

Summer is Here - And Sunday Mass Continues People these days have incredibly busy schedules and having children and teens in the home only makes things even more hectic. During the summer months most families anticipate a slower pace and some time off to go on vacation, go camping or even stay at home and relax.

Are you one of those people who thinks that when you are on vacation that you can take a vacation from Mass? I hope not. Attending Mass in different places helps us recognize that God is present wherever we go and it is always nice to see what other parishes do a little bit different than the way we do here at St. Jude. If you take a bulletin from the church bring it back to the parish office and we will see if there are things in it that we can try in this parish. We learn

from and support one another as we grow in faith. I have read many studies that indicate that some families who send their children to religious education do not come or bring their children to Mass. Sometimes the children even beg the parents to go to Mass on Sundays.

By coming to Mass as a family throughout the year we gain the grace of praying together as a family, sharing the exchange of peace and receiving Jesus in Eucharist together. As we keep up the tradition of Weekend Mass during the summer and vacation times we help our children realize that our relationship with God is a priority in our lives and set an example for their future lives.

So as you make your summer plans make sure that you keep participating in the Mass a priority no matter what else you and your family are doing.

Do You Have Difficulty Hearing at Mass? We have a good sound system at St. Jude but it’s not a great sound system. Some areas of the church do not receive good sound and we are looking into making some much needed adjustments in the sound ca-

pabilities in the church as we get closer to the build-ing addition in order to upgrade our audio and video capabilities.

In the meantime if you have difficulty hearing because you are hard of hearing please be aware that we do have supplemental aids that will amplify the sound for you while you are here. Just ask one of the greeters or the Mass Coordinator to help you get one the first time you use the system. After that you can help yourself to it and hear much better what is being said during the Mass. Mass should be an enriching experience but it is difficult when you cannot hear.

Update on our building campaign. Fr. Bob and I met with George Landolt, diocesan CFO, and are awaiting loan information from George as to how much the diocese is currently willing to loan

us to begin construction. In the meantime, Fr. Bob has named Jim Kraus as chairperson of a parish building committee and members are currently being considered. Linda Kahler is developing a committee to continue to promote the campaign and to provide information on the progress of the campaign. Dave Swanson and I met with the City of DeWitt to investigate all requirements that the city has in order for us to move forward with our building construction. That meeting was very fruitful. I have posted a new visual thermometer in the gathering space representing the amount of pledge monies that have been returned to us from the Witness to Hope diocesan campaign. Each calendar quarter, monies will be returned to our parish based on the requirements indicated at the beginning of the campaign, 35% of the first $648,825, 65% of the next $129,765 and 100% of the remainder. Our first quarterly payment from the diocese amounted to $108,902.26. You may continue to monitor our progress each quarter on the thermometer in the gathering space. Thank you for your support of the campaign!

Special report from the Diocese of Lansing

The Diocese of Lansing has policies and procedures in place to make sure that parish funds are handled properly. Stewardship for the salvation of souls requires accountability and transparency in diocesan and parish financial management. This report is intended to inform parishioners about the systems and procedures in place to protect the funds generously donated to support the work of the Church.

What is the financial oversight practiced by the diocese for parish funds?

The bishop has the responsibility to appoint pastors, but the diocese does not manage each parish. The pastor, as the administrator of the parish, and with advice and consultation of his finance council, is responsible for managing parish funds. According to canon (Church) law, all administrators are bound to fulfill their function with the diligence of a good householder. (Can.

1284 §1) Canon law also requires parishes to submit annual financial reports to the bishop.

In 2013-14, the diocesan finance office began taking steps to define and develop an internal audit function, expanding its scope over the past few years. The diocese now employs a director of audit and accounting, as well as a full-time parish auditor. While, in the past, an internal audit was performed only when a pastor change occurred, the diocesan finance office has now performed internal audit procedures at each of its parishes in the past five years.

These procedures are designed to test and ensure that each parish has adequate internal controls necessary to safeguard both the people who handle money as well as donor intent. Some points of internal control review include, but are not limited to, managing collections, dual safeguarding of cash, the use of drop/depository safes and tamper-proof bank bags, as well as segregation of staff duties. The goal has been to promote an environment that reduces and/or removes temptation, provides protection for both staff and

volunteers who handle money, and safeguards donations and other payments to the parish, all while preventing and detecting possible financial misconduct.

At times, the diocesan finance office may uncover a possible improper use of parish funds. If that occurs, outside auditors may be employed to conduct a forensic audit. A forensic audit is a deeper look – a more intense and extensive review of financial transactions over a longer period of time. When concerns appear to be confirmed, as required by law, the diocese then reports these matters to civil authorities.

What is the role of the parish finance council?

The parish finance council, as required by canon law, is advisory and consultative in nature. The members should review the parish budget and receive regular financial statements. Additionally, for large expenditures, diocesan policy requires approval from the parish finance council. Plans for large expenditures then go to the diocesan finance council for consideration and recommendation to the bishop.

Diocesan internal audit reports are given to the pastor and parish business staff, and are to be shared with the parish finance council.

What are the systems in place to help pastors and parishes improve financial processes?

Over the past four years, parishes in the diocese have been migrating to a common payroll system, as well as a common accounting platform. Roughly 90 percent of Diocese of Lansing parishes now use the same payroll system, and two-thirds are using the same accounting platform. The remaining parishes will convert in the near future. Not only do these systems create efficiencies and provide for higher levels of support from internal staff, they also allow greater oversight and accountability. In addition to these systems, an internal audit subcommittee of the diocesan finance council was established to review

the findings of the parish internal audit reports and monitor progress being made to improve processes. This group provides a degree of independence, and helps propose solutions and standards.

The diocesan finance office provides regular training opportunities, as well as a monthly newsletter, to highlight areas of risk and communicate financial best practices. New priests are provided an orientation, and new pastors go through a training program each year. Multiple trainings are offered for parish business staff each year, and parish finance council chairs are invited to meet with the bishop every other year. Each prospective employee is required to have a criminal background check prior to hiring, and a financial misconduct hotline is now available for concerns to be expressed anonymously via phone or email.

Does the Diocese of Lansing have insurance to protect parishes in cases of embezzlement?

Yes. There is insurance that covers loss of funds due to crimes such as theft and embezzlement. If it is necessary and a loss can be proven, parishes may be able to recover much, if not all, of the lost funds.

How are clergy paid?

Contrary to what many people may understand, diocesan priests do not take a vow of poverty. Religious order priests often do. Diocesan priests earn a salary from the parish. They can own personal property. Diocesan priests cannot have side businesses without the approval of the bishop. The average annual base pay for priests in the Diocese of Lansing is around $35,000 to $40,000. There is a remuneration schedule that outlines salary, benefits, taxes, and expenses that can be reimbursed, as well as a reference guide for parish business staff and finance council members. Priests are also provided reasonable room and board, usually in a rectory, according to IRS and diocesan guidelines.

What is the status of a priest accused of a crime? Does the diocese pay the attorney fees for a priest who is accused of a civil crime?

Neither the diocese nor the parish will pay for attorney fees for priests charged with embezzlement. The bishop typically decides the status of a priest who is under investigation, or has been accused of a crime. Priests who

are accused of crimes are generally suspended from their pastoral duties with pay during the investigation. Bishops may take more extraordinary measures when appropriate, depending on what is discovered during the investigation.

How are funds for Witness to Hope being handled?

Witness to Hope is an initiative of the Catholic Foundation of the Diocese of Lansing. The diocesan finance office provides accounting and oversight services to the Catholic Foundation. Thus, the internal controls and accounting standards followed by the diocesan finance office are in place with respect to the handling of Witness to Hope gifts and pledges. For the past several years, the diocese has posted audited financial statements to our diocesan website. The Catholic Foundation, newly created in 2016, will also undergo an audit which will include all receipts and disbursements related to Witness to Hope. This audit, too, will be publicly available. In addition, per campaign guidelines, an accountability oversight committee of local financial experts and Church leaders will review this financial reporting, especially as it pertains to receipts and disbursements of monies raised by Witness to Hope.

In terms of daily/weekly processing, pledge cards received at the parish are to remain sealed and stored in a secure place until the Witness to Hope parish campaign director visits the parish. Each director will visit each parish at least weekly to collect any pledges received. During these visits, the director and one member of the parish staff (assigned by the pastor) will open the pledges, prepare a report of these contents and then place all of these materials in a tamper-proof bank bag. Together, they will sign and date the sealed bag’s exterior; and the director will transport the sealed money bag to the campaign office for processing.

What should a parishioner or finance council member do if they suspect parish funds are not being handled properly?

If you suspect illegal activity of any clergy or church worker:Call the police.

If you are suspicious about a financial matter involving any clergy or church worker/volunteer: Call the Diocese of Lansing Financial Misconduct Hotline: 1-844-446-0009 or go to www.lighthouse-services.com/dioceseoflansing. This anonymous hotline service is available to report any suspected misconduct by clergy or church employees, particularly related to concerns about financial misconduct.

Parish financial procedures – How are parish funds handled?
