Go on line at www.winnipeg.ca/ppd

or,

Contact the Zoning and Permits

Branch @ 986-5140.

Ask your Renovator or building

contractor.

Do I need a Permit???

A Permit is not required for:

Patching, painting or decorating and new flooring.

Replacement of stucco or siding and roof shingles.

Fences and decks in the rear less than 24 in. high.

Sheds less than 108 sq. ft.

Doors and windows if the opening is not altered.

Non-structural work other than plumbing and electrical.

Permits ensure that your project will promote the health, safety and well-being of your family and your community.

Plan review and inspections are done by professionals who are experienced and well-trained in health, safety and accessibility standards.

You have the knowledge that your project is in compliance with applicable codes and by-laws

Ease in selling your home. Prospective buyers have a right to expect that all renovations comply with codes, by-laws and standards.

Your building project may qualify under the Home Renovation tax assistance program.

Who can apply for a permit? Owner: Advantages….

Cost effective, your time, your money.

Take ownership in the entire process.

Possible disadvantages….

Must be able to answer technical questions relating to codes and by-laws.

Could spend anywhere from 3 minutes or 3 hours waiting for service, depending on time of the year and other service demands.

Depending on the quality of the application, permit approval could take longer if something is missing.

What is needed to apply for a Building Permit?

Construction drawings, including structural, architectural plans.

Depending on size and project complexity, a professional ( an Engineer, or Architect) may be required.

Additional approvals such as, electrical and plumbing permits are usually required.

What is needed to apply for a Building Permit?

Detailed site plan including all property dimensions and locations of buildings.

For dwelling additions you may require a Surveyor’s Building Location Certificate to ensure the structure complies with zoning.

What is the fee for a Building Permit?

Residential Permit Fees

For new house construction and new additions to an existing house - $2.45 per sq.m.

For basement development - $119.00.

For a secondary suite - $119.00+$2.45 per sq.m.

Detached garage - $119.00

Pools and decks - $54.00

Electrical and Plumbing fees new - $119.00

Electrical permit for reno's - $119.00

Plumbing permit for reno’s - $ per drain/fixture

Note: Fees are payable upon issuance and pick up of the building permit.

What is Zoning ? Divides the City up into

districts.

Zoning regulates the use

and development of land

and buildings.

Two ways to do this: By

Use and by rules.

Zoning Bylaw 200/2006 is

for the City and Zoning

Bylaw 100/04 is for the

Downtown.

What is Zoning ?

There are five broad categories

of land use or Zoning Districts:

Residential

Commercial

Industrial

Agricultural

Parks/Institutional

Zoning Variance / Conditional Use

When it is impossible or impractical to

comply with the “bulk” / “Built form”

requirements of the zoning by-law, an

application to vary the by-law can be

made. Depending on the nature/scope

of the variance application, it may be

approved, approved with conditions or

denied by the BOA, CC, or the Zoning

Administrator on behalf of the Director.

Zoning Variance / Conditional Use

Conditional Use means, a use of land that by it’s unique character, may or may not have an impact on adjoining properties. This could include land uses that have significant vehicular or pedestrian traffic, noise, hours of operation or possible noxious emissions.

Home Based Businesses and Secondary Suites require a conditional use approval.
