    signed Assembly Bill 1689, also known as the

    revised Uniform Anatomical Gift Act (UAGA),

    that is part of a nationwide movement to bring

    uniformity to state organ donation laws. A bipar-

    tisan bill by Speaker Pro Tempore Sally Lieber

    (D-Mountain View) and heart recipient and

    Assemblyman Tom Berryhill (R-Modesto),

    Californias revised UAGA brings California

    donation law up to contemporary medical, legal,

    and bioethical practices and makes California the

    20th state to adopt the law. The law was last

    revised in 1987.

    The revised UAGA helps make the best of

    every single donation opportunity by clarifying

    legal ambiguities and family dynamics that can

    cause delay or stand in the way of an individual

    or familys choice to donate, said Bryan Stewart,

    president of Donate Life California, which

    administers the state-authorized organ and tissue

    donor registry. We thank Assemblywoman

    Lieber and Assemblyman Berryhill for their lead-

    ership in bringing Californias existing laws on

    donation into one standardized, uniform piece of

    legislation that is consistent with other states.

    Like most other states, the Donate Life

    California Organ & Tissue Donor Registry is a

    first-person consent registry that allows

    Californians to make a legally binding decision to

    be organ and tissue donors upon death, and does-

    Jorge was a sports enthusiast and he had agreat love for the outdoors and drawing. Heloved playing baseball, basketball and ofcourse, football. When Jorge was sixteen hemet his mentor and science teacher, Dr.Ramsey who challenged him and a few of hisclassmates to run the Los Angeles Marathon.As expected, Jorge took on the challenge.     New data released in July from OneLegacy and Donate LifeCalifornia, the administrator of the statewide organ and tissue donorregistry, confirm the critical role that minorities play in the fabric oforgan donation and transplantation in the Southland. Latinosaccount for almost half of the donors (47%) in the area, while peo-ple of color account for about two-thirds of deceased organ donorsand transplant recipients.

    The Southlands Latino, African American and Asian communi-ties benefit directly from the generosity of their own, with people ofcolor accounting for almost 80% of kidney recipients. Kidneys rep-resent the organ of greatest need across all ethnicities. Interestingly,the percentage of multicultural kidney transplant recipients is virtu-ally identical to the percentage on the waiting list, which demon-

    strates the fairness of organ allocation rules.

    Latinos represent nearly half of kidney transplant candidates,and the proportion of African Americans waiting for kidneys is two-and-a-half times their share of the general population. In addition,Asians/Pacific Islanders represent 14% of kidney transplant candi-dates, which is substantially greater than their share of the generalpopulation.

    More than two-thirds of the more than 20,000 Californians onthe national organ transplant waiting list are Latino, AfricanAmerican, or Asian/Pacific Islander.

    In the face of the critical need for organ donation, minorities arethree times less likely than Caucasians to sign up as donors with thestate donor registry, according to Donate Life California.Fortunately, area consent rates among Latinos (66%), AfricanAmericans (46%) and Whites (72%) reached record levels in 2006,and remain at similarly high levels in 2007.

    On July 25, OneLegacy was privileged to bestowour hall of fame honor, the Life Bridge Award, toRiverside County Regional Medical Center(RCRMC) for their meaningful and extraordinaryimpact on organ and tissue donation.

    RCRMC has exceeded the Collaborative cover-sion rate goal (75%) for two years running. In 2006,RCRMC s 19 organ donors placed them among thetop five in the seven-county greater Los Angelesarea, and their 83% conversion rate was the highestof any hospital with 10 or more eligible donors.RCRMC also facilitated the Inland Empire s firstdonation after cardiac death (DCD).

    OneLegacy honored 81 Southland hospitals for their perform-ance in support of organ and tissue donation at Junes CelebratingOur Partners Donation and Transplantation Conference andAwards Ceremony.

    The awards reflect the success of the partnership betweenOneLegacy and area hospitals energized by the national OrganDonation and Transplantation Breakthrough Collaborative, an ini-tiative launched by the U.S Department of Health and HumanServices in 2003 to save and enhance thousands of lives annually byspreading best practices to the nations largest hospitals.

    Thirty hospitals achieved donation conversion rates of at least

    75% over twelve consecutive months during the 23 months ending

    April 30, more than double the number that achieved the benchmark

    during a comparable period a year ago. In addition, fourteen hospi-

    tals achieved conversion rates of 65% to 74%, double the number

    that achieved this second-tier threshold last year. Donation conver-

    sion rates represent the percentage of actual donors out of all eligi-

    ble donors.

    In addition, 24 hospitals were recognized for their extraordinary

    support of tissue donation, providing life-saving and life-enhancing

    gifts of tissue donation to the community. Honored hospitals either

    referred six or more recovered tissue donors through the first four

    months of 2007, or were among the leaders in complying withguidelines to refer potential donors within one hour of death.

    Also recognized were 24 hospitals which facilitated donation

    after cardiac death (DCD).

  • commitment to both fitness andacademic excellence was admiredand respected by his peers. Jorgesmarathon pursuits were featured inthe Los Angeles Times (datedMarch 1, 2002) and his accom-plishments were recognized as abeacon of motivation for all youth.

    Throughout his childhood andearly teens Jorge always expresseda strong interest in one day becom-ing a policeman. He was an activestudent and cadet in the PoliceAcademy Magnet Program atDorsey High School. He joined thefootball team and made major contributions to the teams winningseasons.

    Jorges compassionate side came to light when he was in the 10thgrade. When he told me, I want to become an organ donor, I didnot take it seriously. I thought, like always, he was playfully kiddingme. In the 11th grade during the schools annual Red Cross BloodDrive, Jorge donated blood and when he arrived home, he said,Mom, I already registered myself to donate my organs.

    On January 22, 2006, my life changed forever. He was admittedto the hospital fatally wounded. On January 27, 2006, the doctorsdeclared him brain dead. It was then a nurse approached me, andtalked to me about donating his organs. I remembered what Jorge hadtold me a year earlier. I found his California ID where I knew he hadplaced the organ donor sticker. I realized right then that I had tohonor his wishes.

    I agreed to donate his organs, allowing Jorge to make a valuabledifference in the lives of others. By donating his organs and tissue,even in death Jorge continues to make a difference by giving hopeand life to others. OneLegacy made all the arrangements necessaryto fulfill the desire and wishes of my son.

    Since my eight-year-old niece, KayCee, was born, Jorge was herbig brother. He took this nurturing role seriously and he would be

    so proud to know that KayCee carries on his values. Like Jorge,KayCee has become a big sister to Jorges children, and a very car-ing granddaughter to their grandma. KayCee is proud of her bigbrother Jorge. She keeps him in her prayers and knows that Jorge isnow her guardian angel .

    Jorge, you are my Eternal Love . When you were born, you

    made me the happiest woman in the world. Many times I said it toyou. Jorge, my heart only knows pain for losing you but at the sametime I am so proud of you. Jorge, you unselfishly gave the gift of lifeto others and hope to some. Because of your generousity and otherpriceless things you did while you were alive, you are a hero . I donot want to say goodbye to you but instead see you soon.

    It is a powerful message that donors like my son give the rest ofus. A single donor makes the difference in the lives of many. Letshonor him and all of the organ donors by following their exampleand make a commitment to donate our organs and/or tissue.

    Message to Adults 50+:Dont Rule Yourself Out!

    Research across the country reveals that a significant percent-age of DMV customers 50 and older are ruling themselves out ofbeing designated donors, thinking that their age or medical condi-tions make them ineligible to donate.

    In fact, there are relatively few conditions that automaticallyrule out a potential organ or tissue donor, with HIV/AIDS andmetastasized cancer being two of the more common conditions.Diabetes or ineligibility to donate blood do not automatically pro-hibit someone from donating organs and tissues.

    In the greater Los Angeles area, in the first six months of 2007,26% of organ donors were age 50 and older, 9% were age 60 andolder, and two were in their seventies. Among tissue donors, 67%were age 50 and older, nearly half were age 60 and older, and 18%were in their seventies, while the average age was 53.

    The bottom line: if you want to help others, sign up on theDonate Life California Registry online or through the DMV andleave it to the medical professionals to determine whether or notyou can be a donor upon death. Until then, rest assured that yourdecision to donate will be honored.

  • More than two million Californians have signed up to become

    organ and/or tissue donors on the states Donate Life California

    Organ & Tissue Donor Registry, doubling the states number of

    designated donors in only eight months. The ongoing surge in reg-

    istrations is due predominantly to the ability of Californians to

    sign up as donors at the same time they apply for or renew drivers

    licenses or I.D. cards at the Department of Motor Vehicles (DMV)

    through a program that began July 1, 2006. This year, 97% of

    Donate Life Californias signups have come through the DMV.

    As a result of our partnership with the DMV, each week

    approximately 30,000 DMV customers are checking Yes on their

    DMV forms to register as organ and tissue donors, stated Bryan

    Stewart, president of Donate Life California, the non-profit organ-

    ization created in 2004 to administer the state-authorized donor

    registry. In doing so, those registrants are helping the more than

    20,000 fellow Californians who are waiting for a life-saving organ

    transplant, and many more who rely on the gift of donated tissue

    to restore sight, heal burns and regain mobility.

    The shortage of organs is not due simply to a lack of giving,

    but rather to the rarity with which the opportunity to donate organs

    presents itself. Only one in 100 deaths results in a patient being

    eligible to donate. Thats why every single opportunity to donate

    counts.

    According to George Valverde, director of the DMV, "We are

    proud that this partnership is truly making a difference and saving

    lives. Through our involvement in this effort, weve also come to

    know how the lives of employees in our own DMV family have

    been touched by organ donation. Some have donated organs to

    loved ones, received transplants themselves or are still in need of

    life-saving donations. We are heartened to know the DMVs

    enrollment of designated donors gives hope to those whose lives

    hang in the balance.

    nt require the consent of any other person. The revised UAGA makes

    other states first-person consent registries legally binding in

    California in the event that an out-of-state designated donor dies with-

    in the state. The reciprocal is true in states where the revised UAGA

    is adopted.

    In all cases in which an eligible donor has not registered with

    Donate Life California, the donation decision falls to the potential

    donors closest legal contacts, starting with immediate family mem-

    bers. In the absence of family members, the newly approved UAGA

    expands the list of individuals who can make this decision to include

    domestic partners, grandchildren and close friends who exhibited

    special care and concern for the deceased individual.

    The new law also affects the familys donation decision. When an

    individual does not leave an advance directive, the new UAGA allows

    majority rule, rather than unanimity, among a class of available fam-

    ily members (such as children) of the decedent to make an anatomi-

    cal gift decision.

    In addition, the revised UAGA maintains ethical standards and

    continues the prohibition against the same physician being involved

    in both the treatment of the potential donor and the recovery of

    organs, while ensuring that the most qualified professionals are

    involved in the actual recovery of donated organs. The legislation also

    maintains existing law requiring county coroners to cooperate with

    organ procurement organizations to maximize the opportunity to

    recover anatomical gifts for the purpose of transplantation, therapy, or

    education.

    answered the call to Adopt-A-DMV , DonateLife California s campaign to maintain and buildthe state donor registry s relationship with theCalifornia Department of Motor Vehicles 9,000employees.

    Between October and January, Donate LifeAmbassadors will join OneLegacy staff to presentcertificates commemorating the DMV s crucialrole in signing up more than two million desig-nated donors. Once introduced to their adoptedfield offices, Ambassadors will visit the locationon a quarterly basis to thank DMV employees fortheir support, share news about the registry sprogress, and garner feedback regarding employ-ees and customers perceptions of the DonateLife California Registry.

    Donate Life Run/WalkReaches New HeightsThe images of organ and tissue donors on 1,500 T-shirts inspired the record5,000 participants at Aprils fifth annual Donate Life Run/Walk. Many of the 73donor family teams gathered in the Circle of Life Garden, an elegant displayof 88 signs with photos and personal messages dedicated to donors and

    recipients alike. Cedars-SinaiMedical Center, St. JosephHospital, UCI Medical Center,Washington Mutual, and especiallyMayor Shawn Nelson and the Cityof Fullerton led dozens of sponsorswho joined participants to raisefunds for public education cam-paigns promoting enrollment in theDonate Life California Organ &Tissue Donor Registry.

  • More than two million Californians have signed up to become

    organ and/or tissue donors on the states Donate Life California

    Organ & Tissue Donor Registry, doubling the states number of

    designated donors in only eight months. The ongoing surge in reg-

    istrations is due predominantly to the ability of Californians to

    sign up as donors at the same time they apply for or renew drivers

    licenses or I.D. cards at the Department of Motor Vehicles (DMV)

    through a program that began July 1, 2006. This year, 97% of

    Donate Life Californias signups have come through the DMV.

    As a result of our partnership with the DMV, each week

    approximately 30,000 DMV customers are checking Yes on their

    DMV forms to register as organ and tissue donors, stated Bryan

    Stewart, president of Donate Life California, the non-profit organ-

    ization created in 2004 to administer the state-authorized donor

    registry. In doing so, those registrants are helping the more than

    20,000 fellow Californians who are waiting for a life-saving organ

    transplant, and many more who rely on the gift of donated tissue

    to restore sight, heal burns and regain mobility.

    The shortage of organs is not due simply to a lack of giving,

    but rather to the rarity with which the opportunity to donate organs

    presents itself. Only one in 100 deaths results in a patient being

    eligible to donate. Thats why every single opportunity to donate

    counts.

    According to George Valverde, director of the DMV, "We are

    proud that this partnership is truly making a difference and saving

    lives. Through our involvement in this effort, weve also come to

    know how the lives of employees in our own DMV family have

    been touched by organ donation. Some have donated organs to

    loved ones, received transplants themselves or are still in need of

    life-saving donations. We are heartened to know the DMVs

    enrollment of designated donors gives hope to those whose lives

    hang in the balance.

    other states first-person consent registries legally binding in

    California in the event that an out-of-state designated donor dies with-

    in the state. The reciprocal is true in states where the revised UAGA

    is adopted.

    In all cases in which an eligible donor has not registered with

    Donate Life California, the donation decision falls to the potential

    donors closest legal contacts, starting with immediate family mem-

    bers. In the absence of family members, the newly approved UAGA

    expands the list of individuals who can make this decision to include

    domestic partners, grandchildren and close friends who exhibited

    special care and concern for the deceased individual.

    The new law also affects the familys donation decision. When an

    individual does not leave an advance directive, the new UAGA allows

    majority rule, rather than unanimity, among a class of available fam-

    ily members (such as children) of the decedent to make an anatomi-

    cal gift decision.

    In addition, the revised UAGA maintains ethical standards and

    continues the prohibition against the same physician being involved

    in both the treatment of the potential donor and the recovery of

    organs, while ensuring that the most qualified professionals are

    involved in the actual recovery of donated organs. The legislation also

    maintains existing law requiring county coroners to cooperate with

    organ procurement organizations to maximize the opportunity to

    recover anatomical gifts for the purpose of transplantation, therapy, or

    education.

  • commitment to both fitness andacademic excellence was admiredand respected by his peers. Jorgesmarathon pursuits were featured inthe Los Angeles Times (datedMarch 1, 2002) and his accom-plishments were recognized as abeacon of motivation for all youth.

    Throughout his childhood andearly teens Jorge always expresseda strong interest in one day becom-ing a policeman. He was an activestudent and cadet in the PoliceAcademy Magnet Program atDorsey High School. He joined thefootball team and made major contributions to the teams winningseasons.

    Jorges compassionate side came to light when he was in the 10thgrade. When he told me, I want to become an organ donor, I didnot take it seriously. I thought, like always, he was playfully kiddingme. In the 11th grade during the schools annual Red Cross BloodDrive, Jorge donated blood and when he arrived home, he said,Mom, I already registered myself to donate my organs.

    On January 22, 2006, my life changed forever. He was admittedto the hospital fatally wounded. On January 27, 2006, the doctorsdeclared him brain dead. It was then a nurse approached me, andtalked to me about donating his organs. I remembered what Jorge hadtold me a year earlier. I found his California ID where I knew he hadplaced the organ donor sticker. I realized right then that I had tohonor his wishes.

    I agreed to donate his organs, allowing Jorge to make a valuabledifference in the lives of others. By donating his organs and tissue,even in death Jorge continues to make a difference by giving hopeand life to others. OneLegacy made all the arrangements necessaryto fulfill the desire and wishes of my son.

    Since my eight-year-old niece, KayCee, was born, Jorge was herbig brother. He took this nurturing role seriously and he would be

    so proud to know that KayCee carries on his values. Like Jorge,KayCee has become a big sister to Jorges children, and a very car-ing granddaughter to their grandma. KayCee is proud of her bigbrother Jorge. She keeps him in her prayers and knows that Jorge isnow her guardian angel .

    Jorge, you are my Eternal Love . When you were born, you

    made me the happiest woman in the world. Many times I said it toyou. Jorge, my heart only knows pain for losing you but at the sametime I am so proud of you. Jorge, you unselfishly gave the gift of lifeto others and hope to some. Because of your generousity and otherpriceless things you did while you were alive, you are a hero . I donot want to say goodbye to you but instead see you soon.

    It is a powerful message that donors like my son give the rest ofus. A single donor makes the difference in the lives of many. Letshonor him and all of the organ donors by following their exampleand make a commitment to donate our organs and/or tissue.

    Message to Adults 50+:Dont Rule Yourself Out!

    Research across the country reveals that a significant percent-age of DMV customers 50 and older are ruling themselves out ofbeing designated donors, thinking that their age or medical condi-tions make them ineligible to donate.

    In fact, there are relatively few conditions that automaticallyrule out a potential organ or tissue donor, with HIV/AIDS andmetastasized cancer being two of the more common conditions.Diabetes or ineligibility to donate blood do not automatically pro-hibit someone from donating organs and tissues.

    In the greater Los Angeles area, in the first six months of 2007,26% of organ donors were age 50 and older, 9% were age 60 andolder, and two were in their seventies. Among tissue donors, 67%were age 50 and older, nearly half were age 60 and older, and 18%were in their seventies, while the average age was 53.

    The bottom line: if you want to help others, sign up on theDonate Life California Registry online or through the DMV andleave it to the medical professionals to determine whether or notyou can be a donor upon death. Until then, rest assured that yourdecision to donate will be honored.

    OneLegacy honored 81 Southland hospitals for their perform-ance in support of organ and tissue donation at Junes CelebratingOur Partners Donation and Transplantation Conference andAwards Ceremony.

    The awards reflect the success of the partnership betweenOneLegacy and area hospitals energized by the national OrganDonation and Transplantation Breakthrough Collaborative, an ini-tiative launched by the U.S Department of Health and HumanServices in 2003 to save and enhance thousands of lives annually byspreading best practices to the nations largest hospitals.

    Thirty hospitals achieved donation conversion rates of at least

    75% over twelve consecutive months during the 23 months ending

    April 30, more than double the number that achieved the benchmark

    during a comparable period a year ago. In addition, fourteen hospi-

    tals achieved conversion rates of 65% to 74%, double the number

    that achieved this second-tier threshold last year. Donation conver-

    sion rates represent the percentage of actual donors out of all eligi-

    ble donors.

    In addition, 24 hospitals were recognized for their extraordinary

    support of tissue donation, providing life-saving and life-enhancing

    gifts of tissue donation to the community. Honored hospitals either

    referred six or more recovered tissue donors through the first four

    months of 2007, or were among the leaders in complying withguidelines to refer potential donors within one hour of death.

    Also recognized were 24 hospitals which facilitated donation

    after cardiac death (DCD).
