AGENDA for the Regular Meeting of the Board of Education of Hackensack in the County of Bergen (the
Hackensack Board of Education) to be held in the Hackensack High School Media Center, First and Beech
Streets, Hackensack, NJ 07601. Meeting will open in Executive Session at 6:15 p.m. and reconvene to Public
Session at 7:30 p.m.

In accordance with the provisions of the Open Public Meetings Act, the Hackensack Board of Education has
issued notice of this meeting publicized by having the date, time and location of the meeting posted in the Board
of Education Administration Building (Padovano Education Center), 191 Second Street and sent to The Record
and The Chronicle. Notice was also filed with the City Clerk and sent to those persons requesting that such
notice be mailed to them.
III. Executive Session:
Pursuant to the provisions of Chapter 231, Laws of 1975, commonly known as “The Open Public Meetings
Act”, certain specified items are exempt from the open public meeting. The Hackensack Board of Education
intends to discuss matters which fall under the exclusion of Personnel matters regarding Personnel matters on
the agenda. The results of the Board discussions will be made public at the earliest possible date.

C-1 BE IT RESOLVED, that the Board of Education of the City of Hackensack, upon the recommendation of
the Acting Superintendent, approves travel expenses for staff members listed. (See attachment.)

the Acting Superintendent, approves the donation by Toyota of Hackensack of one hundred thirty student
backpacks.
C-9 BE IT RESOLVED, that the Board of Education of the City of Hackensack, upon the recommendation of
the Acting Superintendent, approves the submission of the Statement of Assurance of the District’s
Comprehensive Equity Plan for the 2018-2019 school year.

below for attendance, tuition, tuition contracts, specialized services (upon review by board counsel), as
recommended by the Acting Superintendent of Schools, to provide an appropriate educational program at
public, private or appropriate educational program at public, private or residential schools for pupils non-
classified or classified as eligible for special education and related services by the Hackensack Child Study
Teams in accordance with Title 18A, Chapter 46, New Jersey Statutes Annotated.

C-13 Nursing Aid for Nonpublic
WHEREAS, Chapter 226, Public Laws of 1991 mandates that the Hackensack Board of Education shall provide
nursing services for pupils enrolled full time in the non-public schools located in the City of Hackensack; and
WHEREAS, Section 6 of Chapter 226, P.L. 1991 states that a Board Of Education may contract with any public
agency approved by the State Commissioner of Education to provide the services required or permitted under
sections 3 and 4 of the said law; and
WHEREAS, City of Hackensack’s Department of Health is Recognized and listed in the State directory of
recognized health agencies; and
WHEREAS, state funding for the 2018-2019 school year is $97.00 per pupil, or the sum of $10,185 for schools
in Hackensack as follows: Bergen County Christian Academy.
WHEREAS, the Hackensack Board of Education desires to enter into a contract with the City of Hackensack
Department of Health to provide the services required by Chapter 226, P.L. 1991 utilizing funds appropriated
by said law as the sole funding source for any contract between parties; and
WHEREAS, the City of Hackensack’s Health Department has agreed to provide nursing services to the above
referenced non-public schools; and The City of Hackensack Department of Health in consideration of payment
by the Hackensack Board of Education of the amounts listed for each school will provide school nurse services,
within the limits of funding by this agreement, for full time students in non-public schools mandated by Chapter
226, P.L. 1991 to the Bergen County Christian Academy, as per the Non-Public School Nursing Services
Agreement; and
THEREFORE BE IT RESOLVED, the Hackensack Board of Education, upon the recommendation of the
Acting Superintendent, accept funding for the New Jersey Nonpublic Health Services in the amount of $10,185
($97.00 per student) for Bergen County Christian Academy to be placed in account #20-509-200-330-011-00,
and approve the Non-Public School Nursing Services Agreement for the 2018/19 school year.
C-14 Bergen County Special Services School District for Nonpublic
BE IT RESOLVED, that the Board of Education of the City of Hackensack, upon the recommendation of the
Acting Superintendent, approves an agreement with the Bergen County Special Services School District
(BCSSSD), having offices at 327 E. Ridgewood Avenue, Paramus, New Jersey;
WHEREAS, the Hackensack Board of Education is required by law, pursuant to N.J.S.A. 18A:46-19.1, et seq.
(Laws of 1977, Chapter 193); N.J.S.A. 18A:46A-1 et seq. (Laws of 1977, Chapter 192), to provide remedial and
auxiliary services to eligible students attending non-public schools within the public school district served by
the Hackensack Board of Education; and
WHEREAS, the Hackensack Board of Education is empowered to contract with another agency to provide the
remedial and auxiliary services required under Chapters 192 and 193, pursuant to N.J.S.A. 18A:46A-1 through
N.J.S.A. 18A:46A-17.
WHEREAS, the Board of Education of the City of Hackensack, County of Bergen hereby agrees to enter into
an agreement with BCSSSD to provide those remedial and auxiliary services set forth in this agreement, which
shall be limited to ESL and Home Instruction, as appropriate to eligible, New Jersey resident students
attending Bergen County Christian Academy non-public school within the Hackensack School District;
THEREFORE, BE IT RESOLVED, that the Hackensack Board of Education hereby authorizes approval of said
agreement with the Bergen County Special Services School District (BCSSSD), having offices at 327 E.
Ridgewood Avenue, Paramus, New Jersey, for the 2017-2018 school year, as required by N.J.S.A. 18A:46-19.1,
et seq. (Laws of 1977, Chapter 193); N.J.S.A. 18A:46A-1 et seq. (Laws of 1977). Services to be provided to
Bergen County Christian Academy from Sept. 1, 2018 to June 2019: ESL and Home Instruction.
C-15 Bergen County Region V Services for Nonpublic
THEREFORE BE IT RESOLVED that the Hackensack Board of Education, upon the recommendation of the
Acting Superintendent, hereby authorizes approval of said agreement with the Bergen County Region V
Council for Special Education (hereinafter referred to as “Region V”), having offices located at 700
Kinderkamack Road, Suite 201, Oradell, New Jersey, 07649 and the Board of Education of Hackensack, NJ
(hereinafter referred to as the “Board”), having offices located at 191 2nd Street, Hackensack, NJ. WHEREAS,
the Uniform Shared Services and Consolidation Act, N.J.S.A. 40A:65-1 et seq., authorizes public entities to
enter into a contract with each other to subcontract any service which one of the parties to the agreement is
empowered to render within its own jurisdiction including services incidental to the primary purposes of any of
the participating entities; and
WHEREAS, the parties are both authorized to contract for professional services to ensure the equitable
participation of parentally placed private school students with disabilities or other eligible students in programs
assisted or carried out under Part B of the Individuals with Disabilities Education Act (hereinafter referred to as
"IDEA Part B") and State funded Chapter 192- Compensatory Education and Chapter 193- Supplemental
Instruction for their respective entities; and
WHEREAS, the Board is seeking to purchase and enter into a shared services agreement for professional
services from Region V to consult with the Board, its designated representatives and appropriate representatives
of parentally placed students with disabilities and other eligible students in private nonpublic schools regarding:
federal and state funding available; the number of private school students with disabilities; the location of
private schools for students with disabilities; and the needs of students with disabilities, to ensure that the Board
meets its obligations to parentally placed students with disabilities under Chapter 192- 193 and IDEA Part B,
consistent with and permitted by the Uniform Shared Services and Consolidation Act Services to be provided
from September 1, 2018 to June 2019: Bergen County Christian Academy IDEA Part B and Chapters
192/193 Compensatory Education and Supplemental Instruction.
C-16 New Milford Public School Department of Special Services for Nonpublic:
THEREFORE BE IT RESOLVED that the Hackensack Board of Education, upon the recommendation of the
Acting Superintendent, hereby authorizes approval of said agreement with the New Milford Public School
District Department of Special Services (hereinafter referred to as “NMSDDSS”), having offices located at 145
Madison Avenue, New Milford, NJ 07646 and the Board of Education of Hackensack, NJ (hereinafter referred
to as the “Board”), having offices located at 191 2nd Street, Hackensack, NJ.

C–17 BE IT RESOLVED, that the Board of Education of the City of Hackensack, upon the recommendation of
the Acting Superintendent, accepts the following Nonpublic School State Aid for Bergen County Christian

C–18 BE IT RESOLVED, that the Board of Education of the City of Hackensack, upon the recommendation of
the Acting Superintendent, approves the following agreements/contracts with providers of educational
consulting services rendered to instructional staff to be scheduled throughout the 2018-19 school year and paid
for with local and/or ESSA funds as follows:
Montclair Art Museum (MAM) – Five professional development workshops will be provided for district K-12
art teachers. The total cost of all five workshops will be $2100.
Wahl Educational Consulting, Inc. – Twelve full days of professional development in “Developing a Deeper
Understanding of Independent Reading and Responsive Decision Making Grades K-4 provided by consultant
for teachers at Jackson Avenue School as part of their Title I School-wide Plan. The total cost of services is
$28,800 ($2400x12) to be paid for with Title I funds.
Wilson Language Training Professional Learning Service – The Foundations Level K professional
development includes eight professional development days for district Kindergarten teachers, one day of
professional development for elementary school administrators, and Facilitator Certification Level K for 4 staff.
The total cost of all training for the 2018-19 school year will be $18,000 to be paid for with Title I funds.
Middlebury Interactive Languages, LLC – Two full professional development workshops, one in September
and one follow-up mid-year for Grades K-4 teachers and building leaders. The total cost for two full day
workshops is $7000 ($3500x2).

Budget & Finance Committee Report
RESOLVED, that the Board of Education upon the recommendation of the Acting Superintendent of Schools
consider resolutions D-1 to D-5:
D-1 Approval of Monthly Bill List - July
WHEREAS, N.J.S.A. 18A:19, Expenditure of Funds; Audit and Payment of Claims, provides Board of
Educations to make payments on claims for goods received and services rendered payable to the order of the
person entitled to receive the amount after approval by the Board; or in accordance with payrolls duly certified;
or debt service or when provided by resolution approval by a person designated by the Board, and
WHEREAS, each claim or demand has been fully itemized, verified and audited as required by law in
accordance with N.J.S.A. 18A:19-2.
NOW THEREFORE BE IT RESOLVED, that the Hackensack Board of Education approves the list of bills for
payment:”
BE IT FURTHER RESOLVED, that the Hackensack Board of Education authorizes the School Business
Administrator to pay AUGUST and SEPTEMBER bills if it is determined that a need arises prior to the next
Board meeting.
D-2 Approval of Transfers
WHEREAS, N.J.A.C. 6A:23A-16.10-(c)1 states that a Report shall be presented to the Board showing all
Transfers between line item accounts for each line item account shown on the Budget prepared in accordance
with N.J.S.A. 18A:22-8, and
WHEREAS, Board Policy 6422 designates the Acting Superintendent of Schools to approve Transfers as
necessary between meetings of the Board and be reported to the Board, ratified and duly recorded in the
Minutes at a subsequent Board meeting,
NOW THEREFORE BE IT RESOLVED, that the Hackensack Board of Education ratifies and approves the
transfers of funds within the 2018-2019 School Year Budget approved by the Acting Superintendent as listed in
the July 2018 Transfer Report so that no budgetary line item account has been over-expended and that sufficient
funds are available to meet the District’s financial obligations, as requested by various District administrators.
D-3 Acceptance of the Preliminary Board Secretary’s Report and the Board Secretary’s
WHEREAS, N.J.A.C. 6A:23A-16.10 requires the Board Secretary and the Board of Education to certify that no
budgetary line item account has been over-expended and that the sufficient funds are available to meet the
District’s financial obligation,
WHEREAS, N.J.A.C. 6A:23A-16.10 further requires the Hackensack Board of Education prepare monthly
Financial Statements; and
WHEREAS, the School Business Administrator has prepared and presented the Board Secretary Report and the
Report of the cash reconciliation for the month of July 2018;
NOW THEREFORE BE IT RESOLVED, the Hackensack Public Schools acknowledges receipt of and accept
the Monthly Financial Reports for July 2018; and

D-4 Approval of Contract with Walsworth Publishing Company, Inc. Yearbooks
WHEREAS, THE Hackensack Public Schools would like to offer the families of the Hackensack students a
chance to purchase yearbooks at the high school and middle school levels; and
WHEREAS, Walsworth Publishing Company, Inc., has in the past performed such yearbook services
satisfactorily; and
WHEREAS, Walsworth Publishing Company, Inc., has proposed yearbook services for the High School
Graduating Class of 2019 in accordance with the Walsworth Publishing Company, Inc. Purchase Agreement;
NOW THEREFORE BE IT RESOLVED, that the Hackensack Board of Education execute a contract with
Walsworth Publishing Company, Inc., after contract is reviewed and approved by board attorney.
D-5 Approval of the Westmount Country Club/ Mountain View Caterers Inc. for the
Class of 2019 Hackensack High School Prom
WHEREAS, the Hackensack Board of Education annually utilizes the services of The Westmount Country
Club/Mountain View Caterers Inc. for the Hackensack High School prom; and
WHEREAS, The Westmount Country Club/Mountain View Caterers Inc., 728 Rifle Camp Road, West
Paterson, N 07424, has in the past performed such services satisfactorily; and
WHEREAS, The Westmount Country Club/Mountain View Caterers Inc. has proposed to perform such services
for the Hackensack High School Prom in accordance with a contractual agreement;
NOW THEREFORE BE IT RESOLVED, that the Superintendent of Schools, upon approval of the Hackensack
Board of Education, appoints The Westmount Country Club/Mountain View Caterers Inc. to perform the said
services for the Hackensack High School 2019 Prom to be held on Tuesday, May 21, 2019.
