Proactive participation is a key to a rewarding membership experience. There are lots of opportunities to participate at the district and chapter level. Ask yourself how you can contribute. Ask the officers how you can help. Be honest and let them know you want to help but aren’t able to take charge of an event if that is the situation. District/chapter officers are often so focused on getting the big tasks accomplished they may overlook helpful resources within the membership.

There are generally a myriad of tasks officers can use help with. Members can assist with telephone calls or emails to personally invite other members to an activity and to touch base with someone who the group hasn’t seen in awhile. One can also collect the fees at an event and be a greeter. The news letter/news bulletin editor needs news to put in the publication. Submit news items you hear about and read about. These are only a few examples. You are a past commodore; don’t sit on the sidelines because you can’t be in charge right now. Take the initiative to identify one thing to help with and to participate in at the chapter/district level this boating season. If you do, you will have a more rewarding membership experience.

In early March, the IOBG winter regional meeting was held at Clearwater Yacht Club in Clearwater, Fl. It is a lovely hospitable club. Southeastern Area VP Buzz Bisanz and Hoyt Nichols coordinated the venue and social activities. For some it was a respite from cold winter weather and for others an opportunity to enjoy the moderate temperatures of winter along the southern intercoastal waterway. Captain Curtis A. Wold, U.S. Navy Reserve (Retired), Chief, J31 Joint Reconnaissance Branch, U.S. Special Operations Command gave an interesting talk about the various types of unmanned aerial vehicles (drones) and their uses.

IOBG co-hosted the National Boating Federation Annual Meeting on March 25, 2017 at Del Rey Yacht Club in Marina del Rey, CA. There are several IOBG members on the board of the National Boating Federation. Blue Gavel’s point person for co-hosting the meeting was 2nd Vice President Sherry Barone. The NBF keeps track of pending legislation and supports it or not depending how it will affect recreational boaters. It is important that the concerns of the recreational boater aren’t forgotten.

It is almost time for the Royal Rosarians Hospitality Weekend. Please join us June 8-10, 2017 for our meeting and honorary Knighting of President Elect Tony Durieux. This is a special honor bestowed on the President -Elect of IOBG as well as several organizational leaders and others distinguished in their field.

It is not too early to begin thinking about youth summer boating programs. I am a s t r o n g p r o p o n e n t o f supporting youth boating programs of all types. I believe that youth should be exposed to a variety of activities since one never

knows what activity will ignite their passion. As an organization of past commodores it is very important for us to support and be identified with activities that introduce youth to boating, teach them how to safely boat, help them get into advanced programs, provide scholarships and show them how boating can be a joyful lifelong activity. An investment in youth water sports is and investment in the future of recreational boating.

Relevance, Retention, and Recruitment is the most important conversations that we need to have at the beginning of a new year. The most pressing problem we have is membership and how to maintain it.

Retention and Recruitment become almost automatic when we are relevant to our membership. Pride is what drives a past commodore to the Blue Gavel. We are what we do and this represents what it takes to be asked to be a member.

What did you do as a yacht club commodore? You developed programs and activities to grow your clubs membership and retain existing members. The same leadership skill applies to a chapter or district president. IOBG Chapters must be a positive force for the club they represent offering a helping hand and consul to their sitting commodore.

This is where respect for the Blue Gavel starts. Prospective members take pride in being a past commodore and take pride in the respect that goes with it. That pride and respect is enhanced as a member of Blue Gavel. This thought must be uppermost if we are going to retain these members through the years.

Recruitment and Retention does not happen automatically. The IOBG chapter and district must be seen as the logical next step for a past commodore. In many clubs, as in mine, it is expected of new past commodore to become a Blue Gavel member. That little blue IOBG patch tells everyone you graduated to Past Commodore and you have been accepted as a member of the Blue Gavel.

The next step in retention is to involve the Auxiliary (IOBGA) and the Blue Gavel family. Make your chapter or district a family friendly place to be and follow the lead of the Auxiliary at times. Be sure you include them in your chapter and district projects. They will take as much pride in its success as the chapter or district.

If district leadership follows the same format, retention and recruitment will be much easier. Auxiliary involvement makes retention a much easier sale and when you have a high retention rate. Recruitment becomes much easier.

In closing, I again, will ask you, do you let the world know who you are. When a new chapter or district president is elected, place a recognition article in the society page of your local news paper and place your monthly meeting notices in community awareness section of your paper.

Recently, I was asked to find a Coast Guard person to write articles for our newsletter. I asked a Division Commander from my area and directed him to our web page so he could get to know us as an organization. He came back to me and said he didn’t know we existed. Further, after he read about us he would be proud to link the Coast Guard with our organization.

My point, tell the world who you are and what you’re doing and take pride in your accomplishments. You take the credit for what you have done and mention the BLUE GAVEL for name recognition.

First Vice President Bud HigginsonThe membership retention survey is coming to a close. At the Clearwater meeting, the Area Vice Presidents or their designee presented results of their survey at the executive committee meeting. With this information, we are now compiling the results and placing them in a category to see which is being used the most and are the most effective. I would expect this effort to be submitted to the executive committee for their perusal. Once that is done, the final results will be published in the LOG newsletter for each chapter or districts use as it sees fit. Hopefully with this information distributed and implemented we will begin to see the membership retention rate to improve.

Thank you to everyone for their efforts in conducting this survey and that it will be used to improve our organization and will result in increasing our membership.

I would like to commend District 8 on their efforts to recruit new members and to revitalize some chapters and to establish new chapters. Their membership total count now exceeds 230 members which makes them the largest district in Blue Gavel. Thanks to District Director Karen Shea and the rest of the executive committee for doing such a good job

2016 Charles A. Langlais Trophy Winner - Dr. Vern Bendsen

PCYA Staff Commodore Charles A. Langlais first won this trophy in 1926 sailing the R class boat, “Lady Gay,” in that year’s Championship Regatta of the Pacific Coast Yachting Association.

Mr. Langlais later rededicated it in 1976 to be awarded once in any calendar year to an individual for “exceptional, outstanding, and meritorious service to the sport of yachting.”

Vern is a first-generation Dane. Both his parents are from the old country. He grew up in East Chicago. He joined the Marines at the age of 17 and served 7 years. He served in 6 of the 10 major battles in Korea during the Korean War. After getting out of the Marines, Vern put himself through college, eventually earning a doctorate in education and becoming Dr. Vern Bendsen.

He served as Commodore of the Solano Yacht Club in 1996, Ben Ali Shrine Yacht Club in 1998, and PICYA in 2004. He has dedicated his time to supporting PICYA’s many programs including the PICYA Wheelchair Regatta for 17 years and Make-A-Wish fundraisers from 1995 to 2010. He has been instrumental as chair of the PICYA Bylaws Committee to continue to improve and clarify the PICYA rules and

Bylaws. He also did this for Solano Yacht Club, Delta Marina Yacht Club, Emeryville Yacht Club, IOBG District 19, and the IOBG International. In 2006 he was awarded the Douglas Boswell Yachtsman of the Year by the PICYA.

He is also active in the International Order of the Blue Gavel, serving as an International Director in 2001 and 2002, and was installed as their International President on October 23, 2010. For his work with the Blue Gavel, Vern was recognized by the Royal Rosarians in Portland, Oregon, when he was knighted at the Portland Rose Festival becoming Sir Vern Bendsen.

The focus in the Southwest and Northwest has been to increase membership by 20% and retain membership. Both areas have completed surveys and discussed analysis of results.

I have also focused on international membership growth visiting both England's and Australia's Yacht Clubs as follows:England: The Royal Thames Yacht Clubs and Newcastle Sailing Club. Paid for a complementary membership for HRH Prince Charles staff commodore of the Royal Thames Yacht Club.Australia: Royal Perth Yacht Club, Clairmonth Yacht Club, and Royal Flying Fish Bay Yacht Club.

I met Steve & Shirley Willing and Vern & Linda Bendsen at the Royal Perth Yacht Club in Perth, Australia for lunch. We had an opportunity to discuss IOBG and review the brochure & web site with Ron Myers (RPYC).

The International Order of the Blue Gavel hosted the 2017 Annual Meeting of the National Boating Federation on March 24 & 25 at Del Rey Yacht Club in Marina Del Rey, CA. We had speakers from the USCG and local boaters on safety and sailing.

IOBG will also cohost the Home Port Regatta with two seminars May 2 & 4, 2017 teaching racing to boaters followed by the regatta on May 6 in Marina Del Rey, CA.

Another focus is on branding for IOBG with committee members Mark Vadaj and Julie Albright to address perks and discounts for IOBG members such as cruise discounts, BoatUS discounts, West Marine discounts and bank card discounts to name a few of the committee's ideas.

The think tank group continues to meet to address growth and new ideas to enhance the future of IOBG. Mary Nye Meyers has developed a new and updated web site as she continues to provide excellent social media tools to our membership and potential members.

District 11 on-line dues renewal pilot program has been very successful with a number of us utilizing the new page. Thanks to Director Sheila Anderson and Mary Nye Meyers for development of on-line membership tool.

As Education Officer I sometimes feel I am preaching to the Choir, but at one of the meetings last year, there were a couple of Directors that wanted information regarding their duties and were not sure of what to do. So I thought it would be appropriate to explain the workings of IOBG,

To start, IOBG is organized from the bottom up, The first step is to become Commodore. It takes 5 Commodores of a Yacht Club to establish a Chapter. Once that happens, these five Commodores have to call a meeting and draw up a set of rules. These rules usually coincide with the Yacht Club rules. However. some Yacht Club Chapters do not have a set of rules and depend on the District they are in for their By Laws. Some Chapters do not have meetings within the Chapter and only

attend District Meetings. Once the Chapter is formed then all succeeding Commodores have to be invited to join the Chapter. It is not automatic for the immediate Past Commodore to become a member of IOBG. It is by invitation only. The members of the Chapter must vote on whether to accept the Commodore or not. There have been several occasions when the Past Commodore was not accepted into IOBG by their Chapter because of different reasons.

It takes five Chapters to form a District. The District must form their own set of By--Laws. Most Districts adopt the By-laws of the International. The District has officers that run the business of the District., starting at Secretary on up to President. After becoming President the next office is Director, This is where some members get confused. The Director is a position that succeeds President because it is an International office. The Director is a member of the Board of Directors and is a voting member of the International and is required to attend the Annual International meetings. He does get payment according to the distance traveled from their area to the location of the Annual Meeting and votes on all motions. The District Director shall serve as the principal link, between his or her District and keep the District informed of the results of annual meetings and all interim policies and regulations established by the international. It is important for the Director to give their officers and members all the tools available, to achieve a successful year. The District Director, Officers and members should emphasize and maintain:1. Communications2. Increased Membership 3. Guidance4. Cohesiveness.

Districts have functions and meetings and get involved with their Chapters to help maintain a good relationship with all the member Yacht Clubs in the District. Remember the IOBG was originally formed to help Yacht Clubs run and give their clubs the benefit of their knowledge and help with functions and meetings.

President Trump Orders EPA to Rescind Controversial “Waters of the U.S.” Rule: As reported by NMMA, President Donald Trump issued an executive order directing the Environmental Protection Agency (EPA) and the U.S. Army Corps of Engineers to start a formal review of the “Waters of the United States” (WOTUS) rule, which expands the number of waterways federally protected under the Clean Water Act. The executive action to fix the WOTUS rule came after a highly contentious fight which pitted agriculture, environmental, real estate developers and manufacturing interests. The WOTUS rule was drafted during the Obama administration and broadened the definition of such things as "tributary" and also toughened controls over "adjacent waters." Several states and industry groups challenged WOTUS and a federal court eventually issued a stay to halt its implementation. Agriculture groups have been critical of the rule, claiming farmers could lose ranch or farmland because of the regulations. Environmental and conservation groups supported the expansion as a way to tackle agricultural runoff that impacted water quality and safe drinking water RFS Reform Act Reintroduced to Prevent E15 Damage:Last week, Congressman Goodlatte (R-VA), Jim Costa (D-Calif.), Steve Womack (R-Ark.), and Peter Welch (D-Vt.) reintroduced Renewable Fuel Standard (RFS) Reform Act (H.R. 1315). The RFS Reform Act eliminates corn-based ethanol requirements, caps the amount of ethanol that can be blended into conventional gasoline at 10 percent, requires the EPA to set cellulosic biofuels levels at production levels, and decreases the total volume of renewable fuel that must be contained in gasoline sold or introduced into commerce for years 2017-2022. NMMA and NBF applaud these efforts at ensuring a safe and reliable fuel supply remains in place for boaters and is optimistic that Congress will tackle RFS Reform to better protect consumer choice.Efforts by the EPA to increase the amount of ethanol in the fuel supply, up to 15 percent ethanol by volume (E15) is dangerous for boaters. Boaters are prohibited from using amounts above E10, but the EPA has done nothing to ensure the required fuel source for millions of boats and off-road equipment remains available. In 2016, renewable volume obligations numbers set levels of ethanol that will decimate the availability of ethanol free gas, a fuel type heavily demanded by many consumers.

US Coast Guard Commandant Adm. Paul Zukunft delivers the2017 State of the Coast Guard Address

WASHINGTON -- U.S. Coast Guard Commandant Adm. Paul Zukunft delivered the 2017 State of the Coast Guard Address at the National Press Club Thursday.

This was Adm. Zukunft's third State of the Coast Guard Address and he emphasized the service as a unique instrument of national security.

First and foremost an armed service, the Coast Guard is the only branch of the U.S. armed forces that has broad law enforcement authorities and a portfolio of more than 60 bi-lateral agreements that extend around the globe, Zukunft said. The service also secures thousands of miles of maritime borders in the United States in addition to advancing maritime commerce and economic security, he added.

Zukunft spoke of the Coast Guard's past year and provided a roster of achievements including working to deliver the first heavy icebreaker by 2023, standing up the Arctic Coast Guard Forum with coast guards of eight Arctic Council nations and recent accomplishments of cutters on patrol interdicting hundreds of millions of dollars worth of illegal drugs that didn't make it to the shores of the United States. He also focused on the $4.5 trillion of economic activity on the nation's waterways, shore infrastructure, technology issues and budgetary concerns.

Recruitment and Retention has been a subject of discussion in the Northwest. As a result of the survey and attending the Fall Change of Watch for both District 1 and District 5, I found they vary widely in their challenges.

District 5 has a low membership and the active membership is much lower. They have a meeting each month which is convenient for them. All of their membership live in Portland and vicinity. The problem has been recruitment. Potential new members have been a challenge to convince to join. Also to have social functions has been difficult because of the lack of membership and the cost. The good thing is the success of their National Boating Safety Foundation which is very inspiring.

District 1 has its unique problems too. The geography of the district has members traveling over 350 miles to go to a function. Some members live in Idaho, California and Oregon but they still make it to the functions. There is a Spring and Fall meeting as well as a summer picnic. A surprising thing is the large number of members that travel these distances. The problem has been there are only two board meetings a year. I would like to see more conference calls utilized for better communication.

One of the ideas that came up in International was to have districts invite other districts to their functions. I would like to see that idea used more in the Northwest. Also some chapters have been inviting guests from IOBG to their Commodore’s Ball. I would like to see this expanded to enhance the social aspects of being a member of IOBG.

I will be sending out my Recruitment and Retention survey results within the next few days to the survey recipients in our area. It will be a topic of discussion at the District 1 meeting next month in April. Hopefully we will come up with a plan and follow through with it. District 5 will also be made aware of our endeavors and hopefully they can find some new ideas for their situation as well.

With the help of International and all the leaders in our great organization I am confident our drive will succeed.

Ahoy from District 1,

We have had a real winter up here in the Northwest. However it hasn't stopped our member clubs from cruising and having great times on the water. We are looking forward to Spring and stepped up activities and that includes District 1. We had our Spring meeting this year at Des Moines Yacht Club in Des Moines, Washington on April 7-8. Special thanks to P/C Peggy Weber and our I.O.B.G. members at Des Moines YC for their support of District 1. Also we are looking forward to the South Sound Opening Day event in May hosted by and at Des Moines YC. The District 1 Bridge has been doing a great job in getting this set up also.

Speaking of Opening Day the I.O.B.G. has been invited again to participate in the ceremonies and festivities at the Seattle Yacht Club’s Opening Day. This is truly an international event and we very much appreciate the recognition given to I.O.B.G.by Seattle Yacht Club.

Seattle's Opening Day started in 1895 is one of the largest in the country. We also will have a parade boat that is graciously provided by Past District President Robert Weber and his First Mate Peggy. We will have I.O.B.G. officers in uniform and in formation as we navigate the boat parade route. We will be reviewed by Seattle Yacht Club's complement of Officers and honored guests as well as being greeted and viewed by thousands of boaters moored along the parade route and spectators on shore. This event is a great way to get I.O.B.G.very positive exposure. It is a wonderful event and I thank Robert and Peggy for their support .

District 5Mike Kondrat, President

Our District Board is honored to host the 2017 Spring Regional Meeting in Portland, Oregon. We welcome everyone to our lovely city. Our District has some fun events planned as well as the annual Rose Festival knighting ceremony. A registration form and additional details are in this issue.

It has been another exciting six months for District 5. Our IOBG Nautical Safety Foundation, which is a 501(c)3 non-profit organization, was able to provide over 600 life jackets to various groups around Oregon and southern Washington State in 2016. There is a need for over 1200 life jackets but our funds are limited just like everyone else’s. We just hope that where we cannot supply the jackets that there are no drownings.

Again we were present at this year’s Portland Boat Show with a booth where we collected over 30 life jacket donations. We also handed out information on District 5 & IOBG. We anticipate more jackets will be recycled with us as the weather turns to spring and people clean out garages and boat houses. We will provide boxes to various boat clubs and marinas where people can deposit their used life jackets.

This year Steve Adkins, Bill McKinney and I are visiting major yacht clubs in our area telling them about the Foundation as well as Blue Gavel. So far we have met four clubs with positive results.

The first weekend in April we hosted our annual Handley’s Landing cleanup. This is a major cruise destination for clubs on the river. Besides helping the boating community we have a great time socializing on the dock.

Promoting water safety and stewardship of our waterways are major priorities for our District.

Membership renewals for District 5 are underway with new members signing up as well. This is very encouraging to the executive board.

I would like to focus my report on some of the Community and Charitable involvement activities in the Southwest Region Districts.

District 10 provides their members with CPR training and certification. This is a very valuable lifesaving skill, and I hope they have a great turn out for the event. District 10 also joins Navy Yacht Club Long Beach in hosting a Sunday Brunch to help raise funds for their Charity Regatta which supports the Children’s Clinics of Long Beach.

District 15 provides an annual Yacht Club Management Seminar. This is of value to all in the yachting community, as it provides club leaders, and potential leaders will information that will help make them and their clubs successful in avoiding legal pitfalls, and financial mistakes.

District 15 also supports two charities within their area Yacht Clubs. IOBG fields a Bicycle team for the Amazing Race, which raises fund for Make A Wish, and their designated charity is

ElderHelp of San Diego. District 15 collects donations for ElderHelp at their member Appreciation Event, their annual Race Your BoD Regatta, and IOBGA holds several Jewelry Exchanges each year to benefit ElderHelp.

District 16 held a very successful Chowder fest in 2016, and plans another for 2017. They raised over $40,000 for the Channel Islands Maritime Museum’s educational programs. Volunteers served over the 1100 people in attendance.

These are a sample of the types of activities that help make IOBG relevant to our members, to the yachting community, and our communities at large.

A new year is upon us and District 10 is already planning several events for our members to take part in. The events are all in the planning stage but will go forward with a lot of enthusiasm.

Some of the upcoming events that district 10 is planning are a tour of the USS Iowa, a BBQ at Barney’s Beach House aboard the Naval Weapons Station in Seal Beach, bowling, Knott’s Berry Farm and a wine tasting event.

In January we hosted a Sunday Brunch at Huntington Harbor Yacht Club followed by the installation of new officers of District 10. In February District 10 members were invited to Long Beach Navy Yacht Club to enjoy their Sweet Heart Social dance and BBQ.

District 10 will join Navy Yacht Club again this year in hosting a Sunday Brunch to help raise money for the Charity Regatta that supports The Children’s Clinics of Long Beach.

Our Treasurer reports that our bank account is bouncing back as our current member’s dues are received and new applications for membership are received.

We look forward to a good year of friends, fun and charitable events.

The Association of Santa Monica Bay Yacht Clubs (ASMBYC) Homeport Regatta has been turning boaters into racers on the waters of Marina del Rey by providing a no-cost introduction to this exciting facet of the sport. Homeport Regatta is tailored to novice skippers and is sponsored by DRYC & District 11 of the International Order of the Blue Gavel. Eligible skippers will need to have basic boat-handling skills and will have to have been at the helm for no more than one ORCA, One Design, PHRF race or two Cruiser-class races within the last 12 months. Homeport Regatta is a two-day event.

District 11 Report Continued...

District 15

First, District 15 wants to express many well wishes to Marshall Nemoy to get well quick. His contribution to the yachting community is significant, appreciated and greatly missed.

IOBG District 15 board members were off and running in spite of the wet winter with the first, and our signature, event being the Yacht Club Management Seminar, hosted by the Mission Bay Yacht Club and presented by members of the District 15 board, distinguished IOBG past officers and members of the local community. This event occurred on Saturday, January 21, 2017 and was very well attended. This year’s participation award went to Silvergate Yacht Club and it was presented to them at the San Diego Association of Yacht Clubs dinner meeting on February 16, 2017.

The next major event was on March 11, 2017 hosted by the Coronado Cays Yacht Club. This annual Membership Appreciation event consisted of Burgers and Dogs, provided by the District 15 Treasury, camaraderie amongst old friends who, unfortunately, only see each other at the annual gathering of past commodores. There will be a Bocce Ball Tournament for them to participate in as well. This is also a fundraising event for Elderhelp of San Diego.

On May 7, 2017, District 15 will participate in the 9th Annual Amazing Race for Children’s Wishes, a Make-A-Wish charity event.

In September,IOBG District 15 will sponsor the 2nd Annual Race Your BOD Regatta. It will be hosted by Point Loma Yacht and the proceeds got to Elderhelp of San Diego.

On December 7, 2016 we had a Gala Holiday Party which was held at the Buenaventura Golf Club in Ventura, CA. The club house was cheerfully decorated and music played through the night. We had lovely raffle prizes which were acquired by the outgoing President Sheldon Berger and lots of

fun was had by all. Sheldon then took the opportunity to thank the outgoing board members for the hard work they had done during the 2016 year.

On January 29, 2017 District 16 held their Change of Watch for the new Board. We shared a beautiful Brunch at Marie Calendar’s in Ventura. Champagne and fun was had by all the attending members. We had a board meeting in early March to schedule activities for the coming year. Upcoming events will include Barbecue and speaker, continuing to work with the Maritime Museum and community businesses, with the annual Chowder fest and Holiday activities.

For the second year IOBG of Ventura County, District 16, sponsored the Chowderfest 2016 to benefit the Channel Islands Maritime Museum’s educational programs.

Restaurants from Jetty Surf Cafe, DJ’s Catering, Yolanda’s Mexican Cafe, Brasserie Communautaire, Lookout, Quincy Street, Fisherman’s Catch, Seaward Fish & Chips, Sea Fresh, Spencer Makenzies, Tomas Cafe and La Dolce Vita were among this year’s participants. Guests not only sampled more than a dozen different chowder and non-chowder recipes, but also enjoyed delicious desserts from Missy’s Cupcakes and Nothing Bundt Cakes. Museum volunteers from CIMM helped IOBG by pouring a selection of wines from local wineries.

The event raised just over $40,000 with 1,100 people attending the event. IOBG District 16 is proud to put together this great event and we are looking forward to Chowderfest 2017.

The 2017 IOBG Delta District 19 year started with the Change of Watch on November 5, 2016 at the Stockton Yacht Club. The new officers are giving the district the strongest slate in recent history.

The first event of 2017 was our Induction Meeting at the Pittsburg Yacht Club on February 12. District 19 renewals have been very strong including sixteen new inductees. Our Vice President headed our Membership Committee and several previous members have renewed for 2017 which brings our current membership to over 150 members. The induction meeting was shared with District 14 who installed two additional members. With the appointment of Don Dietz our Supply Officer, we have “sold out” nearly our entire inventory. In addition, many items were placed “on-order”.

Delta District 19 has made a strong commitment to the IOBG District 19 Auxiliary. The Auxiliary with the Ebony Boat Club co-sponsored a Saint Patrick’s weekend cruise-in on March 17-19.

A large challenge for chapters is communication. This year District 19 will continue to use the internet to communicate with members by delivering important district information along with an up-to-date calendar of events. We are looking forward to our free to paid member Appreciation Picnic in May to give a value-added event to our membership. Other events are listed below.

The North Central Region is comprised of Districts 25, 23, 9, and 7 which continue to work together for success as a whole vs. working as an individual district. Throughout the year you will find that each of these districts will conduct their individual events and efforts for the benefit of the Members of IOBG, their Chapters, their Clubs, and their Fellow Boaters for the rewards of Social Interaction, Humanitarian Efforts, Fundraising, Preservations of Yachting Customs, Yacht Club Support and more.

With this same philosophy the districts in the North Central Area will also join together as a collective group to accomplish the same results. I invite you to read the individual District Directors reports on their district calendars and efforts. As a Member of the IOBG and IOBGA, you are invited and encouraged to participate and contribute to all efforts, events and functions.

As your Regional Vice President I offer my full support to all Districts and Chapters in any of your events. I look forward to seeing you in each of the Districts functions.

District 7 is looking forward to 2017 and the new boating season, which is not too far away. The IOBG Calendar of Events for this year consists of upcoming events that included St. Patrick’s Day, our annual Blue Blazer, and the Greater Cleveland Boating Association Rendezvous in June. Our Auxiliary also had an annual Brunch on the Nautica Queen in April, which is always a great time.

Our President, Debbie Light, took over office in October and has done a great job putting together a full calendar for this year. We look forward to another outstanding year in boating.

District 9Dean Reamsnyder, President

District 9 is pleased to announce the Executive Board has filled the open position of President Elect. Vice President Steven Hyder, who now represents the clubs of Michigan South will acclimate to the President at the District 9 Fall Meeting.

Although our membership roster has dropped slightly, we have initiated a drive that has already brought back some Past Commodores that have fallen from the roles. According to North Central Vice President Mark A. Vadaj, we now hold the number two ranking and will widen that margin with this initiation.

District 9 will be sponsoring a Blue Blazer event on October 1st at Detroit Beach Boat Club. Invitations will be sent to all District 9 current Commodores, Vice Commodores, as well as most recent Past Commodores and to all International Dignitaries.

Our humanitarian efforts include the sponsorship of under privileged children to attend the Junior Sailing School at North Cape Yacht Club. We will also be making a sizable donation to the Ovarian Cancer Connection.

The newly elected President is Betty Tyson, District Director Bill Woods, Alternate District Director is Steve Willing, our new Humanitarian Ambassador is Leonard Smolen, John Robbins is President Elect with John Rose, Secretary and Jack Berry our Treasurer.

We would like to announce a Feather Bowling event scheduled for April 23rd along with our General Membership Meeting April 9th. With the above event we are hoping to host a Sunday afternoon chicken dinner once accommodations can be arranged.

The best place to obtain District 25 information is our website at www.iobg25.org. We update the site regularly with all our activities.

To try and encourage more participation Steve Willing has donated a plaque to be awarded annually to the club in our district who has the most attendance of members of IOBG District 25, Auxiliary, and spouses at our membership meetings and events. Also we are hosting a Commodore 200 Draw to help raise finances for the district.

From the Northeast area, I am trying to reconnect with our current districts and chapters to establish open lines of communications and encourage past, present and future members to continue to support the IOBG. We are continuing our efforts to improve the value of being in the IOBG. The more involved you are, the more you appreciate and see the worth of your membership. In District 3 we continue on building up our membership with some new ideas and events to encourage membership growth and retention. We are reaching out to idle chapters to spark involvement in the IOBG. Currently we are working on our summer dinner cruise aboard the "Grand Lady". This event draws a lot of attendance as it is a beautiful cruise down the upper Niagara River and enjoying the camaraderie of fellow IOBG members and an excellent dinner.

District 8 (Florida)

Congratulations to the Clearwater Yacht Club IOBG Chapter especially P/C Hoyt Nichols, President of the Chapter, for their hospitality in hosting our 2017 IOBG Winter Regional Meeting. Also, thank you to District 8 Director Karen Shea for her assistance in coordinating this meeting. Special thank you to our guest speaker at our Saturday luncheon, Captain Curtis A. Wold, US Navy Reserve (Retired) – Chief, J31, Joint Reconnaissance branch – U.S. Special Operations Command.

During the past few months the District 8 Executive Committee has been contacting the IOBG Chapters in the District to follow-up on the survey question identifying what the Chapters are doing to retain membership. The results are documented in District 8 Director Karen Shea’s report and the results will be published in the IOBG LOG. We did find the communication with the District Chapters is a challenge as currently captured contact information is not the most accurate. And it was found that asking for the current IOBG Chapter President’s name was not readily provided by the local contact. We must insure that scheduled contact with the Chapters is to be one of the District’s highest priorities.

As the communication with the District Chapters continues, each Officer is assigned up to 5 Chapters to contact twice per year to update each on the current District activity. It is important for this contact to take place to assist in the retention of each IOBG Chapter.

Thank you to the District 8 leadership team headed by District Director Karen Shea and President Peter Franck on retaining the #1 District in IOBG membership. Continued hard work is being invested by District Treasurer Dennis Bosi and other members of the team to successfully retain and recruit District membership.

District 18 (Alabama, Georgia, Tennessee, North Carolina & South Carolina)

District 18 remains in “recruitment mode” and will likely continue in that fashion throughout the first two quarters of 2017. District President Dave Kowert made an appearance at the SAYRA (South Atlantic Yacht Racing Association) convention at Hilton Head to represent IOBG and to keep our name in front of the larger sailing community in South and North Carolina. The biggest area of interest among the local yacht clubs is unquestionably involvement with Youth Sailing and we are looking for ways to incorporate IOBG into that community as volunteers, and potentially race operations. With Yacht Clubs as active as they are in the Greater Charleston Area, individuals who qualify for IOBG membership need to find a reason to become members that elevates their standing within their YC environments. Involvement with Youth Sailing can definitely do that.

We have a new District VP in P/C JD Rosser. He is past commodore of Hobcaw YC (2 times) and the recent PC of SAYRA. We hope he will take a much more active role now that his time requirement with SAYRA is diminished.

As of March 1, 2017, we have 221 paid members compared to 229 last year. We remain at 24 Chapters. I have talked to some of the Chapters and there are 18 more memberships “in the mail” which will bring us above last year’s membership at 239. So we remain strong. Again, I intend to send out letters to all charters that are no longer active, along with our Presidents contacting at least 10 of those charters and 7 Yacht Clubs that are members of FCYC but do not have an IOBG Charter. Now, I will have to use and see how effective the tools I have developed this past year and put them into further action to increase membership even more. I feel the key to keeping members interested is keeping them informed and communicating with them via our web site at D8IOBG.ORG, our newsletters, emails and phone calls from our Executive Committee. Another tool which I think members enjoy is a roster of all the District members in a simple alphabetical format. I understand we have only two districts that have a published membership roster. As social media continues to expand we have also started a Facebook page.

Our 2017 meetings was April 7 & 8 at Lighthouse Point Yacht & Racquet Club, Lighthouse Point, FL and in June at Isles YC, Punta Gorda, FL.

The IOBG Executive Committee asked each District last November to conduct a survey of each IOBG Chapter asking the question, "What is your Blue Gavel Chapter doing in the way of programs to keep your membership interested and active in Blue Gavel?" Our answer was District 8 consists of 23 Chapters with a total membership of 230 as of December 2016, we are a very diverse District with Chapters from only a few to our largest Venice Yacht Club with 27 members. Just as diversified in membership is also the style of Yacht Club from a dissolved Yacht Club with a strong 6 IOBG membership, to a Boat Club with an extensive sailing program and no restaurant or lounge facilities with no paid staff to prestigious Yacht Clubs with a paid Yacht Club Manager and full time staff.

Of the eleven responses we received, the most interesting was the Isles Yacht Club Chapter (17 IOBG members) who schedules monthly luncheon meetings in their boardroom which has a fixed screen that can be used to project anything, including the internet. Last October, they projected our D8 District web site (thanks P/C Mary Nye Meyers) and went through everything we had on it. They concentrated on the “Traditions” page and discussed the value of retaining traditions. From that they discussed enhancing the Blue Gavel page at the Isles YC web site to include templates of how the uniform is properly worn. They plan to use the screen at monthly meetings planned around educational and entertaining presentations by one of their Chapter’s members. So I ask everyone, does your yacht club web site have a Blue Gavel section? I intend to look at all our chapters and check that out because I know mine doesn’t, but it is on my radar because there is a link from the IOBG.ORG website to our Gulf Harbors YC website but no info on our website on our Chapter’s IOBG. The remainder of the Chapters stay involved with conducting retreat ceremonies, honor guard, Change of Watch, Blessing of the Fleet, Boat Christenings, Boat Poker Runs, Regattas, Memorials, etc.

So, as we share what makes our District 8 continue to be number One they are:1. Communication with Chapter Presidents and members via phone calls from your executive committee, emails, newsletters, updated websites and an alphabetical membership roster.

2. Check each of your Chapters yacht club websites to insure they have info on their IOBG Chapter.

In Memorium...

Long time IOBG member & District 8 Past President passes away..

Francis “De” Ramsey passed away at age 99, Saturday, February 18, 2017 in Cape Coral, FL. He was predeceased by Maude, his beloved wife of over 70 years.

He was Past Commodore of Marquette Yacht Club in Burns Harbor, Indiana in 1969. He joined IOBG in 1984 while a member of the Wyandotte Yacht Club, MI in District 9. After retiring from the trucking industry, he was employed by the State of Michigan as Harbor Master on Mackinac Island. He appeared in three scenes of the famous cult classic movie, “Somewhere in Time”, with Christopher Reeve and Jane Seymour filmed there. While Harbormaster, he hosted a summer meeting of the IOBG at the Mackinac Island Yacht Club. Along with Past President Rolfe, he was instrumental in forming District 23.

He was elected as North Central VP in 2007 and received the Past President’s Award for Outstanding Service in 2008. When he moved to Cape Coral, Fl, he was elected as District 8 President and served until he was forced to retire due to illness and subsequent heart surgery.

He taught himself how to play the keyboard and spent many years entertaining at nursing homes in Cape Coral, Ft. Myers, Indian River and Pasadena, CA areas.

He is survived by his two loving children, Richard and Ruth Ramsey of North Ft. Myers, FL and Diana and John Sukta of Merrillville, IN; one sister, Virginia; eight grandchildren; 12 great grandchildren; three great great grandchildren; as well as several extended family members.

De was preceded in death by his wife of 73 years, Maude; two children, Bernice and Wilfred; six siblings, Wilfred, Harriet, Bill, George, Don and Violet; as well as a granddaughter, Tracy and great-granddaughter, Robin.

I want to thank District 8 for hosting our Winter Regional meeting in Clearwater, Florida. We all had rooms over looking the marina...boats and water what could be better than that? It was lovely.

The Clearwater Yacht Club was right next door and all our meetings were there. So very convenient. Their food was excellent and they treated us very well. The dinner cruise was fun and some of us even "danced to the music".

Our meeting was very successful. We took care of a lot of business and for the first time in a long while the International Auxiliary is planning to sponsor a charitable project. New member Marie Tisack, wife of the new Northeastern Area Vice President Stephen Tisack, has volunteered to coordinate our project of donating books to children. We are all very excited about this. It combines two things we love - children and books. We hope to have things in order within the year.

Keeping and increasing our membership is still one of our main goals . While working with the IOBG in both fun and official projects, we hope to continue growth in our organization.

I hope to see many of you at the Spring Regional meeting June 8-10, 2017 in Portland, Oregon and the Change of Watch in Cleveland, Ohio on October 18 -22 , 2017.

District 1 IOBG Auxiliary kicked off its new year on April 7-8 at Des Moines Yacht Club, Des Moines, Washington state. Our 35 members are committed to support District 1 IOBG and raise monies for our three charities.

Fundraising is accomplished at our Spring and Fall district meetings through silent auctions, sales of handmade or donated items, raffle ticket sales at each meeting for gift baskets, 50/50 cash raffles, and other activities.

Our three charitable recipients in 2016 were Wishing Star of Washington and Idaho ($815.00), Make-a-Wish of Alaska and Washington ($815.00) and C.A.S.T. (Catch a Special Thrill) for Kids of Washington ($1,000.00). Our newest IOBGA member Scott Daniels has been just one of the volunteer boaters with C.A.S.T. for Kids for the past seven years, offering his time and boat to give disabled and disadvantaged children a fishing experience.

Our group has also recently completed the project of rewriting and printing our IOBGA informational brochure.

District 1 IOBGA looks forward to a year of camaraderie and supportive activities in 2017.

District 7 Auxiliary started our year off with a nice “Wine Basket” Raffle at our Change of Watch in October. All proceeds from that raffle were donated to the Dystonia Foundation. We had 14 members in attendance that day.

We have 5 new members, making our total membership at 62 so far for 2017. Many of our Auxiliary members participated in the Annual St. Patrick’s Day Parade in Cleveland. Following the parade, there was be a gathering at the Hyatt Regency at the Arcade for a Hospitality Room serving corned beef and brews.

Each year our District 7 Blue Gavel hosts a “Meet and Greet” for present Commodores and their predecessor’s. Our Auxiliary Bridge helps to set up the food and greet our guests. This event introduces them to IOBG and also to fellow Commodores and boaters.

Our major fundraising event is once again our “Nautica Cruise”. This will be our 6th annual Brunch Cruise on April 23rd. We will raffle a “Wine Basket” and an “Anchor Quilt Basket”.

On Memorial Day members of our Auxiliary participate in the commemoratory ceremony aboard the submarine “USS COD”. Every year the “Greater Cleveland Boating Association” holds this solemn event to honor our fellow boaters who have passed away during the year. Speakers present represented other Boating Organizations, City of Cleveland, US Coast Guard and the Young Marines.

On June 24th IOBG District 7 will host a cocktail party at the GCBA Rendezvous. This is a great weekend event for members. Our Auxiliary assists with the setup and appetizers.

Every summer IOBG District’s 7, 9 and 25 host a cocktail party for their members at the “Interlake Yachting Association” Regatta at Put-In-Bay. This event will take place on August 12th.

IOBG District 7 will hold its annual wine tour again in Geneva on September 8-10th.

We had our spouses seminar for flag officers and board members on January 21st at Mission Bay Yacht Club. It was well attended and everyone thanked us for the information. It will help them to know what will be expected of the spouses at their yacht clubs and answered many questions.

We are currently working on an event for ElderHelp. We have had much success with our jewelry sales at different yacht clubs. We hope to have one this April at Santa Margarita Yacht Club's spring meeting.

Mission Bay Yacht Club is going to include us in their ladies luncheon in July.We hope to hit the goal of $1,000 this year.

IOBG Humanitarian Foundation

PATRON OF THE FOUNDATION PROGRAMIOBGHF launched a program to provide special recognition to contributors who donate $100 or more. Each contributor

will be awarded a distinctive “Action for Life” pin which signifies their status as a patron of the foundation.

“The International Order of the Blue Gavel Humanitarian Foundation provides the boating community the ability to create real differences in others’ lives. The foundation provides resources to existing charities and

benefits communities through new initiatives involving boating activities and education.” This is the Mission Statement of the Humanitarian Foundation.

The Humanitarian Foundation serves a unique purpose in the International Order of the Blue Gavel. It is Blue Gavel’s “charitable and educational” entity, IRS authorized 501c3 organization that is able to receive your contributions and create two benefits: One benefit is to you, the donor, because your donation is tax deductible; and, the second benefit is that your contribution can be matched with others to create greater impact in the community.

We have a strong and committed board for 2017. We welcome your contributions individually and through our memorial fund. We understand that you may want to specify that a portion of your contribution be sent to a local charity or charitable activity. When your fundraising efforts are directed totally for local causes, we send our contributions directly to the intended charity.

A community project that your district, chapter or yacht club is interested in helping can apply to the Foundation for funds to implement their program. The individual contributions by members that are not tax deductible when the club collects them will be deductible when they are donated directly to the Foundation. We hope this sounds interesting to you and that you will want additional information.

We recently funded three youth scholarships for sail classes in the amount of $600.00 for the Sail Kingston Cove, in Washington State.

Please take a moment and look at our website which has gone through many improvements. The web site is the quickest way for you to find all of the contact information for our Board and Ambassadors plus information about contributing funds, donating your time and seeking support for a local program in your area.

We are in the process of formulating a document for the web site to explain the Humanitarian Foundations work and what the organization is doing, and promoting our fundraising efforts.. It will be possible for you to be able to print this document and hand it out to your respective Districts & Chapters.
