This Week's Program, March 27, 2018Would Sobriety Court be better thanIncarceration and Fines?Sobriety Court is a yearlong intensive program that allowshardcore DWI offenders to choose that option instead of servingjail time, heavy fines and community service hours. Theprogram includes drug tests and Breathalyzer tests twice a week,informal biweekly review hearings, regular treatment sessionsand daily Alcoholics Anonymous meetings.
Judge Fowler will share information about the newSobriety Court. Instead of just putting the offendersbehind bars, some courts have started to focus onrehabilitation instead of incarceration.

This conference provides a wonderful opportunity to more deeply examine Rotary'smission while sharing ideas with your peers about ways make our clubs more effectiveat serving our communties. Plus, there will be alot of fun. food and fellowship.
Mayor Thanks Club for New ParkMayor Harold Perrin visited our club last week andthanked us for the upcoming Centennial Park. Perrin wasexcited about the addition to the downtown area andsaid he couldn't wait for the completion of the project.

This week's speaker was Mike Downing. He is the VicePresident of Economic Development at JonesboroUnlimited. Jonesboro Unlimited (JU) is a private partnershiporganization dedicated to the advancement of economicprosperity in Jonesboro and the region. JU is currentlyimplementing its Momentum Jonesboro strategic plan,with a goal to attract and develop over 5,000 new jobsand 2,500 of those in targeted industries (logistics,manufacturing, agribusiness, healthcare, and professionalservices) over the five-year course of the plan. Mr.Downing's presentation was entitled The KnowledgeEconomy, Economic Growth and Jonesboro.
Mr. Downing first noted that as of 2017, 1,268 of those new jobs had beendeveloped, with an investment of $100 million in Jonesboro. The area is able toattract and develop these jobs in part because of Jonesboro's competitiveadvantages. Jonesboro can offer shovel-ready real estate sites, attractiveinfrastructure, a growing workforce, plenty of utility capacity, and low utility rates. On a positive note, Jonesboro's economy is currently experiencing low unemployment,a growing population, high levels of new construction, and a low cost of living. However, the poverty rate and medium household income levels lag behind nationalaverages. In addition, the area has relatively low numbers of people withpost-secondary education. In the future, disruptive technologies will eliminate the need in the area for workerswith middle- and lower-level educations. Projected growing industries such ashealthcare and professional services will require workers with educations beyond thehigh school level. By 2025, it is projected that 60% of workers will need such aneducation to get good jobs. In order to continue to be prosperous, the area will need to attract more "knowledgeworkers." To attract them, Jonesboro will need to continue to improve upon thequality of life it can offer. To help, we all can promote a) ASU, b) the importance of agood education, c) the city of Jonesboro, and d) placemaking. As Mr. Downingsummarized, business needs talent, talent wants place, and place grows business.
