The BIG Idea behind The BIG Plan
Every local authority along with its
partners HAVE to develop and
publish a:
Community Strategy (10-15
years)
Health, Social Care & Well-
Being Strategy (3 years)
Children and Young PeoplesPlan (3 years)
Community Safety Plan (3
years)
In Denbighshire, partners agreed to develop a new approach and to
combine a revised Community Strategy with the next round of plans and
strategies for 2011-2014. The BIG Plan is basically:

Who are our Partners?
Our partners are organisations from all sectors that are members of the
following three local Partnerships: the Community Safety Partnership;
the Health, Social Care and Wellbeing Partnership; and the Children andYoung Peoples Partnership.
What is The BIG Plan: Part I, 2011-14?
The BIG Plan: Part I identifies the stuff we should do first for 2011-
2014, what we call Priority Outcomes
It will gain commitment from partners to achieve the Priority
Outcomes
It will focus on the added value that only working in partnershipwill bring
It will be outcome-focused
The BIG Plan: Part II, III, etc will identify new Priority Outcomes
to be tackled in 2014 and 2017, etc.

The BIG Plan: joining up the dots
In Denbighshire, we are moving
from developing a number of
different strategies and plans that
have lots in common such as:
Looking at the needs of
communities
Linking our resources to the
Priority Outcomes in The
BIG Plan
Planning and securing the best use of resources to meet needs
Linking what we do in Denbighshire with whats happening across
Wales
Involving and getting feedback from our communities
Looking at what we do, how well we do it and who is better off Making sure were doing what we said we would do
Looking at new ways of working with Partners if it makes a positive
difference for Denbighshire
Developing and training our workforce.
The BIG Plan will:
Reduce duplication
Meet statutory requirements
Be supported by a single team
Enable us to focus our energy and emphasis on service delivery
on making a difference.

The BIG Plan: focusing on what matters most
In Denbighshire The BIG Plan has
been developed with the support
of a multi-agency project team who
were responsible for:
Looking at the needs of communities
Involving and getting feedback from our Partners, including
gathering lots of great ideas that have been and will continue to be
taken into account
Responding to feedback from Partners Gaining approval from local strategic partnership boards
Gaining endorsement from the Local Service Board.
The BIG Plan will:
Focus on a small number of Priority Outcomes
Recognise that the economic climate is challenging and that toughdecisions have to be made
Help us get from talk to action, by focusing on actions that will
make a difference
Link to other key strategies and plans, such as Betsi Cadwaladr
University Health Boards Our Five Year Plan (2010-15), Welsh
Assembly Governments Our Healthy Future and the Local
Development Plan.

The BIG Plan is a BIG deal!
Who is the Local Service Board
and what does it do?
The Denbighshire Local Service
Board brings together the leaders
of Denbighshires services so that
they can work together and make
services more effective.
For example, where a service is
delivered by a range of different
organisations, the Local Service
Board may change their patterns
of working in their own
organisations, to ensure a better
delivery with others.
The Local Service Board consists of representatives of:
Local Authority
Further and Higher Education
Betsi Cadwaladr University Health Board
North Wales Fire and Rescue Service
North Wales Police
Voluntary/Third Sector Local Safeguarding Children Board
Local Strategic Partnership Boards.

The BIG Plan will make a difference
We are using an outcome-focused approach,
informed by Results Based
Accountability, to help us
get from talk to action; to
improve the lives of people
in Denbighshire to
achieve better outcomes.
These are the kinds of
questions well be asking:
1. What quality of life do we want for
people in Denbighshire?
2. What would it look like if we could see
it?
3. How will we know if we are achieving a
better quality of life?
4. How are we doing?
5. Who has a role to play in doing better?
6. How can we do better?

The BIG Plan will have action plans
When the Priority Outcomes are finalised after The BIG Plan
consultation is complete, action plans will be developed.
The action plans will:
Be clear about how and who will do what, and by when
Ensure that whatever actions we take, they make a difference
Be regularly reviewed and monitored
Have progress reports published annually.
