My treating doctor, WGCDR Dr Michael O’Donoghue writes, ‘The decision to discontinue this [Intragam] treatment was not made by the [medical] staff at Williamtown.’

ADF, without a time machine, argues the decision was made in late June or early July, but then acted upon and executed that decision in late April or early May of the same year! This must be one of the least believableclaims the ADF has ever made. In other words, the ADF tries illegally to cover up its previous illegal actions, and everybody can tell it’s all lies.

This constitutes a breach of human rights.

DVA admits, ‘On 20 January 2003, an Officer of [DVA] ... noted that you were going to see a specialist very soon who would support your claim for compensation. No further contact records have been made ... prior to the decision being made on 11 March 2003.’

Regulation 63 of the Defence (Inquiry) Regulations 1985 authorises the Australian Government to imprison someone who discloses certain info’.

At the time my Commanding Officer threatened imprisonment, I believed he was being honest. The Minister for Defence Personnel (via chief of staff) later informed me that I am ‘not subject to the restriction...’ In other words, at best, the threat was invalid, more likely itwas misleading, and at worst, it indicates deception and corruption.

In sum: The ADF (1) illegally vaccinated me, causing an ADR, which they illegally managed and concealed. The ADF, TGA, and DVA (2) illegally withheld healthcare, constituting torture, intentionally allowing pain and suffering, discriminating by refusing treatment to me but administering it to at least one senior officer and refusing to intervene. Under the SRC Act, these two events constitute an injury and an aggravation of an injury, respectively, which are compensable and due medical rehabilitation.

I now challenge DVA in the AAT. I believe the AAT has never before dealt with a claim under the SRC Act for torture. Does the Australian Government put more effort into preventing and redressing torture, or covering it up?
