MIDDLE MESSAGES New principals discuss plans, goals for reconfigured schools Council OKs 5% hike in water, sewer rates By Jerry LaVaute Special Writer At its regular meeting on July 2, the Belleville City Council approved a 5 percent increase in rates for water and sewer service in Belleville, and said that they were passing along recent increases imposed by the Detroit Water and Sewerage Department. The new rates are effective retroactively to July 1. City residents saw a rate increase of 23 percent in the 2008- 09 fiscal year, although recent increases have been around 5 percent. Residents Mike Renaud and George Chedraue expressed concern that the city appeared to be allocating more time and expense for city officials like the city manager and DPW director into the Water and Sewer Department budget, making the General Fund share of the city’s expense appear to be more affordable. “Expenses have been shifted to the Water Department, and Keith doesn’t spend 50 percent of his time on water,” Chedraue said, referring to DPW Director Keith Boc. Mayor Kerreen Conley, who abstained from the vote approv- ing the new rates because she is employed by Wayne County’s Sewerage Department, said that the city is doing its best to properly allocate time spent by staff on specific areas, and that a more accu- rate way to record time spent on specific tasks is being implemented.
