AMC is the air mobility component of the United States Transportation Command located at Scott Air Force base. The AMC mission is to provide rapid, global mobility and sustainment for America’s armed forces. The command also provides a crucial role in providing humanitarian support at home and around the world. In addition, the men and women of the AMC provide airlift and aerial refueling for all of America’s armed forces. The C-17A wing located near the Barling Bay office in Charleston is a major component of the AMC. Currently AMC planning and scheduling operations encounter problems when world events impact large plans mapped to specific movement requirements and delivery dates. The ability to dynamically re-plan missions that are underway greatly enhances the AMC ability to fulfill its mission. In order to be effective, a dynamic planning and scheduling process requires accurate, real world resource inputs such as crew availability, diplomatic clearance permissions, air field capacity, air craft assignment, and other variables to ensure a successful outcome. Global Aircrew Scheduling (GAS), Global Aircrew Management (GAM), and Dynamic Mission Re-planning (DMR) are key components to enhancing the AMC ability to dynamically re-plan missions. GAS/GAM/DMR provides a dynamic scheduling solution environment with a work-centered focus that incorporates the most current software technologies such as, optimization, collaboration, and simulation techniques. Barling Bay is working with the AMC team to define and prepare development requirements along with creating visual representations of GAS/GAM/DMR architectures. The Barling Bay team is: Participating in architecture and interface solution determinations. Building and prioritizing user stories for development that include data, process and business rules and performing work-centered analysis. Documenting as-is business process models to outline attribute-based specifications such as user roles, data release-ability, access rules, secure data classification guidelines, and privacy information. Storyboarding to visually assist in the understanding of the prioritized features and user stories and how the user will employ the GAS/GAM/DMR tools in a workflow. Barling Bay Supports the Air Force Air Mobility Command Mission, cont. Barling Bay has enhanced these efforts through the successful adaptation of Agile Workflow Processes using a Scrum methodology. Instead of following the traditional rigid US Government requirements gathering phase of the software acquisition process, the Agile methodology identifies and defines high-value software features for early development and deployment. Utilizing Agile processes, Barling Bay was able to quickly document current AMC business processes and information flows that were then analyzed to identify and define features for the GAS/GAM/DMR application development. As Mark Lynch, the Shiloh Program Manager, recently remarked, “Barling Bay’s introduction of Agile techniques has helped AMC to ensure that the most valuable needs to support the warfighter are delivered and deployed as rapidly as possible.” These techniques prove to be the new standard in Air Mobility Command’s program development portfolio.

Greetings from the Three Saints Bay HR Team! As you know, the New Year brings several changes in healthcare coverage to Barling Bay staff.

As 2012 came to a close, it brought with it the challenge to re-invent what we do best and how we capitalize on our performance. The New Year is off to a good start. Harvey Mudd Clinic Hits Mid-Year Milestone

Barling Bay Employee Receives Promotion

By: Dr. Michael Joost and Jennifer Osment On 7 December 2012, the students of the 2012-2013 Harvey Mudd College Barling Bay Clinic presented their mid-year report to the Barling Bay staff. Broadcasting live via video conference from the Harvey Mudd campus in Claremont, CA, the students shared their findings from the Fall semester. Barling Bay has been a Clinic sponsor since 2009, one of over 375 industry partners that have sponsored the program since its inception in 1963. Each year, the students research and attempt to solve a real-world technical challenge for their industry sponsor. This year, the focus of the Barling Bay Clinic Team is to design and build a proof of concept infrared asset-tracking system that can be used to track the location of assets in a building through infrared communication. The goals for the fall semester were to conceptually design and evaluate an infrared-based asset-tracking system. The team evaluated design tradeoffs to conceptually design a low-cost, low-power mobile tag. A pulse-width modulation scheme to transmit the tag IDs was defined. The team evaluated an infrared link between a mobile tag and wall receiver module, both constructed on breadboards. Transmission of 200 bits through the infrared link was successful at distances of up to 10 feet when the two units were oriented correctly. The team also laid the framework for the refinement and prototyping of these circuits in the Spring 2013 semester into a functional asset-tracking system.

of the Old Harbor community, a geographically isolated village of

approximately 300 residents of the south-central coast of Kodiak Island,

Alaska.

The Holiday party for our staff in Germany was held

on 15 December 2012 at the Hotel-Restaurant "Zum Reussenstein," and was attended by the EUCOM ISKM Team and guests.

The Barling Bay Holiday Celebration was held in

conjunction with Amee Bay and Three Saints Bay on 8

December 2012 at the Crowne Plaza Hotel in North

Charleston.

The Charleston office held a Holiday decorating contest.

Contestants competed in the areas of “Santa’s Showcase,”

“Elegant Allure,” and “Tackey Tinsel.” Winners of

the individual and group awards were announced at the Holiday potluck on 21

December 2012.

The Holiday party for our Shiloh office was held on 22 December 2012 at the Sage Urban American Grill in St.

Louis, MO.
