►Session description The Overseas Students Ombudsman has been investigating complaints and external appeals from intending, current and former international students about private education providers in Australia since April 2011. This session will provide information about the role of the Overseas Students Ombudsman, the common complaints we receive as well as the key issues and trends we have seen over the last five years. This session will highlight the good and poor practices we see by both education providers and education agents with an emphasis on how providers and agents can use this information to improve the services they provide to international students.

Chris Roberts is the Director of the Overseas Students Ombudsman and Immigration Strategy Teams at the Commonwealth Ombudsman’s office. It provides a free, independent and external complaints and appeals process for overseas students and private registered providers. The Overseas Students Ombudsman also provides best practice complaints handling advice and training to private providers. Prior to this, Mr Roberts was the Director of the Law Enforcement Ombudsman Team, State Director, ACT and South Australia, of the Commonwealth Ombudsman’s office. He has previously served as The Manager of the Welfare Rights Centre SA Inc, Senior Advocate with the Department of Social Security, served terms on the Social Security Appeals Tribunal, lectured part-time for University South Australia and had a long clerical career with the Department of Social Security.

Seher joined ICEF in 2009 as a Business Developer for the Turkish, Middle Eastern and selected European markets. Her main duties are to assist and advise educational institutions new to working with education agents and/or new to ICEF Workshops and helping clients to select the most appropriate ICEF services to increase their international student enrolments. In addition Seher is responsible for recruiting quality agents from Turkey, Africa and some Middle Eastern countries to our events around the world.

Seher gained a Bachelor of Arts with Honours in Translation Studies at the London Metropolitan University and also graduated in Translation Studies and Political Sciences from the University of Bonn.

►Session description Applicant choice of English language proficiency tests for student visa and post study work visa applicants is now well established by the Australian Department of Immigration and Border Protection (DIBP). The planned mid-year changes to the student visa in Australia mean agents will need to review the English test choices that apply under the new framework. For some institutions in countries regarded as higher risk by DIBP, only the DIBP approved English tests will be applicable for a wide range of institutions.Research shows that applicants consider a range of factors in choosing in which English test they should invest their time and energy. Online options and social media also play a role in student choice as applicants consider study options.Applicants also need assistance with English test planning and preparation. This session will cover some of the free and for purchase options available for the TOEFL iBT® test, the most widely available English proficiency test globally.

Prior to joining ETS, Helen held senior management positions in international higher education at one of Australia’s largest universities. Catherine Moore has over 25 years experience in the international education sector both in Australia and overseas. She has extensive experience in managing and teaching across the sector in tertiary, high school, VET and private ELT centres. She worked with young learners as Academic Manager of John Paul International College, Queensland, Australia; a language centre providing High School Preparation, Primary School Preparation and Foundation Courses for overseas students. ►Session description An overview of how the Australian EATC (Education Agent Training Course) and the IATC (ICEF Agent Training Course) help professionalise and promote agency counsellor practices, through online programmes, web-listings and free mobile applications.The EATC (Education Agent Training Course) is an agent training course aimed at agents sending students to Australia. The EATC provides information about the Australian education system and Australia as a study destination, as well as education quality assurance issues and the Australian visa regulation system. Qualified Education Agent Counsellors are publicly listed at www.eatc.com/qualified_agents/The IATC (ICEF Agent Training Course) is a practical, professional training course developed by ICEF for education agency-based student counsellors. The course is available online and free of charge to agency student counsellors in a self-paced modular format. Participants who complete the IATC assessment successfully are issued a certificate, certifying them as ICEF Trained Agent Counsellors (ITAC). Agencies with at least one ITAC on their staff are featured in an agency locator at www.icef.com/icef-agent-training/iatc/itac-finder/The Qualified Education Agent (QEA) App, geo-positions agents who have undertaken recognised training programs on a free- iOS and Android mobile app.This session will introduce the EATC and the IATC, their contents, how to access these training courses and the benefits that these provide to increasing an agents professional profile.

Marcus Ganley is Executive Director, Legal and Corporate Affairs at CHARLTON BROWN, a Brisbane-based training provider specialising in training professionals to work in Aged Care, Child Care and Disability Care. In November 2015 CHARLTON BROWN celebrated its 30th year in the training sector by winning the International Training Provider of the Year award in the Australian Training Awards. Before returning to CHARLTON BROWN in April 2015, Marcus spent 14 years working in the Australian, New Zealand and South Australian Governments. Between 1996 and 1997 Marcus was a Commonwealth Scholar from Australia at the University of Auckland, where he completed a Master of Arts with first class honours. He also holds a Bachelor of Laws (First Class Honours) from Victoria University of Wellington and was admitted as a barrister and solicitor of the High Court of New Zealand in 2004.

International Education Agent Project: Australia’s First Quality Assurance System for AgentsPhil HoneywoodState Room 3Audience: All

Australia is about to move beyond its longstanding self-regulated governance of education agents. With funding provided by the Department of Education and Training, the International Education Association of Australia (IEAA) has coordinated an industry-led agent quality assurance framework project. After conducting a global stakeholder survey, extensive focus groups and wide ranging industry consultation a proposed framework has now been developed.This session will outline the key timelines for the framework as well as likely system changes. A proposed new Code of Ethics and potential accreditation and training model will also be presented.

Phil has been IEAA's Chief Executive Officer since November 2011. Since retiring from politics, Phil has worked at Stott’s Business College and Cambridge International College.
