in Jerusalem, in all Judea and Samaria, and to the ends of the earth.” --Acts 1:8b

A glocal mission reflects both local and global considerations. Because of the vast changes in technology, commerce and communication, things happening across the world impact and effect what is happening across the street from the local mission center. The “ends of the earth” are accessible on demand with a click of a mouse, a few taps on a keyboard or the push of a button on the TV remote. Because of these changes, it is no longer easy to tease out what is “Global Mission” and what is “Local Mission” the way our fore-bearers did. This year, with the help of an ELCA Glocal Mission Team, we will be exploring the connections and intersections between local and global missions through music, worship, workshops, learning and conversation. We are glad you are here!

Standing Rules - Arkansas-Oklahoma Synod Assembly – April 29-May 1, 2016 General Sessions of this assembly shall be governed by Robert's Rules of Order - Newly Revised 11th1 Edition in all cases to which they are applicable and in which they are not inconsistent with these Standing Rules.

Each voting member, or those persons accorded the privilege of seat and voice, when recognized by the chair, shall state his or her name, and the congregation or the institution, agency, or group which he or she represents. Persons speaking from the floor shall address and speak to the chair. Speeches by an individual voting member, or a person with the privilege of voice, shall be limited to three (3) minutes on each Assembly issue. Speakers may speak a second time on the same issue, but only after all others desiring to speak have been given the opportunity to do so. Those speaking a second time shall be limited to two (2) minutes.

A voting member who has spoken on the pending question(s) may not move the previous question(s).

Voting privileges are reserved for voting members only. All voting members shall be seated to the front of the Assembly. All visitors and guests, unless otherwise directed by the Chair, shall be seated behind the voting members.

Resolutions shall be placed before the Assembly by the Reference and Counsel Committee. Resolutions introduced from the floor, if containing new or substantive material, shall be referred to the Reference and Counsel Committee without debate.

All resolutions to be placed before the Assembly shall be submitted in writing using the format of the RESOLUTION SUBMITTAL FORM in the Election Information Booklet.

All resolutions to be placed before the Assembly must be submitted to the synod office in writing by Monday, April 11, 2016. Late resolutions may be submitted to the Reference and Counsel Committee no later than 9:00 AM, Saturday, April 30, 2016. The Synod Assembly must approve a motion by majority vote to place any late resolutions on the agenda for consideration by voting members.

All amendments to resolutions placed before the assembly shall be submitted in writing to the Chair and the Secretary, as soon as the amendment has been made and seconded. Forms for amendments are available from the Synod Secretary.

The Arkansas-Oklahoma Synod Council must consider and evaluate any memorials or resolutions that contain funding mandates for either the synod or the churchwide organization before their submission to the Synod Assembly.

All nominations from the floor for the elections to come before the Assembly shall be submitted in writing on the 2016 NOMINATION FORM to the Elections Committee no later than 9:00 AM on Saturday, April 30, 2016. All nominees shall submit their BIOGRAPHICAL DATA FOR NOMINATION FORM on page 27 no later than 9:00 AM, Saturday, April 30, 2016.

If the time for adjournment comes and there are still matters to come before the Assembly, any items that require action by the Assembly shall be referred to the Synod Council for consideration and action.

Moving the Previous Question

A member who has spoken on the pending question(s) may not move the previous question(s). A motion to end debate by moving the previous question shall apply only to the immediately preceding motion. A motion to end debate on all matters on the floor or more than the immediately pending question is not in order.

Motions to Substitute

When a motion to substitute has been made, amendments may still be offered to the original motion. After all proposed amendments to the original motion have been resolved, amendments to the Motion to Substitute may be offered. When all proposed amendments to the Motion to Substitute have been resolved, the vote shall be taken on whether the substitution is to be made or rejected. With the consent of the Assembly, the Chair shall have the authority to call items of business before the assembly in whatever order he or she considers most expedient for the conduct of the Assembly's business.
