WIDER CONTEXT
FOR RECOGNITION OF NON-FORMALEDUCATION TWO THINGS ARE ESSENTIAL:
• Institutions of formal educational system makes space for recognition to happen
• Target groups decides what they need -choose between many programs which one to attend
REFORM OF EDUCATIONAL SYSTEM IN SCG - STEP 1
• Quality standards of the programs for the professional development are developed –year 2002:
• Contribution of the program to development of professional knowledge, skills and competencies
• Applicability of the program • Technical conditions for the
implementation
STEP 2
• Open call for the programs for the professional development of teachers
• 335 recognized amongst 600 programs • 6 areas – Alphabet of Tolerance in the
Education for Democracy Branch
How to motivate the teachers?
• Ministry: within 5 years every teacher has to collect 100 educational hours in order to have a license for educational practice
• AOT Teacher Training: within one school semester teacher can collect 80 educational hours
Why Alphabet of Tolerance?
• Beginning – Romany Community Centre• Differences are seen as a problem• Discrimination in schools exists• It is important to create atmosphere of acceptance
and understanding amongst the pupils and in the school

• 7 day training • 3 months of practical work as facilitator • 6 supervisory meetings• Support in designing additional workshops• Trainees provided with material and manual• Officially recognized certificate on 80 hours of education• Implemented in 29 schools with more then 2000 children (2002-2004)
