The Airports

Knoxville McGhee Tyson Airport (TYS) is thepremier air carrier airport serving East Tennessee,Southeast Kentucky, and Western North Carolina.The airport is served by Allegiant Air, AmericanAirlines, Delta Air Lines, Frontier Airlines, and UnitedAirlines (or their regional affiliates) providing over120 daily nonstop flights to 22 destinations. TYSoffers more airline destinations than most other peerairports and serves just under 2 million total airlinepassengers each year.

FedEx Express and UPS Airlines provide daily aircargo service at TYS. TYS features parallel 9,000’and 10,000’ runways capable of accommodatingany aircraft flying today. TAC Air provides world-class FBO services at McGhee Tyson and is hometo a number of locally-based corporate jet aircraft.TYS handles more than 100,000 annual flightoperations.

The airport also features an on-site full-serviceHilton Hotel connected to the airline terminal.

McGhee Tyson Airport is the host facility for theTennessee Air National Guard’s 134th RefuelingWing and their KC-135 tanker aircraft. The airportalso hosts the Tennessee Army National GuardAviation Support Facility and their company of UH60Blackhawk helicopters.

The airport’s West Aviation Area industrialdevelopment is a nearly 50-acre campus designedto be the site for a variety of aerospace-relatedindustry. Currently Endeavor Airlines/ DeltaConnection and Cirrus Aircraft operate largefacilities in the West Aviation Area. Cirrus Aircraftselected McGhee Tyson Airport as the site for theirVision Center in 2015. This growing facility is nowthe delivery and training center for all worldwideCirrus Aircraft deliveries, plus it is also a large CirrusFactory Service Center. Airport and local economicdevelopment agencies are actively recruitingadditional tenants for the development.

The most recent and significant capital improvementproject at McGhee Tyson Airport is the AirfieldRunway Modernization Project. This comprehensiveairfield project includes installation of a CAT I ILSand airfield lighting improvements on Runway 23Land a complete reconstruction and elevation changeof RWY 5L/23R. (continued...)

This complex project includes complete demolitionof existing airfield pavement, significant gradechange and earthwork, concrete pavement, LEDupgraded airfield electrical lighting system, LEDairfield signage, CAT II ILS, Approach LightingSystem, and markings. This major project is beingfunded with grants from the FAA, TN Division ofAeronautics, and local funds with an expected finalproject cost of $110 M.

The Metropolitan Knoxville Airport Authority directlyemploys 169 staff members, all non-union, tooperate TYS and DKX. There are approximately3,100 additional employees with the various airlinesand agencies, and based upon the 2011 economicimpact study, 4,630 people are employed regionallybecause of TYS.

Downtown Island Airport (DKX) is Knoxville’smost successful general aviation airport. Locatedadjacent to Downtown Knoxville and the Universityof Tennessee, DKX handles more than 83,000operations per year and has nearly 140 aircraftbased on the island.

The Metropolitan Knoxville Airport Authority,

(MKAA), was established in 1978 as anindependent nonprofit agency to own and operateMcGhee Tyson Airport and Downtown Island Airportlocated in Knoxville, Tennessee. The Authority’snine-member Board of Commissioners is appointedby the Mayor of Knoxville and confirmed by CityCouncil. The Board of Commissioners sets policiesfor the organization and appoints a President whoserves as the Chief Administrator and ExecutiveOfficer. All revenues are generated by user fees andrental income – no taxpayer dollars are used tosupport airport operations.

The Oak Ridge Airport Initiative – MKAA isworking with community partners towards thesuccessful development of a general aviation airportlocated in Oak Ridge, TN.

Through careful planning and study and with thevalued support of Department of Energy (DOE), asite has been selected in the Heritage CenterIndustrial Park located along the Oak RidgeTurnpike. The proposed facility will assist in therevitalization of the industrial park and will prove tobe an economic generator bringing jobs and visitorsfrom around the country to the region.

The Position

The Vice President of Finance and Administration isresponsible for management, administration,planning and directing the overall assignedadministrative, financial, accounting, and properties(airline) management functions. The position is thechief financial officer of the Metropolitan KnoxvilleAirport Authority and will manage and supervisestaff in achievement of department objectives. Theincumbent will also participate and contribute to theexecutive management team and coordinate workobjectives with other departments.

The Vice President of Finance and

Administration is responsible for:

• The overall maintenance of accurate accountingrecords and the preparation of financial andstatistical management reports.

• The preparation and monitoring of the budget. • The development of and collection of revenues • The controls over cash disbursements. • The investment of surplus funds. • Coordinating the Airport Authority's independent

audit and monitors the Internal Auditor's review oftenant accounts.

• Coordinating property and real estate acquisitions. • Administering the acquisition of the risk

management products and services. • Administration of the funding components of state

and federal grant programs and coordinatesfinancing for capital projects.

• Serving as the contract administrator andproperties (airline) manager for the AirportAuthority.

• Assisting with solicitation of bids and proposals forairport services.

• Assisting the President in negotiating contracts. • Assisting the Airport Authority's legal counsel in

drafting contracts and agreements related tofinance and funding. º

Qualifications for this position include:

• Bachelor’s Degree in Accounting, Finance or arelated field.

• Masters in Business Administration, CertifiedPublic Accountant (CPA), Certified FinancialManager (CGFM) and aviation industrycertification are preferred qualifications.

Compensation & BenefitsSalary Range for this position is currently $79,000 to $147,000 with a very comprehensivebenefits package. Relocation expenses would be aterm of negotiation with selected candidate.
