FIREWORKS FANTASIA FOR HUNGERFORD
The Hungerford Christmas Market will be held on Friday 2nd and Saturday 3rd November in the Town Hall and Corn Exchange (10 am – 5 pm).
The Christmas Market was begun by Kathini Graham, who ran it for 30 years. Sadly Kathini died, aged 83, on June 1st 2012,
HUNGERFORD CHRISTMAS MARKET TO MAKE SHOPPING EASYhowever she had largely already organised this year’s market and family friend, Sally Poltimore, with the help of Caroline Preston, have taken over the running of it, which this year will be held in Kathini’s memory. Every year the gate and raffl e support a different charity and Kathini’s chosen charity for 2012 is Parkinson’s UK. All other profi ts from the 2012 Market will be given to AMREF, the African charity she supported.
There will be 32 stalls at the Market, selling a wide variety of things, and there will also be a café selling delicious sandwiches and cakes. All are very welcome!
Kathini was born in Nairobi, where she spent the fi rst 35 years of her life, and many of her charitable interests were linked to the country of her birth, which she visited often.

The emergence of yet another movie-thriller about the fictional ‘spook’, James Bond, gives me the opportunity to reveal what our secret service is really like as, through my journalistic activities,
I have known several of our real-life ‘spooks’ well enough to merit their confidence on many matters.
Bond is projected as a member of the British Secret Intelligence Service, commonly abbreviated to ‘the SIS’ but best known as MI6 because it began as the Sixth division of Military Intelligence. The word ‘spook’ for a member of MI6 arose in the Foreign Office, the government department responsible for MI6. I vividly recall a senior diplomat telling me, many years ago, that a Foreign Office official I wished to question was no longer available because he had ‘gone to the spooks’, meaning that he had moved to MI6.
Every country of any consequence operates a Secret Intelligence Service because, in order to formulate a sensible foreign policy, it needs to know the true intentions of other nations towards it and especially of those which might be plotting against it as, for example, Germany, Japan and the Soviet Union were doing in the not too-distant past. Usually, this can be achieved with confidence only through the service of spies operating within those countries known to be hostile. What is needed is a regular supply of dependable evidence in the form of copies of genuine secret documents revealing the true intentions.
The SIS, with its imposing Headquarters in London, is composed mainly of ‘Intelligence Officers’ who are required to obtain the necessary evidence. James Bond is such an officer.
The Intelligence Officers are posted to the various countries of interest to the Foreign Office usually in the guise of diplomats attached to the Embassies in the capital cities of those countries. When established there, it is their duty to recruit and run ‘agents’ who have access to the secret information required. Such agents are, almost always, residents of the foreign country who already have, or can acquire access to, the information. They are traitors to their own countries and operate for money or for some
other reason. The Officers are required to secure the agents’ information by meeting them at intervals or, more usually, by picking up messages deposited in written or coded form at some secret hiding place known as a ‘dead drop’.
James Bond is projected as both an officer and an agent, a situation which rarely, if ever, exists in real life. He is also ‘licensed to kill’, which never happens in reality. The SIS has planned assassinations in the past, the Egyptian leader, Nasser, once being listed. However, the deed was to have been done by Egyptian nationals opposed to him. A former SIS chief, Sir Maurice Oldfield, told me that the only deliberate death in which he had ever been involved was the smuggling of a suicide pill to a captured agent in a foreign prison so that he could escape torture.
In running agents it is a big advantage for the Officer based in the Embassy to have a brave and dependable wife who is prepared to visit dead-drops. Even children have been involved to enable an agent to pass information to a wife sitting in a park by pretending to be talking to the children. Bond has no wife,
In the Bond world to be caught could be disastrous. The real world is much less dangerous. Those attached to an Embassy, as most SIS officers are, enjoy Diplomatic Immunity so that the worst that can happen to them or their wives is to be expelled from the country, sometimes in a blaze of adverse publicity, but, more often, quietly. It is the exposed agent who, often literally, gets it in the neck.
I have a slight personal connection with James Bond which I treasure. When the Defence Ministry decided to issue passes in and out of its London headquarters to accredited Defence Correspondents, those in charge paid me the compliment of ensuring that mine was numbered OO7. I have it framed.

Continued ... She was working for the Governor of Kenya in 1952 when the
then Princess Elizabeth and Prince Philip visited the country en route for Australia. Kathini helped to arrange the couple’s hasty return to London after George VI’s sudden death on February 6th. She remained proud of successfully managing to have a suitable black hat delivered to London airport which the new Queen could wear as she stepped out of the aeroplane. In the 1970’s and 1980’s Kathini was one of the best known figures on the London property scene, specialising in furnished rentals. She was still working on a part-time basis for Knight Frank in Hungerford right up until the beginning of this year. However, she also had many other interests and was particularly fond of her allotment. She lived in the Bedwyns for some 30 years with her husband Donald who died in 2000. She was a great supporter of the village, its residents and the Church and was a person of great energy, drive and enthusiasm who had many friends of all ages and walks of life.

More than 400 people crammed East Garston church with around 50 standing in the graveyard for the funeral of David Wallis on Monday.
David, who originally farmed near Thatcham, in more recent years owned Dixon’s Farm at Lambourn Woodlands.
He and his wife Wendy were immensely popular and this was evidenced by the funeral service attendance.
In the last year of his life he was president of Hungerford Rotary Club and it was former Rotarian The Reverend Sandy Railton who conducted his funeral service.

Several hundred mourners gathered to farewell a great and loyal Chilton Foliat citizen on Tuesday.
The service in St Mary’s Church was for the life of Robert William Bourne who played an active part in village life until his recent illness.
Bob Bourne was responsible for planting and attending to fl owers growing in and around the churchyard, mowing, and for the magnifi cent fl owers at the base of the village tree.
He was better known for his bridge prowess and was classifi ed in the high echelons of world players.
As Pip Pocock put it in his admirable address on Bob’s life: The great bridge icon Zia Mahmood once placed his hand on Bob’s shoulder and exclaimed “Ah! -Bob Bourne; the great Bob Bourne”.
The service was conducted by the Rector, The Reverend Simon Weeden.
A poem was read by Ronna and readings were delivered by daughters Helen, Elizabeth and Jessica.

HELPING THE DISTRICT
A £10,000 windfall will be used to bring more visitors to Hungerford following an announcement this week.
The Hungerford Marketing Group, made up of volunteers from local businesses and the community, had applied to be part of the Mary Portas Scheme promoted by the government in order to win £50,000 to boost the local economy, together with mentoring and other support.
While the town did not win, all those who entered have now been awarded £10,000, which must be used to promote Hungerford.
Nigel Perrin, chairman of the Hungerford Chamber of Commerce and Sarah Jones from Woodlands Lifestyle, both members of the Hungerford Marketing Group commented: “Naturally we were disappointed not to be successful in our bid to be part of the Mary Portas Scheme, but we are delighted to have become Town Team Partners and look forward to receiving the £10,000 windfall to help us promote Hungerford and encourage more people to visit our wonderful town”.
“We will need to discuss the details of how best it is spent, suffi ce to say it will be on making the town more attractive to visitors and getting those who visit to stay longer.
“Additionally we would like to thank Richard Benyon MP, for his support and signing up to be a Town Team partner, the rest of the proposal team and district councillor David Holtby for their generous support.

Hungerford Town Council’s Recreation, Amenities and War Memorials committee has been told there are 18 people on
the waiting list for allotments and four allotments empty.
WAITING LIST FOR ALLOTMENTS
Preparation work began recently with pollarding the willow tree standing near the entrance to Town Mill. The next phase was to divert river fl ow through sluice gates into Coopers Meadow.
Silence in Kennet Place when the water stopped fl owing over the mill race was almost eerie.
An Aquadam was then rolled out across the river just upstream of the town mill bridge and the water pumped out. The next stage is the heavy machinery getting to work to take out the mill race and replace it with a series of three pools, through which trout may gain access to the upper reaches of the River Kennet. - Val Compton

The committee repeated requests for people to stop leaving food for ducks on the river banks in town: although rat numbers have decreased, many have merely moved to George Lane car park. More signs will be erected and pest control offi cers continue to tackle the problem. Dog mess remains an issue, particularly at the Recreation ground, where this is putting children at risk from disease when they use the play park. Signs will be erected here too, with the committee in agreement that dogs should be kept on leads. They emphasised that all dog walkers, everywhere, have a responsibility to clean up after their pets.
CHRISTMAS LIGHTSOn a brighter note, Cllr Rich Pitts commented that a vibrant town
needs vibrant lights. This Christmas, as well as a tree on the Green and one in the High Street, the yew tree in St Mary’s churchyard will be lit with 400 white LED lights. Christmas Lights switch-on, in the High Street, will take place on Thursday 29 November at 7p.m., with We Love Marlborough events in the Town Hall and a festive Communities Market, both from 3 o’clock.
BENCH REMEMBERS JIM SHERRITTCllr Pitts confi rmed that the bench on The Green, in memory
of Jim Sherritt, will be unveiled on Armistice Day, 11 November. Cr. Val Compton is investigating whether Natural England’s Paths for Communities Fund would pay for a path to connect Five Stiles Road with the Business Park. The Jubilee Orchard planting on The Common, on Sunday, was a great success and Cllr Brian Castle informed the committee that the Tree Council for Britain has awarded Marlborough a mulberry tree, that will be planted in the centre of the diamond. The committee received a report from ARK on management recommendations for Cooper’s Meadow. Plans for Stonebridge Meadow, which have received favourable comment from the public, are still available to view until the end of the month, via the council offi ces or on-line. -Shirley Pryor

our own petition up. BTPG feels that, for Bedwyn, we are beyond that stage and instead letter writing (by way of protest) to the Department for Transport (DfT) will have a greater impact. The problem is with the DfT as they have produced the Invitation to Tender (ITT) which tells the franchise bidders that they can relegate us to a diesel shuttle service to Newbury.
“We feel giving the minister a large post bag, that he is obliged to reply to, is going to have more impact than a simple list of signatories.

Suggested things to state are: 1) We don’t accept any reduction in our peak and off peak direct
services to Paddington or Reading. Bedwyn has 22/23 weekday calls in each direction at present giving an hourly service for most of the day, with roughly two trains an hour during the peaks. Therefore, any specifi cation which signifi cantly reduces calls or frequency will simply not be acceptable for station users. Of these calls, 12 trains in each direction (just over 50%) run through to and from Paddington.
2) Bedwyn acts as a railhead for Marlborough and a wide surrounding area.
BEDWYN ACTS AS RAILHEAD TO MARLBOROUGH3) 66% of users of Bedwyn station travel to or through Paddington.4) It’s unacceptable to do this to Bedwyn (or station of your preference)

Andover and improve the road systems to handle the traffi c pulses that train arrivals / departures create. People do not like changing trains and will prefer to make the fi rst leg by car to a station that is direct to Paddington. The stations between Newbury and Westbury currently spread the load.
7) It’s way off any green agenda they may have.8) Why has the DfT removed the perfect solution from the ITT? This
was in their previous consultation document where the plan was to run an hourly semi-fast Paddington to Exeter diesel service. This would likely have used the HST stock freed up be electrifi cation of the London / Bristol route. Such a service could call at Paddington, Reading, Newbury, Kintbury, Hungerford, Bedwyn, Pewsey, Westbury, Castle Cary, Taunton, Tiverton Parkway and Exeter. Note this solution is BTPG’s preferred solution. If you wish you could request electrifi cation to be continued to Bedwyn or Westbury. However, we feel the HST route is more realistic (because the implementation costs are with the train operator c.f. the DfT) and has less of an environmental impact (overhead gantries and replacement of bridges)”.

The park would be at the current bus stop oppo-site The Sun Inn and would involve several extra park-ing spaces, the mayor, Cr Martin Crane said. The meet-ing also heard of a proposal for a coach park at Cobbs Farm and feeling was that if Cobbs wished to develop a coach park, they could consider it.
STATION PRECINCTS PROGRESSDELAYEDTwo over-riding factors appear to be delaying progress of Hungerford’s railway station precincts development.These factors were again aired at a recent meeting of Hungerford Town Council’s highways and transport committee.Firstly, the council needs a decision from Network Rail on the station boundaries and “ransom strip” alleged to be hindering progress.Secondly the council needs assurance that the rail ser-vice will be maintained when tenders for the service are sought next March.The meeting was told there was no guarantee that rail traffi c would continue to expand if the service was re-duced to a “shuttle service” from Newbury when elec-trifi cation of the line between Paddington and Newbury was implemented.A special council committee was to meet on Wednesday to discuss the rail service. Delegates from Hungerford, Kintbury and Bedwyn were mentioned but there was no mention of Marlborough from where there is under-stood to be concern from people who use Bedwyn and Hungerford railway stations in preference to Swindon.
“MORE POSITIVE HOUSING APPROACH”Hungerford Town Council was looking to a more positive approach to housing development within the town, the mayor Cr Martin Crane told the last council highways and transport committee meeting. He said there were areas within the town that could contain housing and moves were under way to appoint a pro-fessional consultant. He said overall involvement in a local development plan would be too costly for the council.
I am delighted to report that last night’s ‘Movies & Musicals’ night organised by The Rotary - Youth Op-portunities Committee was a huge success – in many more ways than merely funds raised for Rotary Chari-ties, although as you will see from the attached spread-sheet we have raised over £2,000.00 surplus! (Subject to all ticket monies having been paid) Everyone who attended was treated to a magnifi -cent performance by West-End performers, Jayne O’Mahony, John Langley and Andrew Sackett. The Boeuf Bourguignon, buttery mashed potato and broc-coli served up by Rotarian James Weir of The Plume of Feathers was truly magnifi cent – and almost every-one came up to specifi cally say so! Served with fresh crusty French sticks and butter with lemon cheesecake and coffee to fi nish – All this followed by an enthusiastic part II perfor-mance with audience participation and the most rous-ing selection of song tunes including Bond theme ‘Di-amonds are forever’ If you weren’t there then you really did miss out – and you should be really disappointed, you would have loved it – as those who came will surely tell you!!
This is just a quick note to say that the resurfacing of the A4 Charnham Street was completed on Friday night and some of the road markings were replaced on Saturday. Unfortunately, the wet weather prevented completion of the white and yellow lines, so the contractor will return as soon as they have a dry day.There will shortly be a post-completion inspection of the works and any defects will be rectifi ed by the contractor. We will also be sending a satisfaction questionnaire to residents and businesses later this week.Many thanks to everyone for your patience during this major project. COMMENT RE LINE SITUATIONThe next Friends of the Railway Path workday is on Sunday, 14th October.Workdays are an important way of helping to keep this much-loved local greenway looking good. This one will concentrate on the section south from Ogbourne St George, around and immediately south of the car park off Bytham Road (grid ref SU 1990 7407). The work is a mixture of ecological improvements, renovation and tidying. There is a patch of grassland which, with a little en-couragement, we think can become more fl ower rich. We will clear this and remove the cuttings (so that they don’t release their nutrients back into the grassland).There is a hedge with gaps: we will remove scrub from the gaps and start planting up the gaps. We plan later to start laying sections of the hedge where the shrubs are large enough: this improves habitat for a variety of small animals.We will also clear round the car park and the woodland area to the east of the Path, and remove litter.If you would like to come, we will meet at 10.00 at the car park off Bytham Road (see the map attached below: grid ref SU 2037 7400). EAST SHEFFORD SEWAGE WORKS UPGRADED TO PROTECT GLOBALLY RARE CHALK STREAM
East Shefford sewage works has been upgraded to help improve the quality of water in the River Lambourn.Thames Water’s £2.14m of improvements have increased the capacity of the works and added another treatment process, further improving the water discharged into this treasured chalk waterway. Chalk streams are globally rare and the Lambourn, home to protected native species such as bullheads and brook lampreys, is a designated special area of conservation (SAC). During winter months the river can dry up completely and starting to run again in spring. This means that treated wastewater makes up an important amount of the fl ow and the upgrades will ensure that the outfall remains of an exceptionally high quality. Fly fi shermen have been drawn to the stream’s exceptional clarity and the thriving shoals of wild brown trout and grayling. The river had been a well-kept fi shing secret, but came to prominence after featuring in Howard Marshall’s 1967 book Refl ections on a River. “Simple things - so many of them - make up the angler’s true delight. And all of them may be found on the banks of the little river Lambourn,” Marshall wrote. The East Shefford work supports Defra’s national ‘Love Your River’ campaign, which urges people and organisations everywhere to value their local rivers and look after them. Richard Aylard, Thames Water’s director of sustainability, said: “The works operate well at the moment, but what we’re doing is increasing the capacity to make sure it can continue to do so in the future.“Treated wastewater makes up part of the fl ow of the River Lambourn, so keeping the quality high, means a healthy river downstream..“You can see this ‘knock-on’ effect, with all the bugs, birds and other wildlife that are thriving in this globally rare natural habitat. ” Environment minister, Richard Benyon, said: “We all love our rivers. They are the lifeblood of our country. They’ve shaped our landscape, and our towns and cities have been designed around them. They are vitally important for our everyday lives and our environment, and we’ve all got a role to play in making sure our rivers are as healthy as they can be. The project at East Shefford, sewage works, due to fi nish in December, involves installing a new storm tank. This will increase the amount of sewage the works can handle during heavy downpours, reducing the risk of the system becoming overwhelmed and discharging untreated sewage into the river. The project, which started in March, includes an additional tertiary treatment process. The new nitrifying sand fi lter will reduce the amount of ammonia and suspended solid material in the fi nal effl uent, making the fi nal outfl ow into the river even cleaner.-Craig Rance, Thames Water.
Hungerford Town Council’s highways and transport committee will consider letting a future contract for Hungerford’s Christmas lights. The last committee
meeting briefl y discussed the contract suggestion. The council will run a special prize raffl e and sell Christmas cards to help with the cost of around £27,000 this year. Sir John Madejski will switch the lights on at 6pm on Sunday, December 2.

Hedgehog Hazards Some of the worst cases Wiltshire Wildlife Hospi-tal have been treating are those involving slug pel-let poisoning. They explained to the Adviser “The hedgehogs suffer terrible pain. People need to be aware that if they have hedgehogs in the garden there is no need to use slug pellets, even the ani-mal friendly ones, supposedly harmless, can effect hedgehogs in this way”.The Hospital tell us that this is a dangerous time for the offspring, as they may not gain enough weight to survive the winter months. Members of the pub-lic should be aware of the plight of the autumn juvenile. Hedgehogs already being cared for that are not up to weight, are the ones needing over-wintering and by the end of October the hedgehogs should weigh 650g to survive the winter. Advice can be misleading about weight, with 1lb (454g) sometimes being stated as suffi cient, but Wiltshire Wildlife Hospital believe this is nowhere near enough for any hedgehog to survive. Last year they over-wintered 130 hedgehogs and annually they deal with between 600 and 700 hedgehogs.Hedgehogs are now being seen regularly in Coo-pers Meadow in Marlborough. The meadow is a mixture of mown, managed and wild habitat and it is thought that leaving some of the wild patches has encouraged them to breed there. MARLBOROUGH FUNDRAISING EVENING TO SUPPORT LOCAL LIFE SAVERS A charity dance at Marlborough Town Hall next month will raise funds for the local life saving work of St John Ambulance. The dance on 20 October, featuring the band Cel-ebration, is being organised by volunteers from the charity’s Pewsey Division and Marlborough Com-munity First Responders - volunteers who provide emergency medical aid in the Marlborough area ahead of the arrival of an ambulance. Organiser Kev Dickens says: ‘At last year’s dance everyone had a fantastic time while knowing they were helping us to provide a service which is so of-ten the difference between life and death.’ The money raised from this year’s event will go towards equipping the local community with basic fi rst aid skills as well as supporting the Community First Responders and local St John Ambulance vol-unteers. The event will also provide an opportunity for people to fi nd out more about learning fi rst aid and volunteering. Kev says: ‘Our research shows up to 140,000* peo-ple a year die needlessly in situations where fi rst aid could have saved them. We’re determined to change that appalling statistic by getting as many people as possible to learn fi rst aid.’ The evening starts at 8.30pm.
