Hungerford Town Council’s environment and planning committee has offered no objection to a proposal by Hungerford Garden Centre for a cafe/restaurant at the

centre.The proposal discussed on Monday, involves demolition and

erection of extensions and associated works.It is the second major “Hungerford Gateway” project announced

within a month for the A4 Bath Road entrance to Hungerford from Newbury.

Hungerford’s mayor, Cr Martin Crane told the committee meeting a survey by the garden centre showed that some 88% of clients interviewed were in favour of a cafe/restaurant at the centre.

One result of the campaign for more open government and less unnecessary secrecy to which, I like to think that I have made some positive contribution over the years, has been the steady

release of formerly secret documents into the National Archives at Kew. There, they can be consulted in special rooms provided for researchers or, more easily for oldsters like me, they can be downloaded for a modest fee on to a computer to be studied at one’s ease at home.

The documents of most interest to me are those stored in the Headquarters of MI5, the Security Service, which has the official power to keep them secret as long as it likes or even to destroy them so that they will never be seen by any outsider. That power greatly assists MI5 in covering up its many blunders. However, in recent times, the MI5 chiefs, wishing to burnish their public image and needing to recruit good people, have set up a website which they enliven from time to time by announcing the release of more documents into the National Archives..

Last month they excelled themselves by releasing ten volumes of a diary which had been kept, meticulously, by a senior officer, called Guy Liddell, who was Deputy Director General of MI5 from 1945 until 1953. That was a time of great activity by Soviet agents, including the defection to Moscow of the Foreign Office spies, Donald Maclean and Guy Burgess, in 1951, and the suspicion that Kim Philby, the senior Secret Intelligence Service (MI6) officer, had been involved in it and was a spy himself as, indeed, he proved to be by defecting to Russia in 1963.

Some of the situations in the diaries are tragically hilarious with Liddell recording how he had discussed the general hunt for possible Soviet spies with Philby and with Anthony Blunt, a fellow MI5 officer who was also later discovered to have been a most damaging KGB agent!

For any spy buff the diaries are a treasure trove but, for me, they have

proved to have special value because they confirm that my accounts of the betrayals, blunders and cover-ups described in my recent book, Treachery, are accurate in all respects. So much so, that a prominent Intelligence historian, who has been a fierce critic of my work in the past, wrote to tell me that I would find the diaries to be ‘a goldmine’ as, indeed, I have.

There are many revealing mentions of the activities of the MI5 officer, Roger Hollis, Liddell’s colleague, who I suspect to have been the most damaging spy of all time because he went on to become MI5’s Director General for nine years before his retirement in 1965.

While in store in MI5, the Liddell diaries were given the code-name ‘Wallflowers’. Shortly before his retirement in 1965, Hollis, who had them in his safe, gave them to the MI5 officer, Peter Wright, (later infamous for his revelatory book, Spycatcher) with orders to destroy them. Fortunately, Wright, who I interviewed at length, also suspected that Hollis was a Soviet spy and decided to disobey him.

On reading the diaries, one can see why Hollis wanted nobody to have access to them. The many mentions of him show, for example, how he had striven to prevent any serious examination of the spy, Klaus Fuchs, who had already given the secrets of the atomic bomb to Russia. As a result, Fuchs was able to continue his espionage from inside the atomic research station at Harwell, in Berkshire, until his exposure and imprisonment in 1950.

MI5 admits that before, releasing the diaries, it has made some ‘redactions’, meaning that it has removed certain entries and names to suit its own purposes. So, my challenge now is to find out what they were.

Plans were afoot to celebrate Hungerford Community Centre’s first birthday in April, Denise Gaines told Hungerford Town Council’s

finance and general purposes committee recently.She reported that administration was under control

and the youth club was thriving with 50 to 57 members attending in two groups on Wednesday nights.

There was some concern over heating which was linked to the John O’Gaunt school system, Cr Roger Thompson reported.

COMMUNITY CENTRE BIRTHDAY

St John’s in Marlborough has installed energy-generating solar panels on the roof of its Atrium building, saving some £2,000 in energy costs each year.

The 125 Polycrystalline Silicone Photovoltaic (PV) solar panels are hidden behind a parapet on the flat roof above the Sixth Form Common Room. The system will provide 31.25 kilowatts (kw) of electricity-generating capacity, almost eight times the amount generated by a standard domestic PV array. The installation is expected to provide up to 30 000 kw/h (kilowatt hours) of electricity over a typical year.

Martin Cook, St John’s Director of Logistics organised the

installation of the PVs. He explains why the system is such a positive move for the school:

“One of the greatest benefits of this scheme is not just the production of free electricity; St John’s will be able to reduce its Carbon Footprint significantly through a direct reduction of our CO2 emissions of up to 15 000kg of CO2 per year. Additionally the £2,000 worth of electricity produced will provide a clear saving to our energy costs”.

The installation project has been carried out as part of the British Gas ‘Energy for Tomorrow’ programme which is an independently run, non-profit organisation dedicated to developing renewable

energy sources and technologies for the future. St John’s is one of 150 schools around the country that have benefitted from having the PV system installed free of charge and making use of the free energy that is generated. The Government-funded Feed-In Tariff which supports renewable energy developments is paid to the ‘Energy for Tomorrow Fund’ and is then reinvested into more exciting projects like the one St John’s has benefitted from.

ARTISAN COLLECTIVE PLANNEDFOR HUNGERFORD GATEWAYAn artisan collective of attractive and useful shops is planned for Hungerford’s A4 gateway at the New-bury side of town.Outlined plans were given to Hungerford Town Council’s environment and planning committee on Monday night.The collective would be constructed on land at the Garden Arts site and would provide accommodation for antiques, blacksmith, upholsterer, french polish-er, interior design, clockmaker etc. Principal of Garden Arts Travers Nettleton said it would provide a high quality gateway to the town.It was intended to draw business to Hungerford and not away from the town centre.Up to 30 units with parking were envisaged and it was not intended to overdevelop the area.Five or six businesses had already shown interest in the scheme.Subject to planning approval, the project would press ahead as soon as possible.Cr David Liddiard commented that the project was “brilliant”.

7/12/12Recycled debateMarlborough Town Council planning committee dis-cussed correspondence relating to plans for the Lower Compton recycling facility. Cllr Pitts explained to the committee that this was not a new facility, but an ex-pansion of the present one, keeping within the current site boundaries. Volume would increase from 343,000 tonnes per annum (tpa) at present, to 385,000tpa. New buildings on the site would bring the large quantities of open-air sorting under cover. Waste to landfi ll would be reduced from 270,000tpa to 100,000tpa by better processing and more being sent for recycling. The cor-respondence raised concerns about greatly increased vehicle movements in the county. Cllr Pitts comment-ed on how diffi cult it had been to fi nd accurate fi gures to make comparisons: some sources indicate large increases; others show that use of LGVs reduces the number of smaller vehicles that might have been used. Currently, 18,000tpa of refuse-derived fuel is sent to Slough and used for energy generation in place of coal or gas. Those trucks pass through Marlborough and the quantity was not expected to change. SECOND “HUNGERFORDGATEWAY” PROPOSALHungerford Town Council’s environment and plan-ning committee has offered no objection to a pro-posal by Hungerford Garden Centre for a cafe/res-taurant at the centre.The proposal discussed on Monday, involves de-molition and erection of extensions and associated works.It is the second major “Hungerford Gateway” proj-ect announced within a month for the A4 Bath Road entrance to Hungerford from Newbury.Hungerford’s mayor, Cr Martin Crane told the com-mittee meeting a survey by the garden centre showed that some 88% of clients interviewed were in favour of a cafe/restaurant at the centre.


Wiltshire Wildlife Trust responds to the planned badger cull This autumn, trials will go ahead in the South West of England to test the suitability of controlled shooting as a method of cull-ing badgers in an effort to combat the problem of bovine TB (bTB) in England, to test its practicality and cost. Wiltshire Wildlife Trust is very conscious of the hardship that bTB causes in the farming community. Indeed, the Trust itself is a farmer and has lost 11 cattle to bTB, 5 of those in Septem-ber 2012. The need to fi nd the right mechanisms to control the disease is vital. However, the predominant scientifi c view is that the cull will not work and could make the situation worse. A sustained pro-gramme of biosecurity measures and vaccination should be at the centre of efforts to tackle this terrible disease. The Trust is keen for the farming community, conservation or-ganisations and the Government to continue to work together to confront bTB through the following measures: · Biosecurity: All possible measures should be pursued to prevent disease transmission on-farm.· Badger vaccination: Support landowners to use the in-jectable BadgerBCG vaccine. We also urge Defra to continue development of an oral badger vaccine.· Cattle vaccine: Complete development of a cattle vaccine and secure change to EU legislation; vaccination is currently prohibited because the skin test which tests for bTB in cattle cannot distinguish if cattle are infected with TB or have been vaccinated. Cattle that test positive for bTB cannot enter the food chain.

ROTARY HELPS CARE HOMEHungerford Rotary Club has continued its commit-ment to the Council’s Hungerford Chestnut Walk Care Home by installing a new TV. Hungerford Shop SafeI would like to remind the businesses in Hungerford to be aware of the distraction shoplifters. Earlier in the month we had a call from one of our local businesses because they were suspicious about the activity of a young male and female that had entered their shop. Over the last year we have had several distraction shop-lifters in our area, they like to get the shop assistant busy doing something for them while they try to help themselves to high value goods or personal items like expensive phones that belong to staff members. Acting on this call, offi cers attended after gaining a very good description and managed to arrest the two and carry out enquires. I did follow up enquires to fi nd these two had made an appointment or tried to at several hairdressers in the High Street, asking them to go off and get colour charts ( there’s the distraction) luckily I’m pleased to say most of the shops they entered were already on to them. Remember to call the shop safe number as well as 999 if you believe a crime is in progress, this is the time of year we get more of this sort of crime.Valuables left in vehiclesI feel like I repeat myself a lot when writing these up-dates, however people are still leaving valuables in their cars whilst walking the dog on the Common. The latest victim putting her bag in the boot thinking it is safe there. It seems she was being watched and when she returned her bag was gone, as well as the damage to the vehicle, it was a costly dog walk.

400 AT FUNERAL SERVICEMore than 400 people crammed East Garston church with around 50 standing in the graveyard for the fu-neral of David Wallis on Monday.David, who originally farmed near Thatcham, in more recent years owned Dixon’s Farm at Lambourn Wood-lands.He and his wife Wendy were immensely popular and this was evidenced by the funeral service attendance.In the last year of his life he was president of Hun-gerford Rotary Club and it was former Rotarian The Reverend Sandy Railton who took his funeral service.

Hungerford’s Plume of Feathers pub helped its’ raise £2041 over the weekend towards the Rotary Club of Hungerford’s Charity Account, particularly for local causes and also for the Worldwide eradication of Po-lio.The Plume provided a magnifi cent supper to 126 guests in the Corn Exchange whilst they were be-ing entertained by three National Artistes performing West End songs and music from the shows.President of rotary, Nick Fritz, was delighted to have attracted so many local people to the event which produced such a magnifi cent result all round. He commented that plans are now afoot to produce a St. Georges Day Supper in April 2013 to meet the many requests he received for another event..

TOURISM COMMITTEEHungerford Town Council will set up a tourism and commerce committee and Hungerford Chamber of Commerce involvement will be clarifi ed. Speaking against the motion to form the committee Cr David Small said the action could be premature and not nec-essarily in accord with chamber of commerce plans. Hungerford’s mayor Cr Martin Crane said it was the council’s duty to promote tourism.

GRAND PRIZE DRAW FOR LIGHTS Hungerford Town Council’s grand prize draw to raise money for the town’s famous Christmas lights, is up and running and tickets are available from councillors and the council offi ce. First prize is £300, 2nd £150 and 3rd £50. The draw will be on December 1 at 7pm at the town hall.

Fuel PovertyPrior to the Town Council meeting on Mon 5th Nov, Dr Sam Page of Transition Marlborough raised the issue of fuel poverty in Marlborough. Many rented properties have night storage heaters that can take advantage of cheaper, night-time electricity, but deliver heat early in the day, rather than in the evening, when most needed. Many users switch them off and rely on other, ultimate-ly more expensive, heat sources. These properties often lack adequate insulation and Dr Page asked for support in persuading Wiltshire Council to take action to rem-edy this while funds for insulation are still available. Crs Fogg and Dow agreed to meet with Dr Page to take this forward.A place to stand and stareThis is the plan of We Love Marlborough, as presented to the Town Council by Louisa Davison. After recit-ing the poem “Leisure” by WH Davies, which begins “What is this life if, full of care, we have no time to stand and stare?”, Ms Davison said that Marlborough needs a focal point in the middle of the high street, somewhere that people can meet; a central point for community in-formation; a beautiful place where people can sit in the centre of town; a piece of public art. Ms Davison envis-aged it being placed in the centre of the High Street, tak-ing up 2-3 parking spaces and having dedicated access from the pavement. She was not asking the Council for money, as this would come from fund-raising, just for support for the project, prior to submission to Wiltshire Council. Mayor Edwina Fogg asked We Love Marlbor-ough to provide more detailed information, with artist’s impression, and to discuss with Cr Pitts, chair of Ame-nities and Open Spaces committee.

STATION PRECINCTS PROGRESSDELAYEDTwo over-riding factors appear to be delaying progress of Hungerford’s railway station precincts development.These factors were again aired at a recent meeting of Hungerford Town Council’s highways and transport committee.Firstly, the council needs a decision from Network Rail on the station boundaries and “ransom strip” alleged to be hindering progress.Secondly the council needs assurance that the rail ser-vice will be maintained when tenders for the service are sought next March.The meeting was told there was no guarantee that rail traffi c would continue to expand if the service was re-duced to a “shuttle service” from Newbury when elec-trifi cation of the line between Paddington and Newbury was implemented.A special council committee was to meet on Wednesday to discuss the rail service. Delegates from Hungerford, Kintbury and Bedwyn were mentioned but there was no mention of Marlborough from where there is under-stood to be concern from people who use Bedwyn and Hungerford railway stations in preference to Swindon.

“MORE POSITIVE HOUSING APPROACH”Hungerford Town Council was looking to a more positive approach to housing development within the town, the mayor Cr Martin Crane told the last council highways and transport committee meeting. He said there were areas within the town that could contain housing and moves were under way to appoint a pro-fessional consultant. He said overall involvement in a local development plan would be too costly for the council.

I am delighted to report that last night’s ‘Movies & Musicals’ night organised by The Rotary - Youth Op-portunities Committee was a huge success – in many more ways than merely funds raised for Rotary Chari-ties, although as you will see from the attached spread-sheet we have raised over £2,000.00 surplus! (Subject to all ticket monies having been paid) Everyone who attended was treated to a magnifi -cent performance by West-End performers, Jayne O’Mahony, John Langley and Andrew Sackett. The Boeuf Bourguignon, buttery mashed potato and broc-coli served up by Rotarian James Weir of The Plume of Feathers was truly magnifi cent – and almost every-one came up to specifi cally say so! Served with fresh crusty French sticks and butter with lemon cheesecake and coffee to fi nish – All this followed by an enthusiastic part II perfor-mance with audience participation and the most rous-ing selection of song tunes including Bond theme ‘Di-amonds are forever’ If you weren’t there then you really did miss out – and you should be really disappointed, you would have loved it – as those who came will surely tell you!!

This is just a quick note to say that the resurfacing of the A4 Charnham Street was completed on Friday night and some of the road markings were replaced on Saturday. Unfortunately, the wet weather prevented completion of the white and yellow lines, so the contractor will return as soon as they have a dry day.There will shortly be a post-completion inspection of the works and any defects will be rectifi ed by the contractor. We will also be sending a satisfaction questionnaire to residents and businesses later this week.Many thanks to everyone for your patience during this major project. COMMENT RE LINE SITUATIONThe next Friends of the Railway Path workday is on Sunday, 14th October.Workdays are an important way of helping to keep this much-loved local greenway looking good. This one will concentrate on the section south from Ogbourne St George, around and immediately south of the car park off Bytham Road (grid ref SU 1990 7407). The work is a mixture of ecological improvements, renovation and tidying. There is a patch of grassland which, with a little en-couragement, we think can become more fl ower rich. We will clear this and remove the cuttings (so that they don’t release their nutrients back into the grassland).There is a hedge with gaps: we will remove scrub from the gaps and start planting up the gaps. We plan later to start laying sections of the hedge where the shrubs are large enough: this improves habitat for a variety of small animals.We will also clear round the car park and the woodland area to the east of the Path, and remove litter.If you would like to come, we will meet at 10.00 at the car park off Bytham Road (see the map attached below: grid ref SU 2037 7400). Please wear suitable outdoor clothing and stout footwear, and bring:· Lunch and a drink· Gardening gloves if you have some· Any hand tools which you think you would like to use. EAST SHEFFORD SEWAGE WORKS UPGRADED TO PROTECT GLOBALLY RARE CHALK STREAM

East Shefford sewage works has been upgraded to help improve the quality of water in the River Lambourn.Thames Water’s £2.14m of improvements have increased the capacity of the works and added another treatment process, further improving the water discharged into this treasured chalk waterway. Chalk streams are globally rare and the Lambourn, home to protected native species such as bullheads and brook lampreys, is a designated special area of conservation (SAC). During winter months the river can dry up completely and starting to run again in spring. This means that treated wastewater makes up an important amount of the fl ow and the upgrades will ensure that the outfall remains of an exceptionally high quality. Fly fi shermen have been drawn to the stream’s exceptional clarity and the thriving shoals of wild brown trout and grayling. The river had been a well-kept fi shing secret, but came to prominence after featuring in Howard Marshall’s 1967 book Refl ections on a River. “Simple things - so many of them - make up the angler’s true delight. And all of them may be found on the banks of the little river Lambourn,” Marshall wrote. The East Shefford work supports Defra’s national ‘Love Your River’ campaign, which urges people and organisations everywhere to value their local rivers and look after them. Richard Aylard, Thames Water’s director of sustainability, said: “The works operate well at the moment, but what we’re doing is increasing the capacity to make sure it can continue to do so in the future.“Treated wastewater makes up part of the fl ow of the River Lambourn, so keeping the quality high, means a healthy river downstream..“You can see this ‘knock-on’ effect, with all the bugs, birds and other wildlife that are thriving in this globally rare natural habitat. ” Environment minister, Richard Benyon, said: “We all love our rivers. They are the lifeblood of our country. They’ve shaped our landscape, and our towns and cities have been designed around them. They are vitally important for our everyday lives and our environment, and we’ve all got a role to play in making sure our rivers are as healthy as they can be. The project at East Shefford, sewage works, due to fi nish in December, involves installing a new storm tank. This will increase the amount of sewage the works can handle during heavy downpours, reducing the risk of the system becoming overwhelmed and discharging untreated sewage into the river. The project, which started in March, includes an additional tertiary treatment process. The new nitrifying sand fi lter will reduce the amount of ammonia and suspended solid material in the fi nal effl uent, making the fi nal outfl ow into the river even cleaner.-Craig Rance, Thames Water.

Hedgehog Hazards Some of the worst cases Wiltshire Wildlife Hospi-tal have been treating are those involving slug pel-let poisoning. They explained to the Adviser “The hedgehogs suffer terrible pain. People need to be aware that if they have hedgehogs in the garden there is no need to use slug pellets, even the ani-mal friendly ones, supposedly harmless, can effect hedgehogs in this way”.The Hospital tell us that this is a dangerous time for the offspring, as they may not gain enough weight to survive the winter months. Members of the pub-lic should be aware of the plight of the autumn juvenile. Hedgehogs already being cared for that are not up to weight, are the ones needing over-wintering and by the end of October the hedgehogs should weigh 650g to survive the winter. Advice can be misleading about weight, with 1lb (454g) sometimes being stated as suffi cient, but Wiltshire Wildlife Hospital believe this is nowhere near enough for any hedgehog to survive. Last year they over-wintered 130 hedgehogs and annually they deal with between 600 and 700 hedgehogs.Hedgehogs are now being seen regularly in Coo-pers Meadow in Marlborough. The meadow is a mixture of mown, managed and wild habitat and it is thought that leaving some of the wild patches has encouraged them to breed there. MARLBOROUGH FUNDRAISING EVENING TO SUPPORT LOCAL LIFE SAVERS A charity dance at Marlborough Town Hall next month will raise funds for the local life saving work of St John Ambulance. The dance on 20 October, featuring the band Cel-ebration, is being organised by volunteers from the charity’s Pewsey Division and Marlborough Com-munity First Responders - volunteers who provide emergency medical aid in the Marlborough area ahead of the arrival of an ambulance. Organiser Kev Dickens says: ‘At last year’s dance everyone had a fantastic time while knowing they were helping us to provide a service which is so of-ten the difference between life and death.’ The money raised from this year’s event will go towards equipping the local community with basic fi rst aid skills as well as supporting the Community First Responders and local St John Ambulance vol-unteers. The event will also provide an opportunity for people to fi nd out more about learning fi rst aid and volunteering. Kev says: ‘Our research shows up to 140,000* peo-ple a year die needlessly in situations where fi rst aid could have saved them. We’re determined to change that appalling statistic by getting as many people as possible to learn fi rst aid.’ The evening starts at 8.30pm. Tickets are £10 for adults and £8 for concessions and will be available from the White Horse Bookshop and Carrie’s Hair-dressers in Marlborough High Street.
