(Red' retires Councilman C.L. "Heel" Phillips retired f•·om public service after 25 years on the New Deal City Couneil. Phillips se•·vcd with five mayors s ince his first swearing in ceremony Mny 1975. That wns fl year befm·e New Deal City Hall was built when Ray West was mayor. Pictured with Phillips (holding plaque) at a reception last week are former mayo•·s (ft·om left) Herman Lorenz and Terry Martin and current Mayor Harry Ford. Billy Fortenberry was the first mayor after the city incorpo-rated in 1971. Phillips served for 10 years and took a one year break in service. He was re-elected to the council when Marti n became mayor.
