Alabama

Gov. Robert Bentley (R)

State of the State Address January 14, 2014

Discussed a partnership between the University of Alabama-Birmingham and the

Southern Research Institute on biotech research and product development

Highlighted the Governor’s College and Career Ready Task Force, which has made

recommendations intended to supply a constant supply of high school and college

graduates with the skills needed by state industry

State of the State Address January 9, 2014

Said that college tuition has been increasing by double digits

Called on legislators to support a $100 million funding increase for higher education,

along with a 6 percent cap on tuition increases

Connecticut

Gov. Dannel Malloy (D)

State of the State Address February 6, 2014

Proposed the “CHET Baby Scholars” program to provide a tax-free college savings

account for each child born or adopted in Connecticut. The state would provide $100, and

if parents add $150 within four years, the state would provide an additional $150.

Stated that his budget includes an extra $45 million for the Governor’s Scholarship

program

Emphasized preparation for college and career

Said that the state will continue to work with partners toward creating early college

programs, leading to students earning a high school diploma and associate’s degree at the

same time

Outlined “Transform CSCU 2020” initiative to provide an investment of $134 million to

help bring the state university system into a “single, student-centered, technology-rich

system”

Proposed the “Get Back to Get Ahead” program that will offer students with some

college but no degree up to three courses toward a degree

Delaware Gov. Jack Markell (D)

State of the State Address January 23, 2014

Praised legislation that better prepares teachers

Noted that 60 percent of jobs will require training beyond high school by the end of the

decade, but only 20 percent of high school students graduate ready for college or a career

Highlighted a partnership with the College Board to identify high-achieving, low-income

students and provide them information from top colleges and encourages them to apply

Called for reducing to zero the number of students who are capable of succeeding in

college but who do not apply for admission

Called for a scholarship program so that all the state’s low-income students with college

potential can taking credit-bearing courses during their senior year of high school

Announced a partnership with DuPont to partner with colleges to deliver a roadmap from

the classroom to employment through identifying skills to entry-level positions and

matching skills to courses and experiences

Discussed a partnership with Delaware Tech and Red Clay to supplement high school

programs with access to manufacturing equipment at Delaware Tech

Outlined a program in which state business groups are identifying manufacturers that will

allow high school students to get direct exposure to the workplace

Proposed a competitive grant program to fund public-private partnerships between

employers and schools/colleges in order to develop workforce skills

Called for a $2 million matching grant program to leverage federal dollars in support of

research and innovation

Launched the Delaware Cyber Initiative, a public-private partnership dedicated to cyber

innovation between public colleges and universities and private enterprise

Florida

Gov. Rick Scott (R)

State of the State Address March 4, 2014

Called for $80 million to fund colleges and universities who “graduate students best

positioned for a job”

Stressed college affordability, vetoed tuition increase

Proposed ending the law allowing 15 percent annual tuition increases and inflationary

tuition increases

Said that he is proud that all Florida state colleges offer bachelor’s degrees for $10,000

Georgia

Gov. Nathan Deal (R)

State of the State Address January 15, 2014

Lauded the quality of the state’s postsecondary education system and asked higher

education leaders to examine the work readiness of their graduates

Said that the state paid full tuition through the HOPE Grant for programs with high job

placement rates, such as commercial driving, practical nursing and early childhood; the

governor will seek to extend the grant to more job-oriented programs, such as welding,

health care technology, diesel mechanics and information technology

Called on state legislators to create a new HOPE scholarship for technical college

students with minimum 3.5 GPAs.

Budget plan includes $10 million for low-interest loans for technical college students, in

order to cover the funding gap in tuition, books, and fees.

Proposed funding the Hope Scholarship and HOPE Grant at 103 percent of last year’s

amount

Announced the Governor’s High Demand Career Initiative, which will bring together

economic development officials, university leaders, technical colleges heads, and private

sector executives to discuss employer needs and expectations

Said that the state needs to avoid costly remediation

Hawaii

Gov. Neil Abercrombie (D)

State of the State Address January 21, 2014

Discussed the University of Hawaii’s Institute for Astronomy’s Akamai Workforce

initiative to train college students for work in technical fields

Thanked the University of Hawaii for setting up the Loretta Deliana Fuddy Memorial

Scholarship in Health, Human and Public Services.

Idaho

Gov. Butch Otter (R)

State of the State Address January 6, 2014

Highlighted task force recommendations to boost educational attainment, with a goal of

having 60 percent of Idaho citizens between the ages of 25 to 34 with a degree or

professional certification by 2020

Highlighted public-private partnerships between institutions of higher education and

business and industry

Mentioned the state’s participation in Complete College America

Called for new investments in high-demand programs at four-year institutions in order to

bring in more instructors, reduce the logjam of students in upper-level courses and help

students finish on time

Called for increased support for professional-technical education programs
