  • The 2010 Population Census was designed to be used as the basis forUpdating the population data bases down to the lowest administrative level (village);

    Monitoring progress in achieving the Millennium Development Goals (MDG);

    Preparing small-area statistics;

    Preparing population projections; and

    Developing sampling frames for various surveys conducted between 2010-2020*

  • The 2010 Population Census QuestionnairesThree kinds of questionnaires were used to enumerate the population in the 2010 PC: C1 42 questions, used for people living in households in areas covered by the census mapping; C2 14 questions, used for people living in areas which were not included in the mapping, such as remote/ isolated areas, Indonesian diplomats living abroad, etc.; and L2 2 questions (number and sex), used for the homeless, people living on boats, crews of Indonesian ships, and isolated tribal population.*

  • Items Collected in the Census Using Form C1

    Basic demographic characteristics: sex, age, relationship to head of household, marital status;

    Fertility: number of children ever born and still living;

    Mortality: including child, adult and maternal mortality;

    Migration (district level): place of birth, current residence, place of residence 5 years ago;

    Education: school attendance, educational attainment, literacy; *

  • Items Collected in the Census Using Form C1

    Socio-cultural: religion, ethnic group, citizenship, ability to speak Indonesian, daily language used at home;

    Disability (ICF recommendation);

    Economic activity during previous week: main industry, employment status;

    Housing: housing ownership, floor area and type, sources of drinking water, fuel for cooking, lighting, toilet facilities; and

    Usage of ICT.*

  • Monitoring and Quick Count ReportingAll mobile phone numbers of Field Coordinators, Sub-district Coordinators, and District Coordinators must be recorded.After completing the listing of each CB, Field Coordinators sent messages (sms/text) through mobile phones to the BPS server.Message: ID of CB, No. of HHs, Males, Females, TotalBPS disseminated all information on WebsiteComparisons made between no. of HH in the mapping and census listingDistrict coordinators sent all completed listings through email from BPS District Offices everyday*

  • Data ProcessingDecentralized data capture in 33 Provincial Data Processing Centres (DPC), 51 ICR Scanners, 37 Guillotines, 34 ervers, and 2100 PCs were usedData capture software used: Kofax 5 variables cleaned in Provincial DPCsCentralized data editing, validation and imputation in BPS central office for all other variables, using CSPro and in-house prepared programs.*

  • Grand Design AnalysisActions taken by BPS:Organized a group of population experts to advise on the various components of plans of processing, analysis, dissemination and data utilization of the 2010 PCHeld workshops to brief stakeholders on the importance of the census in order to assist in the creation of positive public attitudes across the country.

  • Grand Design AnalysisActions taken by BPS:Convened small groups of specialists to consider the likely problems and issues surrounding the analysis of the questions on ethnicity, language spoken at home, and work in economic sectors. Accepted advice from the group on valid ways of grouping the answers for both language and ethnicity and using summary codes to make analysis more feasible.

  • Grand Design AnalysisIdentification of Key Professional Organizations:The Statistical Community Forum (Forum Masyarakat Statistik -- FMS)* (they could be invited to participate in public discussions, parliamentary reviews and professional critiques of the data during the course of dissemination in the future); Indonesian Institute of Sciences;

    * FMSs memberships includes many high level policy makers, academicians, researchers, entrepreneurs and government officials. *

  • Grand Design AnalysisIdentification of Key Professional Organizations:The Indonesian Association of Demographic Specialists (IPADI): The network of Population Studies Centres (Pusat Studi Kependudukan) based in universities in almost every province (a source of trained researchers); andGovernment agencies (may require various reports and analyses relevant to their areas of responsibility).

  • Grand Design AnalysisPriority actions to be taken:The documentation of all the forms, manuals, procedures and questionnaires used in the census to collect the data; The publication of these documents on BPS- website that can be easily accessed by researchers;The encouragement of core groups of research advisers to take an active interest in the analysis;The assignment of small groups of experts to consider and finalize the methods for calculating key indices at the household and individual levels.
