I. GENERAL OVERVIEW

The Navy is investigating the suitability of a year round Service Dress Khaki (SDK) Uniform for Chiefs and Officers. The uniform is being reviewed for appearance, functionality, ease of care, and comfort in its final design and fabrics. This wear evaluation is planned for 60 days, at which time you will be asked to evaluate the features of the uniform via an online survey. Additionally, during the wear evaluation, representatives from the Navy will personally address your opinions of the test uniforms via focus groups.

By taking part in this test, your views, opinions, and preferences may influence uniform changes among your peers throughout the Navy. It is very important that you provide accurate feedback when taking the questionnaire and during focus groups. All of your comments will be treated in confidence. Your participation is critical to the success of this test. Please comply with the following guidelines throughout the duration of the wear evaluation.

Please wear this uniform in place of your Service Dress Blue and Service Dress White uniforms unless circumstances require otherwise.

Wear this uniform a minimum of two times per week keeping in mind uniform functionality, comfort, ease of care and suitability as a dress and/or service uniform.

Wear the test uniforms as issued. Do not mix with currently owned khaki shirts or trousers/slacks/skirts.

All participants will use currently owned neckwear, hosiery, and footwear. Note: The khaki polyester/wool combination cap cover is authorized to be worn in lieu of supplied khaki garrison cap.

Males will provide their own khaki polyester/wool belt. Clean and care for the test uniforms as stated on the care labels

located inside of the garments. Initial hemming, alterations of coats and trouser/slacks/skirts and

sewing of insignia, as appropriate, will be provided free of charge. Address issues related to the wearing of this uniform via points of

contacts provided, as appropriate. The uniform provided is the property of the US Navy and will be

returned to NCTRF upon conclusion of the wear test.

VI. MANNER OF WEAR (HOW IT SHOULD BE WORN)

The Service Dress Khaki (SDK) uniform consists of a garrison or combination cap, dress coat, shirt/overblouse, trousers/slacks/skirt, belt and buckle (males), neckwear, footwear and appropriate embroidered rank/rate insignia, metal collar and cap devices.

Coat: Shall be worn buttoned over shirt/overblouse and trouser/slacks/skirt. The amount of shirt cuff shall not extend more than ¼” below sleeve hem when hands are rested at sides. All buttons shall be closed.

Shirt (Male): Shall be tucked into the trousers. All buttons shall be fastened. Male shirts button to the right.

Overblouse (Female): Overblouse shall not be tucked into the slacks. All buttons shall be fastened when wearing neck tab. The overblouse shall button to the left.

Trousers (Male): Trousers shall hang approximately 2 inches from the floor at the back of the shoe. Fasten all buttons, close all fasteners, and wear a belt through all loops.

Slacks (Female): Slacks shall hang approximately 2 inches from the floor at the back of the shoe. Fasten button and close all fasteners.

Skirt (Female): Skirt hem shall finish approximately mid knee, no higher or lower than 1 inch above or below mid knee. Fasten button and close all fasteners.

Garrison cap: The cap shall be worn squarely on the head, with fore and aft crease centered vertically between the eyebrows. (USN Regulations 3501.10)

Combination cap: The cap shall be worn squarely on the head. (USN Regulations 3501.9)

Belt with closed gold buckle and clip (Male): Belt shall be worn with clip to the left of the buckle and passing through all belt loops. (USN Regulations 3501.2)

Neck tab (Female): The neck tab’s outer edges should be parallel to the outer edges of the shirt collar. An equal amount of neck tab should show on each side of the collar. (USN Regulations 3501.34)

Necktie (Male): The tie shall be knotted with a four-in-hand, half Windsor or full Windsor knot. Wear the top of the knot parallel to and slightly above the top of the shirt collar closure, hiding the shirt button. The tie does not cover the belt buckle. (USN Regulations 3501.37)

Insignia

Covers: Metal garrison cap device (Officers): Rank device shall be

placed on the wearers’ right side of the cap 2” from the center front, with the center of the device 1 ½” from the bottom edge of the cap. Miniature cap device shall be placed on the wearers’ left side of the cap 2” from the center front, with the center of the device 1 ½” from the bottom edge of the cap.

Metal garrison cap device (Chiefs): Rank device shall be placed on the wearers’ left side of the cap 2” from the center front, with the center of the device 1 ½” from the bottom edge of the cap.

Combination cap device: The device is shall be attached to the mount of the combination cap band.

Coats: Hard shoulder boards (Officers): Men’s shall be worn with the

shoulder loops. Women’s shall be worn through the epaulet. Embroidered rating badge (Chiefs): Rating badges shall be

sewn on the left sleeve, centered midway between the shoulder seam and the elbow.

Embroidered service stripes (Chiefs): Stripes shall be sewn on the left sleeve with the lower ends to the front. The lower end of the first stripe is 2 inches from the end of the sleeve. The trailing edge of the stripe is in line with the trailing edge of the rating badge. The stripes should be a 45 degree angle to sleeve hem.

Nametag: Shall be centered with the lower edge 1/4 inch above the right breast pocket.

I.D. badge with or without Nametag: ID badge shall be worn in accordance with US Navy Uniform Regulations Chapter 4 Sections 1, 2, and 3 as authorized.

Ribbons and Awards: Ribbons and awards shall be worn in accordance with the US Navy Uniform Regulations Chapter 5, Section 3 as authorized.

Primary warfare/qualification insignia position with ribbons or medals: Shall be centered with the lower edge of the insignia 1/4 inch above the top row of ribbons or medals.

Primary warfare/qualification insignia position without ribbons or medals: Shall be centered with the lower edge of the insignia 1/4 above the left pocket.

Secondary warfare/qualification insignia position: Shall be centered with the top edge of the insignia 1/4 inch below the top of the pocket flap.

Shirt (Male): Metal collar devices (collar closed): Center the insignia 1 inch

from the front and upper edges of the collar, except for Flag Officers. Admirals, Vice Admirals, and Rear Admirals, who will center the first star 1 inch from the front and upper edge of the collar. Position the vertical axis of the insignia at right angles (the horizontal axis parallel) to the upper edge of the collar.

Nametag: Shall be centered with the lower edge 1/4 inch above the right breast pocket.

I.D. badge: ID badge shall be worn in accordance with US Navy Uniform Regulations Chapter 4, Sections 1, 2, and 3 as authorized.

Primary warfare/qualification insignia position: Shall be centered with the lower edge of the insignia 1/4 above the left pocket.

Secondary warfare/qualification insignia position: Shall be centered with the top edge of the insignia 1/4 inch below the top of the pocket flap.

Overblouse (Female): Metal collar devices (collar closed): Center the insignia 1 inch

from the front and upper edges of the collar, except for Flag Officers. Admirals, Vice Admirals, and Rear Admirals, who will center the first star 1 inch from the front and upper edge of the collar. Position the vertical axis of the insignia at right angles (the horizontal axis parallel) to the upper edge of the collar.

Name tag placement: Placement of the nametag shall be 6-1/4 (+/- 1/4) inches down the wearer’s right split front seam and centered over the seam.

I.D. badge: ID badge shall be worn in same general location as outlined in US Navy Uniform Regulations Chapter 4, Sections 1,2, and 3 but shall be centered 6-1/4 ( 1/4) inches down the wearers left or right split front seam as applicable.

Primary warfare/qualification insignia position: Insignia shall be 6-1/4 ( 1/4) inches down the wearers left split front seam and centered over the seam.

Secondary warfare/qualification insignia position: Shall be centered with the top edge of the insignia 1/2 inch below the primary device.
