RTI is:• An initiative that supports school
wide improvement goals
• Intended to help as many students as possible to reach proficiency without special education
• A method to unify general and special education in order to create a continuum of services
• Focused primarily on effective instruction to enhance student growth
RTI is … and is NOT
RTI is NOT:
•Solely a special education initiative
•A means for increasing the number of students into special education
•A method for increasing ordecreasing the number of students who utilize special educationfor interventions
•Focused primarily on disabilitydetermination and documentedthrough a checklist

• the sole purpose for RTI is to identify children with LD or other disabilities?
• we continue to use the same methods of delivering instruction to at risk students?
• we view special education as a place for intervention?
THE ANSWER:
NOTHING! In fact, we could INCREASE the number of children we identify
for special education.

• our aim for RTI is to implement a process to identify and support all learners?
• we use research validated core and supplemental curriculum and instructional programs to provide tiered instruction?
• we view special education educators as experts who support general education teachers in working with students at risk?
THE ANSWER:
EVERYTHING! In fact, we will DECREASE the number of children we identify for special education and INCREASE the number of children who are successful!
What will change if…

Historical Approach
• Ability verses achievement discrepancy model
• SLD exclusion factors
SLD Eligibility
RTI Approach
• Significant difference in performance when compared to peers
• Low rate of progress with implementation of intense, high quality interventions
• Instructional needs are greater than can be supported in general education
• SLD exclusion factors

• Shall not be required to use the severe discrepancy model
• May use a process that determines if the child responds to scientific, research-based intervention
