Ladies and Gentlemen,
it is a great pleasure to have the honour to welcome you again this year in Velenje. The best runners from the Old Continent competed here already in 1999 and the fact that we are once again hosting the European Cross Country Championships surely proves that the first one was organised well. Velenje is known for big sporting events such as the Slovenian Open Table Ten-nis Tournament, the International Athletic Meeting, and the Ski Jumping Competition and so on. These events traditionally take place here due to successful organisa-tion, hospitality and never the less, the pleasant atmos-phere in the city.
We believe that our activities in the field of environ-mental protection and care for the environment also contributed to this. The municipality of Velenje received numerous awards and distinctions in this regard. It was chosen to be »The Best Kept City in Slovenia« for sev-eral times, and in addition to that it received an award for the most energy-efficient municipality in Slovenia and won the title of »The Greenest Municipality in Slo-venia«. The environment which is being well taken care of creates good conditions for development of tourism which represents one of the most important branches of economy. Velenje offers numerous features of natu-
ral and cultural heritage. I would like to invite you to visit them and I hope you would leave us full of nice impres-sions and that you would all wish to come back again.
Velenje is also known to be a city of sports due to the excellent world-level results achieved by many of our athletes. Their remarkable success also contributed tothe idea of carrying out a complex renovation of sport and recreation zone nearby lake Velenje. Last year the municipality of Velenje and the Slovenian Chamber ofArchitecture and Spatial Planning undertook a tendering process to find architectural and urbanistic solutions for Velenje Sports Park. In this way the best architecturalsolutions that would allow a suitable organisation of the sports park programme were chosen. We will thus be able to improve the area surrounding the city stadium and create conditions for new sports challenges.
Dear participants and dear visitors of the SPAR European Cross Country Championships, I wish you all a pleasant stay in our city. I wish you would experience many beau-tiful moments and obtain many good results.

LOC MESSAGE
I am very much looking forward to Velenje hosting the 2011 SPAR European Cross Country Championships.
I recall the punishing conditions that challenged some of Europe’s best cross country runners at the 1999 champi-onships and made for some great races.It was at that event Portugal’s Paulo Guerra won the third of his four senior men’s titles to confirm his place as one of the continent’s greatest cross country runners.
European Athletics delegations have visited Velenje in preparation for the 18th edition of the SPAR European Cross Country Championships and have seen the im-pressive lake-side location of the cross country course. I have been assured that early preparations are going well in Velenje and I look forward to a memorable event.
The discipline of cross country is growing to be an ever more important part of athletics during the winter months. Cross country brings together athletes from
the middle distances up to the marathon in the same race and provides a special challenge as the running sur-face can change according to the weather conditions.
The SPAR European Cross Country Championships are always an exciting and interesting competition, with the added dimension of also being a team event. The combi-nation of the beauty of the local Velenje environment and the natural obstacles on the course will provide a memo-rable experience for athletes, officials and fans alike.
I would like to thank in advance the Slovenia Athletics Federation and the Velenje 2011 Local Organising Com-mittee for their hard work now and in the future with regards to the organisation of the championships.
I hope that Velenje 2011 continues the success story of the SPAR European Cross Country Championships and I look forward to meeting Europe’s cross country family in December 2011 in Slovenia.

Velenje will host the 18th SPAR European Cross Country Championships for the second time. This is again an hon-our, an immense responsibility and a great challenge.
Athletics is a truly wonderful sport and European Athlet-ics is doing outstanding work for the development and promotion of our sport. This is reflected in the organisa-tional level required for all European Athletics events.
We have the experience in organising athletics events; however organising such an important event again brings a lot of new responsibilities and the need for new skills.
We will do our absolute best to organise a great event, such as our sport deserves, and we believe that we will
meet the high expectations of all who anticipate a mem-orable SPAR European Cross Country Championships in Velenje.
Velenje is excited to take this opportunity to confirm its reputation as a sports town and to offer all visitors a won-derful experience during their stay.
We strongly believe that athletics fans in Slovenia and in the host town of Velenje will endorse the event and again confirm their passion for athletics by supporting the ath-letes in large numbers on Sunday 11 December 2011.

The organisation of the 2011 SPAR European Cross Country Championships will provide transportation for all accredited people arriving at Ljubljana Joze Pucnik Airport. The airport has daily flights to and from the major cities in Europe. It is located 101 km from Velenje and about 1 hour drive.

The City of Velenje
VELENJEA City Flourishing with Ideas Velenje is a young, modern European city situated in the eastern part of the Šaleška Valley in the Paka river basin. The city was first mentioned in the 13th century as a market town, but was granted city rights in the 1950s, when in the middle of fields and meadows a new, mod-ern city was built in a matter of years by voluntary strike labour. Diligent workers made more than a million of strike hours. In search of a better tomorrow they came to the city from all over, and together they built a pic-turesque, multi-cultural and hospitable city.
Back in 1889 Velenje was a small market town with no more than 364 citizens, a figure which stands in total
contrast to the present-day situation. Nowadays, spreading over a bit more than 83,000 square metres, Velenje is home to a good 34,000 Velenje citizens.
Moreover, Velenje is today one of the strongest eco-nomic centres in Slovenia. It is the city of large economic systems, equipped with modern infrastructure. Econom-ic development is based on energy, metalprocessing and construction industries. In addition, environmental-pro-tection, craft and trade services have been experiencing solid development recently. Furthermore, Velenje is an employment, administrative and educational centre of a wider Savinjsko-Šaleška region.
The youngest Slovene city has grown into the fifth-larg-est Slovene city, and still keeps growing and developing. It is the city with a vision and youthful energy. Velenje is the city flourishing with ideas.
CITY IN A PARkA Diverse, Modern City Full of Charm The city of Velenje and its countryside are neither big nor small. Its contemporary architectural layout makes it different from other Slovene cities. Its modern flat-roofed buildings, sizeable greens, impressive trees and neatly arranged flower beds fascinate every visitor.
Velenje is a city in a park, a city of greens and numer-ous sunny days. It is much more than mere heritage of an old market town situated under the mighty Velenje Castle, which gave it the name. It has grown between Stara vas and the settlements of Šmartno and Šalek for five decades. Even though spatially limited by the hilly landscape, the city’s growth continues.
Nature in Velenje will enchant you on every step. Go for a stroll around Velenje and Škalsko Lakes, climb the Koželj or the Graška Gora, take your time in explor-ing the diversity of woods and mountain paths or visit Soncni park (the Sunny Park). Furthermore, an extensive network of well-maintained cycle lanes invites you to explore the city and its surroundings on a bike.
Velenje gets beautiful when waking up, gets even more beautiful when bustling with life during the day as well as when calming down in the evening and finally fall-ing asleep. Each day you spend in Velenje is a unique experience.

STORIES OF THE PASTThe Past Inspires Us, the Future Excites Us
Velenje may be a young city, yet it has a colourful history giving it a touch of mystery even today. As early as in the Middle Ages the first important written records ap-peared about castles, which played an important role in the later history of the Šaleška Valley. In that period more than 20 castles and manors were built giving the valley an important seal, and the name the Valley of Castles.
Velenje Castle, first mentioned in 1264, is perched on a steep rocky mound above the town. It is one of the most well-preserved castles in Slovenia, and nowadays hous-es Muzej Velenje (the Velenje Museum). Having eleven museum and gallery collections it offers genuine travel through time. Moreover, Muzej Velenje also takes care of a refurbished Gril Farm, an old vinedresser’s cottage con-verted into an eco-museum in once wine-growing Lipje by Velenje. Apart from the cottage with “a black kitchen” (a kitchen with an open fire), the museum also consists of a herb garden, vineyard with the authetic sort “p’cek”, an apiary and orchard. Furthermore, Muzej Velenje invites you to see Kavcnik Farm in Zavodnje above Šoštanj. This remarkable jewel of folk architecture houses a unique liv-ing room with open hearth that is over 400 years old.
On the other side of the city, the visitor’s look is often captured by the ruins of Šalek Castle, which gave name to the settlement below and to the whole valley. The cas-tle was erected on a cliff with first records dating back to 1287. It was abandoned after a devastating fire around 1770. The oldest part of the castle is a keep still standing today. It has a triangular floor plan, a unique one in Slove-nia as well as Europe.
Down, in the middle of the valley, there is a young city centre – a living testament to contemporary history on every step – boasting numerous cultural and artistic mon-uments that adorn the city’s streets and squares, which are actually monuments by themselves. There is Tito’s Monument, the most noticeable and mightiest of them all, erected on Tito’s Square, which is the city’s central square. Moreover, at the edge of the square, there is a monument to Nestl Žgank, a builder of the modern Velenje.
At the entry to the city’s oldest part - Old Velenje be-neath Velenje Castle - greets you a refurbished Villa Bi-anca. Although the refurbishment has preserved the old shape, the villa fulfils modern assignments as a protocol building of the Velenje municipality as well as a Tourist Information Office and a pleasant bar.
SPORTS AND RECREATIONA Wide Array of Sports, Recreational and Adrenalin Opportunities
Wonderful nature is visible and accessible practically everywhere in Velenje. Velenje’s tidiness and hospitality have received numerous prizes at domestic and interna-tional levels.
Modern sports complexes, such as the city stadium, Red and White Halls, a ski-jumping centre, an indoor swim-ming pool, make an important contribution to the city’s vibrancy.
The Jezero Tourist-Recreational Centre (TRC Jezero) is something special since it is developed in the area of sunk lakes, which are a consequence of coal-mining. Nowadays it is one of the most beau-tiful and attractive Slovenia’s sports centres, bustling with activity from dawn till dusk. A magic world of the lake-shore invites all fans of strolls in nature, jogging (also cross-country skiing in winter), cycling and horse riding. The TRC Jezero offers modern tennis, beach volleyball and streetball courts, a futsal pitch, golf train-ing course, etc.. The White Hall also houses a modern fitness studio. Furthermore, the youngest are fascinated with the children’s playground Villa Villekulla, the home of Pippi Longstocking.
For water sports enthusiasts, Lake Velenje provides plen-ty of wind for windsurfing and dinghy sailing or relaxed rowing and boating. Lakes Velenje and Škalsko are true paradise for angling lovers as well as for outdoor ice-skat-ing lovers in winter.

The Event
PARTICIPATING COUNTRIES All European Athletics Member Federations will be entitled to enter athletes in the SPAR European Cross Country Championships.
ENTRIES & SCORINGThere will be separate team championships for eachrace, in which each European Athletics Member Federation may enter 1 (one) team.
A maximum of 8 (eight) athletes in each event may beentered per Member Federation, of which a maximumof 6 (six) may participate.
Each team’s score shall be determined by the aggregate of the finishing positions achieved by its 4 (four) best-placed athletes. If two or more athletes tie for a place in any event, the attributable points shall be divided equally between them.
The team in each event having the lowest score will be the winner, and so on. In case of a tie it shall be de-cided in favour of the team whose last scoring athlete finishes nearest to first place. A team with fewer than 4 (four) finishing athletes shall not be counted in the teams classification.
A separate classification of all athletes in each eventshall be compiled and the championship determinedaccordingly.
