The Chairperson of the SLC welcomed the participated members and the special inviteesof the Committee. The SLC reviewed and discussed the proposals of Large and Megaprojects placed in the SLC on case to case basis. The Chairman requested therepresentatives of Industrial units to furnish the details of their employees and activitiestaken up under Corporate Social Responsibility along with photos as the Governmentintends to showcase it in the departmental website. The chairperson requested the unitholders to speak out if they have any grievances relating to their industries.

The promoter of M/s. Ramabhadra Industries Pvt, Ltd, Talacheruvu (V), Tadipathi (M),Anathapruam District has informed that their proposal for sanction of investment subsidyfor their ‘wind power’ project is pending in CoI as they couldn’t produce the registeredland sale / lease deed as it is allotted by the Government on tri-party mode betweenNREDCAP, the developer M/s. Gamesa Wind Turbines Pvt Ltd., (Developer) and them. TheCommissioner of Industries directed the JD(II) to send a reminder to the Government forresolving the issue. He has also requested the representative of Registration and Stamps

Clarification on release of Incentives to M/s.Jaypee Balaji Cement Plant, Budawada (V), Jaggaiahpeta (M), Krishna Dist.

SVC examined the issue in detailed and opined that as M/s . Ultra Tech Cement Ltd. has given NOC , incentives may be released toM/s.Jaypee Balaji Cement Plant.

SLC examined the issue in detail along with board resolutions submitted by both company representatives and decided to release the sanctioned incentives to M/s.Jaypee Balaji Cement Plant, since the representative of M/s UltraTech Cement Ltd. has submitted NOC for release of sanctioned incentives to M/s.Jaypee Balaji Cement Plant.

The President of M/s. A.P. Spinning Mills Association has stated that their association isvery happy because the SLC could able to sanction an amount of Rs.801.61 Crores to thelong pending (771) claims, pertaining to (372) Large and Mega projects in the last (5)meetings under the guidance and dynamic leadership of the Commissioner of Industries.He has appreciated the Commissioner of Industries and other Staff for performingfantastic job in achieving this with hard work and dedication. He expressed his pleasurefor creating Investor friendly environment through EoDB as it is very encouraging to setup new Enterprises. He also told that a new era has been embarked with the initiatives ofthe Government.

The Chairperson requested the SLC members to offer their remarks andsuggestions for framing new Infrastructure policy guidelines for mega projectsalong with safety measures to be taken by the Government in case of nonimplementation of the unit after availing the incentives under IIDF.

The SLC observed that the claims are being received without indicating the date ofcompletion of infrastructure component by industrialists and without propersupporting documents. The line departments are denying for mentioning the dateof completion of the infrastructure component, executed by Units. Power linecomponent completion can be considered by verifying the date of power releasewheres as in case of road, water and other components, there is no evidenceabout date of completion. The SVC expressed its view to ascertain the date ofcompletion from Chartered Accountant by verifying the date of expenditure andalso by obtaining the affidavit from the unit holder. Further it is decided the dateof completion of each infrastructure should be before DCP or within 6 monthsfrom DCP.

The SLC discussed the importance of date of completion of infrastructure componentsand its effect on the eligibility for sanctioning the incentives under IIDF.

The Chairperson instructed the JD (Infra) to prepare simplified guidelines on IIDFand to place it in next SLC for deliberations and suggestions.

The Chairperson also directed to take necessary measures for filing andprocessing of IIDF claims through Information Technology enabled platform withan aim to improve the Ease of Doing Business.
