The Community Action Plan was drafted to detail how the vision and ideas articulated by the community could be achieved. The Plan will assist in strategically engaging target groups and individuals, and transfer participants from initial engagement to committed participation. We can use our Action Plan to:

Enable every community member to have a voice

Organize project plans

Display community planning

Promote individual projects for prospective funding

Connect with stakeholders

Inform Local Government of proposed projects

Hopetoun Vision The Hopetoun community envisage a township that is

welcoming, visually vibrant, economically durable, environmentally sustainable and adequately resourced.

What this Community Action Plan means to Hopetoun The Hopetoun Community Action Plan aims to position Hopetoun as a sustainable, resourceful and livable rural community for all citizens. This Action Plan is a working document that sets out the main steps that Hopetoun will implement over the next 5 years towards achieving their goal.

Community Snapshot: HOPETOUN is situated on the Yarriambiack Creek in the Southern Mallee, 121 kilometres north of Horsham, 90 kilometres south of Ouyen and 61 kilometres north of Warracknabeal. The town is recognised as `The Gateway’ to Victoria’s Mallee region and takes its name from Lord Hopetoun who was Victoria’s first Governor and Australia’s first Governor General. He was a frequent visitor to the area as the guest of pioneer Edward Harewood Lascelles. The town’s population is approximately 586 and for the past two decades has experienced a population loss of about 1.4 percent annually. The major employers are the community services sector, 29.8%; wholesale and retail sectors, 17.8 percent and agriculture, 16.6 percent. Natural features within easy reach of the township are Wyperfeld, Hattah-Kulkyne and Murray-Sunset National Parks which protect more than one million hectares of natural habitat and are home to countless species of flora and fauna. Hopetoun has a semi-arid climate with cool winters and at times extremely hot summers. Clear cloudless skies are a climatic characteristic. The townspeople have access to three churches: Catholic, Lutheran Church and the Southern Mallee Co-Operative Parish which comprises the Baptist and Uniting churches. There are many sporting organisations and more community groups than usual for a town of Hopetoun’s size. The town has two hotels – one of which is owned by the community. Although the area has an ageing population, volunteerism in the Southern Mallee township is much higher than the state average. The town has an administration centre – Gateway BEET (Business Education Employment and Training) which is also an agency for several government authorities including Centrelink. Many community and education projects are run from Hopetoun Neighbourhood House.

History Peter McGinnis first settled in the area in 1846 after a search, with the help of Aborigines, to find unoccupied land for sheep grazing. With partner George Bell, he established the first sheep run in the area - Lake Corrong Run. Corrong Homestead has been restored to its `pioneer’ state and is now surrounded by many items which are historic to the area. A new tourist addition to the town in recent years is the Mallee Bush Retreat on the foreshore of Lake Lascelles. The Retreat is an attractive tourist accommodation / community centre based on buildings found on a farm property. Buildings copied on grain silos are used for accommodation. It also acknowledges the district’s Aboriginal heritage.

Project Name Digital TV

Description Television viewers across regional Victoria will switch to digital television in the first half of 2011.This means that the old analogue TV signals will be switched off, and people will need to be able to receive digital TV signals to keep watching free-to-air television. The analogue community transmitter at Hopetoun should be upgraded to digital as there is community concern that the district will not be able to receive a signal from Goschen (Swanhill)
