NOTICE IS HEREBY GIVEN THAT THE ONE HUNDRED AND ELEVENTH ANNUAL GENERAL MEETING OF THE WESTERN PROVINCE BOWLS WILL BE HELD IN THE HALL OF PINELANDS BOWLING CLUB,

AUGUST 2017 AT 09H30. NOTE: In terms of Clause 6.8.5 of the Association's Constitution a Member of any Member Club and representatives of the Press and Media shall be admitted to all Meetings of the Council (save where the Council shall move into Committee) but shall not participate in the business of the meeting nor be entitled to vote. NOTE:

The Members of the Clubs referred to in the foregoing and elsewhere in the report and Notices of Motion and Recommendations by the Executive shall mean Bona Fide Members who shall be those who are either Life Members, Honorary Life Members with full privileges, Ordinary members liable for full subscriptions or Junior members. 11. Motions for changes to the WPB Constitution & Annexure A as set out below. 11.1 Constitution on Pg 12 - Refer Clause 13.1 MEMBERSHIP OF MEMBER CLUBS

No Member Club shall accept as a member any bowler who does not, together with his or her application for membership, produce a Bowls SA Clearance Certificate from his previous Club or Clubs to the effect that he or she left that or those Clubs in good standing. No Member Club may refuse to issue such a Clearance Certificate where the member concerned is in fact in good standing. The right of the issuing Member Club to endorse its comments on a Clearance Certificate is entrenched. Breach of this rule will render the Member Club concerned liable to suspension of its membership of The Association. 13.1 (b) In order for a Member to be considered in good standing, he or she shall have paid his or her subscriptions for the current year in which the Clearance has been requested, and shall furthermore not have been subjected to any disciplinary action by his or her Club which has led to suspension. 13.1 (c) No Member serving a suspension from his or her Club shall be entitled to play Bowls at any Club affiliated to Bowls South Africa during the period of his or her suspension.

Motivation: There is no definition of the term “good standing” either in the WP Constitution or in the Constitution of Bowls South Africa. It stands to reason that “good standing” should mean exactly what it says and cannot only refer to payment of subscriptions which is currently the case. It seems ridiculous that a player suspended for whatever reason should be able to request a clearance during his or her suspension and join another Club the next day without suffering any consequences of his or her suspension By the insertion of clauses 13.1 b and c the practice of “club hopping” will be terminated and enable various Club Committees to proceed with its business without fear or favour should disciplinary action need to be taken.

11.2 Annexure A on Pg 16 - To amend clauses 3.6 & 3.7 which presently read as follows to the new proposed clauses in italics: 3.6 Apart from the initial distribution referred to in clause 3.1 above, the aggregate annual distribution which may be made by WPB from the Fund may not exceed the annual interest earned by the Fund in the preceding financial year and the WPB is precluded from ever utilising the capital of the Fund when making any distribution as hereinbefore contemplated. 3.7 On dissolution of the WPB as contemplated in clause 20 of the WPB’s constitution, the Fund’s capital (including any accumulated interest) shall be donated in equal shares to the remaining Districts in the provinces of South Africa and under no circumstances whatsoever to Bowls South Africa.

3.6 Apart from the initial distribution referred to in clause 3.1 above, the aggregate annual distribution which may be made by WPB from the Fund may not exceed the accumulated annual interest earned by the Fund in the preceding and current financial years and the WPB is precluded from ever utilising the capital (namely, R 1 500 000 – one million five hundred thousand rand) of the Fund when making any distribution as hereinbefore contemplated. 3.7 On dissolution of the WPB as contemplated in clause 20 of the WPB’s constitution, the Fund’s capital (including any accumulated interest) shall be donated in pro-rata shares (calculated in proportion to a District’s then registered membership) to the remaining Districts in the provinces of South Africa and under no circumstances whatsoever to Bowls South Africa. In other words, a District with a larger registered membership will receive a larger pro-rata share of the Fund’s capital, than a District with a smaller registered membership. Motivation:

The amendment has been requested by the Executive to allow it to financially assist bowlers,

at its district clubs, who may be experiencing difficulties in paying club subscriptions. The

amendment will lift the constraint over the useage of interest earned on the initial capital from

year to year.

Clause 7 The Executive Committee as per the Constitution

7.1 Composition

7.1.1 The Executive shall consist of nine members, three of whom shall be elected

President, Vice-President and Treasurer respectively.

7.1.2 At least two of the members shall be of the opposite gender and no Club shall

have more than two members on the Executive.

7.1.3 All of the above shall be elected by Council at an Annual General Meeting or

adjourned Annual General Meeting.

The Executive Committee has pleasure in presenting the ONE HUNDRED AND ELEVENTH ANNUAL REPORT and the AUDITED STATEMENTS for the year separately, which ended on 30

th June 2017

Bowls SA International Teams

The World Bowls Championships took place in New Zealand from the 28th November – 11

th December 2016.

Sylvia Burns represented South Africa and won Bronze in the Trips. The International Quadrangular took place in Windhoek from the 27

th – 30

th July 2017.

Sylvia Burns & Marina Brink represented South Africa and won overall Gold

Bowls SA - Masters Singles Championships – 10 to 12th

EXECUTIVE COMMITTEE

The Executive Committee met nine times during the year. Apart from the formal meetings, the Executive frequently took the opportunity to discuss ‘business’ when they met at the finals of the various Championships and elsewhere. Use of the telephone, fax and email also helped to assist the smooth running of the Association’s affairs.

WESTERN PROVINCE BOWLS PRESIDENT’S REPORT FOR 2016-2017

The official opening of the 2016 – 2017 season was held at Plumstead Bowling Club on Saturday afternoon of 8 October 2016. The immediate past president and life member of our district, Doreen de Power, rolled the opening bowl of the season. All invitees and delegates then enjoyed an afternoon of bowls which was followed by a superb finger buffet prepared by the members’ of Plumstead BC. SPONSORSHIP Once again WP Bowls must express its extreme gratitude to our sponsors for their loyal support during the past season. PERSONAL TRUST sponsored the district to the extent of some R 120 000 during the current season. These monies allowed the district to award some substantial prize monies to successful competitors across the full spectrum of all WP competitions. We are also at this time extremely pleased to be able to announce that Mark Gibbs and his company have further agreed to renew this sponsorship for the 2017 / 2018 season. We would also like to thank all our other sponsors like Warwick Wealth, Personal Delivery and yearbook sponsors for their most welcome contributions to the district and its clubs during the past season. FINANCES We can report that the district finances are again reflecting very positive results and remain under the custodianship of Mike Higgins. The Department of Cultural Affairs & Sport funding has again allowed the district to address issues relating to Transformation, Capacity Building and Administration projects. Through the James Littler and Wynberg Legacy Funds the district has again this year been able to supply financial assistance to various individual members from many clubs. We have not had to turn anyone away. You will have all also noted that the treatment of asset acquisition has changed from previous years. All assets with a cost price in excess of R 7 000 have been depreciated over their useful lives as opposed to the treatment of previous yeas where assets were fully written off in the same year of purchase. MEMBERSHIP As at the time of writing this report our membership stands at 2857 which is down from last year’s figure of 2933. This is at first glance a disturbing statistic but must be viewed in the light of at least 11 member clearance certified players still in limbo. I think clubs are becoming increasingly aware that membership drives are becoming increasingly important and essential to the ongoing viability of all clubs in our district. There are moves afoot to target school and business league bowls in the future. Development officers will be recruited from all clubs in September and we hope that this will be the first stepping stone to establishing a school league. One of our northern suburb clubs are already targeting the recruitment of teachers from nearby schools TOURNAMENTS The district has hosted many tournaments this year and it has been an extremely busy year for all concerned. We started with the OPEN inter-districts tournament in March 2017 hosted by WPCC. Our men’s and ladies sides acquitted themselves well in both of these events and narrowly missed out on medal placings. Obviously by hosting the event in the CAPE we as a district were able to save inter-district travel and accommodation costs. Ideally we would like to host one of the disciplines every year. The B inter-districts sides (played in Kingfisher) while also being competitive, did not enjoy any medal placings. Our senior men’s side won GOLD while our senior ladies side had a rather disappointing week. This event was hosted by NIB. Don’t worry there is always next year. The inter-district was followed by the WP Masters hosted by Durbanville BC in April 2017 and bar one hiccup again went off extremely well. May 2017 saw the district hosting both the International Blind Bowlers World Championships and the SA Women’s Nationals. Congratulations to the South African International Blind bowler’s squad who won overall gold. The inter-district tournament was chaired by Ms Jenny Elliot while Mr Jan Venter chaired the Masters and the SA Ladies Nationals. I congratulated both of you for a job extremely well done and hope you will convey the districts thanks to all the markers, office bearers, caterers, ground staff, technical officials and other persons you gave of their time willingly to assist you and the district in order to convene these prestigious events. ACHIEVEMENTS Well done Selectors (both Ladies and Men). You have all work tirelessly with many hours of practice and dedication from both yourselves and your various inter district squads. We as a district can be proud of our results this year even although we only brought back one gold medal in the men senior discipline. With a bit of luck Province could have had a play-off spot in both the Ladies and Men’s Open Championship. There have been many achievements from many individuals in our district this past year which include international, national and district events. I have decided not to name any individuals in this section as details of all our proud achievers can be found in the Annual Report 2016-2017 booklet which will be given to you at the Annual General Meeting.

GREENS The green’s S/C and all green keepers in the district’s clubs have produced excellent surfaces for our members to play on this past season. The district received many compliments from all up country visiting player’s part-taking in national, inter-districts and international events. An information session recently took place, where the use of equipment was demonstrated. This turned out to be very successful and was well supported by the district’s clubs. A Level 1 course is scheduled for the end of August. We have benefited by a grant from the “National Lotteries Commission” to the tune of some R 636 500.00. Equipment authorised for acquisition is presently being purchased and machinery will be available for hire at a nominal fee from the WPB in late August / early September 2017. (Equipment purchased is as follows: a hollow-ting machine, (X3) theodolites, (X3) trailers, lawnmower and scarifier.). COACHES The coaches S/C has also this year performed extremely well and have qualified one and two new level 3 and 2 coaches respectively. A level 1 course scheduled for September has attracted huge interest with 21 delegates already subscribed. TECHNICAL OFFICIALS This S/C has been extremely successful during the past season as they have not only officiated at all the district competitions and, these have been numerous, but they have also had a Level 2 Course early in August (8 newly qualified coaches) and a Markers & Level 1 Course is set to take place in September. Applications to attend this course have also been very positive to such an extent that they are oversubscribed. Keep up the good work. MARKETING & DEVELOPMENT Again this S/C while still requiring a few additional members to serve on the committee, has under the leadership of Leon Venter kept its head above water as it were. An exciting new upgrade and website has been developed and was rolled out to the club’s at a recent Council meeting. This site is continually updated in order for members to view results of competitions and to check on both WP and club competitions which are taking place. GENERAL

Boland Bowls will be hosting Western Province Bowls in an inter district practice at Worcester Bowling

Club in December 2017. Please come and support this event as it is always nice to see full banks.

The U19’s and U25’s travelled to Bloemfontein this year for their inter district tournament and

acquitted themselves well while achieving mixed results. Our one U15 side did however manage to

win gold, WELL DONE.

The Envar Buys tournament will be held in Beaufort West this year.

James Litter and Wynberg Legacy Fund financial support applications will need to be sent to the

Finance committee in September / October this year as we plan to deal with all these requests before

closing dates that club’s need to pay their affiliation fees to WPB and BSA.

WP Bowls continues to operate offices out of the Pinelands BC. An operating lease with a further four

years to run with an option to renewal is presently in place.

We have been in touch with Distell and they have agreed to release funds held in trust by the district

in three instalments to cover the sponsorship of our annual district Masters Competition. Our thanks

are extended to them for supporting WP Bowls.

We hosted the “Stuart Weaving” English bowling tour this year. Jenny Elliott was our liaison officer.

Thanks are extended to the Protea's for their financial assistance and contribution to the Inter district

sides this year.

CONCLUSION I shall not be naming anyone by name here as I shall inevitably leave someone out so suffice to say, thank you to my executive, office administration staff, all standing committee members and all club committees and your members for your support this year. I wish you and your respective clubs every success for the future and let’s keep the district flag flying. I shall be standing down from the executive at the end of the month after thirteen years executive service mainly in the finance, vice president and president roles. I have learnt many things, met some amazing people and believe it or not, have had great satisfaction and enjoyment from serving bowls in the district. It is now time to let someone else, with hopefully fresher and better ideas, to take the helm and steer the W P B ship into a successful future. Please extend your new President and the executive committee your full support.

STANDING COMMITTEES OF THE ASSOCIATION

COACHES

The committee met six times during the year and introduced Continuous Exercises in Line and Length to

most, if not all, clubs in the District. During the year 2 coaches achieved level 2 qualification and 1 reached

level 3. We are running a level 1 course in September/October 2017 and have 20 applicants at the time of

writing.

Sincere thanks to all who served on the Greens standing committee. With regret we have to inform you that Biddy Allchurch, Vernon Wilmot, Bunty Giles and Ross Hinde have all retired from WPGSC, we thank them for their valuable contributions over many years and wish them the best for the future. BSA Greens Improvement Programme Seminar for Level One Greenkeepers held on 1 December 2016 , 8 Level 1 Greenkeepers Certificates and badges awarded and one level 1 Assistant Certificate. Greens WP Greens Seminars/Presentations On the 24 July we arranged a very well attended and successful Greenkeepers Seminar attended by 41 delegates. The Seminar was held at Glen CC and thanks to the offer by Glen Management for use of their facilities and sponsoring of tea andsandwiches. Merado Corer Thanks to the WPB Executive and a Merado ST 63 Corer was purchased with Lotto Funds and will be rented out to Clubs for coring procedures at approximately R500 per Green which is still to be confirmed and will be invoiced through WPB office. The Greens committee will be responsible for managing the procedures for movement of this equipment. In addition a mower, scarifier, groomer and rotary brush have also been purchased with Lotto Funds. The Greens committee recommends that the scarifier and other equipment be put together as a renovation pack and rented out to Clubs for a nominal fee. Green Speeds BSA recommends Green Speeds of between 11.5 and 14 seconds based on a distance of 27 meters and averaged out in both directions especially in windy conditions. A green speed of 12 seconds is quite acceptable. Clubs insist with competing for speeds and mowing very low, below 3 and some even at 2.2 mm to achieve their targets. This practice does not benefit good greens surfaces, especially during the drought conditions we now experiencing. By mowing at 4mm and applying regular light grooming and brushing, good speeds can be achieved and improving finishing off of the bowl movement probably more important than just speed. Greens Newsletter The Greens committee has initiated a Monthly Mini News Letter edited by Terry Hepworth for circulation to all Green Keepers. This Mini News Letter is now an established document and circulated monthly. Renovation Periods The arrangement where Renovation periods scheduled for November/December was a success during 2016/2017 and will be continued. WP Bowls will encourage this by scheduling WP Districts competitions outside the November/December period. However with the severe water restrictions now in place we wish to raise a WARNING!! For planning renovation work in that Clubs who do not have their own water supply should not do any renovation until they have their water supply restored to normal. As an alternative a light scarify or verticut may be considered With severe scarification the grass plant is damaged and without watering after top dressing permanent damage may occur. Green Inspections Whilst it is a goal of the GSC to examine as many Greens as possible in a season the main task is to first concentrate on greens for higher leagues, Premier and A Division and then do the others. We always endeavor to notify Clubs in advance of inspections, however at times this is not always possible, when Green inspectors are in the area and for sake of travel costs, a club may be contacted at short notice for an inspection. The Greens Committee will implement the idea of Self Evaluations by Greenkeepers as a prerequisite before a WPB inspection and Evaluation. The GSC would like to encourage all Clubs to co-operate with their own green evaluations to improve their Greens. Once the evaluation is done and recorded on the new BSA forms these will need to be presented to GSC inspectors when they visit to carry out evaluation inspections. It must however be appreciated that only

the WPB inspection will be the official inspection. This arrangement will make the task of the Greens Committee a lot easier and will also have a spin off in that the Club Greenkeepers get to know their Greens better. Merit List The alphabetical Merit is continually updated, the idea of a Merit List is to compare status of Greens after our annual inspections and also have some system for the District to choose the best Greens for their competitions. Clubs wanting information on their status on Merit List can contact Gordon Marchbank or Bill McCarthy. We evaluate a Green according to BSA parameters and the idea of the whole process is to promote better greens Greens. Those clubs who are not satisfied about their status on the Merit list should do something to improve the conditions of their Greens. Conclusion The committee meets at the beginning of every month to discuss a detailed Agenda on District Greens. This committee has been very active with Green inspections and there is no doubt that this has resulted in better greens for the district. During the recent Ladies Nationals and Men’s Inter Districts many accolades were received regarding quality of WP District Greens. Clubs should please concentrate on improving their Greens levels and note the comments on speed above. DEVELOPMENT (U15’s & U20’s)

We have come to the end of another year and I am proud to say that from our achievements and the total of new youth bowlers we are growing in this field. In the 2016/2017 season we have taken two U15 sides and three U20 sides to the inter districts. A gold medal was brought back and again Western Province made history by being the first District to bring a gold medal back for the U15’s. It is also a pleasure to see that there are more young players being coached at different clubs which is a clear indication that youth bowls are growing and that more and more school children are being introduced to the game. I want to thank the Western Province executive for always supporting youth bowls financially. It will be impossible to take teams away to represent our district if it not for your support. To Paul Cohan, Alloma Smith, Nadine Ascaray and Janet Olivier, thank you for all your hard work and support in the past year. CHRISTO OLIVIER CONVENOR

UNDER 30’s

During April 2017, I was the appointed Manager of the WP U/30 lawn bowls team that went to Bloemfontein to participate in the SA U/30 Inter Districts Tournament. WP had three teams entered in this tournament and the teams of Brenden Ferns and Mitch Voight were runners up in their sections and just missed the play off stages. The following players performed well during the tournament : Eugene Ferreira, Mitch Voight, Herman Huisamen, Daniel Griebenauw, Andre Robbertse and Dwayne Tiemie. There is good hope for 2018 to bring medals home if we focus only on the top eight players and stay away from twelve players. Splitting our strength is not showing our true potential as WP. The WP U/30 team wishes to thank the WP Executive for all arrangements and granting them the chance to play in the tournament. Also thanks go to the WP office for smooth administration. LADIES SELECTION

On the ladies side of selection, our Open ladies had a bit of a hic up when Janita Huisamen withdrew from the side due to illness and we had to reshuffle our teams. The B side, with all the new caps, did very well with some very promising talent and the Senior ladies also did well. I would like to wish the incoming committee well and also thank my committee for all their time, input and hard work. Also to Denise and Lynette, a big thanks to the both of them for their hard work. MEMBERSHIP & MARKETING

The committee was mandated to deliver a website with both enhanced functionality and also a more modern visual appearance. With this in mind, a considerable amount of research was done into websites from South Africa and overseas countries. At the same time it was necessary to ensure ease of access and usability, bearing in mind that a significant number of bowlers are not as yet fully versant in the use of websites. The improved website was presented at a council meeting and was well received. The site provides users with information across a wide spectrum of functions. Links were established into training material both locally and internationally, club events in the district, competitions and results. Bowls affiliates, including World Bowls and Bowls South Africa, provide even more opportunity into newsletters, marketing material, and general information of value to clubs and players alike. Data regarding the number of persons accessing the site reveals an encouraging trend in use, but not at the level which we believe is indicative of the potential value. Efforts aimed at encouraging scholar participation in bowls delivered mixed results. Both Bowls SA and WP Bowls have prioritised this as a necessity for the long term growth of bowls. The affiliation fees for scholars and bona fide scholars and students act as an incentive for clubs to increase efforts into that area. LEON VENTER CONVENOR

MEN’S SELECTION

I have pleasure in submitting the following report for the season. As a result of the success of the Open side in 2016 (winning gold for the first time in fifteen years), it was decided to keep the enthusiasm going by starting trials and practices earlier than usual. Starting on 17

th July 2016, we implemented a fresh idea so that selectors need watch only three rinks at a

time instead of the past habit of trying to watch a full green at a time. We reduced to only 24 players for each group of open, B and seniors. In October 2016 we reduced these squads to 16 each. Each squad had four trials each in addition to the days play against Boland. The selected sides had to be altered due to the late withdrawal of Robbie Piketh. The Open side had a further 6 practices and the B and Senior sides two each before the Inter Districts. The Senior side won gold, the open side just missed out on a bronze, but the B side disappointed. The results over the last three years have ensured that WP are once again a force in S.A. bowls and I thank all players and selectors for all the time they sacrificed to attend all the trials and practices. I wish the incoming committee good fortune and thank all the clubs that we used for our trials for their full co-operation at all times. PETER PULLEN CONVENOR

TECHNICAL

This past year has been a busy time for ALL our Technical Officials who did duty at the various National, Inter-District and District events. Not only did they carry out duties at their respective Clubs but also at Clubs where their services were needed. I applaud them all for doing this willingly no matter where they were sent. However, these tournaments certainly brought home the fact that there are clubs who have very few Technical Officials and rely on the Standing Committee and T.O.'s from other clubs to come to their assistance. Every year we ask Club Presidents to encourage their members to attend our courses, and yet every time, when there is a major tournament we will get the same request over and over, for assistance. This makes it very difficult to supply T.O's to these clubs when so often umpires are needed at their own clubs at the same time and it is FOR THIS REASON THAT I now ask those Presidents from our BIGGER clubs to please encourage your members to attend the courses we offer. I realize that there are those who work and that does make it difficult but I am certain that there are bowlers who do NOT work, who could do a course and who could help. Not only does it help us, but they will also benefit from it, by understanding and interpreting the laws. To those who willingly helped us this past season, my grateful thanks. You know who you are!!! This past year we had a Level 2 course where 8 Technical Officials were passed successfully. This course is to assist the Technical Official to become a successful Tournament Official for all major competitions.

A markers and Level 1 course was also held and another 15 + were passed. These newly qualified Technical Officials were then given the opportunity to do duty at various tournaments and to assist with Marking during WP Masters and Ladies Nationals. This year we are again holding a level 2 course for the Level 1 T.O's to upgrade. In September we are offering a Markers and Level 1 course and I hope to see our bigger clubs being well represented. We thank those clubs where semi-finals and finals were held for assisting us and also to those who helped us with the Inter-Districts and Nationals. Gillian Carliell, Walter Oosthuizen and Norman Brink have decided to lay down their tools, after many years on the Standing Committee, but both Gillian and Walter are willing to assist us when needed and this is greatly appreciated . Finally, my thanks to all members of the Standing Committee and in particular to Jean Nell, our never tiring secretary, thank you for a job well done. HELEN EDWARDS CONVENOR

LADIES NOMADS REPORT

We have had regular outings during the 2016/17 season. A big thank you is extended to all the bowling clubs who have been willing to host us. We now have a membership of 30 very loyal ladies. These ladies have worked very hard at raising funds for charity. We were thus able to buy benches for Bokmakirie Primary School and Sizamile Youth Development in Khayelistha at a cost of R10 000. A donation of R2 000 was given to the Mothers that Care and a donation of R1 000 to Alta du Toit orphanage. We collected food for Pets Outreach, toiletries for Liliebloem Home and Buckets of love (food) for Sizamile. Our big fund raising effort was an All Day hosted at Bellville BC and well supported by the bowling fraternity. Ten ladies will be attending the Nomad Nationals to be held in Nelspruit in July. BLIND BOWLERS (WP REGION The season started off with our annual game against Fish Hoek Bowling Club and Peninsula Blind Bowlers. As usual we sent 3 trips teams to compete. We performed reasonably well achieving bronze. Everyone enjoyed the lunch provided by Fish Hoek and Spar. Many thanks are extended to those who sponsored this day. Wellington Bowling Club sent 3 trips teams to Pinelands BC to play against a mixed WP NABB/Pinelands team. We won 2 out of 3 games. All games went to the wire, making this the closest tournament yet. The National Tournament was held rather late this year due to the Internationals being played in Cape Town in March. WP sent a small team to Johannesburg and this being due to illness, but still managed a bronze medal in the blind category. This tournament was the smallest in 54 years, also being hit by illness as quite a few players dropped out during play. Hopefully the new season will bring warmer weather and a return to good health for all. DENIS LAIDLEY CHAIRPERSON

5 Record Obituaries for the year

The President stated that that there had been 28 affiliated members who had passed on

during the period 1 July 2015 - 30 June 2016. These were recorded in the Annual Report of

which the delegates were in receipt of and had been acknowledged in the previous Council

meeting. Council stood for a minute’s silence.

The President requested that all clubs please inform our District office immediately of the

passing of any of their members to ensure that the records be kept up to date.

6 Address by Mark Gibbs, Director of Personal Trust

Mark Gibbs thanked John Edwards and WP Bowls for their support. He announced that Personal Trust were again increasing their Sponsorship to R120 000 for the coming season. The President ended off stating that Personal Trust filled our competition prize-winners envelopes to the tune of R110,000 during the past season and for this we were extremely grateful. Council applauded.

11.1 The 2016- 2017 Budget proposed a break-even Budget for the coming year.

The decreased Sponsorship for the Yearbook has caused us to rethink and consider cutting costs, by printing the Yearbook and charge R5.00 a copy. Clubs will be asked to submit numbers for orders to prevent wastage. G. Ward commented that there is no such thing as free copies and WPB needs to look very carefully at the contract before signing. Mike Higgins assured G. Ward that plenty of investigation had been done already.

Our Website needs a complete revamp and Workshops will be run to help people to use it correctly.

11.2 To consider, and if approved, adopt the WPB Financial Statements for the period

01 July 2015 to 30 June 2016.

Mike Higgins advised that the Audited Financials were only received last night and are

unsigned, so will be carried over to the next Council Meeting. Proposed and Seconded by Jaggers and Helderberg respectively.

The Auditors fee was reduced, thus increasing our profit. WPB cannot make interest on money given by the Lotto, thus it needs to be returned to the Lotto.

There were no other significant issues to comment upon.

11.3 The Audited “1,000 Club” Financial Statements for the year 01 July 2015 to 30 June 2016.

John Edwards advised that the 1000 Club Financial Statements had finally been wound up. (See Report) Bank charges R966.00 Audit Fee reduced All Creditors & Debtors settled in full and funds transferred to WPB. Proposed & Seconded by Mowbray and Meadowridge respectively.

11.4 To elect an Auditor and approve the fee for the past audit – to be done at next

Council Meeting 11.5 Canvas quotations for future Auditors and Fees

Mike Higgins proposed that quotes for a new Auditor be tendered for, due to the lateness of receiving our Audited Financials this year. John Edwards reminded the meeting that we had a long history with Sprigg Abbott and requested that this appointment be deferred and asked for approval at next Council Meeting.

12 To present recommendations of the Executive

12.1 BSA Motions for AGM – See Point 13.

12.2 The President proposed an increase of R5 onto the existing R20 that was being paid

for tea monies thus bringing the total to R25.

12.3 A proposed increase of R5 onto the WPB Affiliation Fees was also unanimously

accepted.

12.4 BSA affiliation fee to be increased by R10.00 (to be confirmed at BSA AGM). They

have been given a mandate that an increase of no more than R15 would be imposed

and this is to be confirmed at their AGM.

13.12 Proposal from Limpopo Bowls (see BSA booklet) John Edwards feels we have already had an independent Audit and feels this is unnecessary 13.13 No reason to vote on this if 13.12 gets accepted.

13.14 Change to constitution re inclusion of at least 1 female. WP feels this should

read, at least 1 of opposite gender (there may come a day when BSA consists of all women).

13.15 If insufficient nominees, WP happy with this, as long as votes are

proportionate to membership.

13.16 Bowls Gauteng North - requests another meeting of BSA executive i.e in February every year – WP has Flag and Muter at this time but not against it.

13.17 Bowls Gauteng North want SA Nationals Singles to be open draw – WP agree

13.18 Kingfisher propose doing away with affiliation fees for over 90 yrs old – WP agreed

Jenny Elliott spoke about the upcoming Spec Savers Pro 10 Tournament to be held at WPCC on the 10th and 11th September 2016. Bowls South Africa has organised TV coverage for this prestigious event, so please all come and support the players who will be taking part. Western Province will be represented by Winners, Maggie

van Zyl and Margaret Thomas and the Runners-up, by Roley Maggot and Doug Wyatt, all from Durbanville Bowling Club.

20 Other matters

Graham Ward asked why nothing of the Peninsular Blind Bowlers achievements had been recorded. The President, John Edwards apologised and asked him to submit all the details of achievements and then matters could be rectified for the future.

Doreen De Power announced that she would be retiring to Gonubie in the Eastern Cape in November. Doreen stated that she will be forever “Blue” and will be keeping an eye on WP developments in the future.

The President, John Edwards, said Doreen had jumped the gun with her announcement of her retirement, but wished her well in the future.

The President wished the Executive everything of the very best for the incoming season and thanked Council, Clubs and all members for their valued support. With no further business the Meeting closed at 10.55 am.
