What will change for residents ofSaint Barth in 2008? That’s whatwe inquired of Bruno Magras, president of the COM of Saint Barthélemy

Saint Barth Weekly: Bonjour MisterMagras. Can you indicate what willchange in the lives of residents under the COM in 2008? Bruno Magras: You know, withoutdoubt, that the decrees relative to thetransfer of authority for the twoCOM’s of Saint Martin and SaintBarth were issued on December 26,2007. That means we will progressive-ly assume all the responsibilitiesaccorded to us by the law. But restassured, other than a few fans ofsinger Jacques Dutronc, who are afraidto put their hands in their pockets,most people will not experience anybig shocks, even with the applicationof new taxes.

What will happen in terms of new taxes?Residents will continue to pay whatthey pay already, such as importduties, which have increased from 4%to 5%, tax on electricity, which hasdecreased from 12% to 10%, tax onfuel, etc. Three new taxes have beenapplied: tax on cars (vignette: seedescription) in circulation on theroutes; an annual tax on all businesses,which ranges from a base of 300 eurosplus 100 euros per employee, with aceiling of 5,000 euros; and finally anoccupancy tax paid by tourists whostay in hotels or rental villas. Yet, to beclear, one must also list in contrastwhat the residents would have to payif subject to all French taxes, whichthey do not have to pay. I’m talkingabout wealth tax, income tax, businesstax, inheritance tax, capital gains tax,real estate tax, professional tax, andthat’s not all.

And what about urban development?Henceforth, the COM will be incharge of building permits. After thedossiers have been studied by the serv-ices of the COM, the executive coun-cil will make the decision to accept or

refuse a permit. I requested that as toavoid too much pressure or risk of sus-picion for any one elected official.That said, the territorial council willcreate a new map for urban develop-ment to determine which zones areopen for building, and rules that willapply in those zones. By consequence,while waiting for these new docu-ments, certain decisions will bedelayed.

How is the transfer of authority going?Everything is happening as expected.While waiting everything to be defi-nite and complete, certain nationalservices will continue to work onbehalf of the COM—for example, reg-istration of automobiles. Last Tuesday,I met the regional director of the cus-toms office and we signed an agree-ment. As the advent of the COMrevoked certain laws, such as theauthorization for customs officials tocollect the tax on fuel, or to controlimport duties, we have to rewrite therules of the game. On the other hand,we are planning to evaluate the staffand their training so that the agentsof the COM are as well qualified aspossible. On January 15, the fiscalservices director and one of his closeassociates are expected in SaintBarth. That is another area where wehave to sign a new agreement for thecontrol and collection of the budget

for the COM. It is important thatneutral agents handle these controls,from outside the COM.

What else? In terms of social welfare and educa-tion, to avoid an interruption in theservices managed currently by theDepartment (Guadeloupe) as far associal programs are concerned, I wroteto the president of the ConseilGénéral, Jacques Gillot, to ask him tosign an agreement with the COM,while waiting until our service isorganized, which should be soonerthan later. Lastly, 2008 will see theadoption of our own environmentalcode, as well as decisions about taxisand public transportation, the localmatriculation of boats, and most cer-tainly the transfer of authority for thefire service.

VIGNETTES FOR CARSAS OF JANUARY 1, 2008

One of the new taxes applied by theCOM of Saint Barthélemy is anannual tax on all vehicles, fromscooters to trucks, which went intoeffect on January 1, 2008. Proof ofpayment of the tax is a vignette, orsticker, placed on the windshield ofthe car.The tax is based on the size and hor-sepower of the vehicle; vignettes canbe obtained at the treasury of theCOM, the territorial police or thecivil services office at the Hotel de laCollectivité in Gustavia upon pre-sentation of the vehicle’s registrationcard (carte grise) and proof of insu-rance. All vehicles must have avignette by March 31, 2008 at thelatest. Lack of avignette afterthat dateis sub-ject to afine inthesameamountas thetax.

Saint Berth confirmedits reputation as theplace to be to cele-

brate New Year’s Eve forthe world’s most beautifulmega yachts and sailboats,with 350 boats in the watersof Gustavia on December31, including 60 boats morethan 60 meters long.

This number has notincreased since 2006 andfor good reason. “We are atsaturation,” explains BrunoGréaux, director of the Portof Gustavia, who has sighedwith relief that the holidaycrush is now behind himand his staff. The 10 mem-bers of the port staff wereall on duty during this peri-od, “with strict instructionsnot to get sick,” addsGréaux with a smile. Anaverage of 50 boats arrivedper day between December26 and 31, with the record-

breaking number of 66boats arriving on December30, both at the dock and onmoorings. But once the hol-idays were over, 120 boatsleft the port on the first twodays of January. The mega-yachts wereamong the world’s largest,with Rising Sun at 453’,

Octopus at 414’, Limitlessat 315’, and Princess Mari-na at 262’. A total of 20yachts longer than 196’were cleared for entry intothe harbor by the port staffduring the last few days of2007. Most of these colos-sal vessels are obliged tostay in the outer harbor, asthe berths at the dock arelimited to boats no longerthan 196’. Yet certainmega yachts—such asPrincess Marina—and afew smaller ones, wereanchored at the commer-

cial dock for New Year’sEve, transforming it into achic marina for the festivi-ties. According to the listsfilled out by the skippers,there were 3,300 passen-gers and crew members

aboard the 350 boats inGustavia. In addition,there were an additional400 passengers that disem-barked from cruise shipsand another 200 on the fer-ry boats from Saint Martinon December 31.

The end of the year was once again marked by a full houseat the main dock for the New Year’s festivities.

Carnival rehearsal takes place every Sunday afternoon inthe streets of Gustavia until Mardi Gras on February 5,with a different theme for the costumes every week—fromnewspaper to black and gold by way of pajamas and blackand red. The best viewing spot is in front of La Cantinaaround 7pm.

Back in the 1980’s oneof the best places toget watches and jew-

elry in Saint Barth was asmall store in the Villa Cre-ole called Kornerupine,which sold Breitlings whenthey were the hottest watchto own. Launched byDominique Elie, a Frenchjeweler and gemologist, thestore opened in 1983 andwas followed in 1991 byElie’s second store, Dia-mond Genesis in Gustavia.“Both stores existed forthree years,” he explains.Today, there is just Dia-mond Genesis, one of theleading jewelers on theisland, where one finds awide collection from exqui-

site pieces by Van Cleef andArpel to watches byPhilippe Patek, JaegerLeCoultre, and Chanel.Ten years ago, Elie createdthe Saint Barth medallion, acircle of gold with a cutoutshape of the islandin the middle.This hasbecome one ofthe “official”emblems forSaint Barth. “Itwas originallydesigned as a pen-dant to wear on a chain as anecklace, then we startedputting them on narrowcords as a bracelet,” Elienotes. “This simple yet ele-gant design has become a

If there was concern at the localelectric plant before the holidaysthat certain clients might be left

in the dark, there is no such worrytoday. In fact, according to PascalRother, the head of the service, thereare two reasons for this. First, thegenerators added in December helpedfurnish all of the power needed forthe holidays in Saint Barth, and at thehighest point—when the most poweris used—the demand was no higherthan in 2006. The ceiling was 18.1megawatts on December 27. And evenbetter, from December 1-31, 2007, theoverall use of electricity decreased by2% compared to last year. How is thispossible if the total megawatts contin-ue to increase? Perhaps fewer touristson the island; the Christopher andSaint Barth Beach Hotel are closed;fewer purchases of new electricalappliances as most houses have all

they need already? This was truethroughout the year, when an expected8% increase was actually only 2%.A motor than came from Marie-Galante had suddenly stopped work-ing and it was critical that it bereplaced before the holidays. OnNovember 13, 2007, EDF Saint Barthsigned an agreement with AggrekoInternational and on December 19,five new one-megawatt generators that

came by boat from Rotterdam wereinstalled at the electric plant in asecured location. While the genera-tors were en route, work was done toprepare for their installation, and fourAggreko technicians were here tofacilitate the process.But it must be noted that these gener-ators are not a means to increase pro-duction, even if they were used assuch during the holidays. Rather, in2008, their use will allow the existing

generators to be repaired, which cantake from one to 12 weeks. Even so,all of these measures simply allow thehard-working crew at the EDF to pro-vide enough power for the island inthe short term, according to Rother. Asfor the long-term a solution must befound to provide enough electricity forthe development of the isalnd, and fornow, we are still in the dark as to theanswer.

By what stroke ofmagic has ourisland been lucky

enough to have ten days ofincredible classical music,and to have it repeat yearafter year without fail, forthe last 24 years? Perhapsthe secret lies in the quali-ty of the musicians, allaccomplished soloists,magically united as part ofthe big family of the St.Barth Music Festival. Afamily whose members aredispersed around theworld, but who answer thecall of Frances Debroff,co-founder and director ofthe festival, as well as aviolin player. For this 24thedition of the festival, 60musicians arrive from theUS—including Hawaii—France, Germany, Italy,Canada and Brazil… Mostof them know each other,and enjoy playing togeth-er, at the best level thereis. For Wednesday’s operaevening, the festival wel-comes maestro StevenMercurio, who has con-ducted more than 45operas around the globe,as well as world-classorchestras such as theLondon Philharmonia orthe Vienna SymphonyOrchestra. On Wednesdayhe conducts Puccini’s“Girl of the Golden West,”an opera which premieredat the Metropolitan Operain New York City in 1910.Eleven singers and 40musicians will share thesmall “stage” at theCatholic Church in Lori-ent, with very littlerehearsal time, yet with alot of motivation and zeal.Among the musicians are

Tim Cobb, principal dou-ble bassist with the Metro-politan Opera Orchestra,Robert Langevin, principalflute with the New YorkPhilharmonic, StefanoCanuti, star bassoon play-er, and Alex Klein, virtu-oso oboe player, and afavorite of Daniel Baren-boim at the Chicago Sym-phony What is surprising is thatthese artists, some ofwhom are paid as much as$25,000 for a single per-formance in the realworld, play here for a feethat is simply symbolic.And thanks to the work ofan 11-member volunteercommittee (and especially

Ingrid Lehner), housingwas found for every artist,often in the home of a resi-dent who enjoys sharing inthis cultural event. The first concert, on Janu-

ary 11, features the MiroQuartet—one of the beststring quartets in theworld—with music byDebussy, Takemitsu, andBeethoven at the CatholicChurch in Gustavia. On Saturday, entry is freeto Zion Garden in Salinefor a recital by the beststudents of the Suzukischool, Saint-Barth Har-mony, followed by a rockconcert by NYCO, withguest artist Makana, a 27year-old Hawaiian gui-tarist, in his first appear-ance in Saint Barth. A double jazz concertcloses the festival on Janu-ary 23, with the John EllisJazz Quintet from NewOrleans.Other than the opera, jazz,and an orchestral concertat 35 euros per person, theother concerts are just 25euros. A reasonable priceto pay, insists FrancesDebroff, to hear artists youusually have to pay at least$60 to hear…. And fromthe back of a large concerthall!
