Sub:- Central Sector Scheme -Sub Mission on Agriculture Mechanization
(SMAM) –Administrative sanction accorded -Working Instruction Issued-

As per reference cited 1st Government of Kerala has conveyed approval
and one time administrative sanction for the implementation of CSS Scheme
“Submission on Agriculture Mechanization” valid upto 2021-2022.
Vide reference 2nd and 3rd cited above GoI has accorded administrative
approval for the implementation of the scheme during 2017-18 and released
the 1st installment of an amount of Rs.489.301 for the current year. The Annual
Action Plan for the year 2017-18 submitted to GoI is for 2500.0962 Lakhs in which
GoI share is ₹ 1569.2819 and GoK Share is ₹ 930.8146 Lakhs. For current financial
year, the sharing pattern between GoI & GoK is 60% and 40% respectively
except component No 1 and 2 for which GoI share is 100%. Scheme Sub Mission
on Agriculture Mechanization(SMAM) under National Mission on Agricultural
Extension and Technology (NAMET) in the plan write up of 2017-18 comes under
the scheme Krishi Unnathi Yojana, the expenditure shall be met under the H/A
2401-00-109-65 Plan.

scheme mainly intends to promote the usage of farm mechanization and
increase the ratio of farm power to cultivable unit area.
1. Mission Objectives
The scheme envisages accomplishing the following objectives.
1. Increasing the reach of farm mechanization to small and marginal
farmers and to the regions where availability of farm power is low;
2. Promoting „Custom Hiring Centres‟ to offset the adverse economies of
scale arising due to small landholding and high cost of individual
ownership;
3. Creating hubs for hi-tech & high value farm equipments;
4. Creating awareness among stakeholders through demonstration and
capacity building activities;
2. Mission Strategy
1. Promote farm mechanization among stakeholders by way of on-field and
off-field training and demonstrations.
2. Provide financial assistance to farmers for procurement of farm machinery
and implements
3. Establish custom hiring centres location and crop specific farm machinery
and implements
4. Provide financial assistance to small and marginal farmers for hiring
machinery and implements in low mechanized regions.
3. Mission Components
i. Promotion a n d St ren gth en in g of Agricultural Mechanization
t h r o u g h Training, Testing and Demonstration: Aims to ensure
performance testing of agricultural machinery and equipment,
capacity building of farmers and end users and promoting farm
mechanization through demonstrations.
ii. Demonstration, Training and Distribution of Post-Harvest

Technology and Management (PHTM): Aims at popularizing
technol ogy for primary process ing, v a l u e addition, low
cost scientific storage/transport and the crop by-product
management through demonstrations, capacity building of
farmers and end users. Provides financial assistance for
establishing PHT units.
iii. Financial Assistance for Procurement of Agricultural Machinery
and E q u ip m e n t : Promotes ownership of various agricultural
machinery & equipment‟s as per norms of assistance.
iv. Establish Farm Machinery Banks for Custom Hiring: Provides
suitable f inancial assistance to establish Farm Machinery Banks
for Custom Hiring for appropriate locations and crops.
v. Establish Hi-Tech, High Productive Equipment Hub for Custom
H i r i n g : Provides f i n a n c i a l assistance to set up hi-tech
machinery hubs for high value crops like sugarcane, cotton etc.
vi. Promotion of Farm Mechanization in Selected Villages: Provides
financial assistance to promote appropriate technologies and
to set up Farm Machinery Banks in identified villages in low
mechanized states.
vii. Financial Assistance for Promotion o f Mechanized
O p e r at io n s /hectare Carried out Th rough Custom Hiring
Centres: Provides financial assistance on per hectare basis to
the beneficiaries hiring machinery/equipment‟s from custom
hiring centres in low mechanized areas.
i. 100% CSS -Promotion and Strengthening of Agricultural Mechanization
through Training, Testing and Demonstration-: (Component No.1)
Under this component GoI has sanctioned Demonstrations by the
newly started Farm Machinery Banks for Custom Hiring under this scheme.
The Cropping pattern based demonstrations, new technology machines /
equipment demonstrations should be provided by the custom hiring
center established in this scheme during 2015-16 & 2016-17. The estimated
expenditure as per norms is ₹ 4000 per Hectare. The total cost is ₹ 0.40
Lakhs.

Under this component training to newly established custom hiring
centre members should be provided. It is aimed to train 40 members from
the Custom Hiring Centers established under SMAM during 2015-16 and
2016-17 in user level courses for 2 weeks in selection operation and
maintenance of agricultural machinery. The estimated expenditure as
per norms is ₹4000 per trainee per week at a total cost of ₹3.20 Lakhs.
It is also recommended to train 40 technical persons of the 14
department owned Custom Hiring Centers in technical level courses for 4
weeks on Establishment& Management of Agricultural machinery repair
and maintenance of workshop at a cost of ₹ 6.40 Lakhs.
Improving the status of Research Testing and Training Centre (RTTC)
The institution under the Department of Agriculture, which is
providing training and testing in the field to farm mechanization is the
RTTC established at Vellayani. Thiruvananthapuram
As per the Government of India guide lines, agriculture machineries
and implements are to be tested before they are supplied through
government assisted schemes. It has to be tested and certified before
introduction. At present there is only one testing center in Kerala.
To strengthen the testing centre Rs.150 Lakhs is given under this
component.
ii. 100% CSS -Demonstration, Training and Distribution of Post-Harvest
Technology and Management (PHTM): (Component No.2)
It is aimed to conduct training in post-harvest technologies/
machineries. This will instrument for the dissemination of technology for the
popularization and adoption of improved post-harvest technologies
/machineries to farmer and other entities.

It is proposed to conduct 14 new technology machines /
equipment demonstrations @ ₹4000 per demonstration for a financial
outlay of ₹0.56 Lakhs.
For the Establishment of PHT units for transfer of primary processing
technology, value addition, low cost scientific storage, packaging units
and technologies for by-product management in the production
catchments an assistance of 60 % of the cost limited to 1.50 Lakhs for SC,
ST, Small & Marginal farmers and Women and 50% limited to 1.25 Lakhs for
others. This financial year an amount of Rs.12.50 Lakhs is approved under
the scheme.
iii. CSS-60:40 % -Financial Assistance for Procurement of Agriculture
Machinery and Equipment: (Component No.3)
In order to bring more area under mechanized agriculture,
assistance and credit facilities should be provided to farmers/labourers for
the purchase of machinery. It is also proposed to provide assistance to
farmer‟s organizations, charitable organization, non-governmental
organization, local bodies, SC/ST societies, individual farmers/agricultural
labourers etc. Assistance as per norms will be given as back-end subsidy.
Usage of machinery both for wetland and garden land will be promoted
under this component. It should be always ensured that the machineries
are approved by the Ministry of Agriculture & Farmers Welfare
Government of India for Testing and Certifying Agricultural Machineries
and Equipment‟s as per Annexure V of GoI guidelines.
The details of machinery provided assistance under the scheme is
annexed as Annexure II(c) , Solar photovoltaic (SPV) AC-Submersible
Pump set up to 2 HP are also eligible for the assistance. A total financial
outlay of Rs.603.2792 Lakhs in which Rs. 361.96752 Lakhs of Govt of India
(GoI) share and Rs. 241.31168 Lakhs of Govt. of Kerala (GoK) Share was

approved by GoI. The financial assistance will be provided as per the
guidelines of SMAM.
It should be ensured that the benefits under various other schemes
of DAC&FW including RKVY are not extended to the same beneficiary
twice.
iv. CSS-60:40 % Establish Farm Machinery Banks for Custom Hiring:
(Component No.4)
The vision is to serve as custom hiring of agriculture machines /
implements and skilled labour force for various agricultural operations.
Custom Hiring Centre would be the service delivery systems with
rural entrepreneurs, progressive farmers and SHG‟s managed collectively
and designed to cater various needs of the farmers.
The custom hiring centres (CHC) having the project cost more than
Rs. 25 lakh will be established under the model of credit linked back
ended financial assistance. The bank will lock the financial assistance
released to them for a period of 4 years. The beneficiary will repay the
complete bank loan within the period of not less than 4 years. The
Beneficiary will not be allowed to transfer/ sell/ mortgage the CHC to any
one before the completion of 6 years.
It is also approved to establish ten numbers of Farm Machinery
Banks for Custom Hiring@ ₹ 10 Lakhs per unit and 10 numbers of Farm
Machinery Banks for Custom Hiring@ ₹ 25 Lakhs per unit with financial
assistance limited to 40% .The estimated financial assistance of these units
are 40.00 Lakhs & 100.00 Lakhs respectively. The total estimated financial
assistance comes to Rs.140.00 Lalkhs with GoI Share of ₹84.00 Lakhs & GoK
share of ₹56.00 Lakh. The target will be allotted based on the needs from
the District.
Vide Reference 4th cited above GoK directed to provide assistance
to Thaliparamba Agro Service Centre (ASC) for the procurement of
Agriculture Machinery for custom Hiring for an amount of Rs.92.956 Lakhs.
Under this component an amount of Rs.37.1824 Lakhs (40% share) is

earmarked for the purchase of agriculture machineries as per the norms
to Thaliparamba, ASC, Kannur District. Similarly, the funds can be utilized
for the other Agro Service Centre under this component.
v. CSS-60:40 % Establish Hi-Tech, High Productive Equipment Hub for Custom
Hiring: (Component No.5)
This component intends to provide financial assistance to set up hi-
tech machinery hubs for high value crops like sugarcane and cotton.
Under this component no item was approved during the current FY.
vi. CSS-60:40 % Promotion of Farm Mechanization in Selected Villages:
(Component No.6)
Govt. of India has sanctioned to start Farm Machinery Bank to
promote mechanized villages having high potential for mechanized
cultivation. It is proposed to establish 80 machinery banks at 80% financial
assistance limited to a maximum of 10.00 Lakhs rupees per farm
machinery bank as per norms. Thus the total estimated cost for
establishing 80 such unit @ Rs12.5 lakhs /Unit I Rs.1000.00 Lakhs with
financial assistance of Rs. 800.00 Lakhs sharing is ₹480.00 Lakhs by GoI and
GoK ₹ 320.00 Lakhs by GoK. The Target will be based on the needs from
district.
vii. CSS-60:40 %Financial Assistance for Promotion of Mechanized
Operations/hectare carried out through Custom Hiring Centers:
(Component No.7)
GoI has sanctioned financial assistance for mechanized farming in
low mechanized areas in the state. The assistance will be on per hectare
basis to the beneficiaries who are hiring machinery/equipment from
custom hiring centers established under component No. 6 during the last
FY in the poorly mechanized areas.

It is approved to provide assistance @ ₹ 2000/ Ha as 50% of the cost
of operation /ha 6000 Ha of farming land in state for fully mechanized
farming at village level for a total cost of ₹120.00 Lakhs and the GoI Share
will be ₹72.00 Lakhs and GoK Share is 48.00 Lakhs
It is also proposed to conduct demonstration of machinery
purchased by the Custom Hiring Centers on poorly mechanized villages.
The Custom Hiring Centers will conduct demonstration in an area of 10400
Ha @ ₹ 4000/Ha. The estimated cost as per norms is ₹416.00 Lakhs in which
GoI share is₹249.60 Lakhs and GoK Share is₹166.40 Lakhs.
viii. Flexi fund:
Automation of Custom Hiring Centre- Pilot Project:
The department owned custom hiring Centre presently has a pack
of machinery including Tractors, Power tillers, Mini Tractors, Garden tiller,
Transplanter, Combine harvester, Straw baler etc.; of various make. The
service providing group members are to be engaged to operate the
machines. Hence its approved to form a service providing group in each
CHC under component no 6. The balance amount of 20% shall be met
from this component for which an amount of Rs.35.00 Lakhs is set apart.
Automation of department owned custom hiring centers is planned
for development of hardware, software and procurement of necessary
GPS, sensors and consultation charges for experts and research
programmes. A total financial outlay of ₹ 225.234 Lakhs is kept for this
component in which Rs.135.1404 Lakhs for GoI & 90.094 is GoK Share.
4. Scheme Implementation:
As per GO (MS) No. 198/14/AD dated 20/09/2014, Govt. have
constituted State Level Executive Committee (SLEC) under the

chairmanship of Agricultural Production Commissioner. SLEC will monitor
the Scheme in State level. The management and monitoring mechanism
of the scheme at district level will be done by the District Level Executive
Committee (DLEC), comprising of District Collector (Chairman), Principal
Agricultural Officer (Convener), Executive Engineer (Agri), Project Director
ATMA, Deputy Director (C) and Assistant Executive Engineer (Agri) as
members. Representatives of line Departments, SAUs/ICAR, nominated
progressive farmers, representatives from SHG, representatives from lead
banks/NABARD may also be included in the committee. DLEC will be
responsible for carrying forward the objectives of the Mission for project
formulation, implementation and monitoring. The office of Principal
Agriculture Office shall be the district nodal agency with following
functions.
(i) Identify the areas of low ratio of farm power availability /areas with
large number of small and marginal holdings for implementation of
farm mechanization components.
(ii) Identify beneficiaries (Farmers, Self Help Groups (SHGs), User Groups,
Cooperative Societies, Farmer Producer Organizations (FPOs) and
Entrepreneurs) to avail the benefits of SMAM in transparent and time
bound manner. Identify entrepreneurs/SHGs to establish custom
hiring centres.
(iii) Tie up with the Banks for credit requirements of the beneficiaries
(iv) Ensure that the benefits under various schemes of DAC such as
RKVY, MIDH, NMOOP, NFSM etc. are not extended repeatedly to the
same beneficiary.
(v) Prepare district AAP with physical and financial targets under each
component as per Annexure VII of the Government of India
guidelines.

(vi) Receive funds from State Nodal Department for implementing the
programmes.
(vii) Make efforts for direct transfer of financial assistance to the
farmers/beneficiary through on the basis of AADHAR No and e
payment wherever infrastructure is functional in the district.
(viii) Monitor & display details of approved programme, all activities
undertaken and name of beneficiaries, expenditure incurred etc. at
the Panchayat/prominent public place in the cluster/village level
and get it placed before the concerned Gram Sabha annually from
the point of social audit.
(ix) Study the impact on production and productivity after the
implementation of the programmes and forward the reports to the
State Nodal Department.
(x) Report the progress to State Agricultural Engineer in Annexure IX of
the Government of India guidelines.
Office of the Assistant Executive Engineers (Agri) functioning in the district
will provide technical support in formulation of the district action plan, its
implementation and monitoring. The technical staff will be sourced from
these organizations for imparting training to the farmers and extension
personnel.
i. Test certificates from RTTC Centre Vellayani, Thiruvananthapuram, State
Agriculture Universities (SAU) and designated institutes testing centers to
ensure the quality of the agricultural implements and tool costing less
than Rs. 25,000/- (Rupees Twenty Five thousand) should be ensured
before they are supplied under Government assistance programmes.
ii. Test report of any FMTTI or designated testing of DAC&FW from
manufacturer/supplier of the agricultural implements and tools costing
less than Rs. 25,000/- (Rs. Twenty-Five Thousand) or a system of self-
certification for the desired specification/ quality/ performance of

agricultural implements and tools may be accepted from
manufacturers or supplier.
iii. The agricultural implements and tools costing less than Rs. 25,000/-
(Twenty five thousands) as at SI.No (i) above covers only hand
tools, garden tools, animal drawn/manually / tractor drawn
implements required for land preparation/ sowing and planting/ inter
cultivation/ harvesting and threshing/ transportation operations.
iv. All types of self-propelled agricultural implements/ equipment/
machinery and all types of plant protection equipment are not
covered in clause no.(i) and (iii) above.
The application received will be processed through the Agriculture
Officer /Assistant Executive Engineer (Agri) / Asst. Director of Agriculture to
Principal Agricultural Officers for selection.
The DLEC will finalize the selection for assistance by confirming the
standard of the machinery as per test certificates issued by testing
institutes as shown in Annexure V of the Government of India guidelines.
The list Combine Harvester, tractors and power tiller tested by FMTTI is
available in the website http://farmech.gov.in/LOE.htm. GoI issued
guidelines for ensuring quality of agriculture machineries and equipment‟s
supplied under Govt. programme and schemes shall also be followed for
the selection of machineries.
The assistance will be distributed through e payment with aadhaar
details of beneficiary to the Assistant Director of Agriculture at Block level
/Assistant Executive Engineer (Agri) through District Principal Agriculture
Officer.
The Assistant Executive Engineer (Agri) of the district will be the
investigating officer for procurement of machinery for custom hiring
center for demonstration purposes. They will also organize the training
programmes, demonstration, formation and supervision of activities of
service providing groups in the district. The Regional Executive Engineers

(Agri) at Alappuzha and Kozhikode will monitor the implementation
programme at regional level and provide necessary guidance to the
engineers.
A software is developed by the department in assistance with
National Informatics Centre (NIC) named Farm Mechanization System
(FMS). Through this portal, receipt of application of the farmer to the
payment subsidy can be done. As a demo this software will be used in
Kottayam and Thiruvananthapuram Districts during the current financial
year for testing. From the next financial year onwards after making
necessary modification in this software it can used in all other districts. This
software is hosted in the website address http://fms.kerala.gov.in.
5. Financial Outlay:
The total project cost for the implementation of above components
intend mainly for imparting training, establishment of new custom hiring
centers and assistance for promotion of mechanized agricultural
operations as detailed below.

7. Role of Panchayat Raj Institutions (PRIs)
The DLEC, to the extent possible, will ensure active participation of the
Panchayath Raj Institutions (PRIs) in the implementation of this Mission. PRIs may
also be involved in publicizing the demonstrations and training of farm
equipment and in ensuring participation of farmers from nearby areas for
widespread dissemination of technology.
8. Monitoring and evaluation
The Deputy Director of Agriculture (Credit) of the district will be the District
level implementing officer of the scheme. The utilization certificate of fund
released and the physical and financial progress report should be submitted in
the respective formats. E payment / DBT may be effected with Aadhaar details
as early as possible on receipt of bill after executing necessary agreement with
the supplier / manufacture for Annual Maintenance Contract (AMC). Before
making e payment necessary utilization certificate and valuation should be
obtained from the officer authorized for the purpose.
The State Agricultural Engineer (SAE) will monitor the programme at State
Level.

The financial and physical achievement of the programme will be reported to
State Agricultural Engineer before 5th of every month in through online from the
link (https://drive.google.com/open?id=0BzUOXC8FWqMTdWdCUHFrTi0zX28)
from gmail . The utilization certificate, physical and financial performance
report in Annexure VIII as given in GoI guidelines should be submitted on or
before 31st March 2018.
The expenditure will be met from the head of account H/A 2401-00-109-
65 Plan during 2017-18.

Note
1. To test the machine on Additional Crops, extra @40% test fee over and above the original test fee shall be charged.
2. The Raw material required for test shall be arranged by the applicant at his own cost as per the requirement of the parameters.
3. The above testing charges shall be applicable w.e.f. date of issue of order. 4. The testing charges shall be revised annually. The testing charges shall be enhanced by 10% over
the test fee prevailing in the previous year. The enhanced test fee shall be applicable w.e.f 1st day of the fiscal year. The enhanced test fee shall not be made applicable on those machines which have been admitted for test before the 1st day of the fiscal year.
5. The Service Tax and Cess as per the prevailing rates would be extra over and above the above testing fee.
6. Once the machine is submitted for test with all necessary test fees and subsequently if the manufacturer/applicant withdraws the machine from test , there shall be no refund of the test fee deposited.

Annexure-X
Minimum Technical Requirements for Design, Construction, Test Procedure and Safety for Solar
PV Modules and Performance Standards for Solar PV Pumping System up to 5 HP.
i. Test codes reference for Solar PV Modules
IEC 61215/IS14286 design qualification and type approval must confirm for crystalline Silicon Terrestrial Modules or
IES 61646/Equivalent IS under Development for thin Film Terrestrial Modules.
IEC 616730 part I &II for construction, testing procedure and safety qualification
Testing of Integrated unit of Solar Array and compatible pumping units for performance Test as given below:
II. PERFORMANCE SPECIFICATIONS AND REQUIREMENTS (DUTY CYCLE) up to 5 HP Solar PV pumping System
Solar PV Water Pumps with PV array capacity in the range of 200 Watt to 5 KWp could be installed on a suitable bore-
well, open well, Water Reservoir, Water stream, etc.
Under the “Average Daily Solar Radiation” condition of 7.15 KWh’sq.m. on the surface of PV array (i.e coplanar with
the PV Modules), the minimum water output from a Solar PV Water Pumping System at different “Total Dynamic
Heads” should be as specified below.
For D.C.Motor Pump Set with Brushes or Brush Less D.C.(B.L.D.C):
(i) 100 liters of water per watt peak of PV array, from a Total Dynamic Head of 10 metres (Suction head, if
applicable, minimum of 7 metres) and with the shut off head being at least 12 metres.
(ii) 55 liters of water per watt peak of PV array, from a Total Dynamic Head of 20 metres (Suction head, if
applicable, up to a maximum of 7 metres) and with the shut off head being at least 25 metres.
(iii) 35 liters of water per watt peak of PV array, from a Total Dynamic Head of 30 metres and the shut off head
being at least 45 metres.
(iv) 21 liters of water per watt peak of PV array, from a Total Dynamic Head of 50 metres and the shut off head
being at least 70 metres.
(v) 14 liters of water per watt peak of PV array, from a Total Dynamic Head of 70 metres and the shut off head being
at least 100 metres.
For A.C. Induction Motor Pump Set with a suitable Inverter :
(i) 90 liters of water per watt peak of PV array, from a Total Dynamic Head of 10 meters (Suction head, if
applicable, minimum of 7 metres) and with the shut off head being at least 12 metres.
(ii) 50 liters of water per watt peak of PV array, from a Total Dynamic Head of 20 metres (Suction head, if
applicable, up to a maximum of 7 metres) and with the shut off head being at least 25 metres.
(iii) 32liters of water per watt peak of PV array, from a Total Dynamic Head of 30 metres and the shut off head being
at least 45 metres.
(iv) 19 liters of water per watt peak of PV array, from a Total Dynamic. Head of 50 metres and the shut off head
being at least 70 metres.
(v) 13 liters of water per watt peak of PV array, from a Total Dynamic Head of 50 mertres and the shut off head
