Following the establishment of the 17 member High-Level Independent Panel by the UN Secretary-General Ban Ki Moon, the seminar was aimed to support and enhance the outcome of the African Consultation with the Panel. This consultation also provided a platform for inputs from stakeholders. It also addressed the experiences and concerns of Member States, civil society and think tanks regarding peace operations. The review came at a time when the nature of conflicts are changing and the tasks undertaken by UN as well as the African Union (AU) peace operations continue to evolve and cause significant concern among international peacekeeping stakeholders. NEWSTraining for Peace (TfP) Annual General Meeting (AGM).

The AGM’s purpose was to highlight the TfP Programme’s main achievements and developments in 2014 and present its work plans to be implemented in 2015. The AGM provided a platform for partners to discuss and fine-tune the TfP joint initiatives for 2015. [26–30 January 2015:] ACCORD/TfP attends a

Training Course on United Nations Protection of

Civilians (PoC) in Sweden. The course was organized by the Swedish Armed Forces International Centre (SWEDINT) who conduct several courses each year. The course aimed to enhance the understanding of the roles and responsibilities of military, police and civilian personnel involved in protection work. Furthermore, it aimed to increase analytical skills specific to the needs, threats and rights of vulnerable groups which will assist in protecting civilians from harm. The overall purpose of the annual course was to prepare the individual participants for assignments relating to PoC in UN and other missions.

[09–13 March 2015:] ISS/TfP conducts a Gender,

Children Vulnerable Persons Protection (GCVPP)

course for UNMISS UNPOL. The course was developed following a consultation and joint development process with protection actors from the UNMISS members, including an in-mission validation process and pilot course presentation in Juba, South Sudan. The outcomes of the course included the development of foundational knowledge, skills and personal qualities to

effectively support the UNMISS mandate in PoC. This included specific attention to gender, Sexual, Gender Based Violence (SGBV) and child protection and the rule of law.

[15–17 March 2015:] ISS/TfP conducts a Gender,

Children and Vulnerable Persons Protection

(GCVPP) Training of Trainers (ToT) Course for United

Nations Police (UNPOL) United Nations Mission

in South Sudan (UNMISS). The course aimed to enhance the capacity of UNPOL advisors in addressing gender, SGBV and child protection in the Protection of

ISS and POD supports the Police Strategic Support Group (PSSG) Technical Planning Session. Following the African Union (AU) PSSG inaugural conference in 2014, the session aimed to discuss the AU Police

(AUPOL) policy, guidelines and Standard Operating Procedures (SOPs). As such, ISS with support of POD actively participated in the session, while ISS facilitated the planning session which was necessary in the aim to modernize policing doctrine for peace support operations. This included policies and approaches to international policing such as administrative, financial, legal, logistical and operational imperatives necessary to enhance and consolidate AU police capacities for peace support operations.

[18–21 January 2015:] ISS/TfP organises a Gender,

Sexual Gender based Violence (SGBV) and Child

Protection Training for United Nations Mission in

South Sudan (UNMISS) Police Advisors. The training aimed to design and develop mandates related to in-mission specific training that will enhance the capacity

of the UN Police (UNPOL) Advisors to be more effective and efficient in order to implement their mandate. The training needs assessment process included meetings with UNMISS and external women and children protection actors. These discussions enhanced the assessment and led to an effective framework and guidance in terms of curriculum design and the development of the Gender, Children and Vulnerable Persons Protection (GCVPP) training for the UNPOL advisors in the protection of civilians’ environment in South Sudan.

United Nations (UN) Challenge Forum in the

United States, New York. The Forum focused on the findings of the publication that were handed over by the Challenges Forum Partnership to the Deputy Secretary General (DSG), Mr. Jan Elliason, who represented the Secretary-General Ban Ki-moon. Annette Leijenaar,

[23–31 March 2015:] ACCORD/TfP supports the

African Standby Capacity (ASC) Integrated Human

Resource and Database Training Course in Nairobi,

Kenya. Following the ‘Roster Introductory and an Introductory Human Resources Training’ courses held in Harare, Zimbabwe in 2014, the advanced training aimed to train roster and human resources focal

points as well as training officers on advanced human resources skills for the planning and management of the roster. Furthermore, it aimed to train the personnel on advanced features of the database and ensure their effective usage; and practical training on combining the database and human resources aspects in managing the roster. The training was able to present advanced features of the roster database and it focused on the roster recruitment and deployment cycles and interaction with the database.

[18–29 May:] Eastern African Standby Force (EASF)

United Nations Police Officers Course (UNPOC)

Training in Nairobi, Kenya. The UNPOC is a pre-deployment training course for police officers selected to be deployed to UN or African Union (AU) peace support operations as Police advisors. The course will be held at the International Peace Support Training Centre (IPSTC). The ISS initiative will be supported by police experts from the Norwegian and Danish police force and will use new training material, advanced training techniques. The course will also focus on the mission environments for which the police officers have been earmarked for deployment.

[04–06 February 2015:] ISS/TfP attends the annual

IPSTC Research Agenda Workshop and holds a

meeting with EASF and IPSTC on Police training

collaboration in 2015 in Nairobi, Kenya. As part of the aimed outcomes, Ms Annette Leijenaar engaged with International Peace Support Training Centre (IPSTC) and Eastern Africa Standby Force (EASF) Secretariat to discuss closer cooperation in terms of applied research and police training for EASF. An important outcome of the meeting was the decision that the three organisations will work closely together to present police trainings, especially for EASF and AMISOM during 2015.

of Force in Peace Operations” workshop in support

of the UN High Level Panel on Peace Operations

in Amsterdam, Netherlands. The purpose of the workshop brought together a diverse and knowledgeable set of individuals to collectively discuss issues related to the Use of Force in United Nations (UN) and non-UN peacekeeping operations as an input to the work

of the UN High-level Panel on Peacekeeping Review appointed by Secretary-General Ban Ki-moon.

[23–27 February 2015:] ISS/TfP held a Multiple

Development Workshop in Pretoria, South Africa.

The workshop was supported by the Norwegian National Police Directorate, Police Officers from Denmark, and East Africa Standby Force (EASF). It focused on the development of a generic Police Mid-Level Management course curriculum for implementation in the EAPCCO region for the East Africa Standby Force (EASF). Furthermore, it aimed to evaluate and develop training materials and tailor the training exercises for the UN Police Officer course (UNPOC) for the East Africa region. This was in preparation for the presentation of two courses at the IPSTC in Nairobi for the East Africa Standby Force.

[24–26 February 2015:] POD/TfP supports the

establishment of the Peace Support Operation (PSO)

Office in Lilongwe, Malawi. The visit was to support the establishment of a Peace Support Operation (PSO) office at the Police Headquarters. The newly established office is answerable to the Director of operations which is also linked to the Director of Training. The PSO office is aimed to manage all issues related to PSOs for Malawi Police. Prior to the visit, TfP engaged with Malawi Police by facilitating a driving course for female police officers in 2013 and thereafter arranged two pre-deployment courses in 2014 aimed to prepare male and female officers for peacekeeping missions.

[4–5 March 2015:] TfP Partners support the Expert

Workshop on the Impact of Peacekeeping Training

on Peace and Security in West Africa in Accra,

Ghana. Following a research project conducted in 2014 in eight West African countries regarding training

on peace and security in West Africa, KAIPTC organised a workshop in which the African Centre ACCORD also participated in. The workshop provided a platform for discussions among key stakeholders on the findings of the research as well as brainstorming on ways to enhance peacekeeping training in West Africa in order to improve peace and security in the sub-region. In particular, stakeholders discussed synergies and coordination mechanisms required for effective peacekeeping training. Going forward, in order for peacekeeping training to continue having impact in West Africa, the establishment of realistic and systematic performance indicators, strong evaluation, monitoring and feedback mechanisms into training is needed.

The Training for Peace in Africa (TfP) programme is an international capacity-building programme funded and coordinated by the Norwegian Ministry of Foreign Affairs since 1995. Its primary purpose is to contribute towards capacity building within the broader ambit of peace operations in Africa.

TfP is a joint programme between the Norwegian Institute of International Affairs (NUPI) in Oslo, the African Centre for the Constructive Resolution of Disputes (ACCORD) in Durban, the Institute for Security Studies (ISS) in Pretoria, the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Accra, and the African Civilian Response Capacity for Peace Support Operations (AFDEM) in Bulawayo. Furthermore, the TfP provides support to and collaborates closely with the Eastern Africa Standby Force Coordination Mechanism (EASFCOM), and the Norwegian Police Directorate (POD) is a supporting partner, contributing advice and instructors to the TfP’s police programme.

TfP’s overall goal is to contribute towards building sustainable African civilian and police capacity for multidimensional peace operations. Within its overall goal, TfP’s objective is broadly two-fold:

• To establish competent African peacekeeping personnel in UN, AU and REC/RMs for peace operations in Africa, and

• To support the strengthening of organizational systems in the AU, UN and REC/RMs for peace operations in Africa.

Both of these objectives are implemented at the conceptual and the practical level through training, research, rostering and policy development activities.
