The Project Tetra is a project of entrepreneurial training aims at people who have high academic qualifications

but who lack the opportunity to attend traditional training courses. In fact Tetra is addressed to different categories of people who have social and/or professional difficulties (between the others: immigrants, women, disabled people). The project proposes operational solutions directly addressing the status of substantial in-equality (no access to training at any time of day, no reconciliation of the commitments of women, no flexibility, no inclusion of migrant communities).

Tetra proposes an e-learning training package and pilot delivery of medium-high level, in order to build or enhance the (cultural and technical) capacity of interested individuals among vulnerable groups to define and plan a business idea, as well as to start a micro enterprise and manage it efficiently and in accordance with existing regulations. The University of Modena will explore new contents and pedagogical solutions which must be appropriate to the targets selected after the pre-assessment of needs.

A specific software support will be created, tested and evaluated through 4 pilot projects and tailored on specific needs of individual vulnerable groups (between the potential ones: immigrants, women, disabled and disadvantaged people in general, with a focus on the elderly and the unemployed). The project will provide services accessible at any time during the day, allowing the approach to learning to everyone, according to their needs and the corresponding conciliation times. The participation of universities and certified training centers in Tetra ensures that the training package and course attendance are qualified for training certification; national partners will take care of the training recognition according to their national regulations.

The project has been planned under 5 main types of Work Packages, each of them planned according to the available resources (both human and physical ones) and activated after the full achievement of the previous one.

Analysis of the training needs and context

Objective: to realize a needs assessment analysis in order to verify the training needs of target communities and groups, place the training contents into context, detect and analyse existing needs, and make sure that the training offer is well connected with the local context: both the relevance and the sustainability of the course are closely related to its being linked to the productive and labour market dynamics of target territories; this will require a strong networking effort, to let public and private stakeholders know of the opportunities it brings, to associate it with specific interests and development goals, and to actively embark a large audience of local stakeholders in achieving Tetra’s ultimate goals.

Activities: (i) design of a standardized needs assessment methodology; (ii) assessment of the beneficiaries’ needs, which will also assist in the identification of Tetra’s target groups and direct beneficiaries; (iii) analysis of the local context: existing vulnerabilities, specific labour dynamics for national communities and other vulnerable groups, even in terms of network configuration and inclusion opportunities; (iv) elaboration of a feasibility study on the pilot project, concerning the different typologies of users confirmed by the previous action (ii).

Definition of the course program Objective: to design into details the educational course, with respect to the target groups and

the needs selected.

Activities: - setting up of training packages according to a 3 terms- structure dealing with: (i) cognitive and expertise general tools in different areas of the "accounting firm", "political business", "management and control" and "financial planning"; (ii) business plan and start-up of a new business; (iii) analysis of the business idea and implementation;

- definition of the subjects for each of the 3 terms, basically referring to: start-up of a new business, analysis of market potential, selection and training of the staff, structure and collocation of the product (1st term); strategic dynamics of business trends, study of techniques of international trade, logistics and payment, study of fundamental practices of internationalization, detail of legislative and institutional conditions for the operation and commercial production in third countries, fundraising (2nd term); management of the company, definition of income constraints, financial assets enabling the development and self-sustainance over time (3rd term); - drafting of training materials based on the training needs and users groups; - drafting of a specific training methodology based on the framework and definition of the trainers.

Platform definition

Objectives: to carry out the e-learning platform, which is consistent with the users needs, easily accessible, complete with exercises and tests (in order to verify the progressive users learning) and interactive. Activities: realization of an e-learning platform. Pilot activities Objectives: to train the trainers; to provide 4 simultaneous pilot courses according to a 3 terms-sequence, to each of the 4 target groups selected; to verify the compatibility between users training expectations and training supply. During the whole activities, the exchange of know-how between researchers in any target groups of users is expected from each partner. All results will be transferred into other countries and communities, creating a transnational network of knowledge and making available to any partners all the packages of the program courses. Activities: training of trainers; selection of participants to the 4 pilot courses; realization of 4 pilot courses and relative final exams, each of them devoted to a specific users typology.

Entrepreneurship Training

Immigrant women and their families in Patras and western Greece area are interested in owning successful businesses in Greece or getting a job, but they can't because of the lack of the specific knowledge and skills. TETRA project's pilot training will give them the chance to enhance their entrepreneurial skills through a series of specialized entrepreneurship skills training to enable them get closer to realizing their dreams for a better future. The training will make it possible through funding and support provided by the EU. The entrepreneurship skills training will be take place after 15th of May 2011 but planning for the training started since late 2009 after the kick off meeting of the project in Modena - Italy. It will be based on a program overview and schedule that will be uniquely designed to suit the educational levels, business interest and the work schedule of the participants. It was also culturally sensitive. For example, participants who are mothers attended with their children whenever they were unable to leave their children at home. As well, participants who are not literate attended with either their husbands or their young adult children who could read and write in Greek (or English) to assist them with translation and with filling out evaluation forms. Also, HRDC has made provisions for translators for those who need them. As we have planned, the entrepreneurship skills training will be tied to the International Food and Craft Fair where many of participants would like to develop their skills

VISION - Outcomes

All the partners’ countries e-learning courses are on line in

audio PowerPoint presentation files. All the students of the courses can reach them easily by logging in. In the end of the Project, a web based platform database will be generated with relevant self evaluation tests based on the courses. All the participants will also receive Tetra’s EU participation certifications.

Is it reasonable to connect income maintenance with gainful employment, although more and more working places get lost . Without gainful employment you are not seen as an adequate citizen in a market economy, or capitalism. You do not only have no price for your product, i.e. capacity work, but also no dignity.
