Terrorism (barbaric violence)
Just war (organized violence)
Terrorism is not primarily about the people andobjects attacked; it is about the
construction of threat, the identification of its source, and the response that is
appropriate to it. Terrorism is premeditated
politically-motivated violence perpetrated againstnon-combatant targets by sub-
national groups or clandestine agents

assaults. I would like to assure the world that I did not plan the recentattacks, which seems to have been planned by people for personal
reasons, Bin Ladens statement said on September 17. I have beenliving in the Islamic emirate of Afghanistan and following its leadersrules. The current leader does not allow me to exercise suchoperations. There was an alleged interview in late October (andalleged written statements) that claimed that he had masterminded theattack. However, despite these contradictory and controversialstatements, the US demanded that the Taliban government hand Bin
Laden over. The Afghan governments refusal to hand over a man theysaid was their guest, its request for evidence of his responsibility for the9/11 attacks, and even its proposal that he could stand trial in a neutralIslamic court,
